It is a great honor for me to invite you to the International Symposium on Technology and Social Science
2018 (ISTSS2018) held in the beautiful and historical city of Cebu, Philippines.
This symposium is a post-conference symposium of ICTSS2018(18-20 April 2018, Kiryu, Japan).
The International Symposium on Technology and Social Science 2018 (ISTSS2018) is organized by NPO
e-JIKEI Network Promotion Institute(ENPI). We invite all professionals, students and general research
enthusiasts in the wider field of technology and social science to attend the ISTSS 2018. The aim of the
symposium is as follows,
[1] Deepen the mutual understanding among the participants in the wider field of technology and social
science.
[2] Inspire the participants by the energy of the growing city of Cebu and Philippines.
[3] Encourage the participants to launch international research collaboration projects.
[4] Contribute to solution of the global problems and to realization of the sustainable society.
For [1], the novelty and the originality of the papers are not required so much. Papers, which review the
authors' previous great works, are also welcome. Or papers, which are on the research not yet finished but
explain interesting idea/concept and/or suggestive perspective, are also welcome.
For a deep discussion in a specific field, "Invited Papers Session" is prepared. It is expected to work as a
specialized topical meeting in the whole conference, just like an independent conference in the whole
conference ISTSS 2018. Top class researchers can gather and discuss on the specific topic deeply and
intensively, while they enjoy the dinners and parties every night together with other participants.
You are very welcome to ISTSS2018 and to the growing and beautiful city of Cebu!

City, Cebu, Philippines. This conference encompasses almost all fields in science, the research results of
which are for the betterment of the world we live in. I am equally happy that this conference will held in Cebu, the Philippines. Being a Filipino, it is my great

The organizers really made a very commendable feat by considering the fascinating
island of Cebu as this year’s venue for this momentous international symposium of Technology and Social Science.
The diverse discipline and study of science and technology confront a more promising
field in research. The benefits it will bring will provide for the betterment of the millions of individuals. [Title]
Will every streetlight have network cameras in the near future?
[Abstract] A street camera network, in which many IP cameras are installed at a high density, similar to street
lights throughout a nation, will have a stronger positive effect in suspect tracking and crime
deterrence in the near future. On the other hand, it will also have a stronger negative effect related to
the violation of privacy of ordinary citizens. In order to make such a stronger surveillance camera
system, which forcibly captures the images of passersby for the public interest, be accepted as an
essential social infrastructure by a society, it is necessary for this camera system to make ordinary
citizens be convinced that it is used only for the public interest. To realize this, a new concept, in
which the abuse of a street camera network is deterred by recording and disclosing browsing-history,
is proposed. The perspective on the street camera system in the near future is discussed.

[Title]
Renewable Energy Source Study of USC DMME: Application of Gorlov Helical Marine
Turbine for Renewable Energy Source
[Abstract] The University of San Carlos Department of Mechanical and Manufacturing Department conducted a
study on the possibility of harnessing energy from Silot Bay Channel in Lilo-an, Cebu through the
use of Marine Turbine. Initial studies were conducted to determine the velocity of the sea current
during high and low tides. This is to determine the type of turbine to be used. To determine the
velocity profile, the channel was subdivided into Cross-sections and sub-sections, and the data
showed that the highest velocity (2.74 m/s) was as at Cross-section B and sub-section 4 at a depth of
2.32 m from sea surface. Using the marine velocity data obtaied, a Gorlov Helical Turbine using NACA 0018 airfoil was
designed, fabricated and tested to determine the shaft power that can be harnessed. The turbine has
the following dimensions: turbine height = 600mm, chord length = 120mm and diameter = 350mm.
Test results showed that the shaft power developed during low tide was 3.66W and 53.62W at high
tide. A turbine farm is necessary to increase the total power output from the channel. In this regard a study
was made to determine the optimum distance between the same Gorlov turbines by varying the
distance that would not be affected by wake. Tests were conducted with the three (3) turbines aligned
vertically (parallel to the flow) and aligned horizontally (perpendicular to the flow). It was found that
at any configuration, the optimum distance between the tested turbines was 3.0m.

[Title]
Review of the Levitation Mass Method (LMM)
- A Precision Method for Measuring Mechanical Quantities -
[Abstract] The present status and the future prospects of the Levitation Mass Method (LMM), which is a
method for precision mass and force measurements, are reviewed. The LMM has been proposed and
improved by the author. In the LMM, the inertial force of an inertial mass levitated using a aerostatic
linear bearing is used as the reference force applied to the objects under test, such as force
transducers, materials or structures. The inertial force of the levitated mass is measured using an
optical interferometer. Major applications of the LMM, such as dynamic calibration for force
transducers, material testers without use of force transducers and the mass measurement device
(MMD) for use in the International Space Station (LMM), are reviewed.

[Title]
A Numerical Computation Method (MSKE Method) for Dynamic Responses of Complicated
Systems and Application to Damped Structures Having Acoustic Black Hole
[Abstract] A fast finite element method is proposed to compute dynamic properties for complicated systems
having elastic/viscoelastic/porous structures with acoustic black holes. The acoustic black hole
proposed by Krylov is plates having an edge where its thickness decreases sharply as a power
function of the thickness. And on the small area of the edge, viscoelastic damping material is
laminated. By using this structure, flexural waves cannot be reflected at the edge with the acoustic
black holes. We proposed expressions of modal damping by applying asymptotic expansion to complex
eigenvalue problem of the dynamics systems. We can analyze modal couplings in damping of the
complicated dynamics systems. This method is named as MSKE (Modal Strain and Kinetic Energy)
Method. This proposed method can be applied to calculate impact responses of complicated structure
including not only elastic/viscoelastic/porous material but also the acoustic black holes. We applied
this method to obtain responses for L-shaped damped structures with the acoustic black holes. We
also analyzed laminated structures with a porous material sandwiched by two elastic plates having
the acoustic black holes.

[Title]
Control and Estimation Techniques for Electric Power Steering Systems
[Abstract] Electric power steering has a bright future as autonomous driving and active safety systems for
vehicles. Resent controlling and diagnosing electric power steering systems requires an
understanding of not only vehicle dynamics but also state variables. In this talk, estimation and
control methods for EPS systems including the proposed methods based on advanced control theories
will be presented.
