His appointments were extraordinary and the first time a significant number of African Americans were given nontraditional leadership at the state level in so many areas of governing that, until then, were closed to our community. The document stated “Brown Opens Doors to Minorities: Appoints more than 280 Blacks to Major Posts; Works for Equal Opportunity.” Midway through his third term we can report that if he keeps the pace up of his appointments, by his mid fourth term, he may equal or surpass that number. Our count today is a total of 135 appointments in his administration and 12 Judges for a total of 147. He is at the halfway mark on his previous record. Besides his appointments, Governor Brown made other moves that are good for our community. He revolutionized public education, realigned the Criminal Justice System raised the minimum wage and is devoting mental health and education funds to reentry pris- oners. dle of one of the greatest recessions.Like most of the country, the state wasbroke, unemployment was at an all-time high, the housing market was inthe pits, prisons were bulging, publicschools broken and the un- or under-insured citizens going broke because ofthe lack of health insurance enormous.In his inaugural speech, he pledged toreturn as much as possible decisionsand authority to cities, counties andschools, closer to the people.

PRISON REFORM

He devoted his first year to therealignment of state departments tolean out the fat, and realigned prisonsto reduce their ever growing popula-tions of mostly African Americans andLatinos and began a corner office strat-egy to release those incarcerated forlow level crimes that were not a dangerto society. He invested more than $1billion dollars in new health care facili-ties and new treatment space, includ-ing a new, 1,722-bed facility with hun-dreds of new doctors, nurses, psychia-trists and other medical and mentalhealth care staff in California’s prisons;this historic prison reform realignmenthe has released more than 25,000 pris-oners.

A major reform that is high on theagenda: SB 649 (Leno), that revisesthe state penalty for drug possessionfor personal use from a felony to analternate misdemeanor/felony. The lawdoes not change the penalties for sale,transportation, manufacture, or posses-sion for sale. This modest reform isvery important to California’s minoritycommunities, which suffer dispropor-tionate arrest, prosecution and incar-ceration rates for drug law violations.The governor did not sign this mea-sure.

Ban the Box bill AB218 byAssembly Member Roger Dickinsonwill further reforms the NAACP began

with Governor Schwarzenegger toremove the felony box off of state jobapplications where possible to give ex-offenders a shot at winning employ-ment. This measure was signed by theGovernor.

SCHOOL REFORM

Governor Brown signed LocalControl Funding Formula July 1, 2012that turned upside down the fundingformulas and targeted funding formu-las known as categorical that existedthe last 40 years that were believe tobe the right approach to eliminatefunding strapped to programs for thelow income and poor performingschools. It is a truly revolutionaryapproach to education. He turned theeducation decisions back to the class-room where real decisions are madeand directing the money where theneed and the challenge are greatest.This is a good day for California, it’s agood day for school kids and it’s agood day for our future.

IMMIGRATION REFORM

The Governor signed AB 60 whichenables millions of immigrants to drivelegally on California’s roadways. He

said it will help millions of people getto work safely and should send a mes-sage to congress that immigrationreform is long overdue.

The Governor signed the CaliforniaDream Act To Expand EducationalOpportunity To All Qualified StudentsTaking action to expand educationalopportunity to all qualified students,who were raised in California regard-less of their parents legal status.

MINIMUM WAGE

The Governor raised the minimum

wage bill indicating that “The mini-mum wage has not kept pace with ris-ing costs and that this legislation isoverdue and will help families that arestruggling in this harsh economy.

LGBT RIGHTS

The Governor signed SB 48 bySenator Mark Leno to RecognizeContributions of LGBT Americans,Pacific Islanders And Persons WithDisabilities. The bill revises existinglaws that prohibit discrimination ineducation and ensures that the impor-tant contributions of Americans fromall backgrounds and walks of life areincluded in our history books.

HEALTH MEDICAL EXPANSION

Governor Brown signed legislationto continue the Affordable HealthCare Act. He said “While extreme rad-icals in Washington shut down ourgovernment, here in California we’retaking action to extend decent healthcare to millions of families,” saidGovernor Brown. California has beena leader among states in implementingthe federal Patient Protection andAffordable Care Act (ACA) and estab-lishing its health benefit exchange.

Thank you. Back in 1963 Ihad the opportunity to go toMississippi and see the condi-tions of oppression and racialisolation and prejudice that exist-ed then. We’ve made enormousprogress and while there aremany miles to go, let us neverforget that we have made signifi-cant progress in our schools, inour economy in our communi-ties. Nevertheless inequality isgrowing, not just in Californiabut throughout the Unitedstates, throughout the world as amatter of fact.

Those who often suffer themost are those marked by race,sometimes by ethnicity or reli-gion or sexual orientation. Wehave plenty of work to do andit’s balancing the achievements,the progress we’re making with theroad yet to be traveled.

Here in California we passed alandmark school bill that actuallydirects money based on the needs offamilies and kids. Wherever there islow income families there will bemore money directed for the firsttime. Wherever there are familiesthat don’t speak English, moremoney will be directed. Whereverthere are foster care kids more

money will be directed. That’s thekind of unequal treatment that cre-ates equality over the long term.Treating unequals equally is notequality and it’s not justice.

So should I say anything more?No I don’t want to though, there’s alot more people that want to talkhere.

Here in California we’ve got areal sparkplug in your NAACPleader, she was just in last week. Iwon’t tell you all the things she

asked me to do, because it wouldshock you, but she’s doing the job,doing the work and together we willovercome. It’s not about gradualism,it’s about getting the job done by allmeans necessary.
