Khariar College established in 1977 with active participation and contribution of the local people, has been imparting higher education at undergraduate level, also providing diploma and certificate courses.
It has evolved through the years with a strong base and hence, has completed two cycles of NAAC accreditations and got Autonomous status from University Grants Commission duly approved by Government of Odisha and Sambalpur University in 2012.
It has successfully completed the autonomy scheme in all Under Graduate programmes.
Two batches of students have successfully passed out in semester system with overall pass percentage of 92%.
Though located in the backward region of KBK (Identified by Planning Commission of India) districts of Odisha, its academic achievements, in terms of quality of higher education, are comparable with any other higher educational institutions of advance region of Odisha and Chhattisgarh.
It has cultivated a brand image. College has a bright pool of young & energetic as well as experienced and competent faculty members(15% having Ph.D degree and 32% having M. Phil. Degree).
The College started with one UG programme in Arts and with an intake capacity of 68 in 1977, to-day it offers three UG programmes in Arts, Science, Commerce and certificate courses. Students intake has grown to about 2400 and total student strength at present in the composite college is about 2500.
The ever increasing student strength that too from backward communities and increasing women enrolment have posed new challenges.
To meet the challenges, college has mobilized human resources as well as funds from UGC, MLALAD, MPLAD, WODC, BIJUKBK, Periphery Development Grant of Lower Indra Irrigation Project.
College has undertaken a large number of infrastructure projects like student's hostel, additional class rooms and laboratories, gymnasium, playfield etc. to cater to the present need and future demands. A number of new projects are in the process.
The campus has 15 class rooms, one Multi Purpose Hall with sitting capacity of 200, 6 laboratories, 1 Gymnasium , separate room for NCC, NSS, Sports, one Boys Hostel and one Girls Hostel, Canteen, Library and Reading Room with 17882 books & 79 Journals.
Quality teaching learning process are emphasized by the faculty whose strength has grown from six to forty-six. Active teaching learning activities have helped securing grant to the tune of four crores in the last six years.
Although the college has been able to support its activities by mobilizing funds from UGC and other sources, there is definite need for further enhancing facilities and improving the standards and capabilities of teaching learning process to meet new challenges and for enhancing the scope of activity in the light of to-days world.
With the remarkable growth over the years and its overall performance at the state level the college is now in a mature state to expand its range to the National Level.

OUR EXPERIENCE We did our first rigorous SWOT analysis of our Institution in 2010 and found that
threats were there as long as we were not owning our weakness. Threats were the undesirable consequence of our weakness. They were external.
College has never surrendered before the threats. It has utilised its strength, got feedback from students, alumni, parents, teaching and non-teaching staff members.
For the above we utilised some principles. First we built faith in ourselves. Core group(Principal, Teaching and Non Teaching staff) to work over time.
College Office remain open even after office hours. That gradually strengthen our belief that we can overcome our weaknesses and perceived threats.
In the second phase we change our prospective. Our attitude and thinking prospect impacted on other staff members and Students.
Student friendly atmosphere are built.
We decided to have a green campus. We remove &some of the plants and trees which are not conducive to our environment and planted Neem and Fruit bearing trees. Develop a small garden in front of college building.
We built new hostel for girls and weaker section of the society.
Library was strengthen and reading room was opened in access to bookshelf.
Examination reform was brought in and continuous assessment system was introduced.
We found that, within one year college was growing constantly. The enrolment rate increase three fold and dropout rate reduced from 40% to 10%. We got over fear, we could change our problems in to opportunities.
By personal touch college could mobilise the parents, local representatives. We are obliged to Regional Director and Director Higher Education, Odisha, Vice-Chancellor, Sambalpur University, Chief Minister of Odisha, His-Excellency Governor of Odisha and Principal Secretary, Higher Education Govt. of Odisha, World Bank Team to visit the college in a remote backward tribal area and feel the significance, contribution and role of Khariar Autonomous College.
The college has now opportunity of seeking Institutional Development Grant for Excellence and Equity.

In order to prepare the Institutional Development Plan we conducted another
SWOC analysis recently as per the following. First we gathered the basic
population data of the district and GER and other information of 11 Tribal and
Backward district as per below.

A. METHODOLOGY ADOPTED: Team work and stake holder participations. A core team of
facilitators was constituted; the team after deliberation identified the key stake holder of Khariar
Autonomous College. The team met several times & at brain storming session in participatory
mode, Sub-Committees were constituted. The core committee and sub-committees have
interactive sessions with Teaching Staff, Non-Teaching Staff, ST Students, SC Students, Women
Students, Student Representatives, Alumni, Parents & Support staff.
CORE COMMITTEE FORMATION: In pursuance to Government letter No 29803/ Dated 19-10-
2016, Department of Higher Education, Government of Odisha, Khariar Autonomous College,
Khariar was short listed for Institutional Development Plan, a World Bank assisted project,
among 126 colleges and university of the state. As per letter No 32428/ HE/ Dated 17/11/2016,
two dedicated faculty members viz. Dr. Tarun Kumar Pradhan, Lecturer in Chemistry, & Dr.
Lieutenant Bishnu Dev Singh Mallick, Lecturer in Hindi of this institution were nominated by the
Principal. On 24th November 2016 a meeting was held in Principal Office & following Staff
members were nominated as the Nodal Officer for IDP.

As per letter No. HE/FE/IS/RUSA/0004/2016/36499/HE. Date 28/12/2016, Government of Odisha,
Department of Higher Education, training Programme on IDP for World Bank assisted project was held
at Xavier Institute of Management, Bhubaneswar(XIMB) on dated 6th & 7th January 2017. The two
nominated staff attended the programme successfully.
ANNALYTICAL FRAME WORK: The feedback were collected from the stake holders and initial copy of
the SWOC analysis at the college was circulated on date 2/02/2017.
The review and comments on the draft SWOC was obtained from the Teaching, Non-Teaching staff,
Alumni Representatives and Student Representatives SC, ST, Women, Separately. Finally the college
SWOC Analysis was prepared.

A. SWOC ANNALYSIS SUMMARY:
SWOC
In the above background and considerations, for scaling up the UG education to demand driven development
and innovation, the INSTITUTIONAL DEVELOPMENT PLAN of KHARIAR AUTONOMOUS COLLEGE has been prepared
with active involvement of all stake holders. It is based on the SWOC analysis.
STRENGTH WEAKNESS
The oldest and only full fledged Undergraduate College of the District.
Around 30 acres prime land & own building with moderate facilities.
Adequate number of teaching and non-teaching staff.
Moderate library and reading room. Nodal examination hub. CBCS and semester system. Separate wings of NCC, NSS, RED
CROSS, RED RIBBON, ECO CLUB. Grievance redress cell. Ramps for physically challenged. NAAC Accredited. Autonomous Status. Complete Automisation. Disciplined Students. No Copy Zone. Own website. Separate Hostel for both women and
men. RTI website with Voluntary
Disclosure. Gym. And Mini Stadium.
Problem of communication skill among students.
Student enrolled are basically poor from Rural, Tribal & Backward communities.
Low fee structure. Lack of Modern class room. Lack of well equiped Laboratories. Inadequate number of furniture and
books for Library and reading room. Lack of Separate Science Block and
Library Building. lack of teaching aid for visually
challenged. Absence of PG courses in Demand. Lack of sufficient skill oriented and
career oriented courses. No Indoor stadium. Low enrolment of Women, ST, SC
students in comparison to population of Nuapada district. Women, ST & SC population of district constitute 51%, 33.80% and 13.46% respectively but Khariar Autonomous College has only 33.82% of woman, 18.72% ST and 18.91% SC students. Except SC percentage, the Percentage of ST and Women student are far below the district population percentage.
Campus Placement of TCS, Vedanta and Onestop Solution has discontinued for pass out students.

In the above background and considerations, for scaling up the UG education to demand driven development
and innovation, the Institutional Development Plan of Khariar Autonomous College has been prepared with
active involvement of all stake holders. It is based on the SWOC analyses.
OPPORTUNITIES Challenges
College has analysed its weaknesses and has accepted them as challenges and opportunities.
It has already brought a tremendous changed in the last five years by conducting intensive remedial coaching classes for the slow learner, to improve the communication skills extra classes are taken on Sundays and holidays.
It has mobilized the financial resources from MPLAD, MLALAD, WODC, KBK FUND, BIJU KBK FUND, PERIPHERY DEVELOPMENT FUND, Grant from UGC to improve the facilities and improve the teaching-learning environment so that students of the socio-economic and educationally backward area can be better equipped to find a niche for themselves in the national mainstream.

3. STRATEGIC GOALS Our Strategic goals are based on recent SWOC analysis results, Metrics and target
analysis.
Enhance the NAAC Accreditation From ‘B’ to ‘A+’
Achieve the Enrolment of ST students from 18.7% to 34% and women from 32.91% to
50%
To pursue the equity plan pro-actively from the session 2017-18. We propose to target
the difficulties faced by vulnerable groups as identified by our SWOC analysis and act
proactively for next years to come. The Dropout rate of students in General is 9.9%,
but the dropout rate of ST students is 16.66%. We propose to reduces the dropout
rate to Zero.
Achieve 100% result with 50% passing out with more than 60% marks.
College has proposed to set up separate Science and Library blocks in the first two
years because infrastructure with modern technologies is prerequisite towards
achieving excellence in teaching learning process.
To enhance the teaching learning processes and develop a scientific and research
culture.
CBCS was introduced in 2015 so it needs revisit. We propose to revisit the curricula in
the 2018-19.
Organise faculty development programmes/ trainings in the first two years (2017-
2018). To organise at least 200 seminars/ symposiums/ workshops/ conferences in
between 2017-22.
Increase Ph.D. and M.Phil. qualifications of teaching staff from 15% to 30% and 32% to
50% respectively.
Propose to strengthen collaborative activities, through at least 14 MOUS., with
reputed institutions and industries. TCS, VEDANTA & BHUSAN will be invited for
campus placement of students. This will enhance the placement of pass out students.

6 .Implementation Action Plan and Assessment
• Now the college has the opportunity of seeking Institutional Development Grant for Excellence and Equity. Therefore, college has proposed to set up separate science and library blocks.
• To enhance the teaching learning processes and develop a scientific and research culture. Revisit the curricula.
• Encourage the teaching staff members and Student to Present Papers in
Seminar and publish research papers. Plan to utilize 100% research grants. • To pursue the equity plan pro-actively.
• Organise faculty development plan that atleast with 200 seminars/ symposiums/ workshops/ conferences.
• Increase Ph.D. and M.Phil. qualification of teaching staff to 30% and 50% respectively.
• Propose to strengthen collaborative activities through atleast 14 MOUS with reputed institutions and industries.

A meeting was held with the Students of Arts, Science & Commerce stream in the Multi Purpose hall
under the Chairmanship of Dr. Supriyo Chatterjee, Principal, Khariar Autonomous College, Khariar at

Annexure II : SWOC analysis
A. METHODOLOGY ADOPTED: Team work and stake holder participations. A core team of
facilitators was constituted; the team after deliberation identified the key stake holder of Khariar
Autonomous College. The team met several times & at brain storming session in participatory
mode, Sub-Committees were constituted. The core committee and sub-committees have
interactive sessions with Teaching Staff, Non-Teaching Staff, ST Students, SC Students, Women
Students, Student Representatives, Alumni, Parents & Support staff.
B. ANNALYTICAL FRAME WORK: The feedback were collected from the stake holders and initial
copy of the SWOC analysis at the college was circulated on date 2/02/2017.
The review and comments on the draft SWOC was obtained from the Teaching, Non-Teaching staff,
Alumni Representatives and Student Representatives SC, ST, Women, Separately. Finally the
college SWOC Analysis was prepared.

The oldest and only full fledged Undergraduate College of the District.
Around 30 acres prime land & own building with moderate facilities.
Adequate number of teaching and non-teaching staff.
Moderate library and reading room. Nodal examination hub. CBCS and semester system. Separate wings of NCC, NSS, RED
CROSS, RED RIBBON, ECO CLUB. Grievance redress cell. Ramps for physically challenged. NAAC Accredited. Autonomous Status. Complete Automisation. Disciplined Students. No Copy Zone. Own website. Separate Hostel for both women and
men.
Problem of communication skill among students.
Student enrolled are basically poor from Rural, Tribal & Backward communities.
Low fee structure. Lack of Modern class room. Lack of well equiped Laboratories. Inadequate number of furniture and
books for Library and reading room. Lack of Separate Science Block and
Library Building. lack of teaching aid for visually
challenged. Absence of PG courses in Demand. Lack of sufficient skill oriented and
career oriented courses. No Indoor stadium. Low enrolment of Women, ST, SC
students in comparison to population of Nuapada district. Women, ST & SC population of

Campus Placement of TCS, Vedanta and Onestop Solution has discontinued for pass out students.
SWOC
OPPORTUNITIES Challenges
College has analysed its weaknesses and has accepted them as challenges and opportunities.
It has already brought a tremendous changed in the last five years by conducting intensive remedial coaching classes for the slow learner, to improve the communication skills extra classes are taken on Sundays and holidays.
It has mobilized the financial resources from MPLAD, MLALAD, WODC, KBK FUND, BIJU KBK FUND, PERIPHERY DEVELOPMENT FUND, Grant from UGC to improve the facilities and improve the teaching-learning environment so that students of the socio-economic and educationally backward area can be better equipped to find a niche for themselves in the national mainstream.

Primary Accountability: Governing Body finally approves the
institutional plan in the light of the envisaged vision and mission of the
college. The development plan both short and long term and budget
are drown with clear strategy. Principal-cum-Secretary as the
Chairperson of Finance Committee and Academic Council presents the
resolved proposals of Academic Council and Finance committee which
the Governing Body approves for implementation.
At the college level Principal is the highest body to implement the
decisions of Governing Body and Government of Odisha, Higher
Education Department.He is supported by various committees for the
proper planning, activities, implementation, monitoring, and
evaluation. To implement Institutional Development Plan and Grant
special committees have been formed(Figure- ). Nodal person along
with members for each goal have been identified. They have been
counseled regarding their objectives and the activities to be undertake

It is a proud priviledge for Khariar Autonomous College, Khariar that department of Higher Education,
Government of Odisha had choosen its venue to organise a workshop on PREPARATION OF IDP &
SOCIAL AND ENVIRONMENT SAFEGUARD ASSESSMENT, ODISHA HIGHER EDUCATION
PROJECT FOR EXCELLENCE AND EQUITY on 30th January 2017. In the workshop Principal Secretary
Higher Education Mr. G.V.V. Sharma, IAS had presided over the meeting. Prof. Dr. Mihir Das, Officer in
Charge State Performance Tracking Cell for IDP, Mr. Kurt Larsen, World Bank, Dr. Fanindam Deo,
President Governing Body, Khariar Autonomous College, Dr. Anjali Padhi, Principal, Khariar
Autonomous College, IMACS & Kanchan Parmer World Bank were on dias for the workshop.
Principals & IDP Coordinator of 29 colleges of 11 tribal districts were present in the meeting. Khariar
Autonomous College host the one day Workshop with all sincerity with a grand success. All the teaching
& non-teaching staffs of Khariar Auto. College cooperated for the success of workshop.
