- Is considered one of INSETA’s critical success factors- Implemented appropriate policies and procedures- INSETA complies fully with best practice- Implemented Fraud Prevention Plan and Materiality Framework

SKILLS DEVELOPMENT:

- Scoped programmes and providers to: - assist 126 Skills Development Facilitators to develop their Portfolios of Evidence- train all new Skills Development Facilitators- up-skill Skills Development Facilitators through a programme designed to develop them to become more strategic people in their organisation

- Conducted series of workshops about the alignment of skills development and employment equity- Focussed on programmes such as INSPREP and Women in Insurance (WIN)

SKILLS DEVELOPMENT CONT./..

- Number of Skills Development Facilitators registered with INSETA increased by 43%- 71 % increase in the number of Workplace Skills Plans submitted- Updated Sector Skills Plan, which included major research, received excellent feedback from Dept. of Labour- Developed holistic strategy for Small, Medium and Micro Enterprises (SMME’s)- Appointment of Regional Advisors in Western Cape, Kwazulu Natal and Gauteng to support and guide smaller employers

INSQA:

- Accredited 28 in-house and private training providers in the sector. Quality of accreditation submissions has been outstanding- Unit standards and Qualifications submitted to SAQA for registration include: fundamental unit standards for NQF Levels 5 & 6, unit standards for FAIS and FICA at Level 2 - A National Certificate in Wealth Management : Level 5- A National Certificate in Risk Management : Level 4

- International Study Tour to United Kingdom to research international systems and processes- Special initiatives include: developing guidelines for assessment, moderation and recognition of prior learning; training 645 assessors; conducting a feasibility study on establishment of an assessment centre and developing material for all qualifications at levels 2 to 4 including mathematical literacy- Training trainers to deliver outcomes based education and training- Mathematical Literacy concession from SAQA

LEARNERSHIPS:

- 15 Learnerships registered by the Department of Labour- Learners on Learnerships are predominately unemployed- Total number of Learners is 154 – 109 unemployed, 45 employed- Budgeted R6 million for the implementation of Learnerships for 2002/3- Grants:

- Currently employed Learners = R12 000- Currently employed, disabled Learners = R25 000- Unemployed Learners = R20 000- Unemployed, disabled Learners = R40 000

- Challenges:- Learnerships are still a new concept within the insurance sector and the take-on by employers has been slow- Identifying accredited service providers to assist with the development of outcomes based education learning materials- Insufficient learning materials, assessors and accredited providers

STAKEHOLDER AND INSETA PROJECTS:

- As at 31st March 2003, 25 stakeholder projects were completed- Discretionary funded projects tackle diverse issues- 38 INSETA projects that will benefit the sector as a whole. 11 of these have been completed to date- Introduction of ELDP and LAP Programmes – will play a critical role in extending management and executive capacity in the sector- INSPREP – all 50 completed the programme and 33 of these learners are employed or engaged in Learnerships in the sector

THE WAY FORWARD:

- Continue to focus on delivery in terms of our mandate and functions to all stakeholders- Support and contribute to the implementation of the Financial Services Black Economic Empowerment Charter – Learnerships agreed in that Charter-Continue to position INSETA as a strategic alliance partner and business collaborator to all stakeholders in the sector- Actively implement the Sector Skills Plan- Implement all INSETA Learning Strategy programmes
