Regardless of our career fi eld or our military or civil-ian status, all of us contrib-ute greatly to sustaining the war-fi ghting capability of our nation. What a solemn responsibility that is. Our nation has picked the right-ful warriors for that duty – you and I.

I look forward to teaming with you and working together to achieve a most beautiful and exciting future. Certainly, crafting that future will not just happen by itself. This vision of a beautiful future must come through deliberate action.

Vince Lombardi, former National Football League coach, best sum-marized the kind of deliberate action that reaches success in one of my favorite quotes: “Unless you put ev-erything you have into your pursuits, what is life worth? The quality of life is in direct proportion to our commit-ment to excellence.”

When people ask how one can attain success, I offer them what I call “suc-

cess wisdom.” 1. Decide

what you want. Work on three or four fundamen-tal goals within

spirituality, family, professionalism, fi tness and patriotism that will help you achieve balance. This will give you focus and purpose every day.

2. Organize and set timelines. Eval-uate every facet of your life. What is weak? What is strong? Even if you feel accomplished, do not become complacent. Remember, achievers always move forward. Buy a calendar and write down, with clear timelines, the goals you have chosen. Do this for the entire year, and check your progress at least quarterly.

3. Forget “Rambo.” In our world, the hero effect hurts us in achieving whole-ness as people and organizations. Do not try to achieve success alone.

Rally the support of your entire team. Think about who is going to help you. Share your goals and aspirations with mentors; have them inquire about your progress at regular intervals.

4. Commit to excellence. The quote mentioned above is an excellent way to understand the power of effort. The quote is also a realization that we can control our destinies and the conditions of our future. We have the power to dedicate, commit ourselves and conse-quently, achieve.

I hope these steps help you achieve success as you climb the cliffs and mountains you will face along life’s journey.

Use every opportunity to discover what you have been gifted to do. Car-ry your motivation to every corner. Never forget or underestimate the power of your contribution. Continue along the road to success. I join you in our team journey!

Starting at the end of May and going through February 2013, Joint Base San Antonio-Randolph will help test a new procedure to centralize steps military members take to get their permanent change of station orders and other ac-tions prior to out-processing.

The project, spearheaded by the Air Force Personnel Center, will transfer PCS relocation tasks from Randolph military personnel sections to the Total Force Ser-vice Center-San Antonio.

“The centralization is part of a bigger initiative to transform personnel services delivery with a goal of saving Airmen time and effort when they access personnel ser-vices,” Master Sgt. Andrea Hall, AFPC Per-sonnel Reliability Program and Air Force Relocations Operations superintendent, said. “The Air Force Personnel Center is committed to caring for Airmen and one way we do that is ensure they are able to access all personnel services.”

As a result of relocation centraliza-tion, members will take care of the bulk

of their PCS requirements through the Air Force Personnel Services website – or AF-PERS – via the “My Account” function.

Members participating in the test will not go through the local MPS relocations section until their final out-processing appointment, Staff Sgt. Sara Digennaro, AFPC NCO in charge of Air Force Reloca-tions Operations, said.

The TFSC will email permanent party members assigned to Randolph a list of requirements and links to AFPERS that will allow them to digitally send required documents back. Airmen will also be able to interact and ask questions with the TFSC technicians 24 hours a day, seven

days a week, Digennaro said. Local base out-processing items will

still be handled using the out-processing checklist on the virtual military personnel flight website.

“Testing the relocations process cen-tralization is an important step toward reducing the MPS workload while still providing first-class personnel customer service,” Hall said. “This test will help identify what can be handled through online services that will determine the way ahead.

“Once members are notified of their assignment, all the actions that come thereafter will be handled by the folks

at the TFSC,” Hall said. AFPC will survey members who

change stations during the trial run to gather feedback that can be used to improve the process. The feedback will then be used to determine wheth-er or not to expand centralized reloca-tions to all bases within JBSA.

And with enough positive feedback?“The process could eventually be

used throughout the Air Force,” Hall said. “We’d be taking a function that’s traditionally been accomplished at more than 82 locations and centralize it here at Randolph. If we’re success-ful, it’ll be a big accomplishment for the Air Force.”

With PCS relocation, Randolph hopes to trailblaze “the way of the future,” Hall said.

But for now, AFPC personnel are fo-cused on the foreseeable future – late May to February 2013 to be exact.

“As with any new program there will be challenges along the way; how-ever, this process will help determine more efficient ways to use limited re-sources,” Hall said.

A lot of times when people think about joining the military, something that helps them make their decision is hearing about the benefits they will be given when they sign up.

Some of those benefits include tuition assistance, food and housing allowance, job security and the ability to serve their country.

Another benefit offered on base is financial counsel-ing. Military members, dependents, contractors and ci-vilians can schedule an appointment at the Airman and Family Readiness Center and come in to get one-on-one counseling on anything in the financial arena.

People can be helped with everything to include Air Force Aid, getting a free vehicle history report, budget-ing, investments, stocks, the Thrift Savings Plan, school tuition, goal settings and financial planning, Wendy Link, A&FRC community readiness consultant, said.

“If you don’t know where your money is, then you have no way to set financial goals for the future,” she said. “You need to know what’s coming in and what’s going out. That’s the only way you’re going to get any-where in the future.”

When military members have many things paid for or automatically deducted from pay, it can be hard for them to realize they need to plan ahead

and save money for their future.“A lot of people who are in the military think they

have a safe paycheck every two weeks,” she said. “You

always have to plan for the unexpected; that really is the bottom line when it comes to expenses. You always have to plan for the unexpected.”

Link suggested people strive to save six to nine months of living expenses ahead. It can relieve a lot of stress for people if they know they have a bulk of money saved up to use if they get in a pinch.

People should live within their means, she said.“If you calculate all of your expenses, you need to bal-

ance that out,” she said. “If you’re in the negative, you’re doing something really bad. If you’re at zero, then you are still not living within your means. Everyone needs to know where their money is at all times.”

Managing a budget helps people know how to make decisions on where to spend their money.

“I’m not a believer in cutting everything out,” she said, “because that’s not realistic. You’re going to go out, but maybe instead of every week, you do it every other week.”

One of her favorite things about her job is watching people achieve their goals, Link said.

“The success stories are my favorite, and we have a lot,” she said. “I would encourage anybody and every-body to come in for an appointment. Everyone should have a budget, because that way you can make a plan and set goals.”

With advancements in technology happening on what seems to be a daily basis, energy consump-tion and conservation should always be taken into consideration.

In October 2011, Joint Base San Antonio-Randolph asserted its leadership with a base-wide energy conser-vation competition.

“Creating a culture of cost consciousness is going to be a big challenge,” Col. Scott Peel, 902nd Mission Support Group commander, said.

In less than six months, 836,448 kilowatt-hours were saved at Randolph, resulting in an energy cost savings of $57,760, Ruben Ramos Jr., 902nd Civil Engineer Squad-ron energy and utilities manager, said.

The Air Force Personnel Center received fi rst place in the energy reduction category of the competition for saving more than 300,000 kwh, he said. They were closely followed by the 902nd Mission Support Group and the 359th Medical Group which both saved more than 200,000 kwh.

In the category of energy intensity reduction rankings, the medical group stood out among the other competi-tors by reducing their energy consumption by nearly 20 percent, he said.

In the third category of the energy competition, Carlos Mata, 359th Medical Group, won the Individual Energy Initiative Award for his efforts in motivating his organi-zation, informing others about the energy competition and providing energy tips, Ramos said.

Current initiatives at Randolph include approving the 502nd Air Base Wing energy policy, applying high performance energy standards to building modifi cations and construction, identifying inordinate after-hours en-ergy consumption and creating a culture of conserva-tion, he said.

There are some bases in the Air Force that don’t have many automatic lights, Peel said. The people living there are simply in the mindset of knowing they need to turn off a light or a computer monitor when they’re not using it. That’s what the people at Randolph need to do. It’s not hard; they just need to acknowledge what needs to happen and go at it with the right attitude.

“Every Air Education and Training Command Air-man should constantly consider the cost implications of our actions, our inactions and our decisions,” Gen. Edward A. Rice Jr., AETC commander, said in February when talking about building a culture of cost conscious-ness. “It is about being good stewards of America’s resources. It is more than just achieving greater ef-fi ciency; it really is about a mindset that makes cost

considerations a part of everything we do.”Everyone wants a technical solution, Peel said, but

sometimes the best solution is to have the person do the right thing by themselves.

When it comes to rainfall and lawn care, the grass is not always greener on the other side for Texas residents. Sometimes, there aren’t many things residents can do with the amount of water they are allowed to use during dry months.

However, there are measures people can take when treating lawns to maxi-mize their water usage while reducing the amount of water they waste.

Members from the 902nd Civil Engi-neer Squadron suggested xeriscaping – the creation or adjustment of one’s landscape to require little water – which they said is gaining popularity.

Xeriscaping is applied by using soil, turf grass, mulch and plants that best accommodate one’s regional weather conditions.

“A common misconception people have is xeriscaping automatically means the use of cactus and rocks,” Bruce Dschuden, 902nd CES resource efficiency manager, said. “While cactus and rocks are great tools for xeriscaping, design choices are not limited to them.”

Although St. Augustine and Bermuda grasses are widely used in Texas, they

lack some of the xeriscape features of other grasses. For example, Buffalo grass is a Texas-native alternative that has ex-cellent drought resistance and can stand well against high temperatures. Zoysia grass is another alternative that is versa-tile, and maintains well during a drought and in the shade.

Mulches are a principal component

of xeriscaping that help retain water in soils, and are a great addition to plants and shrubbery.

Xeriscape plants also require less watering – one deep soaking every two or three weeks – as opposed to the more frequent watering needed for non-xeric plants.

Planning and designing one’s land-scape is perhaps the most important xe-riscaping principle.

“There are a lot of options out there,” Dschuden said. “You just need to be edu-cated as a consumer. Any of your big box stores like Home Depot or Lowes, and lo-cal nurseries as well, will help you get in tune with your plants’ needs.”

Dschuden also suggested the Internet as a perfect launching pad for anyone wanting to look up registries about dif-ferent types of plants including grasses, shrubs and trees.

Considering Texas' susceptibility to drought, especially recovering from the driest one-year period from Au-gust 2010 to July 2011, Joint Base San Antonio-Randolph is on board to reduce water usage.

Ruben Ramos, 902nd CES utilities manager, said JBSA is working on a land-scaping policy. In fact, some xeric efforts under Air Education and Training Com-

mand have already been exercised. The new Randolph Air Force Person-

nel Center, Bldg. 667, for example, has some water-efficient design features.

More buildings across Randolph as well as other JBSA installations are likely to implement water-saving design features, in turn reducing the amount of energy it takes to pump the water across the base.

Since 2007, the Air Force requires an annual 2 percent reduction in energy us-age, Ramos said.

To meet these needs, Dschuden asked for the help of base residents to change their mindset when it comes to energy usage. However, his consultation applies to all beyond the gates of Randolph.

“Texas is a semi-arid climate, and xeriscaping can reduce water consump-tion by 25 percent, which is significant in a drought situation,” Dschuden said. “Xeriscaping might tend to be more of a dollar-saving plan for homeowners, but when you cut back your dollar amount in energy costs, you actually help save resources.

“As a civilian or active-duty military member, saving resources is the right thing to do,” he said. “Xeriscaping is one small part in helping change the culture of how we use our resources.”

Joint Base San Antonio-Randolph Lodging is one of four large-base finalists in the 2012 Air Force Innkeeper Award competition.

Randolph Lodging, which recently earned the Air Edu-

cation and Training Command Innkeeper Award, joins Davis-Monthan Air Force Base, Ariz., Incirlik Air Base, Turkey, and Osan AB, Korea, as finalists in the large-base category. Dover AFB, Del., Offutt AFB, Neb., Peterson AFB, Colo., and Spangdahlem AB, Germany, are finalists in the small-base category.

“Lodging means everything to me,” Mary Eddy, 902nd Force Support Squadron lodging manager, said. “I’m re-ally excited about the opportunity to show off what our employees have done. We have wonderful people here. We’re like a family.”

One of the 2012 Air Force Innkeeper Evaluation Teams will visit Randolph Lodging and the facilities of other final-ists next month to assess operations, including customer service, housekeeping, financial and facility management, services and related support activities.

Mike Porter, 902nd FSS lodging assistant man-ager, said the four-person inspection team will visit Randolph for three days.

“It’s an in-depth inspection,” he said. “They are looking for customer comments, the enthusiasm of the employees, joint base leadership involvement and clean rooms.”

Randolph’s AETC award was based on board-graded Air Force Form 1206 submissions, accredi-tation scores and Defense Lodging System overall

customer comment card surveys.Porter attributes much of Randolph Lodging’s suc-

cess to Eddy’s leadership.“Her philosophy is clean, comfortable rooms with

outstanding guest service,” he said.Eddy said lodging receives “excellent support”

from JBSA and Randolph organizations.“We have a great relationship with everybody on

base,” she said.The lodging team consists of some 100 employees, in-

cluding management, housekeepers, laborers and front desk, maintenance and logistics personnel.

Lodging’s 390 rooms are used by distinguished visitors, service members on temporary duty, service members who are arriving at Randolph for their permanent change of station or awaiting a PCS to another base and 12th Flying Training Wing students. Amenities include a fitness room in Bldg. 121 and the Hitchin’ Post Sundries Store in the lobby of the Randolph Inn, lodging’s headquarters.

Air Force Services Agency’s Air Force Innkeeper Award Program, created in 1981, recognizes lodging operations that provide the most outstanding hotel-type lodging and customer service to the Air Force traveler. The purpose of the award is to encourage innkeepers to improve their management and operation of lodging facilities.

Nurses and techni-cians are an indispens-

able part of Joint Base San Antonio-Randolph’s 359th

Medical Group, providing care for thousands of Airmen,

retirees and their families.Randolph’s more than 90 nurses

and technicians offer daily care in fam-ily health, pediatrics, fl ight medicine and immunization, working on nine teams in a patient-centered medical home that focuses on the personal relationship between pa-tient and provider.

“Randolph has two patient-centered medi-cal homes in pediatrics and seven in the family care clinic,” Lt. Col. Patricia John, 359th MDG chief nurse, said. “The medical group’s nurses and technicians have made signifi cant contri-butions to the delivery of patient care to the Randolph’s community of benefi ciaries. Their teamwork has earned the 359th MDG the rec-ognition of best PCMH teams three out of four quarters in fi scal 2011 and was also awarded No. 1 medical treatment facility throughout the Air Force Medical Service.”

Most of the team consists of active-duty members, but civilian nurses provide con-tinuity.

John said the 359th MDG has “a great group of civilian nurses.”

“They are integral to the team,” she said. “They are professional and dedicated to the mission.”

John said technicians are “an extension to nursing care.”

“They have their own scope of practice,” she said. “With their skills and our nurses’ skills, we partner to provide top-notch patient care.”

Master Sgt. Gwendolyn Gaines, 359th Medi-cal Group 4N functional manager, said the youngest members of the nurse-technician team come to the clinic highly educated and

brimming with ideas, while the civilian nurses represent a range of backgrounds and offer a wealth of experience.

“When it all comes together, it works very well,” she said.

Gaines said her goal is to be a “positive mentor/leader to all nursing service personnel, enlisted and offi cer.”

“My many deployments have afforded me experience some medical techs will never en-counter in a stateside arena, and I want them to be ready for any mission,” she said. “Our mission is to take care of patients and maintain our wartime readiness.”

John said she is most proud of techni-cians’ “enthusiasm, willingness and pas-sion to take care of patients.”

Gaines said they’re “striving for excel-lence every day.”

“They give 110 percent,” she said. “They are so motivated and so eager.”

Last week, the medical group showed its ap-preciation to its team of more than 90 nurses and technicians with a week full of activities, from a kickoff breakfast May 7 in the dental conference room to a banquet May 11 at JBSA-Lackland’s Gateway Club.

“Nurse and Technician Appreciation Week is an opportunity to let our team members know

we care about them,” John said. “It makes them feel appreciated and valued.”

Nurse and Technician Appreciation Week is an annual observance that coincides with the birth of Florence Nightingale, founder of the nursing profession and pioneer of modern nursing, on May 12, 1820.

A number of highlights marked the Ran-dolph observance last week, including a scav-enger hunt May 8, a nursing trivia contest May 9 and a “guess who” contest May 9 with an assortment of prizes, from movie tickets to gift cards. In addition, group and squadron com-manders gave up their parking spots for one week to prize winners.

The trivia contest featured nursing history and clinical practice questions, while the “guess who” contest allowed personnel to identify their co-workers from their baby pictures displayed on a board in the family care waiting area.

A new event this year was the 359th MDG’s fi rst Nurse/Tech Week 5K Run on the Randolph Oaks Golf Course track May 10. Airman 1st Class Francisco Contreras placed fi rst, followed by Staff Sgt. Carolina Marin Soto and Staff Sgt. Samuel Medellin Almaguer.

Other events were an ice cream social May 10 and the nurse/technician luncheon May 11. Col. Airmen and their families can find the unique stresses of military life overwhelming, but they need not deal with the pressures of permanent changes of station, deployments and other events alone.

The Air Force offers a host of programs, services and resources that help service members and their families prepare for potentially traumatic events in their lives and deal with any trauma they experience.

“The focus now is enhancing the military population’s ability to deal with adversity before they experience it,” Tech. Sgt. Brian Hornberger, 359th Medical Operations Squadron Mental Health Flight chief, said. “We do this by increasing people’s awareness of how they respond to stress and educating them on healthy ways to deal with it, including knowing when to seek professional help.”

Hornberger, offering advice during Mental Health Awareness Month, said it’s important that people know the signs of stress – from moodiness and irritability to lack of energy, headaches and back pain.

“Then you need to step back and look at what’s stress-ing you out,” he said. “In the military, there are short notice deadlines, deployments, permanent changes of station, plus the normal things that affect you.”

Hornberger said there are healthy ways of dealing with stress.

“Self-care is important,” he said. “You should be get-ting enough sleep, eating right, staying fit and having a support system, or making sure you’re connected to something, whether it’s family, friends or an organiza-tion or group where you feel you belong. You should also have some healthy ‘me time’ – working out, traveling, playing sports or reading a book.”

Inappropriate – or unhealthy – ways of handling

stress include drinking in excess, misusing prescription or over-the-counter drugs, using illicit drugs and isola-tion.

Hornberger said some degree of stress is good.“People perform better with some stress, but too

much will hinder them,” he said. “Your mindset and mental preparation are important.”

Hornberger said the military’s approach to emotional wellness has evolved from reactive to preventive. One example is a program called Airman Resilience Training, which prepares active-duty members for the stresses of serving in Afghanistan and other hostile environments.

“It’s an active approach to help people prior to being exposed to trauma,” he said. “Most will recover, but some won’t recover without help.”

According to Mental Health America, which has led the Mental Health Month observance for more than 50 years, unresolved trauma “can manifest in many ways, including anxiety disorders, panic attacks, intru-sive memories, obsessive-compulsive behaviors, post-traumatic stress disorder, addictions, self-injury and a variety of physical symptoms.”

Unresolved trauma can also significantly increase the risk of mental and substance use disorders, suicide, chronic physical ailments and premature death.

Because of the often dire consequences of unresolved trauma, the Air Force “offers a gamut of resources,” Hornberger said, from chaplain’s offices and mental health flights to Military OneSource and Military Family Life Consultants, as well as first sergeants and supervi-sors. The Employee Assistance Program is available for civilians.

Hornberger said some people are reluctant to seek help for mental issues because of a stigma attached to it.

“But it’s OK to seek services,” he said. “It shows amaz-

ing courage and insight.” Hornberger said the wingman concept also plays a

part in the emotional wellness of active-duty and civil-ian personnel.

“Get to know your associates and look out for them,” he said. “For supervisors, know your people. If you know your people, it’s easier to identify problems.”

“In the past five years, the Air Force has had two bicycle-related fatalities and 39 other bicycle mishaps,” Tech. Sgt. Travis Yates, Joint Base San Antonio-Randolph NCO in charge of ground safety, said. But when these statistics are taken into account with a report released by the San Antonio-Bexar County Metropoli-tan Planning Organization, JBSA-Randolph bicycle riders must prepare against multiple variables that can cause accidents.

The regional safety report, compiled in 2010, stated that out of 148 bicycle crashes with injuries averaged in the city per year for three recorded years, 75 percent of the injured riders did not wear helmets. However, 54 percent of riders said they always wear a helmet during their rides, while another 9 percent said they wear helmets very often, the report read.

While most people claim they wear the proper safety attire, the majority of them get-ting into accidents do not.

Prepping for a ride with the correct gear can save riders from serious injury.

“Wear an approved helmet,” Yates said, which should fit snugly and not rock side to side on the head.

Wearing the correct gear is paramount to protecting the body, but the report revealed bicycle safety is not necessarily dependent on someone wearing the right equipment; in fact, another variable – something more tell-ing – could be the source of potential bike accidents.

“Destination districts were identified around major regional destinations that at-tract movement,” the report said.

There are different skill levels of bicyclists, but many of them in the city are riding in ar-eas where there is a lot of vehicle traffic – not in isolated areas – during the late afternoon and early evening, when traffic volume is at its peak, the report found.

Riders must do everything they can to become aware of their surroundings – the roads and the vehicles on them – to avoid getting struck or striking something. A few pertinent base traffic codes for bicycles state that riders must ride as near to the right side of the roadway as possible; bicycles must not be ridden more than two (side by side) on a roadway; bicycles must obey all traffic-control

devices; and riders must yield the right of way to pedestrians.

Bicycles are also not to be ridden on the roadways of Harmon Drive or Washington Circle per base traffic codes.

There are resources available online, such as http://bicyclesafe.com/, that demonstrate to bicyclists a number of scenarios they are likely to experience on off-base roadways, and how to best avoid getting struck by vehicles.

Tony Lightner, JBSA-Randolph occupation-al safety and health specialist, said many Ran-dolph roadways are narrow and congested with parked vehicles and moving traffic, but are no more dangerous to bicyclists than any other roadway found in the city.

Riders must prepare for safe riding wher-ever they cycle, Lightner said.

There has only been one recent bicycle-related injury on Randolph which happened during the last weekend of April, where the rider’s tire got caught into a security bar-rier.

Second Lt. Shawn Banion, 359th Medi-cal Group medical information systems flash readiness flight commander, was riding on the roadway across from the softball fields near the East Gate when he approached a security barrier.

“I was going about 14 miles per hour,” he said. “It was just one of those instances where my tire hit the slit perfectly and got stuck.”

Banion was propelled from his bicycle and hit the ground, which required him to get stitches on his arm.

Banion was not seriously hurt, but he recommended all to avoid riding over barriers and to slow down

when approaching anything that can compro-mise the tires.

George Heagerty, USA Cycling regional co-ordinator, hosts a bicycle ride approximately 11:30 a.m-12:30 p.m. every Thursday at the Rambler Fitness Center, Bldg. 999, open to anyone with base access.

One of the points of bicycling he teaches his group is that there is a certain level of security in numbers; the more people one has riding with him, the safer he may be and feel.

“Part of riding with a group is being atten-tive to riders next to you and watching their every move,” Heagerty said.

This level of attentiveness translates into a rider’s surroundings, which ultimately can help someone become a more aware, safety-conscious bicyclist, he said.

Riders wearing reflective or high-visibility outer garments will also help motorists see them, especially during nighttime.

“Watch out for other motorists and ride de-fensively,” Yates said. “Most everything else on the road is bigger than you and they will win.”
