Las Vegas is the most populous city in the U.S. state of Nevada and the county seat of Clark County. Las Vegas is an internationally renowned major resort city for gambling, shopping, and fine
dining. The city bills itself as The Entertainment Capital of the World, and is famous for its consolidated
casino–hotels and associated entertainment. A growing retirement and family city, Las Vegas is the 31st-
most populous city in the United States. As of the census of 2010, there
were 583,756 people, 211,689 households, and 117,538 families
residing in the city. The population density was 4,222.5 /sq mi (1,630.3
/km2). There are 190,724 housing units at an average density of 1,683.3 /sq mi
(649.9 /km2).
The major attractions in Las Vegas are the hotels, resorts, casinos,
entertainment venues, golf courses, and shopping locations.
Most of the hotel casinos are in the city's downtown area, which has been the focal point of the city's entertainment industry since its
early days.
In 2003, the city purchased 61 acres (25 ha) of property from the Union
Pacific Railroad in 1995 with the goal of creating something to draw more
people to the downtown area. In 2004 Las Vegas Mayor Oscar
Goodman announced plans for Symphony Park on that parcel of land, to include residential and
office high-rises (now under development), the Lou Ruvo Brain Institute (now complete), being an academic medical center, soon to be
followed by a major new world-famous health care facility /
hospital, being the Cleveland Clinic.
Is another project on which the city concentrated its efforts. In 2002,
WMCLV was announced on the lot adjacent to the city of Las Vegas'
aforesaid redevelopment parcel, as an eight-building complex offering
7,500,000 square feet (700,000 m2) in a facility designed by Jon Jerde. Three of
the buildings opened in 2011.
The square footage of World Market Center Las Vegas is greater than the Willis Tower in Chicago (the tallest
building in the Western Hemisphere), and the Empire State Building in New
York City. It is now focal point of numerous annual and recurring trade shows and conventions, all of which
bring millions of visitors and dollars to Downtown.
Just this month, September 2012, The Las Vegas Shakespeare Company joined the chorus of
entities working to participate in Downtown Las Vegas by unveiling its $45 million plan to renovate the Reed Whipple Cultural Center in
downtown Las Vegas. The announcement came during the launch of the company’s
capital fund drive at the center Friday afternoon.
The expansion of the 50-year-old, 35,000-
square-foot building, whose lease was acquired by the group a year ago, will include a 499-seat theater and rehearsal space, a bar and lounge,
an art gallery with Opportunity Village, a communal terrace and gardens, and the return
of the popular Las Vegas eatery Rosemary’s Café.
The new space is expected to open to the public
in a year, joining the recent push toward enhancing the Downtown cultural corridor, including renovations to the Neon Museum
(Downtown), the Children’s Museum (Downtown), and the new $45,000,000.00 Mob
Museum (Downtown), adjacent to the 3rd Street Development Project.
As a footnote, it is important to note too that Downtown is also
headquarters for the RTC. RTC Transit is a public transportation
system providing bus service throughout Las Vegas, Henderson,
North Las Vegas, and other suburban areas of the valley.
Inter-city bus service to Las Vegas is provided by Greyhound, many
charter services, including Green Tortoise, and several Chinatown bus
lines. Amtrak California operates Deluxe Express Thruway
Motorcoach dedicated service between the City and its passenger
rail station in Bakersfield, California.
Is the subject of this development / investment opportunity,
under the direction of Fifth Street Gaming, in cooperation with CIM Group, the City, and the County, and State of Nevada.
The revitalization of the historic Lady Luck Hotel and Casino, to
be transformed into the Downtown Grand, along with
numerous other businesses and attractions, including nineteen
new commercial / retail outlets, is at the heart of this project and
of downtown Las Vegas.
The entire project sets on 6.27 acres (2.54 ha) at 3rd Street and East Ogden Avenue (See Maps), and the overall development is composed of two towers: the 17-story
East Tower with 297-hotel rooms on floors 3-17, and the 25-story West Tower with 334 hotel rooms on floors 6-25. The
property is served by a four-level parking garage and features several
restaurants and entertainment venues along 3rd Street, hence the name
Downtown 3rd Street Development. Popular establishments include Triple
George Grill, Sidebar and Hogs & Heifers, to be followed by many more,
including but not limited to coffee, food, retail, club, and other attractions, all
suited to millions of family visitors and tourists in the future.

The project per se initiated on or about June 12, 2007 with the
purchase of the old Lady Luck Hotel by the CIM Group for $20.4 million, and, since that date, CIM Group has committed $500 million to this and related development in Downtown
Las Vegas, Nevada.
The 3rd Street Development Project itself is a multi-million dollar
endeavor, in excess of $200,000,000.00 once built out to completion. The
entire project has strong governmental and political support, on the national and local level, and it also is the beneficiary of numerous, advantageous agreements with the
local government, including tax and employment/employee programs
and incentives.
The Downtown 3rd Street Development Project
The project, when complete by or before December 2013 will create in excess of 5,000 direct, indirect, and induced full
time jobs for qualified employees, and, at the same time, bring millions of dollars in
new business, and tax revenues, to the nation and the municipality.
The 3rd Street Development Project is a welcome win / win situation for all
parties concerned, including the investors, the developers, the City,
County, State, and Nation, as well as all the tourists and visitors who will soon be able to enjoy all the amenities offered in
the new, re-vitalized, and vibrant Downtown Las Vegas, Nevada.
