SECTION I. СHARACTERISTICS OF THE CITY

1.1. Natural-geographical and climatic conditions

The city of Oleksandriya is located in the

central part of Ukraine and is part of the

Kirovohrad Region. It has an advantageous

geographical location – it’s the crossing of

two basic motorways and two railways.

The city is located in the east of the region,

at a distance of 75 km northeast of

Kropyvnitsky. Together from subordinate

the settlements of Olexandriyske and

Pantaivka, the area of the city Oleksandriya

is 6142 hectares.

The city is surrounded by heights on three

sides, which have marks of 136 m – 142 m.

Namely, basic industrial areas are located

on them.

Along the diameter of the road to pass the

motorway "Kyiv - Dnipro".

The city is dividing into two parts: northin

and southin. Two rivers Ingulets and

Berezivka pass through the city, which flow

from north to south, the channel first queue

of the "Dnipro-Kryvyi Rih" has been built.

The climate is temperate-continental. Summer is long and hot, and winter is short,

with little snow. The absolute maximum temperature of + 35.6 ° in summer and

minimum -32 ° in winter. Precipitation is distributed unevenly during the year. In the

warm period, precipitation is 336 mm, cold - 177 mm. North and north-east winds

dominate in the winter months. In summer the winds north and northwestern.

The natural and climatic conditions of Olexandriya are favorable for the cultivation of

winter wheat, corn, sugar beet, potatoes and other crops, as well as horticulture and

vegetable growing.

There is are two on the territory of the city the forest massif: Zvenigorodsky the

forest massif the total area of 287 hectares and forest massif near the veterans' house

the total area of 83 hectares. The total area of plantations is 862.48 hectares. The

surface waters of the city include rivers Ingulets, Beshka, Berezivka, Voynivsʹke

reservoir on Ingulets river, rates, flooded spent quarries and opencast coal mine.

the life and activities of the city of Oleksandriya,

the main indicator of which is the provision of

companies should be singled out «Ahrodar LTD» LTD - is the

largest producer and supplier of the highest quality grain, wheat

flour and cereals. The products are manufactured on original Swiss equipment of the world famous company «Buhler».

VK PrAT «OBOLON» - a powerful enterprise for the

production of soft and low-alcohol beverages. Also at the

enterprise, a bottling line for cans and glass bottles

manufactured by the German company KHS was launched.

The capacity of this line is 32 thousand cans per hour. The company successfully operates a line for the processing of PET bottles with a capacity of 500 kg per hour.

• Modern angiograph is purchased;

• A new balneological whirlpool bath is purchased;

• The latest endoscopic video stand for the diagnosis of various

diseases of the gastrointestinal tract and endoscopic operations has

been purchased.

• Purchased a modern computed tomograph Supria 32, made in

Japan, which has 32 slices per revolution.

• Modern equipment for Dental Outpatient Clinic was purchased;

• the newest equipment for extraction and vibration-heat and roller

massage of the spine was purchased;

• computers have been purchased and Medical staffs were arranged,

and others.

The comfortable conditions for patients and medical staff of the in-

patient department of traumatology are created, surgery,

physiotherapy department, the therapeutic department, department of

sports medical, City Children's Hospital was restored and Center of

primary health care.

In October 2020, the Center of Nephrology and Dialysis was opened

in Alexandria to provide medical care to patients with chronic renal

failure who need treatment by hemodialysis. Modern equipment was

purchased and Fresenius hemodiafiltration devices were installed,

one of the best in all of Ukraine.

Oleksandriya is vital, as it provides comfortable

accommodation for the inhabitants and guests of

the city.

City authorities together with subordinate

institutions and organizations ensure the

implementation of environmental measures,

priority areas which are:

- carrying out of actions on greening of a city;

- provision of environmentally safe collection,

transportation, storage, treatment, utilization,

removal and disposal of waste;

- detection and elimination of unauthorized

dumps on the territory city;

- prevention of pollution of underground and

surface waters;

- reduction of pollutant emissions and

improvement of atmospheric air;

- protection of lands and soils from water

erosion and other types of degradation;

- prevention of parking of motor vehicles on

sidewalks, lawns, green areas of the city;

- creation of the system of ecological education

and informing the population about the state

of the environment.

The purpose of the project Replacement of boilers, the renovation of thermal networks, due to

the wear and tear of which was the largest heat loss in the past, with

gas- 1000 m³ /year, reduction of electricity consumption by 565 kWh

/ year, saving of drinking water - 71%

Implementation status The project has been successfully implemented, at the end of 2015

the boiler-house has been put into operation. Serves a boiler house of

6 adjoining multi-apartment buildings and one school.

In 2013 the city of Oleksandriya has passed selected with the project

"Reconstruction of the central heating point 118 for a gas boiler house with high-

efficiency energy saving equipment» and has won a grant within the international

Demo Ukraine program on energy efficiency and the environment, which is funded

by the «NEFCO» North Environmental Finance Corporation.

1.11. Large-scale investment projects, what are implemented

Integrated modernization of street lighting in Oleksandriya,

Kirovograd region and suburbs

Implementation period: 2016-2020 years.

The given large-scale project allows to save and effectively use budget funds,

improves the quality of visibility of carriageways, sidewalks, squares.

The forces of the specialists sphere of housing and communal services of the city are

replacing the old low-power incandescent lamps with modern LED lighting fixtures.

Today the city has already received high-quality lighting of its central part and a

considerable part of distant microdistricts - more than 3,000 fixtures have been

installed.

2016 2018

At the current stage of the street lighting modernization project, we have already

received a significant financial effect in the form of reducing budget financing for

electricity, as well as a significant economic effect - this is an opportunity to involve

municipal enterprises of the city to perform these works with the subsequent payment

of their labor. This has simplified the quality control and execution of works in a

timely manner.

All modernization of street lighting is carried out at the expense of the local budget

and UAH 3.0 million. loan to OJSB «Ukrgasbank».

Since the beginning of 2020, 2292 energy-saving LED lamps have been installed in

the city's outdoor lighting system.

During the period 2018-2020, more than 7,000 energy-saving LED lamps were

installed.

«Safe City»


Established KP "Municipal Security of Olexandriya City Council" for crime

prevention in the city, public order as, prevention of administrative offenses, control

over observance of the rules landscaping of settlements, implementation of land and

nature conservation legislation.

At the expense of the city budget, 32 video surveillance cameras were purchased and

installed, which provide an overview and fixation of life of the city in the most

problematic areas of its territory.

The plans - are to increase the number of street surveillance cameras.

For the storage and generalization of information, its analysis and systematization, a

special information center has been created.

As part of the project implementation «Safe city» 5 educational institutions are

equipped with video surveillance equipment, in two of them the equipment was

installed in 2019. This is an educational complex “ZNZ I-III degrees №9 - a

specialized school", educational complex “ZNZ I-III degrees №17 -

lyceum, educational complex “ZNZ I-III degrees №15, educational complex

«Oleksandriya Collegium-Specialized School» and educational complex

«Oleksandriya Gymnasium named after T.G. Shevchenko» – ZNZ І-ІІ degrees –

school of arts». 82 video surveillance cameras are located both externally along the

perimeter of schools and inside the premises. The presence of camcorders ensures an

increase level the safety of children, preventing penetration third-party persons in

schools, prevention of offenses in the educational environment, as well as the

preservation of school property.

«Optimization of the heat supply system of the city of

Oleksandriya of the Kirovograd region»


Oleksandriya has passed selected with the project European Investment Bank «Municipal

Infrastructure Development Program of Ukraine» on introduction of energy-saving technologies

and reconstruction of heating networks. In accordance with the task European Investment Bank,

expert - advisory company «RamBoll» it was the financial - economic and technical state of the

communal enterprise "Teplocomunenerho" was studied and the feasibility study was provided.

Coordinating Committee and European Investment Bank a decision on lending was made КP

"Teplocomunenerho" for a total amount of 17.4 million euros (excluding VAT) with a maturity of

22 years, grace period - 5 years, loan repayment - within 17 years.

The purpose of the project : is to modernize the district heating system in order to increase the

reliability of heat supply and increase the comfort and achieve affordable prices for heat.

The main objectives of the project towards a more sustainable and energy efficient centralized heat

supply are:

Reconstruction of the "District" boiler house, "Southern" boiler house and boiler room № 35.

Construction of a new boiler-house on the basis of CTP-136.

Construction of pipelines for connection of natural gas.

Decommissioning of 2.35 km of the system district heating network pipelines in the of supply

"District boiler house".

Complete replacement / construction of a district heating network using pre-insulated pipelines -

40.4 km.

Installation 153 ІTP and heat meters in supply heat "district boilers “house", "Southern" boiler

house, boiler room № 35 and boiler-house on the basis of CTP-136.

Implementation of dispatch control, management systems, SCADA data management and boiler-

houses automation.

invest in an industrial park for the construction of industrial and manufacturing enterprises and the

introduction of business.

Creation of the Industrial Park “Oleksandriya”


Goal:

creation of safe and comfortable conditions of transportation, ensuring transportation of

people with special needs;

development of a fair competitive environment in the market of transport services for the

carriage of passengers by public transport by creating a municipal enterprise.

Goal Realization:

1) The municipal electric transport company is planned to be located on the territory, which

will fully meet the needs for free placement of the necessary machinery, administrative

buildings, the presence of a viewing pit;

2) In order to achieve the goal, it is necessary to make a phased purchase of technology,

equipment and components, namely:

7 electron buses "Electron" models Е19101 (on 1 electric bus per year, in the last two years -

on 2 units, taking into account reserve electric buses);

1 charge station QCBus with available power levels of 40 kW, 90 kW and 150 kW;

component parts;

3) Creation of a municipal electric transport company requires the recruitment of the necessary

personnel to service this enterprise and ensuring its effective operation. In total it is

necessary to provide employment of 31 employees of the main personnel :

director, for each electric bus 2 drivers (7*2=14 people), 2 conductors (7*2=14 people),

1 mechanic, 1 nurse (labor agreement).

Performance metrics:
