Innovative GEOINT Application Provider Program (IGAPP) GRAND CHALLENGE VENDOR OPPORTUNITY PACKAGE (VOP) GeoCoherent News WHAT IS IGAPP? IGAPP is a revolutionary contract vehicle, bridging the gap between the National Geospatial- Intelligence Agency (NGA) and private sector app developers interested in creating meaningful and effective solutions for NGA’s local, state and federal customers. The approval process is relatively simple, and when complete, provides the vendor access to NGA’s data sources, subject matter experts and list of customers. GRAND CHALLENGE BACKGROUND The IGAPP Grand Challenge is an annual contest where app developers create an application that addresses a need within the Department of Defense. Similar to a hack-a-thon, IGAPP introduces a topic and app requirements which allows vendors approximately two months to develop a solution. News sources play an important role in ensuring a Department of Defense analyst has the ability to maintain situational awareness regarding their area of interest. News provides insight into how political, ethnic, cultural, and medical events shape our world. Given the amount turmoil in the world around us, the need to organize and display news in a meaningful way is becoming increasingly important. The winner of the Grand Challenge will receive $25,000 and the app will become available to DoD customers via the GEOINT App Store. To be eligible, all participants must be an 'Approved IGAPP Vendor'. Not an ‘Approved IGAPP Vendor’? Sign up today! DATA, SERVICES, FUNCTIONALITY This application requires the ability to access a diverse set of news outlets, channels, blogs with sources of news that are capable of being geo-referenced and displayed in both the mobile and desktop environments. App users will also be able to filter news by location, type, source, and keyword. An extensive list of data, services and examples are available within the Resource Center of www.igapp.com

TECHNICAL SPECIFICATIONS Platforms – iOS Phones, iOS Tablets, Android Phones, Android Tablets, Windows Desktop

Demonstrate the ability to retain data on the device in order to operate in a disconnected network environment.

EVALUATION / SCORING CRITERIA Evaluation and Scoring will be performed by the IGAPP team and a selected group end user(s). All IGAPP Grand Challenge app submissions will be judged against the app's ability to address user needs as outlined in the Grand Challenge Vendor Opportunity Package (VOP).

The winning app will be selected based alignment to VOP-requirements, app functionality, user experience and design, and innovation:

Mission Need How well the app answers the needs and requirements outlined the defined need and requirements.

User Experience Evaluate the overall User Interface Design, and ability for users to navigate, filter, and access content within the app.

Functionality Ability to build and execute the App in IGAPP UCTE.
