These include the IPA Workshop on Children’s Environmental Health (CEH), a Memorial Service to our great teacher Professor Ihsan Dogramaci, a small Centenary Birthday Party for our beloved IPA and a highly fruitful meeting for our IPA Standing and Executive Committees. The CEH Workshop was hosted jointly by IPA and the Turkish National Pediatric Society under the capable leadership of Professor Ruth Etzel, Technical Advisor for the IPA CEH Programme and Professor Jane Schaller, our IPA Executive Director. The Workshop was well attended by more than forty pediatricians from various parts of the world, colleagues from Turkey and top management of IPA with successful review of the latest information and data regarding the ecology where we live and constructive measure to combat problems confronting mankind. The Workshop shades clear direction of our mission in terms of health education and advocacy. At the same time, representatives from IPA respectively made appreciations on the great contributions of Ihsan as a close friend (Hussein Bahaaeldin), as a multi-talented professional (Jane Schaller) and as a great leader and pediatrician (Chok-wan CHAN). We all miss this great shepherd of us and vowed to do our best to bringing child health into new frontier of success based on the robust infrastructure of IPA effectively created by Ihsan and to furthering the mission, vision and value of IPA for the betterment of global child health. We all miss him and he will be forever remembered by us all. The Standing Committee Meeting effectively affirmed our Working Committee infrastructure of IPA and critically evaluated our programme with updated strategic action plans for the future. Dear IPA Colleagues and Friends of International Child Health,

We are pleased to witness a series of meetings being successfully convened at Ankara, Turkey in April 2010. At communication levels we are pleased to witness our IPA Newsletter and Website flourishing effectively under the editorship of Swati Bhave and Naveen Thatcher. We have also confirmed the inauguration of the IPA Journal on Global Child Health under Mohamad Mikati before the end of 2010.

Externally, IPA is so proud to work together with our key partners for international child health (WHO, UNICEF, FIGO. World Bank) as well our transdisciplinary teams of healthcare professionals (doctors, nurses, midwives and other allied health professionals) striving in full speed for the attainment of the MDG 4, 5, 6 and others via the global partnership of PMNCH (Partnership for Maternal, Newborn, Child Health), GAVI (Global Alliance for Vaccine and Immunization) and others via strategic initiatives such as Global Action for Prevention of Pneumonia (GAPP), Promotion of Exclusive Breast-feeding, Integrated Management of Childhood Illness (IMCI), Immunization of Vaccine Preventable Disease and other. We are pleased that the progress so far is promising but we are still trying hard to achieve the better.

The IPA member societies at all levels are to be commended for the top quality professional activities they have organized for the advancement of knowledge of pediatrics, for the betterment of child health services, for the dissemination of health education and for the proactive promotion of child advocacy. At the Meeting held by the Asian

thSociety for Pediatric Research in Taiwan on 16 April 2010, the keynote speaker (Dr. David Cornfield) preached bilateral collaboration of academic pediatricians and clinicians. He stressed the importance of mutual learning between the bench and the bedside. This is an important message which all professionals should firmly adhere to. At

stanother Congress hosted by the International Child Neurology Association (ICNA) in Cairo, Egypt on 1 May 2010, we stressed the vital importance of holistic care of the child in totality, the coordinated service between pediatric subspecialists and the role of ambulatory child health as a platform for enforcing the integrated and seamless care for our children of the world. Also the Organizer of the Congress designated the Pre-Congress Workshop on Children at Risk Anywhere (CARE) where experts discussed on various facets where our children are at risk. I suggested modifying the Workshop into Children at Risk Anywhere and Anytime to denote the imminence of the problems. I would classify risks posed to our children coming from three main sources: the environment where we live (pollutants, irradiations, water, air, food, chemicals, accidental and non-accidental injuries, tobacco, alcohol and others), medical conditions (metabolic crisis, poisoning, convulsions, encephalopathies and others) as well as disasters (natural ones such as volcanic eruptions, earthquake, tsunami and man-made ones such as wars, human conflicts and combinations). Alleviation of these risks poses great responsibility to the shoulder of professionals for the ecology and for the medical conditions while IPA has Programmes to help reducing effect of these risks via our Children’s Environmental Health Programme and our Child Health in Humanitarian Emergencies Programme. The latter has successfully trained significant numbers of qualified pediatricians over all the IPA regions in preparedness for occurrence of disasters anytime and anywhere.

While the IPA Centenary Congress at Johannesburg in August 2010 is drawing near, we are pleased to inform you that the preparatory work is going in good order and registration status is promising. The Congress this year is important for you and for IPA because this is the first time we host our IPA Congress in Sub-Sahara Africa and the first time we host the Congress by IPA in conjunction with our national (South African Pediatric Association) and our regional

thpediatric association (UNAPSA). We have also prepared a series of activities to celebrate the 100 Birthday of our beloved family IPA. The success of this Congress of course depends on your support and participation. It would not be ideal if we do not have your presence. We therefore earnestly invite you to come to Johannesburg and let us realize the scientific programme and the festive centenary celebration activities together. I look forward to seeing you all at the Congress.

From the Desk of the Editor

Dear members,

It gives me great feeling of satisfaction to bring our yet another issue of the

IPA news letter. With increasing activities of IPA on all fronts and the

meticulous reporting by our President of his IPA representation in various

events and by our active SC members, the volume of the news letter is

progressively increasing. This is one of the longest issue and was a very

hard task to edit !

The first EC SC meeting of this year was held term was held Ankara,

Turkey in April 2010, hosted by the Dogrmaci family and the Turkish

Pediatric Association. Our last issue was dedicated to the Memory of

Prof. Ihsan Dogramaci. A special memorial service was held in his honor. It

was a very beautiful and emotionally charged event and I have covered it

with some lovely photos that were contributed by many.

This issue also carries a interview from our immediate past president

Dr Adeniki Grange. This is a inspiration for us to learn how to face

adversity.

This issue carries details of some of the activities of the IPA Adol Program

area in which we wish to have the active participation of the national

pediatric societies. We hope they will actively participate in the country

questionnaires, form IPA country level task forces and give us power

points for the adolescent profile in their country. The IPA WHO Adolescent

resource kit will be formally released by our President Chok-wan on th7 August during the congress. National pediatric societies are requested

to send a nominee to attend the orientation program and receive the CD of

the kit. Details are included.

Our ever active Ruth Etzel TA for IPA environment program area organized

yet another wonderful workshop at Turkey in April .

We also have news from our National, Regional and Specialty pediatrics

societies in addition to our participation with International agencies.

Our Immediate past president of IPA, Adrienke Grange did all of us in IPA proud when she

became the Health minister of the Republic of Nigeria. She underwent an ordeal that few

of us will ever understand. But we all, as her colleagues, had full faith in her honesty and

integrity and IPA stood by her in her trying period. The Nigerian courts recently acquitted

her. We in IPA thought it will nice to ask her some questions as her answers may be of

great use to others in their times of need.

How were you selected to be the Health Minister?

The Nigerian President had been briefed about the deplorable state of the health status of

our teeming population and especially that of women and children. He therefore wanted

to appoint as the Minister of Health a health professional who had had the requisite

exposure at national and international levels to the planning and delivery of health care

services that are essential for strengthening the capacity of the Nigerian health sector and

for rejuvenating effective performance. I was actually abroad when I was invited to

forward my CV as one of those being considered for the post. A couple of days later, I was

called up for thorough screening of various standard parameters for assessing my

suitability for the post. Thereafter, I was given the position as Health Minister.

How did it feel and what were your plans for the country?

Of course, I was ecstatic and highly energized! I was determined to ensure that the health sector reform process which

had been started by my immediate predecessor was continued with relevant modifications that would permit

appropriate prioritization for meeting the Millennium Development Goals by 2015. This meant that I needed to

establish mechanisms for strengthening partnerships with national and international institutions, organisations and

agencies that were ready to assist in the realization of this dream. My strategy therefore was first to carry out situation

analyses with regard to our structures, regulations, resources and capacities. This was to be followed by the

development of a National Health Investment Plan. Secondly, we had to identify the potential opportunities and

threats to enable us prepare adequately for mobilizing and managing our resources effectively whilst monitoring our

performance at regular intervals. Lastly, it was necessary for us to set up valid databases and reporting formats to

make it possible for us to network meaningfully with our partners and to generate frameworks for achieving continuity

and sustainability of programmes’ implementation and service delivery.

In order to generate confidence and build consensus among all relevant stakeholders in the pursuit and realization of

this vision, a few workshops were held with the participation of experts from national, regional and international

agencies. I am thankful to the WHO, UNICEF, the Partnership for Maternal, Newborn and Child Health, Global

Alliance for Vaccine and Immunisation and the Norwegian Embassy for embarking on plans to commit resources to

this effort. The demonstration of cooperation of the WHO was reflected visibly during the memorable visit of the

Director General, Dr. Margaret Chan to Nigeria shortly before I left office. Apart from the testimonies of these

organizations concerning our logical strategic approach, the budget of 2008 which was the only budget prepared

during my tenure also highlights the fact that the stated objectives and expected outcomes were directed towards

making progress for the achievement of the health MDGs.

What happened ?

For us to implement the budget of 2008 in the way that it was conceptualised, it meant that some re-organisation had

to be made in the Ministry of Health. The re-organisation was started by identifying gaps in previous performances of

departments and attempting to fill those gaps. Any senior member of staff whose performance revealed gaps was

realigned either to another department of the Ministry or even to another Ministry. This of course must have created

some disaffection among some members of staff and it was likely to have been responsible for certain criminal acts

and false allegations against me. Prior to full investigation the incident was widely circulated in both print and

electronic media in an exaggerated and biased manner. In addition, I was not granted an audience with the President

to convince him of my innocence. The result was that he became convinced that nothing short of legal prosecution

would assuage the public that there was no cover-up.

How did you survive this trying period ?

It was a very trying and tragic period of my life. My survival rested on a tripod of convictions. First, I knew that I was

innocent and this could be proven in any court of law. Secondly, I believe that my family, colleagues and friends had

confidence in me that I could not have been involved in any such unsavoury behaviour. Last but not the least, my faith

in a just God was unshaken. The book of Job in the bible taught me that my situation was very insignificant when

compared with that of Job who went through trial after trial and was vindicated in the end. All these and the prayers of

my family and friends gave me the mental strength.

Who were your support ?

Those colleagues who were able to come out and speak in my favour helped me a great deal. Letters from

International Pediatric Association, American Academy of Pediatrics, Paediatric Association of Nigeria, the Medical

Women Association of Nigeria and other professional groups gave me the support I needed. My children also set up a

blog on my website and many friends gave favourable testimonies. A female lawyer friend of mine mobilized 14 female

senior lawyers to appear in court on my behalf. My own lawyer was fully convinced that I had no case to answer and

that the case would be dropped which it eventually was after almost two years.

What is the message you will give your colleagues ?

My message to my colleagues is that I have accepted the entire episode as an experience of life. The invitation to me

to join others in touching the lives of the poor was a privilege and an opportunity to demonstrate that I was willing to

make the sacrifice and give of my best in the political and national administrative stratospheres of my country.

However, my professional exposure alone was inadequate to protect me against unscrupulous acts of those around

me. There is always a need to anticipate such acts and to be ready to act in a decisive manner when they are

uncovered. My media staff turned out to be the weakest link in this case since their response was neither prompt nor

factual. With the benefit of hindsight, I think I should have got this area strengthened much earlier.

I believe that any of my colleagues who resides in a poor country with such terrible health statistics as ours will find it

difficult to justify the denial of a clarion call to serve. However, they must be prepared to set up effective investigation

and response mechanisms of anticipated incidents even before these happen. They must also be assured of direct

access to the highest level of leadership at all times and under all circumstances.

IPA SC EC Meeting was held in Ankara Turkey.

This was hosted by the Dogrmaci family and the Turkish Pediatric society. An important item on the agenda was the

election of Executive officers by the standing committee.

The following executive officers were elected: Dr Bill Keenan from AAP was elected the Executive Director IPA for the

first term , Dr Zulfikar Bhutto from Pakistan was elected treasurer for the second term and Dr Swati Bhave from India

was elected as coordinator of development for the second term . They will take charge of their respective postings in

Aug 2010 in the SC meeting that will be held in the IPA congress Johannesburg and the tenure will be till 2013.

The election of the President Elect and the IPA Standing committee members for 2010-2013 will be held during the

council of delegates (CD) meeting at during the IPA congress.

The SC and EC meetings in the IPA centenary year were specially organized at Ankara for the IPA SC to meet the

founder President of IPA Professor Ihsan Dogramaci. However he unfortunately passed away on February 25, 2010, th just a month before his 95 birthday. The last issue of the IPA news letter was dedicated to his memory.

A Special memorial service at Ankara : IPA decided to commemorate and pay-tribute to Professor Ihsan

Dogramaci. A special memorial ceremony was held on April 10, beginning by visiting his mausoleum at the

Dogramacizade Ali Pasa Mosque where he was laid to rest. Prof. Chok-wan Chan, President of the IPA and Prof.

Enver Hasanoglu placed a wreath at the monumental tomb and observed a minute of silence. Each member of the IPA

Executive and Standing committee ; the Executive Committee of the Turkish National Pediatric Society,; the chairs of

its Branch offices, laid a flower on his tombstone and paid their respects. The President of the IPA Prof. Chok-wan

Chan and Prof. Jane Schaller, Executive Director, signed a special Visitor's Book.

Following the visit to his mausoleum, memorial ceremony continued at Bilkent Hotel.

This ceremony began with Hocabey's biography illustrated by a DVD in English and continued with speeches by Prof

Chok-wan Chan, Prof.Jane Schaller, Prof. Hussein Kamel Bahaaeldin (President, Egyptian Pediatric Association)

Prof. Ruth Etzel (Technical Advisor in Children's Environmental Health, IPA) about Prof. Ihsan Dogramaci's career

and accomplishments. His wife Ayser Hanim, was present at the ceremony.

Last speaker was his son Professor Ali Dogramaci. He expressed the family's grief at his father's passing and said that

he would do his best to carry on the work started by him. As pediatricians we believe each and every one of us has the

responsibility to continue the work that he started. Please see the lovely photographs of this beautiful and emotionally

moving ceremony.

IPA Working Committees

Two and half years ago, IPA Internal Working Committees were established involving the Standing Committee (SC)

members. The idea of Working Committees was to increase engagement of the SC members with the work of IPA and

to make progress in many important areas.

The Advocacy Committee is concerned with developing ways and materials to advocate for child health. It is working

toward having an advocacy workshop each year at a national meeting. Materials will be developed. Part of the

workshop will be identifying pitfalls. In addition, the Advocacy Committee plans to have a corner of the website.

The Archives and Alumni Committee was established to be sure that the history of IPA is preserved and that the

archives that existed were cared for. Because this Committee was involved with IPA history, it also is meant to keep

contact and IPA honor alumni (that is, those previously engaged in IPA activities). Over the last year, history of

pediatrics through the ages in all parts of the world was put together in a wonderful CD by Dr. Hussein Bahaaeldin. The

previously produced IPA History will be updated by Dr. Jane Schaller. The concept of an IPA Certificate of Honor is

being developed for those individuals who have made particularly outstanding contributions. An Alumni dinner will be

hosted at the Congress and a special corner of the website will be initiated.

The IPA Communications Committee has made great strides during this trienium with the implementation of an IPA

website under Naveen Thacker’s leadership which provides links to programs, committees and other child health

sites. The IPA newsletter under the editorship of Swati Bhave now comes out regularly with interesting news and an

increasing number of pages with articles about the efforts of our member societies, highlighting their meetings and

describing the activities of IPA. An effort to develop a Global Child Health Journal is underway. Initially, it will be

published on the website and will include articles on international health and sub specialties.

The IPA Education Committee is concerned with education about child health issues. It has worked with the Congress

Committee to develop various educational efforts at the Congress. The hope of the Committees is to develop part of

the IPA website on which there will be modules with interactive curriculum. They plan to work with AAP, WHO, and the

Canadian Residency Curriculum to develop modules. An IPA Prize for International Education about Child Health

could be developed.

The Ethics Committee is concerned with Ethical issues related to child health. This committee continues to monitor the

meetings of IPA, as well as national meetings, special and regional meetings concerning ethical behavior. They have

developed a variety of guidelines and a template for formatting the core issues. The review of the Shanghai APPA

meeting reveals no serious infringements. The Committee has taken the attitude that it is their job to point out

infringements, but not undertake any punitive action. In the future, it hopes to develop statements on adoption, conflict

of interest and children in disasters. There will be two sessions at the Congress on ethical issues.

The IPA Finance Committee is of course concerned with the financial aspects of IPA. It develops yearly budgets,

arranges audits and is working on development. The IPA Foundation hopes to develop a group such as Friends of IPA.

The IPA Governance Committee is concerned with governance. It has finished a review of resolutions and is preparing

for the election at the Congress.

Meeting of the Partnership on Maternal Newborn Child Health (PMNCH)

Background : The partnership was established in 2005 consequent to the Delhi Declaration for Maternal, Newborn

and Children Health with the main objectives to promote the attainment of MDG 4 and 5. The Secretariate is housed

within WHO and Dr. Flavio Bustreo is the Director of PMNCH. It is made up of different constituencies consisting of

key players of international child health (WHO, UNICEF, World Bank), health care professionals, academics,

representatives of UN states, Donors, NGO and others. With the upcoming of 2015 and the important data by the

Countdown to 2015, the international community shows great concern about progress of the MDG and this arouses a

lot of global activities and movements on the issue. Recent press release of the UN Secretary-General Bun Ki Moon

on the issue and the upcoming G8 meeting for funding as well as the UN General Assembly on the subject later this

year (September 2010) are momentum for prompt and effective actions at this point in time and space for the

politicians. The Partnership is thus empowered with the mandate to prepare a Joint Action Plan for solution of the

problems and to put the world onto the right track for MDG 4 and 5. Health care professional including IPA, FIGO, the

Midwives and the Nurses and altogether occupy three seats.

IPA participation : IPA has been a participant in the PMNCH Board since its founding, and prior to that was a member

of each of the three Partnerships which joined to form PMNCH in September 2005 (Healthy Newborn Partnership,

Child Survival Partnership, Maternal and Child Survival Partnership (MNCH).

PMNCH has been instrumental in pushing the issues of MNCH needs on a global basis, as well as the importance of

achieving MDGs 4 and 5. IPA has been involved in these efforts, and participated in two related consultations of the

High Level Task Force for MDG Finance.

IPA has been represented on the PMNCH Board by Zulfiqar Bhutto, with Jane Schaller in the alternate seat until 2009

when she was asked to assume the vacant Child Academic Board seat.

This meeting was attended by Chok-wan Chan, alternate PMNCH IPA Representative and acting IPA Board

Representative in the absence of Zulfiqar Bhutto and Jane Schaller, Child Academic Research and Training Board

Representative.

The Secretary General of the United Nations has just announced a special initiative for (MNCH) and will issue a call to

action for improving the health for women and children at the time of the Women Deliver Conference in Washington

DC in early June this year. The PMNCH has been instrumental in helping to initiate this effort and has been asked to

provide the impetus for drafting a joint action plan for the Secretary General’s initiative which will hopefully take centre

stage as the key global priority for the United Nations Summit this September in New York. This is a major

achievement for PMNCH, and we are proud that IPA and our HCPA colleagues FIGO and ICM have played a

meaningful role in this process. The importance of funding for Maternal, Newborn and Child Health on a global basis

has been heard now by global leaders. The G8 meeting to be held in Ottawa this summer will have PMNCH

representatives present and PMNCH will continue to lobby extensively for MNCH support in the form of firm global

financial commitments.

This PMNCH meeting was hosted by BRAC, a major non-governmental organization created and based in

Bangladesh. Bangladesh Rural Advancement Corporation is a NGO - first established in Bangladesh for development

of health services within rural Bangladesh for improvement of health in the Country. It focuses on malaria,

tuberculosis, HIV/AID. Maternal and child health. Bangladesh is making progress in towards MDG goals, even though

it is one of the world’s poorest countries. As a result of the good work, the Infant Morality and under five five morality of

Bangladesh has improved and now is on track for MDG 4 towards 2015 while good observations are also observed on

maternal mortality. This NGO delivers as much as 40% of the healthcare in Bangladesh, with emphasis on poor

people in city slums and rural areas, and on MNCH. BRAC has instituted a number of community based and effective

programs, and works closely with the Bangladesh government. It has also made remarkable strides in women’s

empowerment and education. BRAC also has become international recently with programs starting in nine additional

countries. Its approach to health is broadly based, and includes not only basic physical health, but also education,

women’s empowerment, and micro finance. Key factors to the Success of the BRAC project is good heart, great

leadership, effective planning, down to ground implementation and judicious use of modern IT (Digital Bangladesh in

applying mobile phones, IT Diagnostic and Interventional Devices). The PMNCH is contemplating setting up an IT

Portal to enhance communication and dissemination of information on MNCH matters. The Meeting itself adopted a

lot of modern devices. Owing to his great achievements the Founder of BRAC Sir Fazle Hsan Abed, was knighted

(KCMG) by the Queen for his outstanding performance and outcome.

The team visited a maternal centre within Dhaka in one of the slum areas and all were impressed by the good

communication network created and outstanding community work BRAC has achieved. The Meeting was officiated

by the Health Minister of Bangladesh.

Future meetings

th thPMNCH will be hosting a PMNCH Partners Forum in New Delhi the 13 – 15 November 2010. This Partners Forum

will gather the member organizations of PMNCH to discuss and formulate mechanisms for scaling up and

implementing country level programs in MNCH. IPA will be prominently involved in this Partners Forum. Later this

year there will be a third full meeting of the Countdown to 2015, the meeting that will track the ten year progress 2000 to

2010 in moving towards Millennium Development Goals 4 and 5. The PMNCH emphasis will be on Maternal,

Newborn, and Child Health rather than focusing rigidly only on MDGs 4 and 5, noting that MDG 6 (malaria,

tuberculosis, and HIV) also includes many key issues for MNCH. We are hoping to have a significant number of

pediatricians represented at the Countdown meeting, as we have in the past two Countdown sessions. Women

Delivery meeting in Washington this June will include an abbreviated Countdown meeting of one day duration.

The PMNCH has provided an avenue for Health Care Professionals and Academics to gain a voice in global MNCH,

and has provided a forum whereby HCPA associations can work together for common issues across the spectrum of

MNCH. We are now happy to announce that with the strong backing and advocacy of IPA, FIGO, ICM, and Academic

Board members, for the first time one of our constituents, Vinod Paul of India (Newborn Academic Board

Representative), has been elected co-chair of the PMNCH Board.

We encourage our individual National, Regional, and Specialty Member Societies to join PMNCH as

individual members. We urge all Member Societies to join as individual members of PMNCH, Click here to

join the Partnership ( ). We hope that many IPA

Member Societies will respond; there is no cost and PMNCH Membership will put each of our Member

Societies on the PMNCH membership list to receive regular information and to have voting privileges in

electing HCPA representatives to the Board.. We hope to be able to attract invitations and funding for a

significant number of pediatricians representing their National Pediatric Societies to attend the November

Partners Forum.

President Chok-wan Chan represented the IPA.

He participated in the following sessions: The

World Health Assembly and the Technical

Sessions on MDG’s.

He also attended the following meetings: Meeting

with the Medical Students, Special Session on

the Code of Practice on the International

Recruitment of Health Personnel.

Meeting with Management of CAH/WHO and

Meeting with Ruth Etzel, IPA TA environmental

health.

WHA sessions This time the WHA was

concentrated into five days instead of the usual

two weeks by increasing an evening session for

the Committee A meetings each day (i.e. three

session per day). In the address by the Director-

General - Dr Margaret Chan, she focused mainly

on MDG and gave the good news that the

Influenza A Pandemic over the past twelve

months did not produce serious effects. She

cautioned healthcare professionals to be on

vigilance on the issue.

There were two Invited Speakers for the

Assembly this year: Chair lady for the African

Council for Woman Health (former President of

Liberia)and Special Advisor for the UN Secretary-

General for Malaria Control.

The president submitted two IPA Statements

(Tobacco Control and Child Health AND

Adolescent Health) but was only allowed to

present the one on Adolescent Health. The

the president by supplying information for his preparing the Statements.

The WHA is busily preparing the Joint Action Plans for the General Assembly of UN on MDG 4 and 5 called

by the UN General-Secretary Bun Kit Moon to be held in September 2010.

Three Lunch Sessions were convened during the WHA period: Progress and Challenges, Lessons

Learned,; Future Directions.

The most outstanding speech was by Jeffrey Sachs (Professor for Health Policy and Health Financing of

Columbia University and Special Advisor to UN Secretary-General on MDG’s) who stressed on the

importance of health financing from the global community, means for financial contributions and potential

sources of money.

rd63 WHA Technical Briefings on MDG

A Joint Action Plan to Improve the Health of Women and Children prepared by PMNCH was presented on

consultation and was received favorably by WHO.

The president had attended the PMNCH Meeting at Dhaka, Bangladesh and could actively participate in the

deliberations. He gave the following information: Infrastructure, mission and vision of IPA; Our past

achievement on the MDG’s; Our collective effort with other key players on global child health; Our emphasis

on the implementation of global action plans and initiatives at national levels (national champions for MDG

Project). The Way Ahead would mean more health financing and efforts for the implementation of the Joint

Action Plan recommended by PMNCH and national levels.

Seminar on the Code of Practice on the Implementation of Recruitment of Health personnel

This is organized jointly by the HWAI, Global Health and Development, Merlin, Medicus mundi and others.

This is the second Code of Practice passed at the WHA (the first one was the Code for Marketing of Breast

Milk Substitutes in 1981) The main concern was on the efflux of health care personnel from developing

countries in Africa and South Asia. There was suggestions of penalty and compensation. The Global

community was requested to stand ready together to facilitate the implementation of this Code.

Meeting with the International Federation for Medical Student Association (IFMSA)

The First time the President had met them was in 2007 at the WHO WIPRO Regional Meeting in Noumea,

New Caledonia. This time he met two student representatives (one from Italy and another one from Spain).

IFMSA has grown and matured significantly since last meet. They have a permanent premises attached to

the World Medical Association in Geneva (over the French side). They have very good infrastructure on

various aspect of their functions (e.g., Advocacy, Research, etc) presented in a very nice brochure.

The president introduced the infrastructure and missions of IPA. There are three good reasons that IPA is

interested to work with IFMSA: As future colleagues; For collaboration of professional activities; For child

health advocacy.

nd 2 Global Pediatric Summit: Exploring Standards for Training, Assessment and Physician Accreditation

This is an initiative convened by the American Board of Pediatrics, with the goal of reviewing current national programs on pediatric postgraduate training, in order to integrate global successful experiences in a core curriculum.

The Global Pediatric Education Consortium: ( GPEC) Transforming Pediatric Training and Child Health through Collaboration. The GPEC Leaders from the global pediatric community recently formed a strategic alliance to explore ways in which child healthcare could be transformed by improving the quality of training and assessing pediatric physicians. GPEC is comprised of leaders from education, assessment, and standard-setting bodies from developed and developing countries.

For the past year, members of the GPEC have been engaged in a process to define, develop, and implement a standard approach to postgraduate training and assessment in general pediatrics. Members of the GPEC strongly believe that improved training in pediatric medicine will inevitably lead to improved care of children worldwide.

While still in the early stages of development, the work of the Global Pediatric Education Consortium represents a major initiative designed to facilitate needed improvements in the way pediatric physicians throughout the international community are trained and assessed. With the combined resources, expertise, and mutual cooperation of its member organizations, the GPEC has a unique opportunity to make an impact on the health and well-being of children worldwide. The immediate priority is to ensure the sustainability of this endeavor and its dissemination throughout the pediatric training community. Major funding and strategic partners who will be able to assist in the implementation of this vision will be actively sought in the near future. The GPEC, working together as a community, has enormous potential to have an impact on MDG 4 through the improvement and quality of physician education.

stIPA representation in the 1 meeting of Global Alliance to Eliminate Lead in Paints The Global Alliance to Eliminate Lead in Paints met for the first time in Geneva from 26-28 May, 2010. The Alliance is aiming to prevent children’s exposure to lead via paints and minimize occupational exposure to lead in paint by phasing out the manufacture and sale of paints containing lead.

The World Health Organization and the United Nations Environment Programme jointly serve as the secretariate of the voluntary global partnership. Among the main outcomes of the meeting were an agreed draft framework setting out the overall goal, objective and organizational structure of the Alliance and draft work plans for different areas of focus including human health and the environment, outreach to industry, legislation and regulations, and workers’ health.

The International Pediatric Association was represented by Dr. Archana Patel, a member of the IPA Committee on Environmental Health from Nagpur, India, who will help to lead the human health focus area. Paints containing lead are still manufactured and sold in many countries, making them easily accessible to consumers.

IPA survey for assessing the current status of adolescent health care in various countries of the worldEva Olah the co-chair of the adol program submitted a proposal to the SC meeting held in Ankara in April, 2010 on a survey for assessing the current status of adolescent health care in various regions of the world using a questionnaire.

Aim of the study: When assessing the present status and quality of adolescent care in various regions of the world, we want to highlight positive examples as well as points to be improved; to determine current priorities: develop comprehensive and country-level projects (adapted to the local situation) in order to improve the standards of adolescent care in each region and finally to call attention of decision makers, political leaders to current challenges in the field of adolescent care .Based on the data collected we will determine the priorities for countries enrolled, present positive examples and prepare recommendations concerning the most important tasks to do.

This study may be considered as the extension of a survey carried out by Turkish Pediatricians (2003-07) on behalf of the Working Committee of the European Pediatric Association (EPA) on adolescent care in European countries, the results of which were published in 2008 (Oya Erkan et al. Demography of adolescent health care delivery and training in Europe, Eur. J. Pediatr, 2008 ). This revealed great heterogeneity in the quality of adolescent health services among European countries concerning the following issues: age limit of pediatric competency ,ways of inpatient and outpatient care of adolescents, multi disciplinary offices do exist or not, whether adolescent care is recognized as a sub speciality of pediatrics or not, whether adolescent care is integrated into graduate and postgraduate education and special programs in the field of adolescent medicine.

With permission of the Turkish colleagues their questionnaire will be used for this current study. We are aware of the fact that there must be similarities and differences regarding the priorities of adolescent care in different regions of the world. Similarities come from age-related features, while differences originate from economic systems, industrialization, urbanization, social situation, etc.

That is why we proposed to extend this survey to other regions of the world using a questionnaire. Questions concern

IPA Program area on Children’s Health and the Environment

A Workshop on Children’s Health and the Environment was organized by the Turkish National Pediatric Society and the International Pediatric Association (IPA)immediately before the IPA Standing Committee Meeting.

The purpose of the workshop was to create and/or increase interest among Turkish pediatricians about the links between children’s health and the environment. The chairs of the 25 regional Turkish Pediatric Society offices were invited to attend this workshop, since most of them are the pediatric chairs of the regional medical schools and can promote research, education and advocacy on environmental health issues in their respective regions. Some of them are already involved in environmental research. This workshop was also intended to create a platform where the experiences of the IPA Standing Committee members could be shared. About 27 participants attended, including a representative from the UNICEF office in Turkey, several IPA Standing Committee members, 2 former IPA presidents, and the current IPA president.

This workshop built upon several previous successful IPA educational sessions on children’s health and the environment. The IPA’s previous efforts in this area are described in detail in the report in the IPA newsletter volume page.

The current workshop was organized by Prof. Enver Hasanoglu, Prof. Tezer Kutluk, and Prof. Kadriye Yurdakök (Turkish National Pediatric Society).

Prof. Enver Hasanoglu, Executive Director of the Turkish National Pediatric Society, welcomed participants to the workshop on behalf of the Turkish National Pediatric Society, and Prof. Jane Schaller welcomed participants on behalf of the International Pediatric Association.

Prof. Tezer Kutluk, President of the Turkish National Pediatric Society, began the workshop with a presentation on the fight against tobacco use in Turkey. Prof. Ruth Etzel (The George Washington University School of Public Health and Health Services, USA) gave a presentation on why children are uniquely vulnerable to environmental contaminants. Next, Prof. Kadriye Yurdakök (Department of Social Pediatrics, Hacettepe University Institute of Child Health, Bilkent) presented findings from studies conducted in Turkey on environmental pollution and the fetus. (Department of Pediatrics, American University of Beirut, Lebanon) followed with a presentation on traffic-related pollution and respiratory health. Next, Prof. Jie Ding from the Department of Pediatrics at Peking University (First Hospital in Beijing, China) described clinical features of melamine-induced urinary stones in children. Associate Prof. Songül Vaizoglu (Hacettepe University, Faculty of Medicine) followed with a presentation on the activities of the Turkish Ministry of Health on environmental child health. At the end of that presentation, there was an hour and 30 minutes for the participants to divide into 4 workgroups to discuss cases of environmental illness that they had seen in practice.

For the first hour of the morning on April 9, a spokesperson for each of the 4 groups gave a summary of the group’s discussions. Many interesting case reports were shared and vigorous discussions took place. Then Prof. Archana Patel (Department of Pediatrics, Indira Ghandi Government Medical College, Nagpur, India) gave a presentation on the impact of household fuel use on the health of children under age 5 in India. She was followed by Prof. Ismet Cok (Pharmacology and Toxicology, Gazi University), who described the levels of persistent organic pollutants (POPs) in some individuals in Turkey. Dr. Nanthalile Mugala (Lusaka, Zambia) then gave a presentation on the impact of environmental health on children, giving examples from Zambia. Prof. Fernando Dominguez-Dieppa (Department of Pediatrics-Neonatology, Havana Medical Sciences University, Havana, Cuba) followed with a presentation on efforts made in favour of child environmental health in Cuba.

At the workshop, all participants received Children's Health and the Environment: A Global Perspective. A Resource Manual for the Health Sector (published by WHO in 2006) and a CD-ROM containing modules developed by the WHO Working Group on the “Training Package for Health Care Providers”. These PowerPoint presentations were prepared by an international expert group and went through an intensive peer review. Each participant was encouraged to use the WHO training materials as the basis for his own presentations. It was emphasized that the PowerPoint slides contain extensive speaker’s notes and are fully referenced. Because each module contains a large number of slides, it is important to use only 20 to 25 slides per single presentation. Speakers were encouraged to promote the topic of children’s health and the environment within their own universities, selecting only those slides most relevant to the audience and the purpose of the presentation.

All participants completed a post-workshop evaluation and each participant received a certificate of attendance. The pediatricians were encouraged to address children’s environmental health issues at coming pediatric events.

He also attended all the social functions (the JPS President's Banquet, the Welcome Reception and the Dinner hosted by the Iwate University). He had a meeting with the leading Pediatricians of Tokyo at the invitation of Dr Y Eto of the JiKei University, Tokyo, Japan. The following matters were discussed : To Promote more involvement at international child health affairs by Japan Pediatric Society (JPS); Advocate for proactive participation of JPS at the MDG projects on funding, partnership, activities and projects; Promote better participation at our IPA Centenary Congress in Johannesburg in August 2010; Invite JPS to grant fellowship for sponsoring young pediatricians for the developing world as they used to contribute in previous IPA Congresses; Enhance exchange of training programmes between Japan and other IPA national societies.

He also visited the JiKei University Campus and met Professor Y Eto and Professor Ida of the Department of Pediatrics of the JiKei University. The other guest speakers were Professor Sherin and Uday Devaskar, neonatologists from UCLA, USA. He met the President of the JiKei university and conveyed greetings from IPA. He attended a ward round at the Neonatal ICU and PICU for problem cases in newborn with pediatricians of the Department of Pediatrics. He visited the world-renowned research laboratory on molecular biology, gene therapy and biochemistry of the University run by Dr Y Eto. He delivered a talk on “IPA as Central Clearance House for Global Child Health” at the University Auditorium focusing on the MDG’s and global child health problems.

American Academy of Pediatrics Section on International Child Health.

The International Child Health Network (ICHN) has recently launched. International Child Health Network . This dynamic web-based network aims to actively support meaningful collaborations among

pediatricians and others who are working to improve global child health.

The ICHN is a free and open service designed to establish connections that foster cooperation on a variety of health projects. This includes relief and development work, humanitarian service, equipment/supply donation, education, research, fund-raising, and visitor exchange. The site is managed by the American Academy of Pediatrics’ Section on International Child Health. Anyone from any country is welcome to join - and encouraged to do so.

The ICHN is simple to navigate. After a brief registration process, the network can be used in two ways:

(1) The network can be searched independently to identify partners who have specific interests and expertise; or (2) Collaborators and/or opportunities can be identified through designated Country Coordinators (one for each

country around the world).

Pediatric Association of Nigeria (PAN)

The Paediatric Association of Nigeria (PAN) is a non-governmental, apolitical, not-for-profit professional association of medical doctors who are specialists in the care of children. The association also includes nurses who specialise in the nursing care of children as associate members and resident doctors training to be paediatricians as trainee members. The association is a member of the Union of African Paediatric Societies and Associations (UNAPSA) and it is affiliated to the International Paediatric Association (IPA).

The association also has a journal, the Nigerian Journal of Paediatrics(NJP), which is a resource for information on child health matters in Nigeria.

The specific activities of the Paediatric Association of include the Annual Conference (PANCONF) of paediatricians and stakeholders in child health. The venue of PANCONF rotates round the country.

The association facilitates Continuing Medical Education throughout the year, for doctors and nurses in specific areas of concern in child health in the immediate community being served. This also encourages networking among those that care for children in the community which impacts positively on referral network and health care.

Neonatal Resuscitation Training(NRT)

For the past three years, the association embarked on the programme of NRT for doctors and nurses as in the country as trainers-of-trainees(TOT). Over 500 hundred trainers have been produced and the association monitors and facilitates further training in various settings across the country. To date, over 3000 doctors and nurses involved in the delivery of newborns and the post-natal care in the country have had step down training. The association expresses gratitude for the support from Latter Day Saints Charity and Save the Children for the facilitation of this programme.

This CME programme is part of the proposed PAN project, “Scale up of Capacity for Neonatal Care in Nigeria” which aims to improve the institutional care of the newborn in the country. The NRT programme focuses on capacity building of doctors and nurses involved in childbirth as an intervention to address the high neonatal mortality rate in the country OF 47 per 1000live births.

The other aspects of the project includes facilitating improvement in facilities for neonatal care, encouraging re-training of skilled birth attendants and working for equitable care of the newborn throughout the country. The

association continues to solicit support to achieve these objectives as this is regarded as a major intervention towards achieving the MDG 4. Members of the association have also been involved as technical consultants in Essential Newborn Care Courses in the country.

Lead Poisoning

The immediate challenge has been the recent environmental hazard of lead dust poisoning from illegal mining in Zamfara State in the Northern part of Nigeia, where fatality among children was high and morbidity persists. This is a wake up call for the Paediatric Association to be more involved in environmental issues that affect children. Certainly, the association will aim to play a significant role in influencing environmental protection for children in the country.

JOINT MEETINGS OF THE IRANIAN SOCIETY OF PEDIATRICS & THE TURKISH NATIONAL PEDIATRIC SOCIETY

Enver Hasanoglu, Secretary General of the Turkish National Pediatric Society, and Murat Yurdakok, Past-President of the Turkish National Pediatric Society attended the 100th Anniversary Congress of Iranian Society of Pediatrics in Tehran .

During this visit, Turkish delegates had discussions with Gholamreza Khatami, President of Iranian Society of Pediatrics, and members of Executive Board,

The Iranian-Turkish Pediatric Meetings were established established in 10 May 2010 by the Iranian Society of Pediatrics and the Turkish National Pediatric Society in order to provide a platform to discuss the regional pediatric problems which may lead in planning reliable regional projects, and to present recent developments in clinical and social pediatrics. These meetings may also create a new friendship between pediatricians living in Iran and Turkey who have similar socio-cultural heritage.

The Turkish National Pediatric Society will be hosting the “First Iranian-Turkish Pediatric Meeting” in 20-24 October 2010 in Antalya, during the annual pediatric congress. The next meeting will be organized by the Iranian Society of Pediatrics in Iran.

We hope that the first meeting will not only be fruitful for a wide scientific exchange and interaction, but will be the beginning of friendship between the Iranian and Turkish pediatricians.

The IPA website now includes a new and improved Global Events Calendar. You can view the calendar by month in an easy to read and understand format. The IPA website makes it possible to get in touch with member societies around the world. The Member societies section of the website lists the details of the societies that work with IPA. There are three sections of member societies; National, Regional and Linguistic and Subspecialty Societies. In each of these sections the societies are listed alphabetically making it easier and quicker for you to find what you are looking for.

Program Areas - Children’s Environmental Health Research Findings

The Program Areas sections of the IPA website gives you access to information from a range of different projects taking place at IPA across 10 different areas of pediatrics. Program Areas also has an exciting feature in which New Research Findings are published each month for Children’s Environmental Health. As these findings are published on to the website it will make it easier to stay up to date with the latest information and findings.

Dear friends

th thIt is 55 days until the 26 International Congress of Pediatrics opens in Sandton, Johannesburg on 4 August. As I write

this South Africa is a flurry of excitement as it is only 48 hours to the opening of the World Cup Soccer competition and

we are ready!! Many of the infrastructural changes put in place for this, the biggest sports event in the world, will benefit

delegates to our Congress. The OR Tambo International airport has been totally revamped to receive hundreds of

thousands of visitors, many of whom have already arrived. The first leg of our new integrated rapid transport system,

the Gautrain was officially opened this week and this train can carry our delegates safely, rapidly and speedily from the

airport to the Congress precinct in 15minutes of luxury, to complete the 25 kilometer journey. This trip would take > one

hour by taxi. The price is very reasonable (about $13); about half the price of a cab. I would suggest that everyone use

this facility. There are trains every 15 minutes or so, around the clock. All one needs to do is to confirm that your hotel

will send someone to meet you at Sandton station or get a local cab to take you the few blocks to your specific hotel.

The final programme will be on the website in the next couple of days.

. I am really proud of the efforts of Prof. Peter Cooper (Chairman of the Scientific Committee) and his

international & local committee for the amazing blend of workshops and symposia covering everything from allergy to

advocacy, dermatology to disasters and gastroesophageal reflux to grant applications. The difficulty for the delegate

will be deciding which of the many competing parallels to attend and which to miss.

South Africa will give you a warm African welcome. You would be remiss not to take advantage of the visit to spend a

few days extra “on safari” visiting a game park and imbibing some of the true spirit of Africa. The official tourist

company, Welcome Tours have a variety of unique tours on offer. If you are still undecided then make the decision

now!!

Attending the orientation of the IPA WHO resource kit on Adolescent health at the IPA congress

An IPA WHO Resource kit has been developed to sensitize pediatricians on adolescent health. This will be released thduring the IPA congress at Johannesburg on Sat 7 August 2010 in a 90 min session from 14h00-15h30.

We request you to please nominate one person from your country to attend this session and receive the kit on behalf of

your country. You can nominate any delegate who is already registered for the conference, if you do not have the funds

Who are intended participants for this introduction workshop? In principal all pediatricians with an interest in

adolescents are most welcome. We particularly welcome members who want to attend, to subsequently brief their

national Associations on the briefing kit and to stimulate its use at the national level. (Those who are wishing to further

champion the cause of adolescents are therefore particularly welcome)

Workshop on Children’s Health and the Environment August 4, 2010

On August 4, 2010 in Johannesburg, South Africa the (IPA) is sponsoring a 1-day workshop on Children’s Health and

the Environment. During this workshop, pediatricians will learn about the effects of environmental contamination on

the health of children. The course is designed for doctors who plan to teach others about children’s health and the

environment. We will discuss how pediatricians from countries throughout the world can work together to help improve

the environment for tomorrow’s children. This issue is a cross-cutting one that may be every bit as important as

nutrition in its overall impact on child health.

It has been indeed a pleasure to read the IPA newsletter in the past few months.

Besides, excellent technical values, it gives a wealth of information on what is going on

in the international pediatric community. It serves as an effective mouthpiece to

disseminate information about various child health activities, programs and initiatives,

thereby encouraging one and all. The Neonatal Resuscitation Program is one such

example; I am sure many developing countries are likely to take it up on a large scale,

thus collectively changing the face of neonatal health. We all hope to continue enjoying
