UNDP – Helping reframe the Fire and Safety legislation Mumbai, January 2012

In the month of January 2012, a daylong consultation was organized by the Government of Maharashtra on the Fire Act that was drafted in 1950s, adopted by 20 states. It was felt that the act needs to be amended to strengthening the fire and rescue services by incorporating learnings and issues faced by the states. The consultation focused on issues related to capacity building, procurement of machinery and equipment and linking the act with DM Act 2005. Dr. J. Radhakrishnan, Assistant Country Director and Head DM Unit, UNDP was nominated on behalf of UNDP as a core committee member to work on a fresh draft of the Fire Service Act.

Helping Women Prepare for major disasters Bhiwandi, Maharashtra, January 2012

To address gender issues from the Disaster Risk Reduction (DRR) perspective, as many as 250 women from Self Help Groups and 30 nurses and Public Health and Nutrition (PHN) workers were trained on psycho-social care under the GoI-UNDP Disaster Risk Reduction Programme.

The city administration also trained house maids on gas safety and the use of fire extinguishers. A similar exercise was conducted for women living in residential societies. They were given hands-on training on the use of fire extinguishers and other ways to extinguish fire. Women were also inducted into search and rescue teams, traditionally a male domain. In addition, the city arranged for the six new inductees to be trained by the National Disaster Response Force (NDRF) in basic life saving techniques during emergencies.

School based Disaster Management Kerala, December 2011 A school safety training programme was conducted in three schools of Kochi city in the state of Kerala. More than 450 school children were sensitized on school based disaster management, conceptual knowledge in DRR, relevance of school Suraksha clubs, hazard assessment and school level Disaster Management Plans. School Safety Workshop Odisha, 7-16 January 2012 In Gopalpure village of Ganjam District in Odisha, more than 150 school children were oriented on disaster management and school safety. Sessions were conducted on concept and types of disasters, hazard profile of Ganjam district and importance of school safety plans. The students were also oriented in the preparation of school Disaster Management Plans and DM Plan template was shared. Orientation of school students on Disaster Management Bhubaneswar, Odisha, 21 January 2012 Members of the school safety advisory committee of a school in Bhubaneswar were oriented on school safety and preparation of school safety plan (SSP). Sessions were conducted on Hazard profile of Bhubaneswar city, importance of school safety DM Plans, role and responsibilities of members of school advisory committee in school safety and steps involved in the preparation of school safety plan. A total of 12 participants attended the programme.

Sensitization Programme on Disaster Management Bhubaneswar, Odisha, 18-20 January 2012 School teachers and students were sensitized on various aspects of disaster management, hazard profile of Bhubaneswar city, concept of school safety. A total of 500 participants attended the programme and were given templates on preparing school safety plans. Orientation of Teachers on Disaster Management in schools in collaboration with Regional Institute of Education Bhubaneswar, Odisha, 25-31 January, 2012 A 7-day orientation programme for teachers on Disaster Management in schools was organized by Regional Institute of Education, NCERT, Bhubaneswar. A total of 24 teachers from the state of Odisha, Jharkhand and West Bengal participated in the programme. There were sessions on DM concepts, hazard hunt in schools, concept of school safety, preparation of school safety plan, disaster survival skills, role and responsibilities of teachers and students in DM, management of different disasters like flood, tsunami, community based DRR, climate change and its impact. A one day field visit was also organized to the Cyclone shelter of Narisinghpurpatana of Puri district to interact with the community about their preparedness initiatives. ToT of principals and teachers on school safety and non-structural mitigation Ghaziabad, 12-13 January, 2012 A two-day ToT programme of principals and teachers on school safety and non-structural mitigation was organized under the URR Project. The training was attended by 70 participants including principals and school

teachers from 27 schools and 3 colleges. The objective of the training was to build the capacity of principals and teachers about different types of hazards, its consequences, school safety initiative and strategies. The trainers will further train the school teachers who will subsequently train the children. Under the Urban Risk Reduction Project, the URR cities in Uttar Pradesh conducted various mock drill exercises involving school children, Civil Defence Volunteers, school teachers and parents. Mock drills are a way to test the preparedness level to deal with major disasters and it becomes imperative that it is incorporated as an important preparedness measures to build a culture of safety Fire Safety Mock-drill Mathura, Uttar Pradesh, January 2012 A fire-safety mock drill and evacuation drill was held in a school in Mathura under the GoI- UNDP DRR Programme. It was facilitated by the Fire Department. More than 300 students participated in the drill and they were briefed about the evacuation techniques and different types of disasters

Awareness Generation Programmes for Schools Uttarkashi, Uttarakhand December – January, 2012 As a part of the NSS Camp, awareness programmes on Disaster Management were organized for the schools in Uttarkashi. More than 2000 students participated in the programme and were sensitized on various aspects of disaster management. Hazard Resistant Construction Technology was also demonstrated to the students with the help of models. Mock drill on Disaster Risk Reduction Meerut, Uttar Pradesh, January 2012 Civil defence volunteers participated in a mock drill to showcase various methods of fire extinguishing, life-saving techniques and emergency communication. The exercise tested the coping mechanism of the volunteers. The Divisional Commissioner, District Magistrate, Additional District Magistrate and City Magistrate were present during the occasion. Fire and Evacuation Drill Meerut, Uttar Pradesh, January 2012 To enhance the level of preparedness in schools and involve parents in the process, a mock drill was conducting in a school in Meerut. More than 150 students demonstrated methods of utilizing available resources for extinguishing fire. District Administration officials, school teachers and parents were present during the demonstration. District administration under the GoI-UNDP DRR Programme have organized similar programmes in other schools to mainstream the disaster risk reduction initiatives in their regular activities.

Training of Civil Defence Volunteers for Flood and Earthquake Preparedness Gorakhpur, Uttar Pradesh, January 2012 A pilot project has been launched in Gorakhpur (Uttar Pradesh) to empower Civil Defence with support of NDMA and GoI-UNDP URR Project through DDMA, Gorakhpur. Under the project, training programmes in flood and earthquake preparedness for civil defence volunteers to create a pool of trained resource persons. Training of ward level disaster management team members on search & rescue Angul, Odisha, 17-20 January, 2012 Disaster Management team members of different wards of Angul municipality were trained in different rescue techniques by personnel of fire services. Sessions on different methods of ground rescue and transportation techniques and local available resources used for rescue techniques were conducted. This was followed by mock drill on search & rescue. Training of Police, Home Guards, Fire and Civil Defence staff on search & rescue with National Disaster Response Force (NDRF) Ghaziabad, Uttar Pradesh, 29-30 December 2011 A two day training programme on search and rescue was organized under the URR Project at Zila Panchayat Office, Ghaziabad. The training was attended by 65 participants from police, home guards, fire and civil defence departments on different techniques of search & rescue methods and equipments. The participants were sensitized on different techniques of various hazards, search & rescue safety and security with focus on disaster management, fire safety, first aid and crowd management.

Orientation of NCC cadets on Disaster Management Saranga, Odisha, 19 January, 2012 In the annual NCC Camp held at Indira Gandhi Institute of Technology, Odisha, NCC volunteers were oriented on vulnerability profile of Orissa; community based disaster management, disaster safety tips and their roles and responsibilities during emergencies. Training of NSS, NCC, Scouts and Guides and Nehru Yuva Kendra Volunteers on Disaster Preparedness, Mass Casualty Management and First-aid with NDRF 19-20 January, 2012, Ghaziabad A two-day long training programme was organized for NSS, Scouts and Guides, NCC and NYKS volunteers on Disaster Preparedness, mass casualty management and first-aid under the Urban Risk Reduction Project at Zila Panchayat Office, Ghaziabad. The training was attended by 80 volunteers from various schools and colleges. The main objective of the training was to build the capacity of different volunteers on disaster preparedness, mass casualty management, first-aid aspect and role of volunteers in disaster management. Training of Youth from NSS on Disaster Preparedness Ghaziabad, Uttar Pradesh, January 2012 Around 95 NSS students of a local college in Ghaziabad participated in a one-day training programme on disaster preparedness and effective response mechanism. The main objective of the training was to build the capacity of students about different types of hazards, phases of disaster management and involve them in school safety initiatives.

Sensitization of Ward Counsellors and Municipality Officials Mizoram, January 2012 A one day sensitization programme was organized at Agartala Municipality under the URR programme. More than 50 municipality officers and 35 ward counselors were present in the workshop. The components of URR programme were discussed and emphasis was given on completion and updation of ward DM plans. A mock drills on earthquake and fire safety was also organized in the campus of the municipality area. Ward level sensitization programme Agartala, Tripura, 6 January 2012 Ward Disaster Management Team members and committee members participated in a ward level sensitization programme on Disaster Management. Other participants included local school students, teachers and shopkeepers. The participants were briefed on the techniques of search & rescue, first-aid, fire-fighting and the sessions were facilitated by the Civil Defence, Indian Red Cross society volunteers. A mock drill involving the school authority and ward level DMTs was also organized. Media Capacity Building Dhalai, Tripura, 13 January, 2012 A district level capacity building workshop was organized by the department of Information and Cultural Affairs under the DRR Programme at Dhalai, Tripura. Thirty-two journalists from print and electronic media participated in the programme. The participants were briefed on the role of media on disaster management. It was decided that media will be a part of the awareness campaign in the district. Media representatives will also prepare a plan for the district on disaster management activities for the year.

Training on DM for Municipal Corporation Staff Pune, Maharastra, January 2012 A one day training programme for Pune Municipal Corporation staff was held to orient them on various aspects of disaster management. They were trained on search & rescue, fire fighting, first-aid, relief distribution, shelter management and health & hygiene. A total of 790 participants attended the training session. Capacity Building trainings for resource persons at block and Gram Panchayat Level Bijapur, Karnataka, January 2012 A Training for Cluster and Block resource persons of education department was conducted at Zilla Panchayat, Karnataka. About 160 participants from all the talukas of the district got trained in various aspects of school safety. In another training, 35 members from Gram Panchayats got trained in Community Based Disaster Management Plan preparation. The training introduced the participants to DM and DRR issues and oriented them to develop community based disaster management plans. During the trainings, mock drills were also conducted with the support of Fire and Emergency Services Department. NGOs and Panchayat Development officers oriented on DRR Issues Bagalkot, Karnataka, 15-16 January, 2012 More than 500 NGOs from various parts of the states attended a development dialogue programme on DRR issues. An information kiosk on DRR was also put up at the occasion and around 150 people visited the kiosk. A workshop on DRR was organized for Panchayat Development Officers. More than 11 officers

from 6 talukas of the district participated. The workshop focused on the importance of the role of PDOs, health management of people, animals and fire safety. A mock drill was also conducted as a part of the workshop. Capacity Building of Town Planners on Structural Safety of Seismic Load Bearing of Structures Gurgaon, Haryana, 2-3 December 2012 A training programme for town planners was conducted with the aim to enable them to evaluate the design of the building. The training provided a basic knowledge of structural engineering which is required to evaluate the design of the building as per the revised building rules and zoning regulations. A total of 38 participants attended the workshop. Preparation of draft village Disaster Management Plan Ganjam, Odhisha, January 2012 Draft village disaster management plans were prepared in Kantiagarh and Aryapalli villages of Ganjam district involving the community members, Ward Self Help Group members, Aanganwadi and ASHA workers, PRI representatives, Community Based Origanization members, members of Cyclone Shelter Management, maintenance committee, representatives of Nodal NGOs and Handicap International (HI). There were detail discussions on Community Contingency Plan, process involved in the preparation of Village Disaster Management Plan, concept of DM and role and responsibilities of different stakeholders involved in disaster management.

Preparation of Ward Disaster Management Plans Talcher, Odisha, January, 2012 Ward Disaster Management Plans of different wards of Talcher municipalities were prepared in the month of January. The participants included community members, Ward Self Help Groups members, members of youth clubs, Aanganwadi workers and ASHA workers. There were discussions on hazard profile of the respective wards, resource inventory, collection of baseline data and short and long term mitigation plans. The participants were involved in drawing the social, resource hazard and opportunity maps of their respective wards. Close to 250 participants attended the programme.

Consultation Meeting on Mizoram State Disaster Management Plan January, 2012, Mizoram The second consultative meeting on Mizoram State Disaster Management Plan was held under the chairmanship of Secretary, Disaster Management & Revenue Department. The participants provided inputs for the formation of an effective State Disaster Management Plan. Preparation of Zone Level DM Plans Nanded, Maharashtra, January 2012 Under the GoI-UNDP DRR Programme, a review meeting was held to develop the zone level DM plans for the six zones of the district. Every zone was provided a model DM plan for their reference. A session of data collection and compilation was also organized for the zonal staff under the GoI-UNDP DRR Programme. City Disaster Management Plan Training Bhiwandi, 9-13 January, 2012 YASHADA, Pune and NIDM organized a training session to train officials of Disaster Management Department and city engineers on preparation of City Disaster Management Plan.. The aim is to create local resource persons who can help in making the city disaster management plan. Disaster Management Plans Andhra Pradesh, January 2012 Under the GoI-UNDP DRR Programme, the state of Andhra Pradesh has prepared Disaster Management Plans at the district, mandal, village, ward and city level. At the district level, the mitigation plans of line departments have been prepared and incorporated in the district plan. 18 Village DM plans have been prepared in consultation with the village disaster management committee, task force committees, CBOs, PRIs, NGOs and Government officials. A total of 43 ward plans have been

prepared. Three city DM plans have been prepared and Kurnool city’s plan is under preparation. Model DM Plans January 2012, Lucknow A consultation was held for the preparation of model DM plans. Some of the issues discussed were to address the gaps existing in the legal framework and how to address these. It was also decided that there will be a monitoring committee at the district level. Trainings of line department officers, training of teachers on DRR and School safety plan in DIET was also proposed. Disaster Preparedness Programme Idduki, Kerala, January 2012 Idduki district in Kerala is under the threat of seasonal flooding associated with Mullappweriyar dam, which is one of the oldest dam services in the world. Public living downstream of Mullappweriyar have developed panic, stress, fear and anxiety owing to the tremors being experienced which the public believed that capable of resulting in a dam collapse. In this context, a disaster preparedness programme is jointly implemented by the SDMA and DDMA in collaboration with the GoI-UNDP Disaster Risk Reduction Programme. A school Safety initiative was also launched with support of four coordinators and 18 counsillors at the Gram Panchayat and School level.

Release of Book on Inventory and GIS mapping of Landlines. Sikkim, January 2012 A book on inventory and GIS mapping of landlines in North, East, West and South Sikkim was released on the eve of Republic Day amidst an audience of more than 5000 people. Dignateries present were Chief Secretary, Additional Chief Secretary, Secretary, State Disaster Management Authority and Home Department, Government of Sikkim, hon’ble deputy Speaker and Council of Ministers. Tableau on Urban Risk Reduction Shimla, Himachal Pradesh, 26 January, 2012 A tableau has been developed by the DM cell, municipal corporation under the GoI-UNDP DRR Programme on the issues of Urban Risk Reduction in Shimla. The tableau has been placed at the prime locations of Shimla to generate awareness on DRR issues. Community orientation on Urban Risk Reduction Angul & Talcher, Odisha, January 2012 More than 200 community members were oriented on Urban Risk Reduction in different wards of Angul and Talcher municipalities in the month of January 2012. The participants included Aanganwadi workers, Ward Self Help Groups members, members of youth clubs. There were discussions on hazard profile of the towns, resource inventories and resource mapping. Ward disaster management committees of the respective wards and

different disaster management team were constituted during the programme. Stakeholder’s workshop on preparation of slum free action plan under Rajiv Awas Yojna (RAY) Bhubaneswar, Odisha, 17 January, 2012 A stakeholder’s consultation was held to gather views on the preparation of slum free action plan under Rajiv Gandhi Awas Yojna. The project associates working under the URR programme shared their views on safer construction practices in the city of Bhubaneswar. Meeting of District Crisis Management Group Ghaziabad, Uttar Pradesh, 17 January 2012 A meeting of the district level crisis management group was called by the district administration under the GoI-UNDP URR Project. Representatives from India Oil Corporation Limited, Hindustan Petroleum Corporation, Bharat Petroleum Corporation, Steel and Glass Companies attended the meeting. The agenda was to discuss onsite emergency plans and updating of resource inventory. It was also decided that offsite mock drill will be conducted every six months at the district administration level and a fire safety officer will be appointed in each step.

National Platform on Disaster Risk Reduction 25-26 April, Vigyan Bhawan, New Delhi "Mainstreaming DRR in Development: From Risk to Resilience"

Ministry of Home Affairs along with the National Disaster Management Authority and the National Institute of Disaster Management, has envisaged to organize the First session of the National Platform on Disaster Risk Reduction (NPDRR) from 25th - 26th April, 2012. The NPDRR is considered as the national forum to bring together policy makers, disaster managers as well as academics for a thoughtful reflection, exchange the views, project the research findings along with explore windows for mutual cooperation in the field of Disaster Management and aligning with the provisions of Hyogo Framework for Action (HFA) to acts as coordination mechanism for mainstreaming disaster risk reduction measures into development planning, policies and programmes.

Partners - The National Platform is being hosted by Ministry of Home Affairs along with National Disaster Management Authority and National Institute of Disaster Management in collaboration with other national and international organizations. The Secretariat of the Platform is located at National Institute of Disaster Management.
