Please consider the following revisions and clarifications in the bidding for the Allen Parkway Village – Pitched Roof Project (42 Buildings). All information, project manual sheets and/or drawings under this addendum shall supersede and/or replace the previously issued bid documents or information.
General Revisions and Clarifications from Contractor Pre-Bid Meeting, RFI’s, and Questions submitted for response.

1) Revised Specification Section 07 01 50 PREPARATION FOR RE-FOOFING ARCHITECTURAL/ROOFING ITEMS:
1) Will a site map of the complex A-1.0 of the plans be provided with corresponding matching building number that are noted on pages A-2.00 through A-2.18 of the plans?
No, bid documents shall remain issued as is to correspond with approved permit documents. Provided bid documents made be marked and noted as required by General Contractor and/or their Sub-Contractor.
2) Does the new drip edge have to be painted metal or galvanized metal?
Provide paint grip galvanized metal drip edge.

3) How are existing damaged gutters and downspouts to handle? Replace with
new or re-install damaged?
Replace all existing gutters and downspouts with new sheet metal gutters and
downspouts to match the existing sizes, lengths and profiles. Minimum 26 gauge
pre-finished sheet metal color to be selected by Architect. Provide roof attached
strap applied gutter and downspout anchors. Typical at all forty-two (42) buildings.
4) The existing metal turtle vents, are these to be reused and painted or replaced
with new? The existing vents are of better quality than typical new metal turtle
vents.
Salvage and store all existing metal turtle vents and repair existing deteriorated
and/or damaged roof decking as required to re-install all existing metal turtle vents.
Clean, prepare and provide new paint finish for all existing metal turtle vents. Paint
color to be selected by Architect.
5) Specification Section 07 31 13; Part 3.4 Ice and Water Shield. Is Ice and Water
shield required only in the valleys? Manufactures only require at the eaves in
ice prone areas of the country.
Yes, provide Ice and Water shield at both locations. All roof valleys and eaves.
6) The form that we submit the bid price on is the sheet entitled “project cost
estimate” with header as Division Code, Davison Name, Unit Cost, Labor Cost
and Total Cost?
Provide General Contractor’s standard tabulation form to itemize and quantitate
proposed Unit Cost for material and Labor for Division Name, Unit Cost, LABOR
Cost and Total Cost to comply with “Drawing Sheet A2.0, Items;1A, 1B and 1C as
noted.
7) Also, Clarification or definition of Davion Code etc.….we are trying to be sure to
be provide an understandable base bid as well as providing unit break down for
rotten decking etc.….So we are thinking that perhaps the division Code would
be one line item for roofing and another for 5” gutter cost for example and
another for ½” plywood decking cost?
Proceed as stated in response Number 6 above.
8) Permit FEES.
Permit FEES will be posted under Addendum No. 2 to be issued no later than
11/3/2016 before close of business.

5.1.1 Project Identification: Allen Parkway Village- Pitched Roofing Replacement Project
5.1.1 Project Location: Allen Parkway Village, 1600 Allen Parkway
Pitched Roofing Scope of Work.
The Allen Parkway Village Pitched Roofing Project is a Capital Improvement project that will be implemented and Managed by the Houston Housing Authority. The Construction Documents and Specifications are produced by AT3+RDC Architects. The Documents will be available for pickup/review at the Houston Housing Authority on _____________________.
There are a total of forty two (42) buildings involved in this project.
Two buildings (1 Story) Laundry Room Facilities,
Forty Buildings (2 Story and 3 Story) buildings dispersed throughout the APV Property Site.
This project involves the removal of the existing composition shingle roof and base protection layers down to the Ply Wood Roof deck. Replacement roof shall be a new 25 year composition shingle roof as specified in the Construction Documents. Existing Metal Gutters and Downspouts shall be removed and replaced with new Gutters and Downspouts to match existing/as specified, after installation of the new composition shingle roof system. The existing ply wood roof decking shall be inspected and if any water damaged decking is encountered, it shall be replaced. An established Allowance for decking replacement will be

specified in the Project Manual. All existing wood Fascia and Trim shall be inspected and if any water damaged Fascia/Trim is encountered, it shall be replaced. Established Allowance for Fascia/Trim replacement will be specified in the Project Manual. All new Fascia/Trim shall be painted to match the removed Fascia/Trim boards. All New materials color selections at all locations shall be coordinated with Architect.
The Forty Two buildings in the Historic Oaks Section are occupied facilities and will remain so throughout this project. The selected Roofing Contractor will participate in the development and Coordination of the work schedules for the Roofing work with HHA, Allied-Orion, and the A/E Team will be required
PRE-PROPOSAL MEETING AND SITE TOUR:
A pre-proposal conference and site tour will be held on, October, 18, 2016 starting at 11:00 A. M. in the Seniors Center, located at 1600 Allen Parkway, Houston Texas. All general contractors and sub-contractors are encouraged to attend this meeting.

B. Remove all existing Gutters and Downspouts such as not to damage existing fascia boards, walls and trim boards. Prepare surfaces for installation of new gutters and downspouts as scheduled in the drawings and the specifications.

C. Inspect existing Ply Wood Decking for water damaged areas and structural integrity. Coordinate with Project Manager if any Ply Wood sheet replacement is needed.
D. Fastener Pull-Out Testing: By Contractor-engaged testing agency as required.
E. Protect building to be reroofed, adjacent buildings, walkways, site improvements, exterior plantings, and landscaping from damage or soiling from reroofing operations.
F. Conditions existing at time of inspection for bidding are maintained by Owner as far as practical. Contractor is responsible for conclusions derived from existing conditions.
G. Weather Limitations: Proceed with reroofing preparation only when existing and forecasted weather conditions permit Work to proceed without water entering existing roofing system or building. Remove only as much roofing in one day as can be made watertight in the same day.
H. Maintain Drainage: Ensure each roof area has suitable drainage at the end of each day of work.

A. Collect demolished materials and place in dumpster/containers. Promptly dispose of demolished materials. Do not allow demolished materials to accumulate on-site.

1. HHA Section 3 Form –What is Solicitation Title and Solicitation # This is the title of the project and IFB Number-Pitched Roof Replacement Project IFB Number APV-16-03... are they? Are these boxes necessary to have filled out with bid packet?It is not necessary but recommend that this section is completed.
2. HUD-5370 Pages 8-23. Warranty of Construction (a) 20 years, 9-27. Payments (d) 22-days , 12-33. Liquidated Damages (a) $500 and 36. Insurance (2) $1,000,000.00, & 13-36. Insurance (3) $1,000,000.00-have blanks to fill in. Are these filled in by the architect or owner after project award or do I fill in at bid time?, The coverage amounts required must be on the COI before contract execution and before Notice to Proceed will be extended to contractor.
3. Good Faith Declaration – Who are the Persons of Interest? Architect, Project Manager, and Owner? - Persons of Interest are the partners for the contractor's firm.
4. WME – By checking these boxes on documents, we are stating we are a WBE. Do we have to submit paperwork to show we are at the time of bid or sometime after? M/WBE form must be completed and submitted with bid, even if you are not an M/WBE
