A highly robust GPS/mapping system will need to be at the core of the application framework

Primary System RequirementsPlatform needs to enable the emergence of

structure and a management systems within a context where there is no clearly defined leadership.

Problem To SolveOESP needs to be able to take a number of

discrete inputs from individuals that are not connected, in real time, process this information, and then provide feedback that is relevant to the organization and management of a larger group that has no formal organizational structure.

Note that the Registration process need not be limited to those on the ground. People can all over the world can pledge resources

Skills MatchingOESP needs to be able to quickly identify

those with skills (both onsite and off) that can support the occupiers

Functional Team DevelopmentAs people register their skills, OESP can

generate Functional TeamsFood, security, medical, sleeping...

The teams could emerge based on numbers of people that register skills

SchedulingOESP could provide dynamic calendaring that

will enable people to input their availability. This could then be used to generate schedules that are accessible to all.

Location Sensitive Targeted NotificationsSomeone needing a doctor, and notification

(SMS and/or automated call) going out to all doctors that are geographically most proximal

Location Sensitive General NotificationsThere is a meeting scheduled for 3pm by the

fountain! All people within a 3 block radius are notified by SMS and automated voice...

You need to find a security person... You look at the map and all security personnel are identified by the colour red

Hence you could toggle through a map of people that are identified by functional rolesAssumes very robust GPS capabilities that can

down peoples locations in real time (not sure if this is actually possible).
