Invitation for Bids

1. The Government of India has received financing from the Asian Development Bank (ADB)

toward the cost of Assam Power Sector Investment Program- Tranche 3. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Assam Power Generation Corporation Limited (APGCL) (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Procurement Of Plant- Design and Engineering, Manufacturing, Supply, Erection, Testing and Commissioning of Electromechanical Equipment for 120 MW Lower Kopili Hydroelectric Project, Assam, India (Package-3) (“the Facilities”).

3. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: Two-Envelope procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

• Minimum average annual turnover of INR 1655 million calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.

• The Bidder must demonstrate that its financial resources defined in FIN – 3 of the Bidding document, less its financial obligations for its current contract commitments defined in FIN - 4 of the Bidding document, meet or exceed the total requirement for the Subject Contract of INR 200 million.

• Participation in at least one (1) contract that has been successfully or substantially completed within the last fifteen (15) years and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds INR 1985 million. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology, or other characteristics as described in Section 6 (Employer’s Requirements).

• A minimum experience of design and engineering, manufacture, supply, erection, testing and commissioning of following main Electro-mechanical equipment within the last fifteen (15) years:

o One (1) project with vertical shaft Francis turbine of 45 MW unit capacity or above & net head of 65.0 m or above.

o One (1) lattice door Butterfly Valve of diameter 3.0 m or above. o One (1) project with horizontal shaft Francis turbine &, generator with unit capacity

of 5 MW or above. The qualification criteria are more completely described in the Bidding Document.

6. To purchase the Bidding Documents in English, eligible Bidders should:

• download from NIC Assam e-procurement portal https://assamtenders.gov.in from 7 March 2020 from 10:00 hours (IST)

• pay INR 30,000/- (Rupees Thirty Thousand) as Tender Processing Fee online as per Govt. of Assam Office Memorandum appended below as Annex-A (refer ITB 21.9/New Clause of Section 2: Bid Data Sheet of the Bidding Document.

7. A pre-bid meeting will be conducted on 26 March 2020 at 11:00 hours (IST) at:

8. Deliver your bid:

• electronically through e-portal https://assamtenders.gov.in

The original set of Technical Bid uploaded electronically must be submitted in hard copy at the time of bid opening.
