IADB WORK PLAN

1. PURPOSE The purpose of this Work Plan is develop the activities planned in the IADB Strategic Plan

and comply with the Resolution AG/RES. 2735 (XLII-O/12) “ADVANCING

HEMISPHERIC SECURITY: A MULTIDIMENSIONAL APPROACH”.

2. FUNDAMENTS For the preparation of this plan, were considered as governing documents of the

development of the following documents:

a. IADB Statute.

b. IADB Strategic Plan.

c. Action Plan: Chairman of the Council of Delegates, Secretariat and IADC.

d. The Resolutions adopted in the 42nd Regular Session of the OAS General Assembly,

was held in June 4th, 2012, in Bolivia.

3. GENERAL CONSIDERATIONS a. The IADB Work Plan, elaborated by the Secretariat of the IADB, consolidate the Work

Plan of the Council of delegates, Work Plan of the Secretariat and Work Plan of the IADC,

approved by Goals and Objectives Commission.

b. All actions described in this plan, are detailed, and are attached as:

1) Annex “A”: Annual Calendar of the IADB Activities 2012/2013.

2) Annex “B”: IADC Academic Calendar - Class 52.

4. IADB PURPOSE (Article 2 of the Statute) a. The purpose of the IADB is to provide the OAS and its member states with technical and

educational advice and consultancy services on matters related to military and defense issues in

the Hemisphere in order to contribute to the fulfillment of the OAS Charter.

b.In carrying out its purpose, the IADB shall take into account the needs of the smaller

states, whose level of vulnerability is greater in the face of traditional threats and of new threats,

concerns, and other challenges.

5. STRATEGICS OBJECTIVES For the planning of the next Plan, was used as reference the IADB Strategic Plan, which

outlines the strategic objectives, which are listed below:

a. Consolidate and project the role of the Inter-American Defense Board as an

entity of the Organization of American States that works in a proactive and timely manner before

its political demands and toward the Member States, to continue providing technical,

consultative, and educational advisory services on matters related to military affairs and defense,

in accordance with its Statute, the mandates of the General Assembly and the Permanent

Council.

b. To consolidate the Inter-American Defense College as a dynamic educational

institution of excellence and high academic level in the hemisphere, in themes related to military

and defense affairs, and related disciplines concerning the purpose of the IADB in the Inter-

American system.

c. Adjust and optimize the organizational structure of the Inter-American Defense

Board to raise the level of its internal management and maximize the use of available human and

financial resources, to fulfill effectively the tasks assigned by the Council of Delegates, the

functions defined in its Statute and the external requirements related to the hemispheric situation.

6. PERIOD OF THE PLAN The work plan covers the period from August 2012 to July 2013, reflecting all activities in

this time period.

7. DEVELOP OF THE PLAN This Plan is prepared on the goals and objectives set in the IADB Strategic Plan, which

extracts responsible for the fulfillment of these objectives, the tasks to be fulfilled, the proposed

indicators, and finally the proposed actions in the period considered.

a. Strategic Objective n° 1 of the Strategic Plan Consolidate and project the role of the Inter-American Defense Board as an entity of the Organization of American States that works

in a proactive and timely manner before its political demands and toward the Member States, to continue providing technical,

consultative, and educational advisory services on matters related to military affairs and defense, in accordance with its Statute, the

mandates of the General Assembly and the Permanent Council.

1) Specific Objectives and Actions to be completed by the IADB in support of Strategic Objective 1

a) For Goal n° 1.1: Increase, as appropriate, the relationship of the IADB with the different bodies of the OAS and the Member

States with a proactive and constant modality to intensify the relationship and civil-military cooperation, with special emphasis

on military, defense issues, and linked disciplines related to the hemisphere.

Specific Objective N°.1.1.1

Establish functional channels of communication among the IADB, OAS; Ministries of Defense; Commanders of the Armed Forces; Chiefs of staffs and other international organisms in the countries of the hemisphere, with its various bodies and entities.

Chairman of the Council of Delegates

1. Present the representatives of CNI, CEA, SICOFAA and other international organizations with a report describing the main activities implemented by the IADB.

2. Inform the Council of Delegates about the topics discussed in the meetings of the SSM and/or CHS, and other meetings with OAS or national authorities.

3. Develop regular and coordinated work with the SSM and/or CHS of the OAS through coordination, calendars and working agendas.

- Number of channels established and represented in the internal report about accomplishments.

- Increase in the level of assistance and requirements of the OAS and the other IADB organizations.

1. Continue promoting the participation of authorities and civil officials in charge of defense affairs, and encourage the relations between civil and military, supplementing the services and educational opportunities offered by the Board in this ambit; also make recommendations to the CHS before December 15, 2012 (in compliance with letter c), number 62 of IADB activities, pursuant to AG RES 2735/OAS).

2. Present cooperation, support and exchange proposals to the CNI, CEA, SICOFAA and other international organizations to work closer to the IADB.

3. Keep a direct liaison with OAS’ CHS and SSM. 4. Continue optimizing the communication processes

between the delegations and their corresponding institutions (Defense Ministries, Ambassadors in the OAS and national authorities).

To invite the OAS and its dependencies, official representatives of Member States and international organizations to participate in the IADB activities which are Secretariat responsibility. 3. Schedule periodic meetings with representatives of these organizations and Member States. 4. Establish link with the OAS and international organizations in the hemisphere. 5. Submit periodic reports to the OAS and international organizations in the hemisphere.

Quantity/year: - Participation in conferences / meetings. - Participation of OAS representatives and its dependencies, its Member States and international organizations in the hemisphere in the IADB activities. - Work Meetings performed. - Number of link established. - Number of organizations that receive IADB periodic reports.

Stimulate the presence of the members of the Commission on Hemispheric Security of the Secretariat for Multidimensional Security, and other entities deemed relevant of the OAS, to all activities programmed by the IADB, such as: seminars, workshops and meetings of the Council of Delegates.

Chairman of the Council of Delegates

1. Exchange agendas between the IADB, the CHS and the SSM of the OAS.

2. Encourage the participation of members at all levels of the CHS, SSM and other entities of the OAS in the activities scheduled by the IADB with an explicit objective.

3. Incorporate the delegation, their delegates and other country members of the OAS to the official activities of the IADB.

- Relation between the attendance to the activities and the number of invitations made.

- Reciprocity accomplished in terms of activities implemented jointly and the invitations received from the OAS to the IADB in similar affairs.

- Tasks to Fulfill and jobs requested and implemented.

1. Continue optimizing the interaction with the OAS,

particularly with the CHS and the SSM through the role of the liaison with such entities. In order to accomplish this, encourage the exchange and presence of OAS members in all the activities scheduled by the IADB, like seminars, workshops and meetings of the Council of Delegates, and integrate the leadership of the IADB with that of the OAS, through direct contact and through the liaison officials.

2. Establish formal procedures to exchange information and results obtained from the work both organizations implement, avoiding overlapping and actually supplementing them adequately.

Stimulate the delegations of the Member States of the IADB to participate in all the activities organized by the organization.

1. Incorporate the delegation of the Member States, their delegates and those from other countries in the activities of the IADB.

2. Include the Ambassadors of the OAS in some activities of interest of the IADB.

3. Keep the data and references of each delegation updated.

4. Coordinate the participation of the delegations in the activities scheduled by the IADB and the OAS, in issues related to hemispheric defense and security.

5. Disseminate and exchange the calendars of activities of the IADB with the Delegations

6. Optimize processes for the dissemination of information between the IADB and the Delegations credited.

- Relation between the number of attending Delegations and the number of Member States.

- Participation of the countries (versus number of Member States) in task forces for the benefit of the IADB.

- Quorum in the relevant resolutions and approvals (elections, approval of budget and by-laws modifications).

1. Increase the level of dialogue and debate in the Council of Delegates through special presentations from experts and discussions about hemispheric defense and security, and topics of interest for the OAS. This would allow to increase the visibility of the IADB by sending a summary of these discussions to the consideration of the pertinent authorities in the OAS and the Member States.

2. Establish the relations and coordination mechanisms to connect and enhance the capacities of the IADB with experts in military and defense affairs from the country members of the Council.

3. Encourage the participation of the delegations in the activities scheduled by the IADB and the OAS focused on issues related to hemispheric security and defense.

Stimulate the incorporation of all the Member States of the OAS to the IADB.

1. Increase contacts with embassies and consulates of the hemisphere countries.

2. Invite the delegations from countries that do not have military personnel to designate civilians to be part of the Council of Delegates.

3. Continue promoting the use, when appropriate, of the consensus rule in the Board’s decision-making process.

4. Promote topics of interest for all the Member States of the OAS.

5. Implement processes to incorporate a country to the IADB.

- Number of activities implemented quarterly and registered through an internal report of invitations, visits, contacts and interviews with delegations credited in the OAS, and the response obtained from each process.

1. Develop and implement initiatives that motivate and encourage the incorporation and active participation of all the Member States of the OAS in the IADB, through: a. Promote greater participation and integration of civil

and diplomatic officials of the Member States and observers in the activities of the IADB.

b. Increase the profile of the IADB through a regular report, dissemination and communication of the activities performed.

c. Establish the relations and coordination mechanisms to connect and enhance the capacities of the IADB with experts in military and defense affairs from the country members of the Council.

2. Develop actions to enable the incorporation of a country to the IADB.

3. Evaluate the incorporation process and design possible initiatives to continue with this objective.

Promote a greater participation of civil and diplomatic functionaries of Member States and observers in the activities of the IADB.

Chairman of the Council of Delegates

1. Invite the delegations and the countries of the hemisphere to the talks, conferences and activities of the IADB.

2. Elaborate and keep up to date a relationship of the officials of the Member States and the observers to include them and participate with them in the activities of the IADB.

3. Elaborate a normal operational procedure for distinguished visits to the IADB, including presentations, talks and the necessary exchange of information to generate interest in this organization.

4. Identification and development of analysis, assessments and papers in topics of interest for the OAS and its Member States, in issues related to the hemispheric situation including civil officials to supplement the work of the IADB.

- Percentage of attending delegations, with at least one civil official recognized as part of the Delegation.

- Increase the attendance and calling to the activities of the IADB.

- Number of visits received during the year.

- Reciprocity accomplished with the visits and exchange.

1. Develop visits to the headquarters of the Member States and observers.

2. Define topics of interest to motivate and encourage the participation of civil and diplomatic officials of the Member States and observers in the activities of the IADB through direct approach.

3. Keep a request for the delegations to increase the personnel assigned to the Secretariat, as students and advisors to the IADC.

Promote the work of the IADB before the organisms of the American system, with the aim of consolidating and projecting the role of the IADB.

1. Dissemination of topics related to military issues, hemispheric defense and related disciplines as part of the official activities of the IADB

2. Develop initiatives tending to include the work of the IADB in the publications of the OAS: Webpage and magazines.

3. Promote, among the delegations, the inclusion in their internal report of research results, articles and papers related to hemispheric security and defense promoted by the IADB.

4. Invite the Defense Ministries, FFAA and JEM of the country members to visit the IADB seeking to incorporate these activities in the agendas of those authorities.

- Number of actions sent to the organizations of the Inter-American System versus the reciprocity accomplished with the dissemination and exchange of information.

1. Position the IADB as an international entity useful for the Inter-American System, through:

a. Promotion of IADB work with the organizations of the

Inter-American System in order to consolidate and project the role of this whole organization, establishing functional communication channels, cooperation and information exchange entities.

b. Formalization of a permanent relation between the IADB and the service conferences of FFAA and vice-versa, through cooperation entities, a permanent observer role and technical support.

c. Continue promoting the initiative to undertake the functions of a permanent advisory entity to the CDMA, maintaining the services with the Webpage and the Institutional Memory.

d. Continue promoting the visit to Casa del Soldado by the superior national authorities of the country members, of the hemispheric security and defense academies and/or schools.

e. Explore and develop cooperation relations with hemispheric security and defense organizations, as well as with other international or sub-regional entities.

2. Coordinate the calendar-schedule for the period with the

agendas of the Inter-American System organizations, through dissemination and exchange actions in working procedures.

management and destruction of weapons; relief and humanitarian assistance in cases of natural disasters and in search and rescue

operations.

Specific Objective N°1.2.1

Continue with the planning, coordination and implementation of humanitarian demining programs until they are concluded.

1. HUMANITARIAN DEMINING SAS: Division of Military Affairs and Defense

1. Keep an updated physical file and an electronic file of all the steering documents on HR. 2. Improve the communications means between AICMA-OAS, the IADB and the assistance missions. 3. Create, together with the assistance missions, an annual work plan including the objectives and goals to be reached in this year. 4. Have at least one monthly electronic conference through the Web with the Program AICMA-OAS and the Chiefs of the Assistance Mission.

- Number of new communications channels implemented. - Number of meetings and workshops to coordinate the events. - Number of conferences held.

1. Establish, until December/2012, in coordination with the information technology section, a program for the implementation of electronic equipment for the communication between the IADB, the Assistance Missions and the OAS. 2. Coordinate with the Assistance Missions the preparation of the First Work Plan for the year 2013. 3. Complete, until July/2013 the preparation of the electronic and physical files of the issues related to humanitarian demining. 4. Implement, until July/2013, the first conference with the Program AICMA-OAS and the chiefs of the Assistance Missions using the new equipment.

Realize the creation of a database (studies of relevance) with information, lessons learned, experiences and other topics related to humanitarian demining, management and destruction of weapons, relief and humanitarian assistance in cases of disaster and in search and rescue operations.

1. HUMANITARIAN DEMINING SAS: Division of Military Affairs and Defense

1. Hold an annual doctrine and administrative meeting in the IADB and generate the corresponding minutes. 2. Create a monthly and annual report about the activities of the Assistance Missions. 3. Create, each year, a book of lessons learned from the activities on humanitarian demining. 4. Update the IADB’s Humanitarian Demining Handbook. 5. Prepare a museum in the IADB with material from all the humanitarian demining missions.

- Number of modifications and enhancements introduced in the Doctrine Handbook and the Book of Lessons Learned. - Number of meetings and workshops to coordinate the events. - Number of conferences held. - Number of donor requests for the museum and number of approvals received.

1. Continue generating the monthly and annual reports, and disseminate them to those involve in with the issue. 2. Start, until December/212, the creation of the book of lessons learned from operations and logistics (Demining Handbook). 3. Introduce and disseminate the lessons learned in order to standardize the procedures for all the missions. 4. Plan with the SACS/IADB, until July/2013, the means and resources to start constructing the Humanitarian Demining Museum of the IADB. 5. Request the different country member’s delegations and corresponding organizations their pertinent support for the preparation of the museum. 6. Introduce all the data available on humanitarian demining in the Database of the IADB.

b) Definition of the conditions to implement the VI Doctrinal Encounter on Humanitarian Demining in November 2012.

c) Definition of the joint participation of the Secretariat with the SSM in the V Forum on Trust and Security Promotion Measures of the OAS, in

February 2013, including the definition of IADB’s participation in such Forum.

d) Definition of the conditions for IADB’s support to the SSM with respect to:

4ª CMISPA;

Other events of the SSM;

A possible event on Cyber Defense.

2) The Secretariat of the IADB should develop a study, with the sport of representatives from all the entities of the IADB, to evaluate the current

structure of the IADB and propose changes, if necessary.

3) The Secretariat of the IADB should develop studies and assessments of all the regulations and norms of the IADB in force.

4) The Secretariat of the IADB should plan the necessary conditions for a greater interaction with the South American Defense Council, the CFAC and

with CARICOM.

5) There are no dates defined for the activities of SICOFAA. The participation of an advisor is foreseen in 02 (two) Conferences and in the

PREPLAN in 2013.

6) There are no dates defined for the activities of the CNI. The participation of an advisor to the SAS is foreseen in the Naval Conference Specialized

in Education, in Venezuela in 2012; and another advisor to the SAS would participate in the Naval Conference Specialized in Intelligence, in

Mexico in 2013. 7) There are no dates defined for the activities of the CFAC. The participation of an advisor to the SAS is foreseen in at least one Conference.

8) There are no dates defined for the activities of the 4th

CMISPA. The participation of an advisor is foreseen.

9) There are no dates defined for the activities of the conference of the Inter-American Commission to Control Drug Abuse CICAD. The participation

of an advisor is foreseen.

10) The Secretariat should strengthen the cooperation with the pertinent entities of the OAS, such as DSP, CICAD, CICTE and CIFTA, keeping

presence in such fora and seeking advice about the challenges in the Small Island States.

11) The Secretariat should make the necessary coordination with the regional and sub-regional organizations in topics related to the special concerns in

security of the small states, including the Regional Security System (SSR) and the Caribbean Community (CARICOM)

12) Regarding the CDMA, the IADB should:

a) Implement whatever is necessary to preserve the institutional memory of the CDMA.

b) Support the Pro Tempore Secretariat in the coordination of actions to comply with the handbooks, commitments, conclusion and

recommendation report and other documents.

c) Support the Pro Tempore Secretariat in the coordination and implementation of the Preparatory Meeting / Meeting of Vice-Ministers and of the

XI CDMA.

d) Support the Pro Tempore Secretariat in the elaboration of Minutes for the Work Meetings, the Final Declaration and the Final Report of the X

Minister Conference.

e) Keep the Webpage of the CDMA updated with information from the last Conferences and dissemination of the coming events.

The Secretariat of the IADB should promote a permanent study regarding the use of economic resources, to look for new funding sources and

alternatives for the operation of the IADB.
