Refugees Education Support in mena CoUntriEs RESCUE Project Presentation BBACKGROUND/CONTEXT The partner countries involved in the RESCUE Project, namely Lebanon, Jordan and Iraq, KRG (but also some of the Programme Countries involved, such as Turkey and Germany) are experiencing a very critical situation due to the high number of refugees present on their territory: most of these are Syrian citizens, and include a high percentage of former University students who had to interrupt their academic curriculum. OBCJECTIVES The main specific objective of RESCUE is to help the Partner Country Universities in structuring an effective response to this problem, by creating ad hoc units (the Refugee Student Operational Support Unit R-SOS), whose mission is to structure specific services supporting the refugee students and enhancing University capacities to face local crisis. The analysis carried out by the target Universities has shown that each one of them has different approaches and constraints vis-à-vis this problem, therefore ad hoc solutions must be implemented in each one of them. It is expected that the setting up of the R-SOS units will help in improving the situation of the refugee students either by supporting them in resuming their academic path in the hosting countries origin, providing new opportunities in terms of education and preparing them for returning to their origin country once the crisis is over for the day after. TARGET GROUP The main target group is constituted by the staff of the partner Universities which will be trained to run the R-SOS Units. The final (indirect) beneficiaries of the projects have been defined as any “student who wants to start or continue his/her higher education studies at the university and comes from a conflict zone, fleeing indiscriminate or generalized violence in situations of armed conflict”. This definition includes Syrian citizens and Internal Displaced Persons. DURATION: 36 Months Organisation: UNIMED Work package 1 – Update of Needs Analysis and Best Practices selection The specific needs and constraints of each target University are analysed in detail through surveys and site visits. Selected best practices are collected to serve as a basis to serve as a basis for the subsequent activities. Work package 2 – Developing an Action Plan for the creation of the R-SOS Unit For each one of the seven target universities (Jordan, Lebanon, Iraq/KRG) a customised action plan is developed and agreed, on the basis of the results of WP1. Work package 3 – Implementation of the validated Action Plans The R-SOS are set up on the basis of the Action Plans. The local staff of each unit is trained appropriately. Work package 4 – Start up of the Refugee Students Operational Support (R- SOS) Units The R-SOS units start operations, the activities are closely monitored in order to fine tune their functioning. A number of pilot courses for the students are delivered. Work package 5 – Quality Plan The quality plan is implemented to ensure the highest level of quality of the results, the quality team includes an external evaluator to provide an independent view. Work package 6 – Dissemination and exploitation of results The Dissemination plan is deployed to ensure the maximum awareness and visibility to the Project, involving a wide range of stakeholders. The plan includes five dissemination conferences in Beirut, Amman, Duhok, Brussels and Rome. Work package 7- Project Management UNIMED ensures the management of the project from the strategic, operational and administrative point of view. Project Results The most important expected result of the RESCUE project will be to have 7 R-SOS units operational in the seven partner Universities, supporting the final beneficiaries. These Units will be staffed with 3-4 trained professionals and will be all networked among them in order to share information and experiences. They will be equipped with the necessary IT equipment and for each one of them a fully IT equipped classroom will be set up for the students who will be able to receive online training and access to the Internet. Hosting communities must be involved as part of the solution benefiting from the RESCUE R-SOS activities. A tailored approach is needed in order to better answer to the different Universities needs at local level. The activities foreseen by the project will generate structural changes at the level of partners Universities and therefore the sustainability is a direct consequence of the project structure. The core means of sustainability is indeed to empower local staff (administrative and teaching) providing them with increased competences. This mechanism will ensure that the target group is properly prepared for taking over, technically and methodologically, the growing presence of refugees in their countries during and after the end of the project. The partner Universities have shown a high interest and commitment in carrying forward the achievements of the project and they consider RESCUE as a fundamental part of their present and future strategy. Synergies are being set up with other relevant projects in the area, in fact: UNIMED is the coordinator of both RESCUE and INHERE, and especially in the area of Best Practices selection a significant exchange of information and methodologies has taken place.
