These programmes are specifically designed for mid
to high level Government and Semi Government
officials, Board Members, Administrators, Public
Utility Providers, Staff of Bilateral & Multilateral funding
agencies, HRD Managers, Elected Representatives,
Parliamentary Committees and Staff of
Parliaments / Legislatures.

These three programmes aim at, not only adding to participants knowledge and skills, but also motivating and inspiring them through exposure to international good practices to improve their performance back home.
The core purpose of this training is to highlight the critical role that capacity building, moral leadership (at all levels), sound planning and effective management play in improving individual and institutional performance.
The focus areas of the programmes are:

Field visits
Registration/Course Fee:
The subsidized registration / course fee for the three different programmes are shown below:
Programme 1: Dubai US$ 3475
Programme 2: Dubai & Thailand US$ 3950
Programme 3: Thailand & India US$ 3400
The registration/course fee will cover:
professional course fee, hotel accommodation, breakfast, costs related to transportation for official field visits within
the countries to be visited; course certificate and all course material.
The field visits in Dubai, Thailand and India will include projects relating to:
innovative methods of provision of affordable housing for the poor,
efficient methods of urban/rural services,
creation of employment,
road and transport,
health and education.
visit to a parliament will also be organised for the benefit of elected representatives.
Applicants and their departments should find their own sources of funding, either from their governments or through funding
agencies such as bilateral or multilateral agencies. Kindly note that 90% of our participants are funded by their own
governments or departments. The other 10% have received sponsorship from international agencies. In the past funding
agencies such as UNDP, World Bank, DFID, USAID, CIDA, SIDA, AUSAID, GIZ, ADB etc. have sponsored some participants.
The success in securing sponsorship depends on your own working relationship with these agencies. It should be noted that
obtaining sponsorship is competitive and applicants should therefore apply to more than one agency and lobby appropriately to
increase their chances of being successful.

Hon. David Caygill is the former Minister of Finance, Trade & Industry, New Zealand. A renowned lawyer by profession his areas of interaction in training workshops include public sector reforms and parliamentary practice and procedures.
Dr. Behnam Ta'i is currently the Managing Director of CBN-International. A former senior staff of the United Nations and a Visiting Prof. to the University of NSW, Sydney, D r. Ta ' i i s a l eade rsh ip , management and planning specialist with extensive international experience.
Prof. Percy Allan is a former Secretary to the NSW Treasury and a recipient of the prestigious award of the Order of Australia for his contribution to public sector financial reform in NSW Australia.
Ms. Maria T. Palandy is a senior staff of CBN-International and in charge of p l ann ing and managemen t o f i t s international events. In the field of research and publication, she has to her credit research papers and a book on Sciene, Religion and Development. .
Dr. Sohayl Mohajer is the Asst. Director of Foundation for the Advancement of Science, Lucknow, India. Dr. Mohajer is the author of many books including manuals for administrators and managers. His area of interest include leadership, management moral capabilities and performance.
Mr. Victor Greenspoon is the international training coordinator of CBN-International. A former senior staff of Thaksin University in Thailand, he has extensive experience in coordination of international capacity building workshops.
M r. R e u n g v i t h Ve c h a s a r t i s a n Organization Development specialist and currently closely associated with CBN International workshops. He has held senior positions in the Government of Thailand.

About the Organizers

Mr. Allan E. Wilcox is one of the main CBN International resource persons in New Z e a l a n d . H e h a s h e l d e x e c u t i v e management positions in local and regional governments including the New Zealand Ministry of Works.
Based in Australia, CBN-International is a capacity building organisation that primarily deals with training, research and advisory services. A pioneer in the field, CBN-International is headed by Dr. Behnam Ta'i, a former senior staff of the United Nations and a visiting professor to the University of New South Wales, Sydney, Australia. CBN International regularly designs and conducts international executive short courses, workshops and study tours for elected representatives and officials. A number of hospitals in Thailand & India provide high standard, inexpensive, fast and complete medical check-ups. There are
also very good hospitals in Dubai which will cost slightly more. Those participants who are interested to carry out a quick
medical check-up will be able to do so. This will be facilitated by CBN staff at an appropriate time without affecting the
professional objective of the programme. The cost of a medical checkup, which is comparatively inexpensive will be borne by
participants themselves. Dubai, Thailand and India also provide excellent opportunities for inexpensive shopping. CBN staff willassist distinguished participants in this regard during free time in the programme.
