Requirements are best understood by local constant dialogue
All technologies go obsolete or need maintenance
Technologies need to integrate with existing efforts and strategies
Establish local team that can design systems with end users
Local team builds modular, open source systems, train in QA; build local tech capacity & network
Train in interoperability and architecture. Extend existing apps.
