Sh. R. Subrahmanyam, Additional Secretary (Technical Education), Ministry of Human
Resource Development along with R. Srinivasan, Director (Technology Enabled
Learning), MHRD visited the CEC campus on 30th October, 2015. He was apprised of
CEC's contribution in the field of e-learning by the Director CEC. Also, a presentation
was made by Mr. Nageswar Nath, ME, CEC to further explain the activities and future
plans of CEC. Some of the e-content modules were shown to them to demonstrate the
four-quadrant approach and the two-step review process undertaken by CEC to ensure
quality content. After being apprised of the progress on NMEICT mission,
Sh. R. Subrahmanyam interacted with the CEC team on the upcoming SWAYAM (Study
Webs of Active-Learning for Young Aspiring Minds) platform for MOOCs (Massive
Open Online Courses) and how CEC can play an important role in creation and
dissemination of MOOCs. Sh. R. Subrahmanyam, keenly, discussed the areas where
CEC can play an instrumental role and what it will require to scale up its operations with
Prof. Rajbir Singh, Director CEC. Mr. R Subrahmanayam and R. Srinivasan also took a
tour of CEC's facilities such as production, library, multi-media etc. and generously
appreciated the work CEC has put in the field of e-learning. They were confident that
CEC can play a pivotal role in development of MOOCs for SWAYAM platform. CEC's
unit heads and other staff were also present during the interaction.

Dear friends,
Looking back while at the year 2015 while it draws to a close, it appears a wonderful year
of activities and excellence at CEC. Since 1993, we have been in the field of generating
and disseminating educational multimedia content across the country and beyond. We
have always tried to keep ourselves abreast with the new developments and practices in
multimedia content development.
The latest development in education content packaging and dissemination is through MOOCs. We organized a
brainstorming session to start a dialogue amongst policy makers on MOOCs, conducted focused discussion groups
for feed forward on MOOCs, and documented our learning in the form of draft guidelines.
Friends, I am happy to share with you that we have finished the Phase 1 of our work and are ready with 29
Undergraduate subjects as e-learning modules. We are preparing for the formal launch in December, 2015.
Beginning next year, we will also be ramping up our daily lecture deliveries and making changes to the format to
make it more interactive.
The year 2015 will go down as an eventful year as we gathered pace and our experience will further help us take on
the new challenges that 2016 will bring us. George Bernard Shaw once said, We
are made wise not by the recollection of our past, but by the responsibility for our
future' and I think as our nation will take strides in Digital India mission, CEC's
role will become more important in the sphere of digital learning.

Media & Education
ICT (Information and Communications Technology) by definition is an umbrella term that includes any
communication device or application, encompassing cellular phones, computer and network hardware and
software, satellite systems and so on, as well as the various other services and applications. According to the
European Commission, the importance of ICT lies less in the technology itself than in its ability to create greater
access to information and communication in underserved populations. In education domain, students can be under-
served in many ways, for example: some students enrolled in institutions may not be happy with the quality of
education they get there. They are under-served in terms of quality. Similarly, some students can be restricted to the
available subject spectrum for education. They may be under-served in terms of choice of education. And there may
be some who have no access to education due to reasons related to their own economic status, physical well being
etc.
Our educational methods have evolved over centuries incorporating the suggestions from other branches of studies
like psychology (student/ teachers psychology), philosophy, social science, etc. Current education typically
follows a Teaching /Learning process with students, teachers, as major elements. The outcome of the process
results into the education of the students and evolution of the teachers. Students and teachers with their individual
characteristics form the input to the process of teaching and learning. The most important teacher characteristic (in
terms of predicting how well teachers will perform in the classroom as well as student achievement) seems to be the
teacher's values and belief. For students the important characteristics can be study habits, drive to learn, prior
knowledge, students intelligence or academic ability. Also, there are a variety of other context variables that
influence the teaching/learning process. Some of the subcategories of these variables include home, peer groups,
community, religious institutions, society, culture, and international conditions.
The complete education process needs to be analyzed and ICT should be used to enhance the process in terms of
efficiency and effectiveness. Care should be taken so that ICT is used selectively to enhance the process and not to
disrupt it. Proper incorporation will result into the enhanced levels of education for all including under-served
student population and in this sense ICT can liberate the education. Currently with the advent of online short
courses in general and MOOCs in particular the online education space is filled with choices for the students ICT
can scale up the education in terms of unlimited access if proper infrastructure is made available and language
parity is ensured. But no element of the educational process can be substituted as each has its own relevance and
ICT does provide elements of educational process. It provides valuable tools that can be used to enhance the
educational experience and increase its scope.

Staff Meet –Director's Diwali address to Team CEC
Prof. Rajbir Singh, Director CEC,
addressed the CEC staff on 10th
Nov, 2015 on Diwali. He apprised
the team on the developments and
key events that happened at CEC in
the last month and congratulated
the team on the successful
completion of phase 1 NMEICT.
He recognized that the team CEC
has delivered five times the work
load with no substantial increase in
infrastructure and resources and
called it as a commendable effort
by whole of the staff. He also
shared the updates on formulation
of increment policy for the
contractual staff which was a much needed step for CEC as an organization in order to attract suitable talent.
After apprising everyone present on the developments at CEC, he wished the team happy festivities for Deepawali.
Team was motivated by the talk and every one later joined the Director for Tea and Snacks.

Focus Group Discussion on MOOCs conducted on 5th Nov.
CEC's Research and Academic team, conducted focus group discussions on Massive Open Online Courses (MOOCs)
with separate focus groups of students and teachers of colleges in National Capital Region. The discussions were
conducted in Sri Aurobindo College, New Delhi and Govt. College for Girls, Gurgaon on 5th of November, 2015. The
CEC organizing teams first presented the concept of MOOCs to the participants and then facilitated a focused group
discussion with them. The enthusiastic discussion by students helped CEC in better understanding the needs and
ingauging the current awareness level of the student community. Total 4 focus group sessions were done with 2 groups
each of students and teachers. Each group had 10-20 participants. More such discussions are planned for future.

December 2015 Synopsis
Interaction of radiation can be through earth's
atmosphere & through earth's surface. Remote sensing
can be done through the process of scattering from the
earth's atmosphere. The other phenomenon is
absorption of radiation. This is important only for the
infra-red wavelength which is emitted by the earth's
surface.
6th December 2015 : Interaction of Radiation with Matter
The programme deals with dramatic exchange of
plants of the old world to the new world and vice-versa.
It also emphasizes the need for conservation of land
races in seed banks to enable us to protect the rights of
Indian farmers to face challenges of patent laws and
their consequences. H.Y. Mohan Ram, an emient
botanist, throws interesting light on the subject.
12th December 2015 : Seeds of Change
Expressing opinions is an important aspect of effective
communication. If the language used for this purpose is
not used carefully, communication may fail. In this part
of the series on Functional English, we discuss varied
ways of expressing agreement or disagreement with
someone's opinion. Different ways of expressing
agreement or disagreement with someone's opinion.
Different ways of saying the something are shown. The
drama format is used to make the programme
interesting and also to show the practical use of
language in effective communication.
17th December 2015 : Expressing Opinions:Agreeing and Disagreeing
Tin this programme, Dr. Eric Cornell of Colarado State
University talks about the ways & means to cool a gas
upto temperatures reaching Nanskelvins i.e. absolute
zero. Behaviour of an ideal gas & the concept of Red
shift & Blue Shift is also discussed. Incidentally the
study of this theory of laser cooling has been awarded
the Nobel Prize in Physics this year.
13th December 2015 : Laser Cooling
There are some statistical phenomena that have baffled
even brilliant minds. Cold Logic alone cannot
convince one of the truthfulness of these statistical
issues. In this programme we have looked at some of
these examples of statistics.
14th December 2015 : Inlay: An Art in Art
This is the third programme of the series where it deals
some more on question formation -polite way of
asking questions and later it is followed by 'tag'
questions. It shows the situations where tag questions
can be used effectively. The situations ate dramatized
and later details of question formation is explained.
15th December 2015 : Questions and Questions
The Chemfun programme is conceived to be a fun
filled programme where basic concepts of chemistry

This is the fourth programme of the series. It shows
how the language can be used in asking for offering
and accepting advice and suggestions. It shows
different ways of saying the same thing - formal -
informal ways and so on. Different linguistic variations
are shown to make the learner more articulate.

December 2015 Synopsis
Noise pollution is a growing menace in our society. Modern technological development has established beyond doubt the beneficial effects of sound on human beings as well as the deleterious effects of noise pollution. The programme shows that increasing noise pollution in the capital can seriously affect the health of people and can lead to a lurid nightmare. Excessive noise causes damage of eardrum, hypertension, fatigue and many other ailments.
25th December 2015 : Noise Pollution
are illustrated . Catalysis is one such programme in
which the rate of decomposition of hydrogen peroxide
is shiwn to be affected by the action of Manganese
dioxide powder, and Baker's yeast. These three
chemicals represent the concept of homogeneous,
heterogeneous and enzyme catalysis.
The apple incident; the moon test; concept of
'centripetal force' as a limit of a series of discrete
impacts; the two-body problem; the problem of finite
size of the sun and planets; publication of Principia,
Newton's theory of tides are explained.
27th December 2015 : Universal Gravitation
Chemical clock reaction is an experiment wherein you
get a flash of blue color from colorless solutions after a
time lag. Potassium per sulfate reacts with potassium
iodide to give iodine which is consumed by sodium
thiosulfate (hypo) taken in low concentration and due
to the presence of starch indicator a flash of blue color
appears after 30-35 secs when all the hypo is
consumed. The reactions are explained and the utility
of a clock to monitor the reaction rates clearly
demonstrated.
19th December 2015 : Chem Fun: Chemical Clock Reaction
The programme introduces the subject of space
communications by tracing the history of space
communications. It introduces the general concepts of
utilisation of space communications while giving the
reasons for using space communication systems. It also
introduces the course contents in general terms,
describes the topics to be covered later.
20th December 2015 : Space Communications: An Overview
In this part of the series of 'Functional English',
different ways of making/accepting complaints and
apologies - formal/informal are shown. Importance of
the tone used is emphasized. Because the right tone of
voice will express the right feeling under making or

accepting a complaint or an Apology. Difference
between 'Complain' and 'Complaint', 'Apology' and
'Apologize' is also explained.

Pollution is one of the hottest topics amongst people
today. We normally blame factories and vehicles etc.
for causing pollution. The truth however is that all of us
are contributing towards causing pollution, through
our everyday activities even without noticing it
ourselves. The film brings these facts to the audiences
notice & appeals at minimising this pollution caused
by all of us.
28th December 2015 : We Too Are Culprits
In this programme we aim at telling students where to put right accent on the right word, which will help students in word recognition, understand right grammatical function & meaning.
