SUMMARY
This Interim Advice Note outlines an amendment to the LR&DP Design Management Manual (DMM) and provides guidance and recommendations for the layout of Project Signboards to be used on the LR&DP.
INSTRUCTIONS FOR USE
This Interim Advice Note takes immediate effect. It is considered a clarification and is applicable on all candidate LR&DP projects and also those managed LR&DP projects that will go to tender after 14 Jan 2015.

1. Introduction
1.1. Per clause 9.23.1.kk) of the GEC Project Brief, the GECs are to provide Project Signboards at detailed design. This Interim Advice Note (IAN) provides guidance and recommendations for the layout of said Project Signboards to be installed within the LR&DP.
2. Withdrawn / Amended Standard
2.1 This IAN is an Amendment to the DMM, Volume 2, May 2014.
3. Implementation
3.1 The IAN is to be used with immediate effect on contracts as follows:
All LR&DP projects going to Tender post 14 Jan 2015.
Other projects specifically directed by PWA
3.2 If in doubt, GECs should seek guidance from the Ashghal LR&DP PMC (PB), on a project-by-project basis.

1 INTRODUCTION
1.1 PURPOSE
As part of the ongoing effort to provide consistency across Qatar and develop and update PWA Standard Drawings, signboard layouts were developed for use on the Local Roads and Drainage Programme (LR&DP). The Ashghal Brand Guidance, Section 2.4.01 - Contractor’s Project Signage was utilized to develop the layout of the signs and a MMUP Draft Decree Regarding Site Signboards was followed to develop the sizes of the sign as well as representative information.
1.2 SCOPE
Three separate signboards were developed for use on the LR&DP and are as follows:
Standard Signboard (Standard Drawing 1-14-101)
Large Signboard. (Standard Drawing 1-14-102)
Small Signboard (Standard Drawing 1-14-103)
These signboards are to be used on all LR&DP projects going forward. The following guidelines provide information to be placed on signboards, the location of signboards within a project site, and sample layouts. Final number, size, and location of signboards are to be approved by PWA Area Managers.
2 GUIDELINES
2.1 SIGNBOARD INFORMATION
Signboards provide project information and contact details, which allows local residents to provide feedback on the works. Signboards also provide a means of advertising and marketing of Ashghal. Locating signs will be a factor of both proximity to affected residents and getting the most exposure to the public at large.
Signboards are to utilize the latest Ashghal logo (released in July of 2013), and information shown on the sign boards should include the following:
Ashghal contact number of 4495 1111
A 3D image or project rendering
Project Name and Project Number
Project start and end dates
PMC, GEC, and Contractor names and contact information
Engineer in Charge contact information
Sub-Contractor Information when appropriate
Signboards are to provide information in both Arabic and English.
Telephone numbers should be prominent and easy to read as that will be the main means of communication by the public.

2.2 SIGNBOARD SIZE, NUMBER AND PLACEMENT
Selection, placing, and orientation of signboards are dependent on a number of factors including type of project, size of project, location and target audience. For the purpose of signboard placement, projects are categorized into three types. These are:
Linear Roadway Projects
Drainage Projects
Roads and Infrastructure Projects
The Linear Roadway Projects are typically improvements to arterial and major collector roadways that are located in both urban and rural settings. The second are Drainage Projects which may be linear in nature, such as a new sewer in an existing roadway or site orientated, such as a pump station. The third type are Roads and Infrastructure Projects which can be large area developments that include arterial and collector roads, the local roads, and underground infrastructure.
The following table (Exhibit 2-1) provides general guidelines for the number and size of signs for various projects. These are only guidelines and the actual number and sizes of signs may be altered for site specific reasons and per directive by the PWA.

and increase readability.
2.2.1 Linear Roadway Projects
As a minimum, contractors should provide two signboards on linear roadway projects (see Exhibit 2-1). Signboards are located at each end of the project. Additional signs may be warranted due to project location and layout such as junctions with major roads crossing the project. Different size signs may be used on the same project if considered appropriate. For example exhibit 2-2 depicts a Roadway Project (medium) located in a rural area with a larger signboard located at the end adjacent to the village. An optional sign may be placed at the connecting roadway if there is anticipated traffic entering the site from the roadway.

Exhibit 2-2 Roadway Project – Medium (Rural)
Projects located in urban areas, adjacent to major roadways provide opportunities for advertisement for PWA and LR&DP as well as providing contact information. These locations may warrant upsizing the signboards. Exhibit 2-3 provides an example of a small Roadway Project located in an urban area. Although this project is considered a small project, due to its location, it provides an advertisement opportunity for the LR&DP as a whole. It is located adjacent to the Corniche and Ras Abu Abboud Street, which are major roadways and larger signs should be used to optimize the advertising aspect of the sign boards. Due to the layout and possibility of traffic entering from a third location, an additional small sign could be added, as shown.

2.2.2 Drainage Projects
Drainage Projects may be linear projects, which include replacing or installing new sewerage lines in an existing roadway, or a site oriented project such as a pump station. For linear projects, at a minimum, signboards should be located at each end of the project. Consideration should be given to small movable signs that could be moved as the project progresses through the area. Exhibit 2-4 provides an example of a small linear drainage project. For site type projects, the signboards shall be located along the prominent roadway with additional project signs on minor streets. Exhibit 2-5 provides an example of a signboard placement on a small drainage site. For both scenarios, size and number of signs to be as per the table in Exhibit 2-1 and adjusted as appropriate.

2.2.3 Roads and Infrastructure Projects
The majority of projects within the LR&DP will fall in the Roads and Infrastructure Project category. Projects will be large developments that include the construction of local roads and the underground infrastructure required for these areas. Some projects are in “green field” areas and others are in partially developed areas. Areas with partial development should utilize additional smaller signs to provide contact information to existing residents to allow them to provide feedback or obtain information as necessary. Signs shall be placed at entrance points into the development areas with larger signs placed on prominent roads. Many projects will be constructed in multiple phases and multiple contracts and will require coordination between the various contractors. Exhibit 2-6 depicts sign placements for a Major Roads and Infrastructure project shaded in yellow. The areas shaded in blue and green represent different phases of the Project which may be constructed by different contractors.

2.3 PLACEMENT AND ORIENTATION
Once sign number, size and locations are determined, the Designer must take into account available space and target audience to determine its final location and orientation. Sign boards in rural areas or on linear roadway projects will most likely place the signs perpendicular to the roadway to provide visibility to drivers. Smaller sings in residential areas may be placed parallel to the walkway if target audience is pedestrians. In all cases the signboards must be located off of pedestrian walkways and provide a minimum of 1.2 m clearance.

On some site projects which include hoarding, sign boards may be installed on the hoarding or behind the hoarding. Signboards located behind hoarding must be high enough to provide total visibility of the sign.
3 WORK ZONE INFORMATION BOARDS
In addition to project signboards, Work Zone Information Boards (scheme information signs) are to be installed as per the Work Zone Traffic Management Guide (WZYTMG) requirements. A generic sign (T-1128.1) and an Ashghal specific sign (T-1128.2) are provided at the end of this document.
