ELKO — For 16 years, Kim Bolin of Elko has given a memorial donation to the Elko County Library in memory of her late hus- band, Rev. Ralph Bolin. “One of the first things Ralph did when we moved to Elko was to get a library card,” Bolin said. “So the library was an easy choice.” The donations go to the Youth Services Department of the Elko County Library. The latest donation was received in late 2013 and the 13 new children’s books are now in. The case that has been going on for decades now heads back to the Nevada Supreme Court for a second time after notices of appeal were filed Jan. 23, the Las Vegas Review-Journal reported. In December, Senior District Judge Robert Estes ordered state Engineer Jason King to reconsider his March 2012 approval for the Southern Nevada Water Authority to pump billions of gallons of groundwater a year from sites in White Pine and Lincoln counties. Gov. candi- date Mark Hutchison visited with Elko business leaders and media Friday ahead of a candidate forum with Sue Lowden at the Elko County Republican Party’s Lincoln Day Dinner. Rumors that Gov. Brian Sandoval will challenge Sen. Harry Reid, D-Nev., in 2016 have stirred a greater interest on the 2014 Lt. Gov. race as the winner in November could be on a fast track to the governor’s seat. Hutchison, who met with the Free Press before the event, said his early support for a mine tax increase was a tactic to kill a 2 percent mar- gins tax on businesses grossing more than $1 mil- lion, which he characterized as the “most disastrous tax proposal in (his) lifetime.” Party leaders suggested the mine tax as an alterna- tive to the margins tax, and Hutchison was asked if he could support it. “I said I would consider it as a way to diffuse this nuclear bomb that was about to go off,” he said. The proposal didn’t make it out of committee and since then, he said, he’s toured mines, met with executives, learned more about the industry and com- mitted to supporting mining. During the legislative ses- sion, Republican lawmakers were criticized by north- eastern Nevada party mem- bers for their support of Senate Joint Resolution 15, which will allow voters to eliminate the net proceeds mine tax from the state con- stitution. Hutchison supported SJR-15, he said, because it gives Nevada citizens an opportunity to shape their constitution. As the election approaches, he added, public officials need to make a concerted effort to educate voters on mining issues. Issues related to sage grouse, land management and even unemployment could be alleviated, Hutchison said, if the state had control over public lands. “The battle over the next decade is going to be over whether or not states retain their sovereignty,” he said.
