INTEGRATED LABORATORY DIVISION
The Integrated Laboratory Division of the Department of Agriculture XII is composed of
Regional Animal Feeds Analysis Laboratory (RAFAL) in Cotabato City, Regional Animal
Disease Diagnostic Laboratory (RADDL) in Brgy. Lagao, General Santos City, Regional Crop
Protection Center (RCPC) in Bo. 2, Tacurong City and Soils Laboratories (Amas Soils
Laboratory & Regional Soils Laboratory in Cotabato City).
The Division provides laboratory services to various clienteles in terms of water, soil and
feed analyses, animal health and nutrition and crop protection.
SOILS LABORATORIES
1975 was the creation of Region XII and the Kabacan Soils Laboratory was established at
USM (MIT) Campus. Mr. Eleazar V. Flores, a registered Chemist was then the first laboratory
Chief coming from Region XII. The laboratory equipment was provided by USM but the
laboratory personnel were provided by the Bureau of Soils. NPK and pH were analyzed by that
time.
On the later part of 1984, the Regional Soils Laboratory was created or established in
Cotabato City and the laboratory Chief was Ms. Herminia A. Menorias, a registered Chemist.
Some of the personnel of Kabacan Soils Laboratory were assigned at the Reg. Soils Laboratory
Equipment was provided by the Bureau of Soils Central Office. When Ms. Herminia A.
Menorias retired, Engr. Nadia G. Gayanandang was appointed as Chief of Regional Soils
Laboratory. Kabacan Soils Laboratory remains to be the district laboratory situated at
CEMIARC, Amas, Kidapawan City. At that time, equipment was provided by the BSWM. But it
was only in 2011 under the management of Director Datukan that the Regional Soils Laboratory
was able to procure several high-tech equipment such as AAS, UV-VIS, etc. to mention few.
Additional services were provided such as micro-nutrient analysis, fertilizer analysis,
trcihoderma production and Bio-N Quality Control analysis.

Regional Soils Laboratory’s Services Offered
SOILS LABORATORY
Soils Laboratory is composed of two laboratories namely Amas Soils laboratory in Amas,
Kidapawan City and Regional Soils Laboratory in Cotabato City.
It performs analysis of soils and results are interpreted in terms of fertilizer
recommendation (proper and kind of fertilizer to be applied) and entertain clients coming from
all over the region. It is capable of the following:
Macro Analysis
a. pH
b. Organic matter
c. phosphorous
d. potassium
Physical analysis
a. %silt
b. %sand
c. %clay
d. moisture content
e. water holding capacity
Biological Production
a. Bio-N
b. Trichoderma Production (CFA)
Based on Laboratory analysis, results are interpreted in terms of fertilizer
recommendation that is, giving the right kind and amount of fertilizer to use.
Results on Physical analysis are interpreted for structural class of the soil and will be
recommended to a certain kind of crops.
Trichoderma production is needed for the rapid composting of cellulistic materials and
other agricultural waste.
ACQUISITION OF SOILS MOBILE CLINIC I (2013)
On site soil analysis, going down to municipal level to cater the far-flung areas.
During Sec. Alcala’s visit at TUPI Seed Farm.
ACQUISITION OF SOILS MOBILE CLINIC II (2014)
Before, Soils Laboratory had no mobile clinic, clients had to submit samples to the
laboratory and remote barangays could not easily be used. Staff had to collect soil samples in the
field.
During the management of Regional Executive Director Amalia Jayag- Datukan, MBA
,the Soils Laboratory acquired two units Soils Mobile Clinics to strengthen and hasten its
capabilities in order to cater quickly to the needs in the field of soil analyses of four provinces in
the region.
Soils Mobile Clinic I was acquired last 2013 and being used by Amas Soils Laboratory
to cater the neighbouring provinces and Soils Mobile II (2014) is positioned in Regional Soils
Laboratory, Cotabato City. The two units cater analyses of soil samples direct in the field for it is
equipped with complete equipment needed for laboratory tests including soil test kits. With these
two soils mobile clinic, analyses become easier and faster.
BIO-N MIXING PLANTS
During the time of Regional Executive Director Amalia Jayag- Datukan, MBA, Bio-N
Mixing Plants became operational and have served farmers all over the province.
Bio-N Corn and Rice
- Used by farmers to increase the productivity of their farms/increasing the yields.
- Supplies nutrients for plant growth and development.
- Reduces 50 % of the total nutrient requirement of the plants.

REGIONAL ANIMAL DISEASE DIAGNOSTIC LABORATORY (RADDL)
The Regional Animal Disease Diagnostic Laboratory was established in response to the
needs of livestock and poultry raisers with regards to animal health and production for proper
animal disease diagnosis in SOCSKSARGEN. It was renovated and equipped under the project,
“Strengthening Laboratory and Field Surveillance for an Effective Avian Influenza Protection
Program managed by Food and Agriculture Organization (FAO) and the Bureau of Animal
Industry (BAI) made possible through the generosity of Australian Agency for International
Development (AusAID). It was inaugurated July 8, 2010.
One of the main activity of the laboratory is the Serological Testing for Avian
Influenza using Enzyme Linked Immunosorbent Assay, Agar Gel Immunodiffusion Test and
Hemagglutination Inhibition Test. Beneficiaries for Avian Influenza Laboratory were livestock
and poultry producers and large majority of whom are small holder rural farming households.
Veterinary Quarantine Services and other technical institutions were benefited from the
strengthened capacity to do field and laboratory surveillance gaining public confidence as it
respond affecting to a disease emergency. The Avian Influenza Laboratory will complement this
field network by providing support to the field for maintaining Philippines Avian Influenza Free.
Rabies remains a public health problem in the region. It is considered a neglected disease
that is 100% fatal but 100% preventable. Rabies diagnostic laboratory was set up October 2010
purposely for rabies surveillance in the region using Fluorescent Antibody Test.
The laboratory is catering various diagnostic tests such as Gross Pathology (Necropsy),
Bacteriology (bacterial isolation and identification, water coliform count, fungal isolation),
Serology (Rapid Plate test for Brucella, Caprine Arthritis Encephalitis test using ELISA,
Hemagglutination test for New Castle Disease, Agar Gel Immunodiffusuon or Coggin’s test for
Equine Infectious Anemia), Parasitology ( Blood Parasite Examination using direct smear and
stained smear, Fecal Examination using Floatation, Sedimentation, for Surra Card Agglutination
Test and Microhematocrit Concentration Technique).
