2 Overview

Intelligent Access Class Control applies to scenarios where there is a surge in the number ofnetwork access requests, for example, during mass gathering events. When cell congestionoccurs, the RNC rejects a large number of RRC connection setup requests, which consumes cellpower resources and RNC signaling resources, increases network congestion, and affects systemstability. With Intelligent Access Class Control, the RNC periodically determines whether a cellis congested and performs access control on access classes (ACs) depending on the cell status.

If a cell is congested, the RNC performs access control on more ACs. When congestion isrelieved in the cell, the RNC performs access control on fewer ACs. The barred ACs arebroadcast in the SIB 3 message. This feature prevents network storms and relieves cellcongestion.

2.1 ACsAll UEs have an AC that ranges from 0 to 9. The AC of a UE is defined by the operator and isstored in the subscriber identity module (SIM). Specific high-priority UEs can be assigned oneor more special ACs that range from 11 to 15. Table 2-1 describes the ACs.

2.2 AC Control IEsThe RNC broadcasts the barred ACs by using the AC control information elements (IEs) in theSIB 3 message. When an AC is barred, UEs from this AC are not allowed to access the network.

According to 3GPP specifications, the network controls the access behavior of a UE based onthe protocol version used by the UE and the AC control IEs vary with the used protocol version.Table 2-2 describes the relationship between UE protocol versions, UE access behavior, andAC control IEs.

3 Technical Description

3.1 Intelligent Access Class Control ProcedureThis feature is controlled by an RNC-level license. In addition, the cell-level parameterCongACSwitch specifies whether to enable this feature.

Figure 3-1 shows the intelligent access class control procedure.

NOTE

l Congestion-Trigger indicates that cell congestion is triggered.

l Congestion-Release indicates that cell congestion is relieved.

l Congestion-Normal indicates that a cell is neither in the Congestion-Trigger state nor in the Congestion-Release state.

The intelligent access class control procedure is as follows:

1. The RNC monitors and checks the cell status every period specified by CongCheckPeriod(BSC6900,BSC6910). For details, see section 3.2 Cell Congestion Check

2. The RNC adjusts the number of barred ACs based on the cell congestion decision. Fordetails, see section 3.3 Dynamically Adjusting the Number of Barred ACs

3. The RNC selects the ACs to be barred from the ACs specified by ACRstrctRange(BSC6900,BSC6910) in round robin mode in each ACPollPeriod(BSC6900,BSC6910)based on the latest number of ACs to be barred as determined in step 2. The RNC thenbroadcasts the selected ACs in the SIB 3 message. For details, see section 3.4 SelectingACs in Round Robin Mode

4. UEs check whether their ACs are barred in the SIB 3 message. For details, see section 2.1ACs

NOTE

CongCheckPeriod(BSC6900,BSC6910) and ACPollPeriod(BSC6900,BSC6910) are independent of eachother. The RNC determines the cell status and adjusts the number of barred ACs in each period specifiedby CongCheckPeriod(BSC6900,BSC6910). The RNC selects the specific barred ACs in round robin modeand broadcasts the barred ACs in SIB 3 in each period specified by ACPollPeriod(BSC6900,BSC6910).

3.2 Cell Congestion CheckAt the end of each period specified by CongCheckPeriod(BSC6900,BSC6910), the RNC checkswhether a cell is congested based on the configured conditions.

Conditions for Determining Whether a Cell is CongestedTable 3-1 describes the four conditions used by the RNC to determine whether a cell iscongested.

1. The RNC makes independent congestion decisions based on the enabled conditions. SeeTable 3-1.

2. The RNC makes a joint cell congestion decision based on the RRC setup rejection rate andRAB setup rejection rate.

l If CongOfRABRejRateSwitch(BSC6900,BSC6910) is set to ON, the RNC makes ajoint cell congestion decision based on the RRC setup rejection rate and RAB setuprejection rate.

l If CongOfRABRejRateSwitch(BSC6900,BSC6910) is set to OFF, the RNC does notmake any joint decisions and the decision based on the RRC setup rejection rate is thejoint cell congestion decision.

3. The RNC makes a comprehensive cell congestion decision based on the decision results ofthe following:

l Joint cell congestion decision based on the RRC setup rejection rate and RAB setuprejection rate

l Cell congestion decision based on the uplink power load if CongOfUlLoadSwitch(BSC6900,BSC6910) is set to ON

l Cell congestion decision based on the CPU usage of the SPU subsystem carrying thecell if CongOfCpuSwitch(BSC6900,BSC6910) is set to ON

When CongOfRABRejRateSwitch(BSC6900,BSC6910) is set to ON, the RNC makes a jointcell congestion decision based on the RRC setup rejection rate and RAB setup rejection rateaccording to the following rules:

l If either cell congestion decision is Congestion-Trigger, the joint cell congestion decisionis Congestion-Trigger.

l If both cell congestion decisions are Congestion-Release, the joint cell congestion decisionis Congestion-Release.

l Otherwise, the joint cell congestion decision is Congestion-Normal.

The RNC makes a comprehensive cell congestion decision according to the following rules:

l If all of the cell congestion decision results are Congestion-Trigger, the comprehensive cellcongestion decision is Congestion-Trigger.

l If any of the cell congestion decision results is Congestion-Release, the comprehensive cellcongestion decision is Congestion-Release.

l Otherwise, the comprehensive cell congestion decision is Congestion-Normal.

NOTE

If fewer than two RRC connection requests are sent per second in average in the duration specified byCongCheckPeriod(BSC6900,BSC6910) in a cell, the cell is regarded to be in the Congestion-Release state.

3.3 Dynamically Adjusting the Number of Barred ACsEvery period specified by CongCheckPeriod(BSC6900,BSC6910), the RNC adjusts the numberof barred ACs based on the latest comprehensive cell congestion decision, the number of ACsbarred and the adjustment step.

l If the comprehensive cell congestion decision is Congestion-Trigger, the RNC increasesthe number of barred ACs to prevent more UEs from accessing the network.

l If the latest comprehensive cell congestion decision is Congestion-Release, the RNCreduces the number of barred ACs to allow more UEs to access the network.

l If the latest comprehensive cell congestion decision is Congestion-Normal, the RNC doesnot change the number of barred ACs.

Dynamically Adjusting the Number of ACs by LevelIntelligent Access Class Control adopts a CS-service-first policy to ensure differentiatedservices. To implement the CS-service-first policy, the RNC divides services into three levels:

l Level 1: PS services initiated by UEs complying with 3GPP Release 6 and laterl Level 2: CS and PS services initiated by UEs complying with versions earlier than 3GPP

Release 6l Level 3: CS services initiated by UEs complying with 3GPP Release 6 and later

When increasing the number of barred ACs, the RNC preferentially increases the numberof ACs at level 1. When decreasing the number of barred ACs, the RNC preferentiallydecreases the number of ACs at level 3.

Increasing the Number of Barred ACsFigure 3-3 shows how the RNC increases the number of barred ACs.

3.4 Selecting ACs in Round Robin ModeBased on the latest decided number of barred ACs, the RNC selects the specific ACs from therange of ACRstrctRange(BSC6900,BSC6910) in round robin mode. The value ofACRstrctRange(BSC6900,BSC6910) ranges from ACs 0 to 15.

The purpose of using round robin mode is to ensure access fairness between UEs from differentACs. The RNC broadcasts the ACs in the SIB 3 message.

ExampleAssume that the cell is always congested and the following parameters are set to the followingvalues:

l CongCheckPeriod(BSC6900,BSC6910) is set to 20 seconds.l ACPollPeriod(BSC6900,BSC6910) is set to 10 seconds.l ACRstrctRange(BSC6900,BSC6910) is set to ACs 0-9.l RstrctR6PSMaxACNum(BSC6900,BSC6910) is set to 10.l RstrctR5MaxACNum(BSC6900,BSC6910) and RstrctR6CSMaxACNum

(BSC6900,BSC6910) are both set to 9.

Figure 3-5 shows how the RNC selects ACs in round robin mode. As shown in Figure 3-5, thecell congestion state decided at each period is Congestion-Trigger, and therefore the RNCincreases the number of barred ACs in the following sequence: level 1, level 2, and then level3.

The RNC selects ACs from the range specified by ACRstrctRange(BSC6900,BSC6910) inround robin mode in each ACPollPeriod(BSC6900,BSC6910) so that UEs access the networkat different times. Red squares represent barred ACs and white squares represent unbarred ACs.

SIB 3 Broadcast

AC control information is broadcast in SIB 3 message. For details on the IEs, see Table 2-2.

The PPAC function is controlled by the PPACSwitch(BSC6900,BSC6910)parameter in theADD UCELLPPAC or MOD UCELLPPA command as follows:

l When the switch is set to OFF, the PPAC function is disabled, the Paging Permission withAccess Control Parameters IE is not contained in the SIB3 message broadcast to UEs, andUEs belonging to a barred AC are neither allowed to serve as the calling/called party norto perform location registration/update.

l When the switch is set to ON, the PPAC function is enabled. PgRspRestrictInd(BSC6900,BSC6910) specifies whether UEs of the barred AC are allowed to serve as thecalled party and perform location registration/update. Table 3-3 describes the specificmechanism.

4 Related Features

Besides Intelligent Access Class Control, the features WRFD-021103 Access Class Restrictionand WRFD-020114 Domain Specific Access Control also perform access control on ACs. Fordetails, see the Domain Specific Access Control Feature Parameter Description.

There are no dependencies between these three features. Any feature can be independentlyenabled or disabled.

These three features function independently and they interact only in SIB 3 broadcasting. TheACs controlled by these features are consolidated into a single list and then broadcast in the SIB3 message.

5 Network Impact

System CapacityNone

Network PerformanceWhen a cell is congested, this feature prevents cell congestion from getting worse, whichimproves system stability. By reducing the number of RRC connection setup requests, thisfeature also increases the RRC connection setup success rate and RAB setup success rate.

This feature provides differentiated services by preferentially ensuring CS services. However,when the proportion of UEs complying with versions earlier than 3GPP Release 6 is large onthe live network, CS services cannot be effectively ensured, because access control cannot beperformed on CS and PS services separately for such UEs.

When the PPAC function is enabled for UEs that comply with 3GPP Release 8 or later, UEs thatbelong to a barred AC are allowed to send paging responses and perform location registration/update. Therefore, the call completion rate rises, which, however, affects congestion control dueto the increasing number of service setup attempts.

This feature adversely affects network performance as follows:

l When access control is performed on an AC, UEs from this AC cannot initiate thecorresponding services, which may affect user experience.

l This feature cannot be performed on a per operator basis, because this feature uses the cell-level conditions, not operator-level conditions to determine the cell status. Therefore, inmulti-operator networking scenarios, such as Multi-Operator Core Network (MOCN), thecongestion on one operator's network may lead to access control on UEs of other operators.

l This feature does not apply to PS services initiated by UEs in the CELL_PCH andURA_PCH states. If there are a large number of such UEs on the live network and cellcongestion is caused by overflow of these PS services, this feature cannot take much effect.

l When the RNC dynamically adjusts the number of barred ACs, different proportion of UEson the live network will be barred and the KPIs may fluctuate. Assume that the UEs areevenly distributed across ACs 0 to 9, the unit of AC control is 10% when the number ofbarred ACs is increased or decreased. The KPI fluctuation is especially evident when theUEs on the live network are not evenly distributed across ACs 0 to 9 or in heavy traffichours. In this case, the feature performance attenuates.

6 Engineering Guidelines

6.1 When to Use Intelligent Access Class ControlUse Intelligent Access Class Control in heavy-traffic cells with a low RRC or RAB connectionsetup success rate before mass gathering events like holidays.

6.2 Information to Be CollectedBefore deploying this feature, collect the following information:

l UE distribution– Proportion of UEs that support AC control

Intelligent Access Class Control requires UEs to support access control indications inthe SIB3 message. If a large number of UEs on the live network do not support ACcontrol, this feature does not apply.

– Distribution of UEs of different ACs on a networkThis feature can effectively control the number of UEs that access the network only ifthe UEs on the live network are evenly distributed across the ACs. In extreme cases, ifall UEs on the live network belong to the same AC, this feature enables the UEs toaccess the network at the same time and consequently cell congestion cannot be relieved.In this situation, this feature does not have much effect.

NOTE

The distribution of UEs of different ACs on a network is provided by the CN.

– Proportion of UEs using each protocol versionIf the majority of UEs on the live network comply with versions earlier than 3GPPRelease 6, this feature cannot preferentially ensure CS services, because only UEs thatcomply with 3GPP R8 or later are allowed to send paging responses and performlocation registration/update when the UEs belong to a barred AC.

l KPIs and countersAnalyze the traffic on the live network before deploying this feature. Use this feature inscenarios where the RRC or RAB connection setup success rate is very low due to resourcecongestion.

6.4.3 Activation

Using MML Commands

Run the RNC MML command ADD UCELLCONGACALGO. In this step, perform thefollowing steps:

1. Set CongACSwitch to ON.

2. Set ACRstrctRange to an appropriate value.

3. (Optional) Perform the following operations based on the network plan:

l If the radio access bearer (RAB) rejection rate needs to be considered during acongestion decision, set CongOfRABRejRateSwitch to ON, and setCongRejTrigThd and CongRejRelThd based on site requirements.

Using the CMENOTE

When configuring the Intelligent Access Class Control feature on the CME, perform a single configurationfirst, and then perform a batch modification if required.

Configure the parameters of a single object before a batch modification. Perform a batch modificationbefore logging out of the parameter setting interface.

6.6 Parameter OptimizationYou can observe the effects of this feature after it has been enabled for a certain period. Youcan then optimize the following parameters if necessary:

When increasing thevalue range of ACRstrctRange(BSC6900,BSC6910), pay attention to the application scopeof each AC. For details on the application scope of each AC, see section 2.1 "ACs."

6.7 TroubleshootingIf a cell is congested but the value of the VS.AC.CongCtl.Time counter is 0, this feature has nottaken effect. Check whether this feature is appropriately configured and is correctly enabled.

If the number of RRC connection setup requests drastically decreases in hot spots when thisfeature is enabled, you are advised to disable this feature temporarily and then performtroubleshooting.

6.8 FAQs

6.8.1 Does This Feature Apply to Emergency Calls?This feature controls only the ACs specified by ACRstrctRange(BSC6900,BSC6910).

If AC10 is indicated as barred in a cell, UEs from AC0 to AC9 and UEs without an IMSI arenot allowed to initiate emergency calls in this cell. For UEs from AC11 to AC15, emergencycalls are not allowed if both AC10 and the relevant AC are barred. If you need to control thenetwork access for emergency calls, select AC 10 for ACRstrctRange(BSC6900,BSC6910).However, this is not recommended. Emergency calls should be allowed for all UEs.
