1.Positions with different duties are represented in different fan shapes forming a closed circle.
2.Each area, with higher education as the initial field, is divided into certain levels (entry-, mid- and senior-).
3.Within each level, the training courses designed includes job induction training and job rotation training.
4.Every staff could be fitted in a certain grid in the curriculum system.

Technologies, Climate Service, Aeronautical
Met. Service, Satellite Meteorology, etc.
Applying WMO Competency
requirements (for aeronautical
meteorological personnel, climate
service personnel) into training
design Applying diversified training methods: face-to-face lectures,
lab sessions, field trip, distance learning, group discussion, etc.
