children's centre (CPE) in Luxembourg for the year 2016/2017.

We would like to kindly ask you to carefully read and take note of the information in this brochure,

so that the best conditions for your child are ensured and that he or she can enjoy the days spent in

the CPE in total security and safety.

1) INTERINSTITUTIONAL CHILDREN'S CENTRE (CPE)

The Interinstitutional children's Centre (CPE) aims to provide parents from the various European

Union Member States who are officials and agents of the European institutions with access to after-

school care facilities for their children.

The Garderie and the study and recreation centre are managed by the Unit OIL.05 (Office for

Infrastructure and Logistics) of the European Commission.

2) SITES

The buildings of the CPE Kirchberg can be found here:

3) OPENING HOURS OF THE CPE

The CPE follows the calendars and timetables of the European Institutions and bodies in Luxembourg and of the European School. The establishments are open throughout the year from Monday to Friday inclusive, except on the holidays laid down by the European Institutions and bodies. The classes located at the European School (secondary "T" building) are closed during the school holidays.

In the event of differing holidays in the Institutions and bodies, a calendar with the closing days of the CPE is sent to parents at the beginning of the school year. For more information please refer to page 6 of this brochure as well as to the CPE calendar on our website.

GARDERIE

For pre-school children (aged 3 to 4), the Garderie is open as follows:

Monday to Thursday, 8.00 a.m. to 7.00 p.m.

Friday, 8.00 a.m. to 6.30 p.m.

Parents are asked to bring their child to the CPE before 9.00 a.m. because breakfast is served at 9.15

a.m.

Children attending the nursery school ("maternelle") are collected after school from their classrooms

by the CPE educators who accompany them to the CPE. The closing times are the same as those for

children who do not yet attend school:

Monday to Friday, 7.00 p.m.

Friday, 6.30 p.m.

For safety purposes, it is important for parents to write down every morning the name of their child

on the follow-up sheet named "Inscription des enfants vers la Garderie". These sheets are available

in each classroom and confirm that the child should be taken care of by the educator (taking into

account the absences, after-school activities, leaving with parents after the lessons etc.).

STUDY AND RECREATION CENTRE

The study and recreation centre welcomes children after school. Children are collected after class by

educators of the CPE at collection points in the courtyard of the European School and accompanied

to the CPE. Children who attend the secondary section can arrive and leave alone, except those for

whom their parents have asked for an accompaniment to the CPE. The study and recreation centre is

open at the following times:

Monday to Friday, until 7.00 p.m.

Friday, until 6.30 p.m.

From 6.30 p.m. (6.00 p.m. on Fridays), a permanence is organised and children are grouped in a

common class. In case of exceptional delay, parents are asked to contact the educational team at:

In line with the provisions of the CPE rules and for the well-

being of their children, we ask parents to strictly adhere to the

opening and closing hours of the CPE.

HOLIDAYS AND PEDAGOGICAL DAYS OF THE EUROPEAN SCHOOL

The CPE is open during all school holiday periods, including the general Pedagogical Days of the

European School. Schoolchildren have thus the possibility to attend the CPE in the morning and in

the afternoon.

However, the CPE is organised differently during the holiday periods, with specific groups set up

according to the number of children enrolled for the period in question.

ENROLMENTS

For each holiday period, parents must enrol their children using an electronic form in e-KidReg https://webgate.ec.europa.eu/ekidreg/?lang=EN). Online enrolments open

approximately one month before the holidays in question.

Both parents receive an e-mail announcing the opening and closing of the online enrolment. In addition, this information is displayed in the CPE buildings (parents' information board, classroom doors, calendar on the CPE website, etc.).

Children who are not enrolled or whose

enrolment is late cannot be accepted by the CPE

during the holidays!

4) TEACHING TEAM

The CPE is a facility of considerable size, counting more than a hundred childcare workers and more than 1 800 children, distributed between the sites of Kirchberg and Bertrange/Mamer.

The number of children per group is about 15 for the Garderie and 19 for the study and recreation centre.

Each group of children is looked after by a qualified, bilingual childcare worker whose role is to respect the individual pace of each child's development whilst pursuing the objectives defined in the pedagogical project.

Some groups are monolingual (French, German, etc.) while others are mixed (French and Italian, English and Spanish, etc.). The allocation to a language group depends on the nationality, the language section attended at the European School, the availability of places at the CPE as well as different organisational and pedagogical factors which ensure that the groups are well-balanced. Given the size of our facility, it is not always possible to take the individual preferences of parents into account.

5) OFF-SITE ACTIVITIES

As described in the pedagogical project, the CPE organises a great number of off-site activities for

the children throughout the year (except during the month of September), such as bowling,

climbing, mini golf, visits to museums, farms, parks, swimming pools, zoos, etc.).

Generally, in the Garderie, each group has one off-site activity per month. The educators individually

inform the parents of the planning of those activities for their group. The children are always

accompanied by their educator and additional staff to ensure optimum security and safety. Children

not taking part in the activity must be looked after by their parents as it is not possible to admit

them to another group.

At the study and recreation centre, activities take place on Fridays, the day designated to this purpose. Parents enrol their child with an electronic form in e-KidReg. According to availability of places, children can participate up to two

activities per month.

The list of websites of the places visited, as well as all essential information, is published on the CPE

website.

When off-site activities take place, children must leave from the CPE and be collected at the end of the activity from the CPE. For safety and security reasons, children must not be collected directly from the bus but only from the responsible member of staff inside the CPE building.

Please note that, when excursions are organised children must leave and be collected only from

the CPE (article 9.4 of the CPE rules).

IMPORTANT: The children are not accompanied by a nurse during off-site activities. The decision to

register a child for an off-site activity is entirely the responsibility of the parents, who must make sure

that the activity does not present a risk for the child.

6) EXTRA-CURRICULAR ACTIVITIES

Extracurricular activities are not organised by the CPE but by the Federation of European School

Parents Association in Luxembourg (FAPEEEL). Children enrolled in the CPE may take part in these

activities on condition that their parents authorised them to leave the CPE (only for the study and

recreation centre - see point 7) or make sure that they or another third authorised person

accompany them to the place where the activity is held, and back to the CPE.

7) AUTHORISATION TO LEAVE

Children attending the secondary section of the school may travel to and from the CPE alone. In case

parents would like their child to be accompanied to the CPE by the educators, they need to inform

the CPE by filling in the relevant form available on our website.

Children attending the primary section of the school can be authorised by their parents to leave on

their own from the study and recreation centre in order to:

go to an extra-curricular activity.

go to a remedial class at school.

leave for the day at 4.25 p.m. or at 5.55 p.m.

This authorisation is given via the electronic form in e-KidReg for one school year.

Warning: it takes 48 hours in order to ensure that the authorisation becomes effective; it is important to give permissions in advance and not on the same day

of the desired output.

8) CATERING SERVICE

Meals are prepared by the CPE kitchen, which is managed by Unit OIL.04 "Catering". All the menus

are available on the CPE website. Further, the weekly menus are also displayed in the two buildings.

The primary groups take their meals in the canteen of the Study and Recreation centre. Please note,

for the school year 2016/2017, due to the significant increase of enrolment and the limited capacity

of the canteen of the CPE, a number of primary groups will take their lunch in the canteen of

European School. The snacks will be taken to the canteen of the Study and Recreation centre, except

two primary groups of children attending the 5th class who take the snacks in the European School

canteen.

In addition to the standard menu, a vegetarian menu and a hypoallergenic menu are also available at

the CPE and at the canteen of European School. Parents interested in the vegetarian or

hypoallergenic menu should e-mail the CPE ([email protected]). As regards the hypoallergenic

menu, special meals are served on the basis of medical proof/allergy protocol which needs to be

handed over to the paramedical service of the CPE.

Children attending the secondary section of the school will have their lunch and snack in the

European School canteen.

9) PARAMEDICAL TEAM

A nurse is on duty in each CPE building to provide a medical service for the children. The nurse's task is prevention-based through monitoring the health of children enrolled in the CPE and intervention-based in case of emergencies where first-aid is provided to ill or injured children. When necessary, the nurse is responsible for transferring children to the nearest hospital and contacting their parents.

The groups located in the secondary "T" building of the European School can contact the nurse of secondary school until the end of the school day and then a medical permanence is also assured with the paramedic service of the CPE 1.

Educators are also supported in their educational work by a psychologist who can provide advice, suggest a new approach, examine specific situations and give an opinion, make observations in the group, etc. Members of the nursing team may help to determine particular difficulties and ensure early screening in order to direct the child and their family towards possible solutions, where necessary.

10) COMMUNICATION OF INFORMATION TO THE CPE AND BY THE CPE

For security and organisational reasons, all information must be sent by e-mail to

[email protected]. The CPE functional mailbox is regularly consulted by the administrative team.

Parents are required to inform the CPE in writing, whenever their child is absent. An email must be

sent on the same day before 11.00 a.m. to [email protected] (putting the educator in copy) with:

the name of the child and the name of the educator.

For children attending school, it is useful to put the secretariat of the school and the class teacher in copy.

Parents need to inform the CPE of any change in their administrative details: change of address or

telephone number (personal or professional), work contract, family situation, etc. within 15 days by

e-mail to [email protected]. We are note informed if changes are done in the e-KidReg file outside

the (re)enrolment periods, as an automatic transfer of the data doesn't take place.

The CPE also often sends information to parents by e-mail from the [email protected] address. We would advise you to add this address to your contacts to avoid that messages get lost in a "spam" folder and carefully read these messages as they contain important information (holiday enrolment periods, etc.). All messages are sent to both parents, provided that the two email addresses have been transmitted. Any message sent is also displayed in the CPE buildings on the parents' information board in the entrance of each CPE building. We would like to invite you to have a look at it regularly.

Further, it is very important for security and safety reasons (especially with regard to the

accompaniment from the European School), that parents inform the CPE of the actual attendance

of the children. Even if a child is enrolled for the entire week, the days when (s)he is actually

present in the CPE must be signalled to the administration, which must also be informed of any

changes.

11) CHILD PICKED UP BY A THIRD-PARTY

In order to authorise a third-party to pick-up their children, parents have to provide the details of this person when (re)enrolling their children in e-KidReg or fill-in the relevant form available on the CPE site. Only duly completed forms are accepted. The authorisation is given for the entire school.

12) INVOICING AND PARENTAL CONTRIBUTION

All parents of children attending the Garderie and the study and recreation centre receive a monthly fee slip detailing the elements taken into account for the calculation of their parental contribution which is calculated on a flat-rate basis: attendance and meals.
