1.0 Introduction
1.1 General
This Schedule of technical requirements describes the CCTV System to be supplied, installed, tested and commissioned for IR passenger coaches.
The contractor shall be responsible for all works required in this Schedule of Technical Requirements (STR) with regard to Design, supply, testing and commissioning of CCTV System.
1.2 Climatic conditions
The coaches will be operated under the climatic conditions shown in Table below:

1.3 Functional Requirements The functional requirement of the CCTV system shall include the following :
(i) Picture resolution shall facilitate facial recognition for unambiguous identification of the
target person.
(ii) Facial recognition in low light condition especially in aisle area during night time.
(iii) Shall have sufficient storage on a removable media for retrieving data on intermediate
stations by RPF.

2. Scope of Supply
This STR covers requirements for supply and installation of CCTV system inside
coaches. The CCTV system shall include DVR (digital video recorder, CCTV camera
and accessories) Location of Camera and number of cameras shall be as per drawing
mentioned in tender document.

8) The contractor shall maintain the CCTV system aggregates and supply of spares for at least 10 years from the date of completion of the contract.
9) Submittals – Technical offer:
The tenderer shall submit the following as the part of technical offer:
(i) Technical offer for CCTV system
(ii) Clause wise comments against all clauses of this STR
2.2 Spare parts, Special Tools and Testing Equipment
The contractor shall supply any special tools / testing equipment required for the system.
2.3 Responsibilities
The contractor shall be responsible for the overall design and engineering to complete CCTV in accordance with the Scope of Supply and Work.
The installation method and location point of all equipments comprising of CCTV shall be designed by the contractor and approved by ICF in order to avoid any mechanical interference with the other equipment of the vehicle.

In order to implement interface requirements, the contractor shall provide the information required by ICF and provide the interface data for ensuring the performance of the CCTV system and shall be responsible for the mechanical and functional interface requirement .
2.4 Design Information
The contractor shall provide ICF with all necessary documents, drawings, software, reports, calculations, technical data, system assurance, quality assurance and testing with respect to STR according approval of ICF.
2.4.1 Design
The contractor shall comply with STR and shall provide, but not be limited to, the following design information of the CCTV system in accordance with the time schedule approved by ICF for approval by ICF.
(a) Product Description & Detailed Drawings for the following:
1) camera assembly 4) Recorder assembly 5) Monitor assembly
2.5 Testing
The contractor shall be responsible for performance tests of the CCTV. ICF’s representative have the right to witness any of these tests at the any stage of test progress.
The contractor shall carry out the type test and routine test of equipment and assembly. The commissioning test of the complete vehicle will be performed by contractor for the CCTV assembly. The contractor shall provide required information for testing and carrying out the tests and retrofit problems during the tests in accordance with STR.

In the event that any test for the CCTV system is failed, the contractor shall, at his own expense, take whatever action is deemed such as, rectification, readjustment or design changes to the satisfaction of ICF, in order to meet the testing requirements.
2.6 Operation and Maintenance Manual
The contractor shall provide necessary requirements for Operation and Maintenance Manual and Spare Parts Catalogues for the CCTV system and special tool with hard copies and electronic format. The requirement for Operating and Maintenance Manuals and Spare Parts Catalogues shall be provided for approval by ICF.
The contractor shall provide softcopy for all O&M Manual according to detail requirement of ICF.
2.7 Warranty
The CCTV system shall be warranted for a period of three years.
2.8 Training
The contractor shall provide training to the ICF personnel and the maintenance staff of User Railways in the operation and maintenance of CCTV system and software at Railway premises.
2.9 Quality Plan
The contractor shall provide ICF all the requirements specified in the STR with respect to Quality Assurance Requirements along with the offer.
2.10 Handing over of CCTV System
The contractor shall hand over the complete CCTV system to ICF in accordance with the time schedule approved by ICF. The contractor shall provide the instruction for proper storage, handling and logistic function of components supplied by the contractor.

3. Technical Requirements
3.1 General
The contractor shall be responsible for meeting all the requirements in STR and submission of all the required data for CCTV system design.
3.2 CCTV Camera The camera shall be of analogue / digital suitably selected to work in day / night in respect
of resolution, clarity of images, and illumination condition for on-train application & shall be
of proven design. The mounting of camera shall be unobtrusive, flushed with or recessed
into the interior panel. Selection of type and number of cameras shall be finalized during
detailed design.
3.3 DIGITAL VIDEO RECORDER (DVR) /CONTROLLER
3.3.1 STAND ALONE TYPE
The DVR shall have 8 channel analogue/digital video and audio input. The DVR shall have
storage capacity suitable for recording for a minimum of 30 days (24 hours / day). Hard
disk of DVR should be swappable. DVR shall have Analogue/Digital outputs. Number of
such outputs will be decided by contractor suitably. DVR shall have provision for Local
monitoring through Ethernet (TCP/IP). The visual images from each camera shall be
recorded in non-volatile memory without any limitations of repetitive writing of data. The
memory shall be expandable by simple plugin of commercially available memory media.
The record shall be easily downloadable.
3.3.2 REMOTE MONITORING TYPE
The DVR shall have 8 channel analogue/digital video and audio input. The DVR shall have

suitably. DVR shall have provision for Local monitoring through Ethernet (TCP/IP). The
visual images from each camera shall be recorded in non-volatile memory without any
limitations of repetitive writing of data. The memory shall be expandable by simple plugin of
commercially available memory media. The record shall be easily downloadable. DVR
should be capable to have inbuilt capability to simultaneously record and transmit video
and the location of the coach through in-built GPS in real time to the Remote control room
and guard/ driver cabin simultaneously. DVR should be capable to have in-built GPS
tracking, transmitting and data recording capability. DVR should have inbuilt bi-directional
Audio support capability to enable Remote Control room to communicate with criminal/
victim in the EMU/ Railcar. It should also be able to record audio along with video in the
DVR hard disk.
3.4 Software System Requirement
3.4.1 Requirements of Recorded Video Analysis Feature
(i) Software shall enable play back of recorded video stream.
(ii) One or more video streams can be selected and shown simultaneously in a multiple display.
(iii) It is also possible to play back a recorded audio track.
(iv) The sequences of interest can be flagged with markings on the time bar. These sequences can then be exported by the software and either written to the analysis PC in a file or burned onto CD-ROM or DVD.
(v) Enlarging the images to emphasis key details is possible.
3.4.2 Requirements of Live Video Feature
(i) Software shall enable live streams of all channels to be viewed simultaneously.
(ii) A stream can be selected from the live streams available and displayed as an individual stream.

(iii) Enlarging this live stream and exporting still images with the addition of further
information shall be possible.
3.4.3 The contractor shall provide, as a minimum, the following:
1) Diagnostics & Maintenance Software 2) User Manual for Diagnostics & Maintenance Software 3) Two backup copies-of application software 4) Test Software
All software supplied for the system designed structurally and logically, fully documented, thoroughly tested in a systematic manner such that they can achieve high quality in terms of safety, reliability, testability, traceability and maintainability.
The contractor shall ensure that the licensee is granted all necessary rights to use software supplied along with the equipment and there are no restrictions attached to the use of any information supplied by the contractor which might later prevent or hinder the licensee from modifying or adopting or extending the system.
3.5 STANDARDS APPLICABLE

Vibration & Shocks : The equipment, sub-systems & their mounting arrangements shall be designed to withstand satisfactorily the vibration and shocks encountered in service as per
EN 61373
Wires & cables: The insulation of all wires and cables including those used within equipment I subsystem shall be halogen-free flame-retardant and formulated to minimize generation of smoke, noxious emissions and corrosive Fumes, in the case of overheating or fire. Cables shall all comply international standards
EN 50264
EMC requirements : All systems shall be designed and constructed to fulfill the requirements and also emission (radiated and conducted) and Immunity tests for all individual equipments provided by contractor shall be performed under normal operating condition according to
EN 50121
EMC test requirements: The contractor is required to conduct type tests as well as full EMC tests on the complete system. Tests to be conducted shall include but not be limited to satisfying standard.

3.6 Operation & Maintenance Manual
3.6.1 General Requirement
The contractor shall prepare the Operation Manual, the Maintenance Manual, and the Illustrated Parts Catalogue for the CCTV system.
3.6.2 Operation Manuals
The contractor shall prepare and submit to ICF for review and approval, the Operations Manual for the System. The Operations Manual shall be provided as a stand-alone manual. The Operations Manual shall include, but not be limited to the following System related content:

• Adequate operation instructions of the System for a complete start to stop
cycle including safety precautions to be observed, preliminary adjustments, alignments, and positioning required, and warm-up procedures .
• The means of connection between equipment components within the
System and to other systems
• The step-by-step procedures to operate the System under normal operating
conditions.
• The step-by-step procedures to operate the System under emergency operating conditions, and the list of controls and indicators for the System and the explanation of the function of each
(d) The detailed operation planning instructions (i.e., all of the steps required to prepare
the basic System for function checks, all necessary steps to perform functional checks, etc.)
(e) The troubleshooting procedures and trouble recognition symptoms

(g) The functional relationship with other equipment, sub-systems, or systems

(I) Illustrations depicting control layout or other pertinent features required to supplement
the description of the operational procedures and instructions.
(j) Any other information necessary for proper and efficient operation
3.6.3 Maintenance Manuals
The Maintenance Manual shall include, but not be limited to, the following inspection and maintenance sections:
(1) Corrective Maintenance (fault finding and diagnostics) (2) Preventative Maintenance (3) Spare Parts List (4) Standards (5) Special Tools and Test Equipment
3.6.4 Submissions
The contractor shall submit the draft of all manuals to ICF for approval. After submission of draft maintenance manual, the final maintenance manual shall be provided within schedule approved by ICF.
4. Quality
4.1 General: Quality Assurance Program
This section describes quality assurance program required to assure the quality of products supplied by the contractor to ICF. The contractor shall assure the quality of product and maintain quality system to achieve high quality of the product.

4.2 Quality Assurance Plan
The contractor shall develop and submit to ICF for review and approval a Quality Assurance Plan (QAP) based on ISO 9001 standard. The contractor shall have the following
a) Evidence of Compliance b) Certificates of compliance c) Calibration of measurement equipment and tools
5. Testing
5.1 General
The CCTV system of individual coach shall be type and routine-tested as per applicable standard.
All such tests shall be carried out at contractor’s cost, wherever performed, in the presence of and to the satisfaction of ICF, who reserves the right to witness any or all of the tests.
The contractor shall carry out Installation, testing and commissioning on completed coach at ICF
The contractor shall submit all test documents, Test procedures and check sheets to ICF for approval as per agreed time schedule.
5.1.1 Inspection
The inspection of all the materials, fittings, equipment, manufacturing processes, and assembly workmanship shall be carried out by ICF.

5.2 Type and Routine tests of equipment and sub-systems
5.2.1 Type Test, CCTV system aggregates
This test is required to verify that CCTV system aggregates operate in accordance with the approved design data. Type test of each component/aggregate shall be performed by the contractor in accordance with the requirements of STR.
5.2.2 Routine Test, CCTV system aggregates
This test is required to verify that the CCTV system components/ aggregates/ subsystems has been built in such a way that it satisfies the requirements of the Approved Design Data as verified by the Type Test.
Contractor shall perform routine test of CCTV system components /aggregates / subsystems in accordance with requirements of STR.
The contractor shall perform, as a minimum, but not limited to the following test;
(1) Operation Tests (2) Visual Inspection (3) Dimensional Inspection
5.2.3 Integration Test
Contractor shall perform the integration test at ICF. The contractor shall submit all necessary information, test procedures and check sheets for the integration test for approval of ICF.
