Process for Grants Submission

The Pasadena ISD Grants Department seeks to provide high-quality support and assistance to PISD grant-seekers to maximize the amount of funding available to support all phases of the educational process. PISD has procedures in place to regulate and provide guidance for all phases of the grant process. The procedures apply to the grant development process regarding applications and proposals. In order for the Grants Department to be able to assist schools and departments in the submission of a high quality proposal, all schools and departments must adhere to the following district-approved procedures:

1. An Intent to Apply (ITA) form must be completed by the campus/department contact who ispursuing grant funding. The form must be signed by the contact and by the Campus Principalor Department Manager. The completed and signed form (pages 1 & 2 only) should bescanned and submitted electronically to Yvette Hernandez at [email protected] the Grants Department at least 15 working days prior to the published grant submissiondeadline.

2. The Grants Department will review the ITA form and will notify the program contact within twodays of receipt if he/she has been approved to proceed or not.

3. If approved, the Grants Department will work with the program contact and/or developmentteam to develop and/or complete the grant proposal.

4. The Grants Department will submit a draft budget to the Accounting Office for review andapproval no later than six days prior to submission.

5. Once approved, the final budget along with the narrative draft are returned to the programcontact/development team for a final review. Final review by development team will becompleted four days prior to submission.

6. The approved grant proposal will be submitted by the Grants Department two days priorto the published deadline.

Result 1: Provide parents a pathway to resources that support their children academically and

socially. Action Steps:

1. Re-evaluate the parent survey and administer district-wide. 2. Develop a full time Parent Coordinator at each campus with comprehensive job

descriptions district-wide. 3. Collaborate with the parent advisory committee to develop parent ambassadors at

each campus and provide consistent on-going training. 4. Equip, staff and maintain the Parent Center. 5. Allocate funds to provide technology access for all parents. 6. Provide training modules and resources for parents and community members using

utilizing media to foster positive relationships among all stakeholders.

Action Steps:

1. Hire a full time district web developer to modify and enhance the district website for user friendly access among all stakeholders (i.e. business, parent, community pages)

2. Hire a full time marketing coordinator for the development and oversight of a quarterly publication and PISD TV initiatives to improve relationships and communication among all stakeholders.

3. Create and distribute a consistent PISD Bulletin for community members quarterly. 4. Hire 5 web content database managers to create, manage, and update campus websites at

the feeder pattern levels.

1. Create a need and/or wish list at each campus to be publicized on PISD website. 2. Educate and promote existing speaker Bureau to campus staff, parents, business

and community stakeholders. 3. Promote the application process become an approved PISD vendor. 4. In conjunction with the parent advisory council, host job/resource fair for parents. 5. Develop a vendor fair for district staff. 6. Enhance district communication to create awareness of available resources

utilizing relevant technology (i.e. Education Foundation, Chamber of Commerce’s).

Result 4: Unite current Pasadena ISD alumni resources and groups under a single district wide

alumni association for the purpose of cultivating and promoting lasting partnerships and leadership opportunities.

Action Steps:

1. Redefine role of District Alumni Coordinator. Enlist Student Councils to locate alumni from the past decade and increase opportunities for alumni to enter and update their contact information.

2. Gather and input alumni contact information from current alumni groups and parent survey and promote database registration.

3. Actively maintain, update, and manage an alumni records database using the SMS to roll over graduate contact information each year.

4. Send monthly district wide newsletter to alumni providing information about alumni events, school sponsored activities, volunteer opportunities, alumni and school achievements, recent additions to the alumni database, alumni and staff retirements, opportunities to update alumni records. Gather information from alumni to share and include a page to highlight alumni information in the Pinnacle.

5. Designate an alumni liaison from each campus and communicate personally with alumni about specific event and/or activities related to interest groups or specific classes/decades. High School liaisons would coordinate with their campus Alumni Association.

6. Establish District Alumni Advisory Council comprised of a diverse groups of stakeholders to build and strengthen alumni organizations and provide feedback on district planning. Ensure seniors are engaged prior to graduation and increase efforts for students to identify with their graduating class prior to their senior year, beginning with Kindergarten and have an alumni information booth or kiosk at campus, district and community events.

7. Engage alumni in school sponsored activities. (Freshman First, groundbreakings, anniversary celebrations, sporting events, Rites of Passage, graduation, homecoming, guest speaking, mentoring, etc.)

8. The DAAC will host an annual Alumnifest in May to celebrate alumni accomplishments (college course completion, jobs, military achievements, college graduation, etc.) while current students are on campus.

9. Invite alumni to district job fairs and recognize employees who are Pasadena ISD graduates.

Action Steps: 1. Actively recruit parents during the registration process to volunteer for school events. 2. Create an online portal for individuals to sign up to volunteer that allows options to edit

and maintain database of information. 3. Utilize PISD website to promote volunteer needs per campus. 4. Develop marketing plan that appropriately recognizes volunteers’ time, money and

resources accordingly. 5. Host appreciation event for volunteers annually. 6. Provide consistent and on-going training.

Result 1: Expand current resources and training, such as Conscious Discipline and Safe and Civil, for faculty and students (PK-12) to increase the focus on behavior intervention and to develop a positive school culture and climate.

Action Steps:

1. Review, revise, and expand the current district Conscious Discipline model from (PK-12).

2. Continue coordination between Conscious Discipline and Safe and Civil consultants for district and campus needs.

3. Expand the number of members of the district wide Conscious Discipline team to help with training needs of all (PK-12) campuses.

4. Investigate appropriate Conscious Discipline concepts and training as they come available for secondary grade levels (7-12), followed by training for staff and students.

5. Utilize online courses or modules for training (initial, refresher, or follow-up). 6. Identify model classrooms and teacher trainers for Safe and Civil and Conscious

Discipline.

Result 2: Develop a district-wide system to meet, manage, and respond to the daily and

emergent health care needs of students and faculty. Action Steps:

1. Increase Nursing staff to reflect current National School Nurse ratio (1:750). 2. Create scripted training guidelines and provide ongoing, real-world training

opportunities for emergency response. 3. Create highly trained first responders on campus crisis team based on the size of

campus enrollment. This team will receive training such as crisis response procedures, CPR/AED and First Aid training and assess suicidal/homicidal threats. Training for crises will include responding to cardiac, illness, injury and other mass casualty incidents.

4. Review and obtain where deficient, current safety equipment is located in all school areas, including science labs, culinary arts, automotive, welding and other certificate type program areas.

5. Develop training programs for students, employees, and parents that focus on basic health care, CPR/AED, and First Aid.

6. Create an itinerant staff of Licensed Vocational Nurses to rotate through campuses to complete state mandated screenings, health trainings for students and staff, and cover high need clinics when substitute nurses cannot be obtained.

7. Ensure clinic coverage in the absence of the nurse by increasing pay for substitute nurses, train alternate personnel to conduct medical procedures and expand substitute pool to include paramedics and EMTs.

8. Increase continuing education credit opportunities for nurses and staff development in the medical realm for non-nursing staff.

Action Steps:

1. Hire a safety coordinator to analyze the district’s safety procedures, develop recommendations for improvement and provide training for employees, students and parents.

2. Re-establish a facility based Crisis Management Team for disaster/intruder situations and provide trainings, online supports, evacuation locations, etc.

3. Train staff in Crisis Management procedures. 4. Teach students procedures for bus evacuations and bus safety. 5. Develop district-wide health and safety standards/procedures for field trips. 6. Hire a police officer for every (K-8) campus and alternative campuses. 7. Continue installation of keyless entry technology at all district facilities. 8. Develop and monitor safety protocols for the identification of employee and non-

employee visitors. 9. Update and increase the number of security cameras on each campus to provide

campus-wide coverage. 10. Provide opportunities for all staff to be trained in personal safety. 11. Develop an internet safety course for students. 12. Develop standards for staff interactions with students online.

Result 4: Establish programs/events to increase opportunities to foster patriotism, civic duty

and global citizenship. Action Steps:

1. Develop and provide curriculum and teacher resources regarding state and national governing documents, such as the Constitution, Declaration of Independence, Bill of Rights.

2. Develop and provide curriculum and teacher resources emphasizing the significance and protocols involving state and national symbols, such as the pledge and flag.

3. Promote meaning and significance of special national and state days, such as Veterans’ Day, Memorial Day, 4th of July, Texas Independence Day, and Constitution Day.

4. Provide support and encourage student and staff participation in service learning opportunities.

5. Develop and provide curriculum and teacher resources devoted to global issues, including human rights, poverty, and environmental concerns.

6. Develop and provide curriculum and teacher resources that examine differences and similarities between various countries and cultures.

7. Provide support for campus staff to plan and facilitate experiences that reflect civic duties such as voting, Model United Nations, and student government.

Result 5: Develop a school counseling program that allows school counselors to increase the

percentage of time spent with students in regards to their academic, social and mental health needs based on the current research on school counseling.

Action Steps:

1. Research TEA and American School Counseling Association (ASCA) models from comprehensive guidance programs: student to counselor ratio and program percentages. (individual, responsive, guidance, system support, non-guidance)

2. Compare/Analyze the current Pasadena ISD counseling services to the recommended TEA/ASCA model.

3. Restructure the role of the school counselor to meet the state and national recommendations.

4. Increase the number of Certified School Counselors to meet these state and national recommendations. (1:250)

5. Develop and implement an age appropriate and vertically aligned guidance curriculum EE - 12.

6. Research current database programs that allow counselors to document sessions with students and provide data reports regarding the utilization and implementation of campus counseling services.

7. Provide ongoing relevant training opportunities to enhance counseling skills and knowledge.

8. Guidance program includes all school staff in a team approach to the delivery of the program goals and guidance program objectives.

Result 1: Adopt a research based college and career readiness curriculum (PK-12) to be implemented in all areas for teachers, students, and parents.

Action Steps:

1. Identify a viable research based college readiness curriculum (PK-12) aligned with state standards.

2. Implement district-wide staff development on the adopted curriculum for all stakeholders.

3. Implement identified curriculum in (PK-12) classrooms. 4. Embed real world career exploration in all subject areas. 5. Regularly review and revise individual graduation plans with students and parents. 6. Conduct a pre and post survey (yearly) for students and parents to monitor

curriculum effectiveness. 7. Offer a variety of college test preparation workshops on campus and throughout

the district for post-secondary entrance exams. 8. Adopt vertically aligned school-wide system to support successful (PK-12) and to

sustain current AVID secondary program.

1. Expand the CTE Advisory Committee and create sub-committees. 2. Implement a Mass CTE Marketing and Advertising campaign and continue

sustainable marketing programs. 3. Create Summer CTE camps to all ages (K-12) to promote CTE programs. 4. Investigate a parent/student/program contract for students in a pathway to

commit to taking necessary exams. 5. Investigate and potentially provide district partial payment of certification

registration fees and full reimbursement of fees if successfully pass certification exams.

6. Implement district-wide career exploration curriculum on all campuses which highlights a direct link to a career pathway.

7. Ensure all students who have completed a CTE Pathway have achieved certification appropriate to path, job placement, or entering post-secondary studies.

8. Establish a PISD Placement Service Center (job shadowing at various grade levels, actual job placement and post-secondary aide).

secondary entities that meet the criteria. 4. Negotiate mutually beneficial partnership options with the contacts. 5. Establish intermediate and high school campus based locations for post-secondary

assistance, resources, training, and support for parents and students. 6. Provide district-wide professional development for post-secondary assistance,

resources, training, and support for teachers. 7. Implement a financial aid awareness program district-wide. 8. Establish a partnership with the College Board to provide a school day SAT

administration for all seniors in PISD.
