Scope

• This Recommendation is applicable to all equipment for the measurement of traffic speed on roads. The Recommendation states the metrological performance that the equipment must satisfy for type approval, irrespective of the technology employed. The legal interpretation of the results of measurements, the choice of technology and the conditions under which these instruments may be applied are left to national regulations.

• These speedmeters may be integral devices or they may consist of several components such as sensors, speed measuring or calculating devices and displays and/or recording devices operating in combination as a measuring instrument. The choice of measurement technology and the conditions under which these instruments may be applied are left to manufacturers subject to national regulations.

2013 Inquiry

• In the future, should vehicle-speed measuring instruments be required to produce photo or video evidence of the offence? This question is particularly directed at attended instruments

• If photo or video evidence is required what should its specification be? As required by the relevant national legislation?

• Should a secondary means of speed measurement be required for automated instruments ?

• If a secondary speed measurement is required – how should this be achieved? Using an alternative technology? What should the level of agreement be? Within 5%, 10% etc

2013 Inquiry Result

• Responses were received for the Netherlands, France, Slovenia, Spain, Australia and Brazil. This is only six of 21 P-members.

• Response was insufficient for adding new requirements to R91, but we will recommend that national legislation consider these issues.
