HAFFA had organized several industrial courses for the industry for many years.

4. Course objective (3) The module will provide industry newcomers with a structured curriculum which will greatly enhance the skills and capabilities of the local workforce. This will provide training in basic technical skills, industry-specific knowledge and sound implementation guidelines of freight operations. This will assist newcomers and those who wish to refresh their skills in acquiring both practical knowledge and hands-on skills, enabling them to make immediate contributions to the industry once in the workplace. By the end of this module, participants will be able to: - have an overview in handling of import, export and transit cargo - understand function and importance of air cargo documents - handle a booking and cargo planning - coordinate with third parties e.g. carrier, trucker, warehouse operator

and co-loader - prepare cargo shipment for export - know how to accept cargo from shipper, delivery the cargo to

warehouse and pick up the shipment from warehouse and how to perform cargo inspection

- prepare a claim letter - how to complete of Shipper Letter of Instruction form, Master air

waybill and House waybill - verify cargo documents and how to intercept hidden DG and

counterfeit shipment - perform customs clearance - understand customs requirements (import, export and & transborder) - specific terms in customs handling

Additional information if any This programme is jointly developed by HAFFA and the Chartered Institute of Logistics and Transport in Hong Kong (CILTHK), and with funding support from the Hong Kong Government via the Hong Kong Logistics Development Council (LOGSCOUNCIL) in the course material development. The freight forwarding industry is lacking a structured and day-to-day practical training programme. Companies can only arrange internal training such as on-the-job training by supervisors who may not be fully equipped with necessary teaching techniques or a comprehensive programme. It is costly and the outcome of staff performance is uncertain. Both the CILTHK and HAFFA took an active role in developing a structured training programme to standardize the internal training procedures for both SME and larger-sized companies. By joining the VTP, more of your resources can be focused on the operations, leading to higher productivity. There are 4 modules for each sector under the Vocational Training Programme. Module 1 is set as basic level and Module 2 to Module 4 will be set as advance level. The course development of Module 1 of the Airfreight Logistics sector has been completed while the other modules are under developing.

1. Name and background of the course provider (1)

The Chartered Institute of Logistics and Transport in Hong Kong (CILTHK) The Chartered Institute of Logistics and Transport (CILT) is an organisation with an established international pedigree. The Institute was formed in the United Kingdom in 1919 and granted a Royal Charter in 1926. It is a dynamic body with a diverse membership. Membership is open to anyone with a professional interest in Logistics and Transport. The Hong Kong chapter was set up in 1968 and incorporated as a limited company by guarantee on 20th December 1999, with an entitlement for tax exemption under Section 88 of the Inland Revenue Ordinance. The membership of CILT Hong Kong is now around 2,000 and broadly ranges from experienced senior managers to junior staff in the industries of shipping, logistics, airline, railway, road, public transport, government and consultancy. Vocational Training Programme for the Freight Logistics Sector (VTP): Seafreight Logistics Module 1 – Introduction to Seafreight 貨運物流業職業訓練課程:航運物流單元一 – 航運基礎入門

3. Experience of the course provider in the proposed Course/Programme (2)

Though CILTHK doesn’t organise structured training course, the Institute has been arranging the local Professional Qualifying Examination (PQE) annually for our members since 2004. Also, CILTHK conducts programme accreditation to local programmes from higher diploma to master degree in both transport/logistics delivered at HKU, CUHK, HKPU, HKUST, IVE, HKU SPACE, Caritas Francis Hsu College, etc.

4. Course objective (3) The module will provide industry newcomers with a structured curriculum which will greatly enhance the skills and capabilities of the local workforce. This will provide training in basic technical skills, industry-specific knowledge and sound implementation guidelines of freight operations. • describe the container flow and explain the functions, advantages and disadvantages of mode of carriage, port handling services and facilities;

• describe the procedures for various stages of workflow of an

ocean carrier; • recognise the content and usage of documents used in import

and export by ocean carriers; • explain how the use of technology, information systems,

scheduling, and yard management can enhance the efficient operations in a terminal;

• explain the terms and abbreviation, commonly used in shipping, and apply them appropriately.

19. Additional information if any This programme is jointly developed by CILTHK and the Hongkong Association of Freight forwarding And Logistics Ltd. (HAFFA), and with funding support from the Hong Kong Government via the Hong Kong Logistics Development Council (LOGSCOUNCIL) in the course material development. The freight forwarding industry is lacking a structured and day-to-day practical training programme. Companies can only arrange internal training such as on-the-job training by supervisors who may not be fully equipped with necessary teaching techniques or a comprehensive programme. It is costly and the outcome of staff performance is uncertain. Both the CILTHK and HAFFA took an active role in developing a structured training programme to standardize the internal training procedures for both SME and larger-sized companies. By joining the VTP, more of your resources can be focused on the

operations, leading to higher productivity. There are 4 modules for each sector under the Vocational Training Programme. Module 1 is set as basic level and Module 2 to Module 4 will be set as advance level. The course development of Module 1 of the Seafreight Logistics sector has been completed while the other modules are under developing. The first application of this Vocational Training Programme – Airfreight Logistics Module 1, for the VTC Out-Centre Course Scheme has been approved on 12th July 2010.
