PURPOSE OF THE GUIDE This facilitation guide is intended for trainers and resource persons who seek to support United Nations Country Teams (UNCTs) in highly disaster prone countries to address disaster risk reduction as part of the United Nations Development Assistance Framework (UNDAF) process. The guide has been prepared for the participants of the Training of Trainers workshop on “Integrating DRR into the CCA/UNDAF” which took place in Turin from 23-27 November 2009. The facilitation guide outlines different options for providing support at the country level, including guidance on how the DRR training material can be applied in CCA/UNDAF roll-out countries, either in form of a dedicated DRR training workshop or as part of the UNDAF Design workshop or UNDAF Strategic Planning Retreat. For each of the different training formats, this guide provides training objectives, agendas and detailed session plans. The training material is based on the UNDG Guidance Note on Integrating Disaster Risk Reduction into the CCA and UNDAF. The guidance note is available on the UNDG website1 and should be consulted as the main reference document along with this training guide. Because of the close relationship between disaster and climate change as well as environmental sustainability, it is also advised to familiarize oneself with the respective UNDG guidance notes on these topics.2 Options for providing support at the country level
Depending on the demand of the Country office and the time available, support for integrating DRR into the CCA/UNDAF process might range from conducting a full fledged two day training for the UNCT and UNDAF preparation groups to just a 1-2 hours awareness raising session on DRR in an UNDAF workshop coupled with further onsite or remote technical support. Some suggested options are:
I. Full-fledged (1 or 2 days) training workshop for UNDAF preparation teams or working groups on how to integrate DRR into the CCA/UNDAF
II. DRR session in the UNDAF Design phase III. DRR session in the UNDAF Strategic Planning phase IV. Onsite or remote technical support to the UNCT and UNDAF working groups
Sample agendas and session design for the four options are given in the respective sections below. Each of the above options are meant to be facilitated events where UN staff put aside their daily work to engage intensively in participatory planning with each other, and with country stakeholders, to make strategic decisions about the priorities for UN development cooperation for the next five-year cycle.
The aim is to ensure that disaster risks are considered as part of the analysis of national development challenges and to ensure that the formulated UNDAF outcomes and outputs will contribute to disaster risk reduction in the country.

The material from the Turin Training of Trainers (ToT) workshop on Integrating DRR into the CCA/UNDAF can be used as a reference material that could be adapted to the specific training session. The material is available online on the UNSSC Team RCS web space under the folder "DRR in CCA/UNDAF (ToT)."
The design for each workshop needs to be adapted by the facilitation team to fit the relevant situation and capacity of the UN Country Team. Experience from past UN system learning events suggests that workshops with UNCTs and country stakeholders take place in very different contexts. The manual is meant to be used as a guide only. The facilitation team will need to decide on the right mix of key sessions and materials, based on discussions with the UN Country Team and on their specific context and expected goal of the workshop.

I. DRR TRAINING WORKSHOP FOR UNDAF WORKING GROUPS Purpose
To train the UNDAF preparation team on the significance of disaster risk reduction to sustainable development, and develop approaches and skills to integrate these concerns into the Common Country Analysis (CCA) and United Nations Development Assistance Framework (UNDAF).
Module Objectives
At the end of the workshop, participants will be able to: 1. understand the nexus between development and disasters; 2. understand key elements of Disaster Risk Reduction (DRR) and the HFA 3. appreciate linkages between DRR and climate change and the common UN
programming principles (optional) 4. understand how to address DRR in all the stages of the UNDAF process
(including country analysis, strategic planning, monitoring and evaluation) 5. develop an action plan with key steps and responsibilities in order to achieve the
integration of DRR into the country’s UNDAF.
Target Audience
The training is intended for UN staff in countries that are embarking on, or reviewing, their Common Country Assessment (CCA) and United Nations Development Assistance Framework (UNDAF) and where disaster risk constitutes an important challenge to national development and poverty reduction.
The module has been designed primarily for UN programme staff and key government and development stakeholders in the context of the UNDAF process. The inclusion of the government is particularly important if there is an element of design involved (e.g. if the results from the exercises/working groups will be used to make recommendations for inclusion into the UNDAF formulation etc). The two day training should be targeted at the colleagues who are likely to become actively involved in ensuring that DRR is integrated in the CCA/UNDAF process (e.g. members of an UNDAF sub-working group on DRR, UN Disaster Management Team (UNDMT) members, National DRR Platform). These could be colleagues from relevant UN agencies who already have some background in disaster management and/or risk reduction. However, participation from other development areas should be strongly encouraged in order to raise their awareness of the importance of DRR and to facilitate cross-practice learning. In this case, the facilitation team needs to ensure that the Session 1 on DRR provides a good overview so that everyone has at least a basic common understanding of the concepts of disaster risk reduction. Hence, session 1 should be adapted and expanded depending on the needs of the target audience. If time allows the session could be expanded to a half day DRR Overview Course. The suggested training format assumes that the target audience has some familiarity with the principles of result based management (RBM) and the UNDAF process. Nevertheless, it will be useful to identify in advance resource person (e.g. a RBM expert) who could join the relevant session to assist with the exercises etc. Irrespective of the composition of the participants, the training module should be tailored according to the country context and participants’ needs and experiences (a

Learning Needs Assessment sent out to participants well in advance will be helpful to identify these needs and make necessary adjustments). Timing:
The recommended length for a DRR in UNDAF workshop is 2.5 days as illustrated in the agenda below. According to the interest and availability of the stakeholders at the country level, the workshop length could also be reduced to one day or expanded to three days (see Annex IV for examples of different formats and agendas). The workshop should ideally be conducted at the beginning of the UNDAF preparation phase so that the participants will be able to contribute to the integration of DRR in all the phases of the UNDAF process - from the design and analysis phase to the strategic planning and UNDAF formulation phase. However the training can also be conducted at any other stage of the process after being tailored to the context accordingly. For example, one could propose to include a short DRR session within the UNDAF design workshop in order to ensure that disaster risk is recognized a priority development challenge and then organize a dedicated DRR workshop with an interested sub-working group before the UNDAF Strategic Planning Retreat. Section II, III, and IV provide guidance on conducting DRR trainings at different stages of the UNDAF process.

Session 1: The Disaster and Development Nexus and the Hyogo Framework for Action
Duration: 90 minutes (this session could be expanded to 120 minutes if the target audience includes many colleagues from other development areas with little knowledge of DRR) Lead responsibility: Resource person (e.g. Government official working on DRR, or UN risk reduction advisor) Purpose of the session: Share common understanding of the importance of DRR for development and increase participants’ familiarity with disaster risk reduction issues and the Hyogo Framework for Action. By the end of the session, participants will have:
1. Increase their understanding on how development processes can have positive or negative influence on disaster risk in a country / region
2. Gain a better appreciation on how disasters can have a positive or negative impact on development
3. Strengthen their understanding of disaster risk reduction concepts 4. Increase their knowledge of the Hyogo Framework for Action (HFA)
Please note: Depending on the background of the participants, this session might need to be expanded to explain more basic concepts of DRR if participants include colleagues from other development areas; or shortened to avoid unnecessary repetition if the participants are all DRR experts. This session is important to get everyone onto a common understanding on DRR and set the tone for the training. A good way is to start off with a presentation from a government counterpart on the disaster context in the country. If basic concepts are clear, the session should focus on group exercises on DRR so participants can learn from the experience within their group. 40 min 4. Discussion: Initial discussion on opportunities for integrating
DRR in the UNDAF process in this country: - To initiate the discussion, present some examples from
other countries who have begun to integrate DRR as part of their country analysis or UNDAF (10 min)
- Outline the timeline and current status of the UNDAF process in this country. If no tentative timeline has been drawn up yet, show the Diagram on Strategy and Support for UNCTs Preparing UNDAFs (see Annex III) (5 min)
- Ask participants to discuss in groups at their table the following questions: i) Which of the examples from other countries might be applicable in this country as well; ii) what are the challenges and how could they be overcome. (15 min)
- Plenary discussion (10 min). Note down key suggestions on cards and stick them at the appropriate place on the large flip chart with the UNDAF process timeline.
Alternative option: Ask everyone to stand up and walk over to the common programming timeline which has been put up on large paper on the wall. Briefly explain the process and planned timeline in this country. Provide participants with cards and ask them to write down suggested entry points for integrating DRR in the process and to stick the cards at the appropriate place on the wall (they can discuss it among themselves if they like) (20 min). Shortly debrief in plenary afterwards. (10 min)

Key messages to convey: The HFA and the UNSG Policy Committee commit the UN to integrate DRR
into the development assistance frameworks. The revised CCA/UNDAF Guidance Note (2007) highlights the importance of DRR as a cross-cutting issue.
Integrating DRR in CCA and UNDAF process is: - an important stepping stone towards integrating DRR into national
level development - an important sign of the UNCTs political commitment for risk reduction - an opportunity to increase likely success of country programmes in
risk prone countries Integrating DRR into UNDAF process involves: finding synergies with the
common programming principles; capturing disaster risk and national capacity for risk reduction in the country analysis; incorporating risk reduction measures in the UNDAF outcomes and results; and monitoring and evaluating DRR efforts as part of the UNDAF.
A number of countries have already begun to integrate DRR into the CCA and UNDAF

Session 3: A risk based approach to integrating climate change into UNDAF
Duration: 60 min Lead responsibility: Resource person or external technical expert (e.g. National climate change adaptation advisor). Purpose of the session: To give participants more confidence in understanding how risk reduction can be an instrument to address climate change adaptation in the context of the UNDAF. By the end of the session participants will: - have an overview of the added value of reducing risk through UNDAF as a
contribution to efforts to adapt to climate change. - have a list of tools they can access when working with UNCT which provide
climate change impact information and integrated approaches with DRR. Please note: This session should not attempt to teach participants about the concepts of climate change adaptation. The session assumes that participants are familiar with climate change adaptation and thus focuses on the programming process of reducing risk related to climatic hazards as part of the UNDAF. If the facilitation team believes that participants need to learn more in-depth about climate change risks and adaptation, they should add further materials and lengthen the duration of the course, or hold additional lectures/discussions. Alternative option: Many countries offices now prefer a common approach to disaster risk reduction and climate change adaptation. Hence another option would be to merge this session with the introductory session 1 (i.e. Disasters, Climate Change & Development in country X) and then address both issues together throughout the workshop (see Annex IV – 1. Session 4 (Optional): Building synergies between DRR and the UNDAF programming principles
Duration: 90 minutes Lead responsibility: Facilitator plus 4 resource persons (1 for each of the 4 discussed principles. These could be experts from the UNCT or invited technical experts) Purpose of the session: Understand the linkages between DRR and the four of the five UNDAF programming principles: human rights-based approach, gender equality, environmental sustainability, capacity development (the fifth principles Result-based Management or RBM is not covered in this session but could be covered in later session on DRR and UNDAF Result Formulation). Please note: This session should be optional, subject to the availability of resource person who are experts on the common principles. If the trainer team does not feel comfortable to facilitate the session, then it should either try to request experts form the country team to facilitate the session or exclude the session from the workshop programme. Another option could be to tailor or shorten the session by concentration on only one or two of the principles which is deemed to be most important in the country context and for which resource person are available. In a country that faces a conflict related complex crisis, the facilitation team might also want to consider focusing this session on the interrelationship between conflict and disaster which often have common influencing factors related to the principles such as poor governance or environmental stress. You might want to contact UNDP BCPR for material and inputs. Session output: - Working group outputs on the linkage between the UN common programming

Key message to convey: The UNCTs approach to integrating DRR into the UNDAF should be
underpinned by the UN common programming principles. These same principles are also priorities within the HFA.
Applying the UN common programming principles within the UNDAF offers entry points for reducing risk to disasters, e.g. the right to protection from disasters from an HRBA, addressing gender specific vulnerabilities as well as capacities in disaster management; strengthening local capacity for disaster management etc.

Session output: A causal tree for a problem manifestation and a joint exercise for the role pattern analysis and capacity gap analysis. Preparations and material needed: Power point presentation (adapted from the ToT material, Day
2, DRR in country analysis) Identify problem manifestations that could be proposed to the
groups. The trainer team should identify the problems after seeking the advice of the relevant contact person in the RCO or UNCT. If time allows, the groups could come up with their own problem manifestations. However it might be better to suggest problem manifestations to the groups to avoid lengthy discussions. 1-2 groups should focus on a development problem and 1-2 groups should start their analysis with a disaster risk problem.
Optional: Prepare a briefing note on country context (see ToT case studies). The brief could include an overview of the main development statistics, MDG progress report, national development goals, hazard and risk profile, HFA progress report etc. However in a country level workshop, it can be assumed that the UN staff is familiar with the country context and does not need a briefing note.

- Introduce the tool of problem tree analysis (immediate, underlying and root causes. See p.12 of guidance note) (5 min)
- Divide participants into four (pre-determine) groups
- Provide each group with a predetermined problem manifestation for deeper analysis. These should be decided by the trainer team after some initial discussion with the RCO or country colleagues. If the UNCT has already indentified preliminary UNDAF pillars then the problem statement should be based on them (35 min):
Three groups will receive a development challenge (e.g. child mortality, or weak local governance) and are asked to conduct a problem tree analysis on the root causes of the challenge highlighting as much as possible how disaster risk could be a contributing factor!
One group is given a hazard risk as a problem (e.g. flood risk, earthquake risk) and then are asked to conduct a problem tree analysis of the root causes, bringing out the main underlying development issues that lead to this risk!
- Alternative option: Ask each group to identify a problem manifestation for deeper analysis based on their knowledge of the country context. Each group should then undertake the problem tree analysis focusing on the underlying risk factors. This exercise option would require more time as the groups first have to agree on a problem manifestation.
- Silent gallery: Participants go around reviewing the other problem trees. They can leave comments or suggestions on small post-it notes. One person of the group stays behind to answer questions (15 min)

Key Messages to be delivered Causal analysis is a useful tool for country teams to define roots causes of
disaster risk as well as defining development areas that need to be addressed to deal with a given hazard risk
Causal tree analysis provides opportunity to explore synergies between different problem manifestations. For example how are the problems of child mortality and flood risk linked (e.g. epidemics after floods), or how is corruption at local government level connected to earthquake risk (e.g. weak enforcement of building codes)
Role/pattern analysis (or stakeholder analysis) is done using a rights based approach in an Common country assessment (CCA) type process. In DRR it will depend more on mandates and responsibilities (as duty bearers) and vulnerable groups (for rights holders)

example if DRR was not adequately addressed as a cross cutting theme or to take stock of any change in risk patterns (disaster risk is dynamic)
It is important to include funding and staff time to ensure adequate monitoring and reporting on DRR (including on whether development programs are implemented with risk resilient features and whether DRR programs really make a difference to the most vulnerable)
Because DRR progress is often hard to measure (i.e. a disaster did not happen), it will be particularly important to put in place sound baselines We cannot know if we are achieving results, as a system, unless there is effective monitoring and evaluation of the UNDAF

DRR SESSION IN THE UNDAF DESIGN PHASE Purpose of a UNDAF Design Workshop By the end of the workshop, participants will have developed a shared vision and workplan for the UNDAF process, including initial discussion on the major national development problems, comparative advantages and stakeholder analysis. Purpose of the DRR session and working groups in the Design Workshop To raise awareness of the significance of DRR for the achievement of sustainable development in highly disaster prone countries and identify initial DRR priorities to be included in the UNDAF priorities. Please Note: Explain that for UN agencies, comparative advantage this is often a hard conversation to have. But it’s useful to ask oneself it your agency has real comparative advantages to tackle certain issues, not just based on its mandates. Also, clarify that we are talking about comparative advantages in the specific country, not globally.

In preparation of the Strategic Planning phase, the UNCT will need to review the most significant country analysis processes and/or documents and decide which option to take for the analysis process. The three options are:
Participation in government-led analysis Complementary UN-supported analysis A full CCA process
For all options, the UNCT will need to carry out the analysis on development problems including key underlying and root causes of the problems and capacity gaps of duty bearers and rights holders. Part 2 of the Guidance Note on Integrating DRR into the CCA and UNDAF explains how DRR can be captured in the analysis (p.7-16). The session outline below illustrates how a DRR resource person could assist the UNDAF thematic working groups with considering DRR in their
Thematic Causal Analysis exercises and DRR (60 min) Please note: After the Design workshop the thematic working groups will be tasked to undertake causal analysis in preparation of the Strategic Planning phase. III. DRR SESSION IN THE UNDAF STRATEGIC PLANNING PHASE Purpose of an UNDAF Strategic Planning Retreat (SPR) By the end of the workshop, participants will have formulated potential UNDAF outcomes and acquired the necessary skills to finalize the UNDAF results matrix. By the end of the workshop, participants will: 1. Have reviewed and validated the major national development challenges and
the comparative advantages of the UNCT; 2. Have translated these high priorities into potential UNDAF outcomes and,
where possible, identified contributing agency outcomes and outputs based on RBM and HRBA tools and principles;
3. Have reviewed an action plan for finalization of the UNDAF that includes strategies to engage key stakeholders.
Purpose of the DRR session and interventions in the SPR To highlight the significance of disaster risk as a development problem and provide participants with tools to formulate potential UNDAF outcomes and outputs that incorporate disaster risk reduction measures. By the end of the workshop, participants will:
- Have reviewed and validated the major national development challenges and the comparative advantages of the UNCT from a DRR perspective;
- Have recognized DRR as a high development priority either by formulating a separate UNDAF outcome on DRR or including DRR as a cross-cutting issue or both.
Please note: UNDOCO in collaboration with the UNSSC provides training/facilitation support to UNDAF roll out countries. UNCTs may request that the UNDAF facilitation team for the UDNAF design workshop or UNDAF Strategic Planning Retreat includes a specialized resource person on disaster risk reduction. Preparation and material needed: Solicit commitment of RCO/UNCT to highlight DRR as a key cross-cutting issue

V. FURTHER ONSITE OR REMOTE SUPPORT OPTIONS ON INTEGRATING DRR INTO THE UNDAF PROCESS
There are a number of additional options that trained DRR Resource Persons can provide to support the integration of DRR within the UNDAF process. These types of support can be also provided as remote/ desk review support or in small working groups. Some examples of support include:
1. DRR working sessions with UNDAF outcome working groups: As a DRR Resource person, you could offer to conduct a tailored short training and working session on DRR with any of the UNDAF outcome working groups (e.g. governance cluster group, poverty group etc.). The working session could include a presentation and short exercise on the linkage between DRR and the particular development area, followed by a DRR review (in working groups) of the draft UNDAF outcome area and outputs of the cluster group

3. Review of UNDAF Annual Works Plans: The review of the UNDAF Annual Work Plans (AWPs) can be an important opportunity to identify concrete DRR measure as well as identify additional risks because only the UNDAF AWP outlines concrete activities as well as geographic locations for the programme (which might be hazard prone areas etc.). Check also risk and assumptions.
There are two options of how the review could be undertaken.
Option 1: Organize a half-day Overview DRR training with representative from all the UNDAF working groups.
1. The training would start with an two hour session on Disaster & Development to familiarize the participants with the main DRR concepts
2. Short presentation on the rational for integrating DRR into the UNDAF and present a few examples of UNDAF result matrixes that have successfully integrated DRR into a sectoral UNDAF outcome.
3. Review exercise: Divide participants by outcome areas. Each group should have a DRR resource person as group facilitate. Ask each group to identify: (a) identify major disaster risks that can/do impact on activities in the main
development sectors (b) identify main risk reduction activities that the UNCT can undertake in
support of government development work (at the sectoral level).
Option 2: With support from the RCO and the agreement of the chairs of the UNDAF outcome groups, conduct either a DRR desktop review of the most relevant outcome areas or organize a meeting to undertake a review with a few members of the outcome group. It is important to explain and discuss proposed DRR changes with members of the outcome group to ensure ownership and sustainability of the DRR activities.

4. DRR session in UNDAF mid-term review workshop: the UNDAF mid-term review provides an opportunity to monitor progress on DRR and allows the UNCT and implementing partners to make mid-term corrections. This is especially important if DRR was not adequately addressed as a cross-cutting issue in the original UNDAF or if a change in risk patterns necessitate further/different DRR actions within the UNDAF (see also Annex IV - Example 2: UNDAF mid-term review in Turkey).
As part of the Mid-term review, form a working-group on Risks & Vulnerabilities and the role of the UN System.
(a) identify major disaster risks (incl emergency threats) that can/do impact on main development sectors and the achievement of the UNDAF
(b) identify main risk reduction activities that the UNCT can undertake in support of government development work (can be at sectoral level).
