Foreword
Issues on intolerance, rights oppression, demonstration on cultural problems, especially as political impact of governor election which is restlessly able to destroy national unity. National unity needs to be preserved since obviously Indonesia has plural societal structural conditions, like various ethnic groups, customs, cultures, vernacular languages, religions, and beliefs. Those varieties have to live harmonically for stronger Indonesia. The strong and free Indonesia can be reached by implementing respect to others in plurality. This attitude done by tolerance can be supported by nation view in term of acknowledging and understanding their environment by prioritizing unity of their areas in conducting live concerning on socializing, nationalizing, and citizenship. Facing Indonesian contextual condition, art is expected to contribute actively as a solution of problems in relation to fading national cultural tolerant values. Art in educational perspective is a medium or device for cultivating cultural tolerant values. Through expression and appreciation activities, the values spreads. Also, artist as creator is expected to presence new art so that it can bear excellent civilization values to strengthen cultural tolerant values. This creative process cannot be separated from world of technology. Technology seems to give form, media, and challenge to create art. In another side, art creativity cannot be separated from inspiring values of religion and culture by bearing orientation to creative industry in order to give economic freedom for human and grow national path. Through those processes, art has to be able to give concrete contribution as medium of national strengthening actualization. International Conference on Arts and Culture 2017 discuss about it issue. From those art characteristics, it seems interesting if art role discourse in constructing national culture tolerance is manifested in form of scientific discussion for meet and greet various experts, students, different art educators, practitioner, and policy maker. It hopes that various art and design aspects in religious, technological, creative industrial perspectives can fulfil, complement, and synthesize each other to give alternative creative solutions as well.

Abstract - The purpose of this study is to describe and understand the various types and excellent potentials; culture art, tourism objects and craft with local wisdom as a source of tourism promotion of West Java. Sources of data centered on the Department of Tourism and Culture District/City West Java Province. The main reason of this research is because audiovisual based promotion media not yet optimal and yet to touch the superior potential of West Java tourism. Overall research uses research and development (R & D), for first year research using qualitative design with descriptive method. Field data collection related to research objectives is done by using data collection techniques, through; Observation, interview, documentation, and literature study. Further data is processed, grouped, analyzed and presented systematically with triangulation data validation technique. Results of research in various types and excellent potentials; Cultural arts, tourism objects, handicrafts and culinary in West Java based on local wisdom become an important source in understanding the potential of local as well as a reference for the development of audiovisual based media in West Java. PRELIMINARY
The global issue extends and enters the era of three milliniums two (2016-2020). The
objectives of the program are expected to solve problems and enhance new perspectives in
society and country. Indonesia, as a developing country with globalization issues, is not
impossible to emerge the perspective of society and state, among others: globalization is a new
style of colonization by achieving the satisfaction of the world economy (superpower) and
globalization are considered skeptical as the response of developing countries and this
response is usually addressed to the state - countries not included in the signing of the UN
Summit.
Now has entered the millennium century three volumes two years 2015-2020 (MDGs,
Summit, September 2000) with the purpose of builders. The priority of eight programs signed

by the head of state and including Indonesia, can be said as “(1) Tackling poverty and hunger,
(2) Achieving primary education for all, (3) Promoting gender equality and empowering
women, (4) reducing student mortality, (5) improving maternal health, (6) combating HIV /
AIDS, malaria and other infectious diseases, (7) ensuring environmental sustainability, (8)
Global partnership for development.”
Underlining the three millennium development goals of 2000-2015 in point 7 containing
environmental sustainability and 8 points to develop a global partnership for development are
important topics to be addressed. Especially in the achievement of all potential empowerment
programs in our country (read: Indonesia).
Empowerment of various potentials; Arts, culture, tourism objects, and crafts resources,
it is not impossible West Java became the main tourist destination of national and world after
Bali and Yogyakarta. But to answer it takes time and a good strategy, especially in tourism
product marketing strategies through the media.
Marketing, promotion of tourism district in West Java has done well and various ways
have been taken, ranging from the use of print media, communication technology, performing
arts until the level of organizing cultural events. But this case, presumably not enough to be a
means in an effort to increase tourist visits to West Java.
By not reducing the performance that has been and is being done by government
agencies and some related organizations, especially highlighting tourism marketing or
multimedia-based promotions; VCD / DVD, tourism information through social networking,
print media, activity management and so on is a positive thing to note.
With the depth of meaning as the policy value of each form of media is an important
consideration by prioritizing value; Ethical, aesthetic and social. Particularly building a positive
image must be offset by the fact that without a strategy let alone impoverish the potential of
excellence as a weakness that needs to be avoided.
The emerging marketing media or promotion of tourism used as an effort to socialize the
excellent potential of West Java tourism, among others; Art, culture, tourism, handicraft, etc. It
can be said not touched, and synergize. One of them through the appreciation and
understanding of musical elements used in the introduction of picture messages or events that
deliberately presented in social media or other multimedia tend to use music Kecapi Suling or
Music Degung. The more extreme, the use of western music (instrumental) is used for musical
accompaniment in introducing objects and tourist attraction in West Java. It is less
representative of the wealth of music art in strengthening the music icon of West Java. In line
with the development of science, technology and the arts need to be considered and we are
not trapped in the wrong impression in interpreting the diversity of art and cultural potentials
in West Java. The potential of traditional arts and arts with diversity and superiority by species,
clumps and shapes can be optimized as a creativity of musical capital in creating a media of
tourism objects and tourist attraction (ODTW) in West Java.
On the basis of existing phenomena and the urgency of research needs related to the
data, the research problem formulation is proposed as follows: (1) How is the potential of art,
culture, tourism and handicraft with local wisdom source in West Java? (2) How superior is its
potential; Art, culture, tourism object and handicraft with local wisdom source in West Java?
(3) What is the potential tourist visit in West Java?

METHOD
All research uses research and development (R & D) design. First year research uses
qualitative design with descriptive method as a way to expose some data of research result,
either data obtained in field or data from other source as reference material. Processed,
analyzed and then processed systematically into a picture of the potential empowerment of
cultural arts, tourism objects and creative industries in West Java.
Research subjects as a source of acquisition related data to find answers to research
questions conducted during the eight months (March to October 2015) through related
agencies, especially the Department of Tourism and Culture District and City in West Java

tourist data, islands and foreign tourists in West Java. The research location covers five areas,
namely: 1) West Jabar region includes Depok City, Bogor City, Bogor Regency, Sukabumi City,
Sukabumi Regency, and Cianjur Regency. 2) North Jabar region, covering the area: Bekasi
City, Bekasi Regency, Karawang Regency, Purwakarta Regency, and Subang Regency. 3)
Central Jabar region covering the area: Bandung City, Bandung Regency, West Bandung
Regency, Cimahi City and Sumedang. 4) South Jabar region, including: Sumedang, Garut,
Tasikmalaya City, Tasikmalaya Regency, Ciamis, Pangandaran and Banjar. 5) East Java region
covers the areas: District Kuningan, Cirebon City, Cirebon Regency, Indramayu Regency, and
Majalengka Regency.
RESULT AND DISCUSSION
West Java with a tropical climate, strategic location, land, valleys, rivers and mountains
stretching far from West to East. Likewise the beautiful sea and beaches decorate the South
Indian Ocean and the North Sea of Java. The largest population in Indonesia, ethnic
Sundanese, Javanese and Chinese mixed to form local cultural peculiarities, in the outpouring
of various attractions; Culture of art, tourism, handicraft, and so on. Potential diversity;
Cultural arts, tourism objects, crafts, and culinary localization in the district/city is a capital
and a potential source of tourism development in West Java. Tourism development through
the empowerment of various potentials; Cultural arts, tourism objects, handicrafts and local
cuisine, it is not impossible West Java became a national tourist destination and the world.
The tourism sector in West Java is a fertile land to be an opportunity and a top priority of
development in improving the economy of the community, especially for districts
municipalities that have the potential of superior objects and attractions. But the reality is not
so, not all regions 18 districts and 9 cities in West Java take advantage of tourism potential and
full concentration in relying on the development of tourism.
The diversity of potential districts/cities in West Java in its growth, not apart from other
ethnic cultures that influence it, among others: Sundanese, Chinese, Javanese, Betawi and
Malay, included in the expression of art. Traditional art that spreads in West Java in its
development through a strong distribution channel will be difficult to recognize the identity of
the art of ownership. Especially traditional arts from the same cultural roots. For example, the
art that grows and develops in the Priangan area has a form of artistic expression that is very
different from the coastal art, but also the pattern and essence of the same art, the theme;
Fertility, ancestral honor, natural harmony and so on.

The diversity of art and culture potency in West Java can not be separated from people's
life with various aspects that influence it, including in it; Religion, art, livelihood, technology
and so on. Therefore, the patterns and behaviors of indigenous peoples living, the art and the
existence of preserved and preserved cultural objects unique, distinctive and well-preserved are
an important part in building a culture-oriented tourism.
In relation to the superior potential of local cultural arts for the material needs of making
tourism promotion media, on the grounds that selected cultural art can represent the potential
of other regional cultural arts in West Java with the value of its content; Unique, its existence is
well maintained and sustainable, worth selling. The types and forms of art and culture in West
Java among others can be stated in the table as follows.

of tourism promotion media to encourage increased tourist visits to West Java. Potential
tourist attraction in West Java is quite diverse with the division; Nature Tourism Object,
Cultural Tourism Object and Special Interest Tourism Object. Variety of tourist attractions
and types of attractions and attractions in the district/city in West Java is an opportunity and
challenge in realizing the object and tourist attraction (ODTW) that there is a national and
foreign tourist destinations.
The potential of empowering objects and tourist attraction in West Java can be said not
evenly become a tourist destination. Many things to be prepared and strived for, if West Java
wants to become a world tourist destination. Efforts to realize West Java into a calculated
tourism destination and can attract tourists is a joint task and must be built in synergy, with
several related parties; Authorities, institutions, organizations, professional bodies and
competent community elements.
Related to the potential of superior objects and tourist attraction; Nature, culture and
special interests of districts / municipalities in West Java, arguing that they represent the
potential of ODTW with content; Unique, attractive, attractive, famous, safe, and high value.

become a strategy in tourism marketing. Especially for tourists who do not have the potential
of natural charm, tropical climate and or the origin of the country that has a historical
relationship with Indonesia. Thus, the object and natural tourist attraction is expected to
deliver West Java as a world tourist destination, while capturing the nickname of West Java as
a green province with beautiful scenery captivating.
Crafts in the context of tourism, is an opportunity and challenge in building the progress
of the craftsmen to improve the economy. Basically products and handicraft centers, both
home industries and individual products are very supportive and enthusiastic for tourism
activities in West Java. The importance of prioritizing the potential of handicrafts based on the

goods produced by craftsmen as a potential area, on the grounds can represent the potential
advantages of handicrafts in West Java with consideration; Uniquely, production and quality

prioritizes the handicraft industry sector, such as; East Priangan area, Tasikmalaya one of them
known as bamboo wicker handicraft center, knit fabric center, wicker, woven fabric, and so
on.
Regency/city in West Java in carrying out its duties and functions in the tourism sector,
basically has made optimal efforts to market or promote business with the procurement of
various forms of media, among others; Tour guides, information on tourism potential and
attractions, cultural arts, with culinary and craft guidance in the leading and productive tourist
areas become the mainstay of regional and West Java tourist destinations.
The area of West Java with the tendency of regional tourism is quite diverse and
scattered, therefore the development of West Java tourism mapped in nine destinations in the
region's flagship tourist attraction in West Java. Mapping of leading tourist destinations in the
West. Java is still not free from the problems faced and need serious handling. Especially the
involvement of the government is expected. Problems faced and continue to be addressed are
the problems of infrastructure, access road to destinations and tourist attractions and lack of
human resources in managing tourism. Tourism West Java with all the problems faced, is
expected to trigger the emergence of new creativity - creativity in all sectors of life to welcome
the revival of the tourism industry in West Java is reliable and professional.
Finally, by getting a picture of diversity and excellent potential, related to the diversity of
tourism; Cultural arts, tourism objects and crafts with local wisdom and attention to the
tendency of tourist visits to West Java and its potential to become priority aspects;
Uniqueness, attractive, sustainable, safe, healthy, high selling value that is packed
communicatively in the form of tourism promotion media. This is done as one of the efforts
of the role of universities in reducing the problems faced, simultaneously at the same time is
expected to have an impact on the increase of foreign tourists visit and the rise of creative
economy in West Java.

CONCLUSION
Professional and sustainable management through the empowerment of various varieties
and potentials has become an important agenda and immediately implemented to accelerate
and improve the leading tourist area of West Java as a national and international tourist
destination. Based on the analysis of diversity and potential empowerment; Cultural arts,
tourism objects, and handicraft owned by the people of West Java, with some problems
encountered, can be summarized as follows:
First, the variety of potential; Cultural arts, tourism objects and craft sourced from local
wisdom in West Java can be a mainstay in the development of tourism in West Java. Second,
good potential; Arts, culture, tourism objects and crafts with local wisdom is a complete
package to build and create a conducive and sustainable West Java tourism climate as well as
impact on improving creative economy and community empowerment. Third, based on the
analysis of statistical data of domestic and foreign tourists who visit West Java, it can be
concluded that the tendency of potential tourists (tourists) who do not have a beautiful natural
wealth and or have historical relations with Indonesia, prefer the object of natural and cultural
tourism, among others; English, Dutch, Japanese, French and Middle East (Arabic). Fourthly,
the lack of human resources in the management of tourism and infrastructure inadequate in
supporting tourism and access to tourist attractions have an impact on the low visits of foreign
tourists to West Java. Fifth, to build a shared vision and a high commitment, between;
Goverments, agencies, related organizations and communities with unity become an important
factor to promote tourism in West Java. Sixth, with the establishment of Regional Tourism
Promotion Board (RTPB) West Java is expected to contribute greatly to the improvement of
tourism services and marketing and eventually West Java became a world tourism destination
in accordance with the Millennium Development Goals (Millennium Development III) points,
ensuring environmental sustainability, And point 8, developing a global partnership for
development.
