Ham Lake Council Member JulieBraastad was elected to serve onthe Anoka County Board in the

November 6th election. She defeated in-cumbent District 2 County Commis-sioner Andy Westerberg by a count of12,120 votes (51.85%) to 11,145(47.8%).

Minnesota laws make it illegal for property owners to deposit snow or ice uponany street or highway. This includes the l5-foot right-of-way back from the

curb. Therefore, it would be illegal to plow snow from your driveway and move itacross the street onto the right-of-way of the property across from you.

Remember also that parking is not allowed in the right-of-way during or after a 2"snowfall until the streets have been cleared, or between the hours of midnight and6:00 a.m.

The Anoka Conservation District isnow accepting preorders for the

annual tree and shrub sale. The Districtoffers a wide variety of native stock,including black cherry trees, mixed oaktrees, red maple trees, and white pinetrees. The trees and shrubs are sold asbare root seedlings or transplants andare approximately 18" to 24" in height.

They may be purchased in bundles often for $17, or twenty-five for $30. Na-tive prairie seed and tree aides are alsoavailable.

If you are interested, go online andcheck out the Anoka Conservation Dis-trict website at www.AnokaSWCD.org.

Once there, you can go to the tree saleproducts section of the website andclick on the species title which containslinks to detailed descriptions and pho-tographs of each of the varieties beingoffered. The website also contains in-formation about the kinds of trees andshrubs to plant in your particular situa-tion along with planting directions. Ifyou would prefer, you may talk directlyto Anoka Conservation District staff bycalling (763) 434-2030.

At the Ham Lake Chamber's November breakfast meet-ing, Sue Savarese from Sannerud, Savarese & Associ-ates helped members put together their "to-do" list foryear-end planning.

The Ham Lake Lions and the Ham Lake Snow ForceSnowmobile Club, in cooperation with the Minnesota

DNR, will offer a traditional youth snowmobile safety coursein January, 2013.

Successful participants will receive the DNR SnowmobileSafety certificate. Anyone born after December 31, 1976,must have one of these certificates in their possession whileoperating a snowmobile.

The Class is designed for Students from 12 to 16 years of age.Participants must be at least 11 years old by January 8, 2013,but their license is not effective until their 12th birthday.The fee for the course is $5.00. The class is limited to 105 stu-dents. Pre–registration with Learning Packet pickup is re-quired, and will be held on January 5, 2013, at Ham Lake FireStation #1 (located at 15544 Central Ave. NE). Registrationbegins at 9:00 a.m. and continues until class is filled. (NOTE:the 105 spots fill up fast, so it’s best to arrive early).

Students must show their birth certificate and need to bring aparent or guardian to register. Classroom sessions will be heldJanuary 8, 9, & 10 at Fire Station #1 from 7:00 to 9:00 p.m.The driver’s test will be held January 12 from 9:00 to 11:00a.m., weather permitting. Students must attend all sessions tocomplete the course.

Tip of the monthThere were a few reports (not listedabove) where items were stolen from ahome during a get-together/party/fam-ily gathering. No one wants to think illof their friends or family, however, youshould remember to clearly definewhere guests are welcome to go – closethe doors where they are not welcomed– and secure all jewelry, cash and smallelectronics. It is amazing how much ofthis stuff is found at pawn shops. Thesetips will minimize your risk ofbecoming a victim!

Fire Department CallsThe Ham Lake Fire Department re-sponded to 76 calls during October andNovember – 50 during the day and 26

at night. These included 16 structurecalls (nine fire alarms, two smokescares, two CO alarms, one gas smell,one mobile home, one commercialbuilding, one vehicle call, ten rescuecalls, 36 medical calls, three wildlandcalls, one Mutual Aid call, and fivemiscellaneous calls.Year-to-date, theDepartment has answered 376 calls,compared with 339 last year.

The Government Finance OfficersAssociation (GFOA) has awarded

the City of Ham Lake and Finance Di-rector Sharon Kutzke with its Certifi-cate of Achievement for Excellence inFinancial Reporting for the City’s com-prehensive annual financial report(CAFR). The Certificate of Achieve-ment is the highest form of recognitionin the area of governmental accountingand financial reporting, and its attain-ment represents a significant accom-plishment by a government and itsmanagement.

Ham Lake’s CAFR was judged by animpartial panel to meet the high stan-dards of the program, including demon-strating a constructive “spirit of fulldisclosure” to clearly communicate itsfinancial story. The GFOA is a non-profit professional association servingapproximately 17,500 government fi-nance professionals, with offices inChicago and Washington D.C.

The 7th annual Ham LakeSnowbowl will be held this

February, featuring many exciting newevents. The Snowbowl is held at HamLake Park (½ mile east of Highway 65on 153rd Avenue).

Snowbowl buttons are required for par-ticipation. Buttons cost just $3 and giveyou:

Home is where a fire is most likelyto hit. Each year, heating equip-

ment is involved in roughly 70,000 re-ported home fires, accordingto the National Fire Protect-ion Association (NFPA).The good news is that, byfollowing a few safety tips and givingyour heating appliances the attentionthey deserve, you can enjoy a safe andcozy winter.

Fire prevention tips:

• Have your furnace cleaned andinspected annually. Change the filtermonthly.

• Have your chimney inspected eachyear and cleaned if necessary.

• Use a sturdy fireplace screen.

• Never use an oven to heat yourhome.

• Allow ashes to cool beforedisposing. Dispose of ashes in ametal container.

• Space heaters need space. Keep allthings that burn, such as paper,bedding, or furniture, at least threefeet away fro heating equipment.

• Turn portable heaters off when yougo to bed or leave the room.

• Plug power cords only into outletswith sufficient capacity and neverinto an extension cord.

• Install smoke alarms in everybedroom, outside each sleepingarea, and on every level of thehome. Test smoke alarms monthly.

• Install and maintain a carbonmonoxide alarm in a central locationoutside each sleeping area.

• Make a home escape plan andpractice it.

for your property? Help protect the en-vironment and plan at least three

months ahead.

Besides a city permit, you may need apermit from a watershed authority ifyour property is in floodplain, along apublic ditch, or has a drainage ease-ment or wetland on it.

If so, your plans would also need re-view and approval by either CoonCreek or Rice Creek watershed districtsif you live within their boundaries; andthe Board of Managers may only meetonce per month. And, you may need torevise your plan to get approval. Callahead and you can usually get input onyour application before it goes beforethe Board.

Not sure if your property is infloodplain, drainage easement, or wet-land? Check your plat or call the Cityor watershed authority. Thoughfloodplain or wetlands may not be ob-vious to you, they can still be on yourproperty and serve several importantfunctions like flood prevention or pol-lution filtering.

What is a drainage easement? It is aneasement that allows access rightsalong public ditches for a drainage au-thority such as a watershed district toperiodically inspect or repair publicditches (ownership is retained by thelandowner). Why? Obstructed flowsuch as sedimentation from erodedbanks could result in upstream floodingfor a mile or more. Sometimes, the sed-imentation may need to be dredged outor ditch banks stabilized.

Permits help ensureconservation of wetland and floodplainareas that serve many functions includ-ing flood prevention. They also providefor structural safety and public safety &welfare. Please plan ahead and getproper permits for your project. Cleanwater is worth it.
