Intelligently Out of Service Implementation

Overview: Intelligently Out of Service trail was Implemented for all sites in 3RU10 on 12th of May to improve AMR drops due to cells out of service. This feature enables services to be handed over to other 2G or 3G cells without call drops before the cell is out of service.

Description: This feature is introduced to prevent service interruption caused by insufficient battery voltage or NodeB reset When one of these problems occurs, this feature enables the NodeB to automatically reduce the pilot transmit power and hand over the UE to other 2G or 3G cells, thus lowering the call drop ratio. The out-of-service state is automatically triggered in the following cases: Voltage of the batteries is lower than the preset threshold after the AC power is shut down Reset of the Node BWhen the out-of-service state is triggered, the PCPICH power of the cells can be lowered step by step until the UEs are handed over to other 2G or 3G cells. For example, the PCPICH power can be lowered to 1 dB per 333 ms. This allows the services to be handed over to other 2G or 3G cells without call drops before the cell is out of service.

Context:Insufficient battery voltage or NodeB reset may lead to service disruption. When the preceding problems occur, this feature enables the NodeB to automatically reduce the pilot transmit power and hand over the UE to other cells, preventing service disruption.
