RECOMMENDATION:

It is recommended that Council:

1. Approves the construction of Stage 1B Walker Road Sporting Facility Project Launch Approval (PLA) with a Project Launch Budget (PLB) of $2,395,000 and an Approved End Date (AED) of 30 June 2018; and

2. Delegates authority to the Chief Executive Officer in accordance with the Local Government Act 2009 to enter into contracts, negotiate, finalise and execute any and all matters associated with or in relation to this projectsubject to Council’s procurement practices and policies.

EXECUTIVE SUMMARY:

Stage 1B is the fourth construction stage of the Council approved Walker Road Sporting and Recreation Precinct Master Plan located at Edmonton. The works involve the construction of the final sporting oval and provision for proposed future carparking (refer plans in Attachments). These works will require the realignment of a major swale drain to create the necessary space.

Consultation and design of Stage 1B is complete. The construction is proposed to be undertaken by Cairns Works Construction (CWC) in order to achieve the earliest possible site start and final handover as a three to six month maintenance period is required for turf establishment beyond the civil works programme. CWC have completed Stage 1 Softball and Baseball Facility (in use) and Stage 2 Cricket and Soccer Facility (in commissioning phase).

This report seeks Project Launch Approval (attached) for the Stage 1B project works with a budget of $2,395,000.

In reference to these plans, the first development “Stage 1A Sporting Fields for Softball and Baseball” is complete and has been in use since April 2016.

The second development “Stage 2 Sporting Fields for Soccer and Cricket” construction is recently completed with commissioning in progress.

The “Stage 3 new Soccer and Cricket Club Amenities Building” has been recently commissioned and is operational.

Overall the various stages of this project have come in substantially under the overall project budget of $16.1M allocated back in 2015 at which point the budget was split into 4 stages to spread the budget over several years. While Stage 1B exceeds the 2017/18 allocation, the most recent stage 2 works which are currently being commissioned, came in approximately $1M under the 16/17 budget.

The Stage 1B works with the realignment of the major swale drain could not be undertaken until the existing Mulgrave Mill cane railway was relocated onto its new Logomeir Road alignment. Council and the Mill have completed this relocation work and the line is now operational (separate CRC project). Land acquisition for drainage purposes was also necessary prior to constructing the Stage 1B works. Resumption of freehold land necessary to construct the works is complete with Gazettal and sealed Titled Plans received in favour of Council. New road opening and road closure gazettal’s are in progress.

COMMENT:Project management of all stages and buildings and adjacent Logomeir Rd project has been by Capital Projects Delivery - Infrastructure Services. It is proposed that this continue and that construction for the next stage to commence in July 2017 (dry season), to take advantage of dry conditions for the construction of the sports oval and significant drainage infrastructure works. Funding has been allocated for the works within 2017/2018 financial year.The new open spaces for the sporting oval and carparking will be accessed from the existing access road as per the overall Master Plan for the Walker Road Sporting Facility.

It is also proposed that construction works be undertaken by CWC who have significant experience in the delivery of such projects. With an immediate construction startproposed, the civil works are planned to be completed by December 2017 followed by a three to six month landscaping establishment period over the wet season. This would result in a 30 June 2018 project handover date.

OPTIONS:

That Council approves the Project Launch Approval for an amount of $2,395,000 with an approved end date of 30 June 2018.OrCouncil does not approve the Project Launch Budget.
