Recommendation
The existing sight lines at the intersection do not provide enough distance for a vehicle to stop if
another vehicle has entered the intersection due to the horizontal and vertical curves. Realigning the
side street to the east of the curve will improve the sightlines significantly . The intersection does not
warrant a roundabout due to traffic volumes and the high construction costs. The recommendation of
the “Special Character” road on County Road 20 will reduce operating speeds and this supports the
visibility of the intersection.

Recommendation
Alternative 1 reduces the skew angle of the existing intersection and
accommodates the turning movements at a low cost to improve traffic operations
and safety.

Recommendation
Based on the traffic analysis forecasting, this intersection will warrant traffic signals within the 20
year planning horizon. A roundabout is recommended as the safest, best operating intersection
alternative. It will also support the link to the recommended Special Character Road

Interim Plan
The following improvements from the Overall Technically Preferred
Plan (the combination of each Technically Preferred Alternative) are
recommended to include:
No Truck Route on County Road 20 (divert trucks to CR18/CR20)
Pulverize pavement
New road surface
Full shoulder paving
New 2-stripe centreline and new edge striping (potential use of
durable paint lines)
Ditch cleanout or ditch subdrains
New Centreline culvert (0+400 – 10+500)
Lower posted speed limit
3 median bulb-outs
Multi-use path subject to availability of funding

Effects and Mitigation Factor Environmental Issues and
Potential Effects
Preliminary Design Proposed Mitigation Measures
Traffic
Operations -
Delay
Potential for traffic travel delays
associated with construction
staging on County Road 20.
Provide advance notice of all closures / lane reductions /
detours.
Prepare / implement Traffic Management Plan during
construction.
Emergency
Services Potential impact to emergency
service routes / access due to
closures / lane reductions.
Prepare / implement Traffic Management Plan during
construction.
Ensure ongoing and advance communication with
emergency service providers during construction.
Property
Impacts -
Permanent
Property acquisition for MUP and
sliver widening along County Road
20 for the ultimate plan.
Early communication / coordination with owner(s) and
tenants to minimize disruption associated with property
purchase.
Aesthetics Bridge rehabilitation or
replacement provides opportunities
to enhance aesthetics of existing
bridge sites.
If extent of work at any given site supports it, context
sensitive design elements will be considered for
inclusion.
Archaeology Potential damage to or loss of
archaeological artefacts.
If deeply buried archaeological remains are encountered
during construction, construction will be stopped in the
vicinity of the discovery and the contractor must notify the
Ministry of Tourism, Sport and Culture.
Noise
(Construction)
Noise from construction equipment
and vehicles during construction.
Maintain equipment in good operating condition to
prevent unnecessary noise. Restrict idling of equipment
to the minimum necessary to perform the work.
Contractor will be required to abide by noise control by-
laws for day-to-day operations.
Noise (Traffic
Diversion)
Noise on CR18 and CR20 from
diversion of trucks.
A noise assessment has determined that the increase in
truck traffic on CR18/CR20 does not significantly
increase noise levels along the corridor.
Management
of Excess
Materials
The project will result in the
generation of waste asphalt,
granulars, concrete and possibly
earth materials.
Excess generation will be minimized through promoting
contractor salvage, recycling and re-use in the contract
tender documents.
Species at
Risk Potential disruption to migratory
birds, nesting and / or species at
risk (SAR).
Conduct site ‘sweeps’ prior to any tree removals and
prior to and during construction.
Clear any vegetation outside of the breeding bird season.
Ensure contractor’s staff are trained to recognize
potentially affected species and are required to notify
authorities if any are encountered on site.
Impacts to
Existing Trees Impacts to existing trees along
County Road 20 that may require
removal for the bulb-outs, road
widening and/or MUP.
Meander MUP around existing trees.
Replacement of trees with same or similar tree type.
Water Quality Concern for decrease in water
quality from run-off.
Engineered wetland construction at the location of
highest drainage to naturally filter water before draining
to Lake Chemong.
Utilities Potential for impacts to existing
utilities in the vicinity of the
bridges, work sites or along access
routes from staging areas.
Ensure advance coordination with utility companies and
approval for all utility relocations / protections.
Vegetation Removal of various trees and
woody vegetation due to clearing
for staging areas.
Maintain, where possible, mature tree specimens with a
diameter (DBH) greater than 50 cm. 44
