W hats at stake in teacher prep

1,400+ higher ed teacher prep institutions in U.S. but what is known about their quality?

Public schools hire 240,000 new teachers annually,90 percent of whom get initial training in higher edteacher prep.

First year teachers are responsible for educatingroughly  3.6 million students each yearadisproportionate share of whom are poor and

minority. No other school-based factor has as much impact

on student learning as teacher quality.

Are the nations teacher preparation programs

 getting new teachers student-ready? 2

Most students lose ground  whenassigned a new teacher, no matter how

they were trained.

Source: Gordon et al., Identifying Effective Teachers. (April 2006).

As shown in the figure, most first-year teachers actually negatively affect students, with

second- and third-year teachers virtually identical in their effectiveness.

W e can build better teachers

In 2010, the National Research Council identified threekey factors for high-quality teacher prep:

 Select academically capable candidates

Make sure they have in-depth knowledge of thesubjects they will teach

Provide them with useful, hands-on techniques tofacilitate learning.

I ts time to make sure all teacher preparation programs follow these principles.

NCTQs review:Shining a spotlight on teacher prep

Examining evidence from both undergraduate andgraduate teacher prep programs , including elementary, secondary and special education routes into classroom

Assessing program design against a comprehensive set of standards.

Partnering with U .S. News & World Report to publish the

review in late 2012.

Examining the nuts andbolts of teacher prep

To assess teacher prep program quality, NCTQs field-testedmethodology looks at:

  Admissions standards

Syllabi and course descriptions, course catalogs Required textbooks

 Policy manuals on student teaching

Data on outcomes of students taught by teacher prep grads

I n just the initial step, NCTQ spends approximately 40 hoursexamining some 60 documents for each program.

Just some of what we are looking for

Selectivity of the admissions process coupled withrecruitment of talented minority candidates.

Preparation in teaching children how to read.

 Rigor of content preparation.

Attention to STEM subjects, particularly elementary math.

Adapting instruction for special education students.

 Training in classroom management strategies.

Teaching of state standards, testing and data analysis. Structure of the student teaching experience.

Opportunities for teachers to practice what they learn.

W hat the review will do

1. Identify the best of teacher prep

Highlight programs worthy of emulation by their peers

Persuade aspiring teachers to attend great programs and

school districts to hire from them

2. Provide concrete recommendations on how programscan improve.

3. Encourage state authorities to sanction and close the worstprograms.

Teacher prep:Too important for secrecy

Almost 300 institutions

have signaled that they

will not cooperate,

forcing NCTQ to resort tolegal open records
