    International Human Rights

    As the world becomes more

    connected, human rights violations by

    governments and corporations take onrenewed importance. In the United

    States, key human rights laws include

    the Convention Against Torture, the

    War Crimes Act, and the Alien Tort

    Claims Act. Internationally, treaties

    such as the International Covenant for

    Civil and Political Rights and the Geneva Conventions provide major definitions of

    human rights norms.

    United Nations experience. Mr. Comar has worked with the United Nations as

    well as UN-funded organizations on issues related to the rights of refugees under

    international human rights law. As part of this work, Mr. Comar has traveled to

    refugee centers, analyzed domestic, international and European Union laws, and

    issued reports suggesting recommendations on both legal and common sense

    grounds.

    Litigation experience. Mr. Comar has worked on ground-breaking litigationinvolving the application of the Alien Tort Claims Act to alleged war crimes

    committed during an international conflict in the 1960s and 1970s. The litigation

    ended with a complete victory for the client.
