1. INTRODUCTION

1.1. ABOUT ESIC / ESI SCHEME 1.1.1. Brief Note

Employees' State I nsurance Corporation (ESIC) under Ministry of Labour and

Employment, Government of I ndia, is one of the largest Socia l Security Service

providing organizations of the country. It came into existence through an Act of

Parl iament - The ESI Act, 1948, and is one of the largest schemes for I ndian workers. During its 70 years of existence, the Social Security Scheme has grown consistently and

expanded to statutorily cover establ ishments and workers of many d istricts through

its 2400 offices, hospitals, d ispensaries. It has also emerged as one of the strongest

healthcare providers in the country through the participation of the States and the

Union Territories as per the mandate of the scheme, famously known as the ESI

Scheme, who govern and operate these health institutions through their respective dedicated & designated administrative machinery, funded by the ESIC.

1.1.2. Functional structure of the ESI Scheme:

1.1.2.1. An Employee drawing wages up to Rs. 21,000/month and working in any of the

organized sectors such as Factories, I ndustries, Estab lishments, Organizations,

I nstitutions, IT Set-ups, Shops & Establishments, etc., is covered for Social Security Benefits and Protections under the provisions of the Act. The employers employing

10 or more workers in these establ ishments, are duty bound as per law to comply

with the ESI Act, to enroll the above employee under ESI Scheme, statutorily. At

present for each coverage, Employer & its Employee mandatorily contribute @

3.25% & 0.75% of the employee's monthly wages, respectively.

1.1.2.2. In return, the employee ( I nsured Persons) a nd his dependent fami ly members are

provided with unlimited intangible benefits i ncluding cashless and free medical services in OPD & IPD. The employee is a lso eligible for a host of tangible benefits in

terms of Money in certai n contingencies.

1.1.2.3. The ESI Scheme render services to about 14 crores beneficiaries related to the 3.5

employees of the 12.5 lakhs employers of the establ ishment in the organized sectors.

Under the upcoming Unified Labour Code, the ESI Scheme is preparing to cover 38

crore beneficiaries of the country.

1.1.2.4. ESI Corporation controls a l l the administrative and operational functions in hospita ls and dispensaries which are run directly by it. The administrative and operational

control in hospitals & dispensaries of ESI Scheme in the States and UTs are run by the

respective Governments through their Directorates under control of either Labour

or Health ministries of the State and UTs to provide medica l services in their area of jurisd iction. Thus, there is a variation in the working pattern, rules of administration

and Financial expenditure in hospitals and dispensaries from state to state and

between states a nd the Corporation. However, the core functional ities remain

a lmost the same i n terms of the charter, authorization and care of the patient. The

variations creep up in the governance structure, administration, management,

recruitment, sustenance, procurement, maintenance, infrastructure and

operationalizing of medical and para-medical staff as wel l as health care delivery

system.

1.1.3. ESIC Structure:

1.1.3.1. The ESI Scheme presently covers 566 Districts and is planning to cover a l l the districts

1.1.3.2. ESI Scheme has Medical i nfrastructure ranging from 1300+ smal l primary Health Care

Centers such as Dispensaries and DCBOs to medium to very large 150 Secondary &

Tertiary Care Hospita ls I Medical Colleges/PG Colleges. Al l the hospitals and few d ispensaries have Lab I Pathology departments having medical equipments. The

Laboratory departments function within the same room or d ifferent rooms spread

horizonta l ly or vertical ly, depending on the site infrastructure and type of institution.

In some locations, the Lab departments are very basic and in some they are highly d ifferentiated with state-of-the-art technology and equipments. Some of the

departments of the labs are within the same b lock or premises, and some are in d ifferent b locks or d ifferent floors of the same or different blocks. The physica l

d istance between different departments of the labs range from a few meters to a few 100 meters.

1.2. THE E-GOVERNANCE PROJECT OF ESIC 1.2.1. Panchdeep:

In order to provide hassle-free health and socia l security services to the stakeholders as well as for transforming its business i nto total e-governance, ESIC rol led out project

"Panchdeep" through a national d igita l network, in a l l the 2300 locations. Project

Panchdeep is one of the la rgest e-governance programs of the country to provide

on l ine facil ities to the Employers, Insured Persons, ESI Staff, Third party & government agencies, Suppl iers and other stake holders. It provides registration of employers &

beneficiaries, deposition of contribution, d isbursement of benefits and

documentation of med ical services for al l insured people. 1.2.2. Project Components:

The project has five components, namely, Pehchan which includes a l l services related

to identification, authentication a nd verification of Insured Persons ( I Ps), Mi lap

comprises of services related to provisioning network and bandwidth, Pashan consists

of services related to hardware for Data Centres, Dhanwantri includes a l l services

related to Hospitals, Dispensaries, OPD, I PD, Laboratories, Imaging Services and

The suite of applications is a web-based solution to enable users from various ESI

hospita ls/ dispensaries I offices to access the appl ications from web browsers in

addition to the dedicated LAN/WAN. The solution is driven by a flexible & configurable

workflow engine to ensure it meets all workflow requirements of ESI scheme

administration, requirement of medical facil ities, contribution made by employers and

2. GENERAL TERMS

2.1. OBJECTIVES OF INVITATION FOR EXPRESSION OF INTEREST (EOI) 2.1.1. The Objectives:

The objective for this Invitation of Expression of Interest (Eal) is to:

A. Seek Technica l I nformation, probable feasible elucidations and options that can be

made avai lable to Employees' State Insurance Corporation ( ESIC) in respect of Lab

Equipment I nterfacing Solution for its IT Project "Panchdeep'. The activities shal l deploy complete customized Digita l Solution for "Interfacing various Medical Laboratory

Equipments of ESI Health Institutions with Laboratory Information System (LIS) of

ESIC's centralized Health Information System (Dhanwantri) application, hosted at its

Data Centers (on-premise)".

B. ESIC sha l l a lso be able to Short-List potential bidders based on certa in defined pre­

requisite qual ifications through this Eol . C. With the technologica l, infrastructura l & IT service related information so gathered and

the best feasible facil ity management solution that is recieved through this Eol, a

subsequent RFP shall be prepared and published to select prospective bidder(s).

2.1.2. List of Equipments: The ESI health institutions are present in different towns, cities, states & union

territories of the country. The sample l ist of 103 different Lab equipments of 26 various makes

& models, in 23 different medical institutions, are available at Annexure-1. The number & types

of such equipment may vary as per demand from the medica l institutions, from time to time,

as and when equipments, capable of being interfaced with software, are commissioned (new

procurements) or decommissioned. The bulk of the equipments are main ly from Biochemistry,

Cl inical Pathology, Immunology and Hematology departments).

2.2. EOl INVITATION ISSUING AUTHORITY The invitation for Expression of I nterest ( Eol) is issued by the Employees' State Insurance

Corporation ( ESIC) . The ultimate intension is to short-l ist/select and engage potentia l IT

Technology Solution & Service Providing Organization(s)/Service Provider(s) I Bidder(s) for

"Provid ing Digital I nterfacing Solution for various Medical Laboratory Equipments in d ifferent ESI

Health Centers, with the exiting Laboratory I nformation Software of 'Dhanwantri' Module. ESIC's

decision with regard to the short-listing of bidders sha l l be final . ESIC reserves the right to reject

any or a l l the bids or the Eal or the subsequent proceedings, at any stage, without assigning any

reason. The Authority is as under:

2.4. METHOD OF SHORT LISTING

The ES IC invites Expression of Interest (EOI) only from experienced, bonafide Software Consultancy Services I IT Technology Solution I Service Provid ing Organizations with expertise

in Software Development, Customization, Maintenance and User support for Lab I nformation

Management System ( LIMS), preferably in universal lab equipment interface middleware

solution and bar coding solution.

The ESIC shal l short-list only those organizations who fulfil the following criteria:

i . The bidder has demonstrated technical solutions through PPT presentation on the date

specified and submitted details of the conceptual solution in soft and hardcopy along with submission of Eol .

i i . The appl icant shal l be a single entity, registered as a Company, Firm or Society or

Autonomous Organization or Government Body under respective acts in I ndia & should

have been i n existence in India for at least the last Three Years, as on 31.01.2021.

i i i . The organization must be registered in I nd ia with appropriate Tax, GST, etc., and other

administrative a uthorities. iv. The organization should have had an average annual financial turnover of at least Rs.30

lakhs, duri ng the last three financia l years ending 31.03.2020 from Software Consultancy

Services I IT Technology Solution Provisioning services, audited and certified by the

Chartered Accountant of the Organization . In case of any d iscrepancy between the

numbers provided to ESIC and the numbers submitted with ROC, the numbers submitted

with ROC would be given precedence. v. Bidder should be Net Profit-making organization for each of the last 3 years, ending 31st

March 31, 2020. vi. Should have successfully executed at least any Two LIMS/ Lab Equipment Interfacing

projects in the last seven years, as on 31.01.2021. vii. The bidder m ust have offices at least in any 3 states/union territories and capability &

willingness to provide services i n any and a l l the States and Union Territories in the country.

viii. The organization should have at least one or a l l of the fol lowing certifications: ISO 9001

for Software Development I Software Maintenance, or ISO 20000 for Information

Technology - Service Management, or ISO 27001 for I nformation Security Management

System, or CMMi Level 3 Certification.

ix. Should have technically qual ified and wel l-experienced strong in-house resource base on

com pany role.

x. The appl icant should furnish an undertaking to the effect that the firm has not been black

listed in I ndia or involved in any Corrupt & Fraudulent Practices.

Documentary Support for a l l the above, with copies of documents or purchase orders &

letter of completion from customers for projects completed in the last five years.

The ESIC shal l short-list the organizations, based on evaluation of the Expression of

I nterests submitted by them and shal l circulate a deta i led RFP among the short-l isted

organizations.

2.5. AVAILABILITY OF THE EOI DOCUMENTS

Eol document can be downloaded from the ESIC website www.esic.nic.in & CPP. The

bidders are expected to examine a l l i nstructions, forms, terms, project requirements and

other deta ils in the Eal documents. Fai lure to furnish complete information as mentioned in

the Eol documents or submission of a proposal not substantia l ly responsive to the Eol

documents in every respect may result in summary rejection of the proposal of the bidder.

2.6. BIDDERS' CONFERENCE

ESIC wil l host a bidders' Conference in ESIC Head Quarters office in New Delhi, at the

address mentioned above at section 1.2. The Conference is tentatively p lanned to be held as

per the schedule given in Section 1.3 . The representatives of the interested organizations

(restricted to two persons)/bidders may attend the bidders' conference at their own cost

and time, either in person or through the virtual Video Conference (for which authorization

l ink must be requested by e-mail at least 3 working days in advance on the organization's

signed letter-head in .pdf format. The purpose of the conference is to provide bidders a broad

outline of the business requirements, the broad scope, the idea about ESIC, what is expected

from the service provider and clarifications regarding the Eol, if required. It wi l l be an

interactive session and each prospective bidder shal l have an opportunity to seek

clarifications regarding any aspect of the Eol and the project.

2.7. VENUE & DEADLINE FOR SUBMISSION OF PROPOSALS

Eol proposa ls, in its complete form in a l l respects as specified in the Eal, must be

submitted onl ine. Also, l ink shal l be provided with the 'Response to Queries' raised. Eal

responses a re also to be submitted in a sealed cover a long with the covering letter duly signed

by the a uthorized signatory of the organization participating to Employees' State Insurance

Corporation at the address specified in Section 1.2, within the stipulated due date a nd time.

ESIC may, in exceptional circumstances and at its discretion, extend the dates and/ or

the time for a ny scheduled event as at section 1.3 above or the deadline for submission of

proposals, by issuing an addendum to be made avai lable on the ESIC's website, in which case

a l l rights and obligations of ESIC and the bidders previously subject to the origina l deadl ine will

thereafter be subject to the deadl ine as extended.

3. SCOPE OF SERVICES

3.1. THE BROAD SCOPE OF SERVICES INCLUDES 1. To provide universal Solution for i ntegrated Medical Laboratory Equipment I nterfacing

Solution with the existing Laboratory Information System of Dhanwantri:

2. Supply necessary hardware, software, middleware, peripheral-ware and designing

solution for the integrated medica l laboratory equipment interfacing solution (turnkey

basis) .

Additional ly the service provider may have to study user manuals of medical

equipments where available with the user locations or the OEM I Web, Laboratory-wise

availabi l ity of machines, l ist of tests which are conducted on the machines, test-wise

parameter of machine as wel l H IS/ Dhanwantri module. For ESIC Dhanwantri test

parameters, the service provider may have to visit some of the Hea lth Centres, anywhere

in the country, and ESIC Delhi Hqrs office, with prior permission I appointments for

meeting and discussion. After the field level functional study consisting of the medical

equipment-wise possible tests, requirements of wire/cables/ connector/ hardware/

infrastructure, etc. for interfacing, the service provider may prepare a project plan and

execute it within the given timelines.

3.Z. KEY ASPECTS TO BE CONSIDERED FOR THE SOLUTION- -

3.2.1. Centralized ESI HIS Software (Dhanwantri):

ESI has centra l ized Health I nformation System I application (Dhanwantri) that includes

Laboratory I nformation System I Module. Like a l l other Business applications of ESIC,

Dhanwantri is a lso hosted at ESI on-premise data centers and are tightly

coupled/integrated with each other. The same ESI appl ication is accessed across PAN

I ndia locations via LAN (MPLS), SDWAN and Internet. The existing Lab I nformation System has provisions for defin ing test names and parameters, schedule test

appointments, print bar codes, va lidate test reports. ESIC shall be uti l iz ing the existing

module a nd shal l procure other software, Middleware and hardware solutions for

integration and i nterfacing.

3.2.2. The size & level of the medical institutions:

The sizing a nd capacity planning for technology solution I middleware I location

specific devices, if any, shal l be the responsibil ity of bidder. ESI medical institutions present in d ifferent parts of the country are ranging from Primary level healthcare

providers (Dispensary I DCBO) to Tertiary level healthcare providers (Super Special ity

Centres, Medica l and Post-Graduation Col leges), 50 bedded secondary care hospita ls to 1000 bedded Teaching hospita ls and are with varied levels of patient load. The

number of laboratory tests conducted at ESI I nstitution is dependent on size of medica l

institution, services made avai lable and patient load.

3.2.3. Physical placement of lab equipment in premise:

The lab equipments at ESI I nstitutions may be placed in laboratories spread across

cubicles, rooms, floors or even different blocks of same or d ifferent bui ldings.

3.2.4. Connectivity:

The medical test names and the results to and from the automated lab equipments

and HIS appl ication (Dhanwantri) shal l be transmitted on rea l time basis,

instantaneously. The connectivity/networking solution sha l l be opted as appropriate be it LAN/intra net based or internet based (with WiFi) etc. within the pre mise of the

ESI I nstitution a nd separately for connecting to central ized server at ESI Data Center

at New Delhi I Hyderabad.

3.2.5. Network Topology and networking devices

Bidder sha l l opt the network topology and networking devices as appropriate on the basis of number of equipments and arrangement of same within the premise such as

across rooms, floors or blocks of ESI I nstitution.

3.2.6. Security:

Cyber resi l ient architecture for a hardened server design to protect, detect, recover

from cyberattacks.

3.2.7. Probable Broad Steps for Bi-Directional Workflow: a . Test Request wi l l be generated from H IS/Dhanwantri Lab application.

b. After test request, sam ple is col lected and accepted. Barcode labels printed by

Dhanwantri application and pasted on test tubes by the concerned lab officials of ESIC i nstitution.

c. The tests are to be accepted on Medica l Equipments and this information must be

provided through the I nterfacing Middleware to the lab device from Dhanwantri

and vice versa . One of the examples I options could be: i. The I nterfacing Middleware wil l ca l l the Server web service to get the pending

samples of the lab machine and wi l l provide the information to the medica l

equipment. Once the Result is ava ilable at the Medical Equipment, results wi l l

be sent back to the I nterface Middleware which wil l then send the data to

Server through web service i i . Dhanwantri sha l l fetch the result from the Middleware App server and

Verification/ va lidation of Test results, report generation ad printing shal l be done by doctor/users at Dhanwantri Application

3.2.8. Lab Equipment Interfacing

The focus is on bidirectiona l interfacing middleware with laboratory equipment and

i ntegrating with Dhanwantri using barcode. Thus, enabl ing avai labi l ity of test results in ESI Laboratory Module (part of Dhanwantri), near rea l time. Additional ly, ensuring

integrity and zero reporting errors by el iminating the need of human intervention. 3.2.9. Implement Solution:

I nstal l, configure a nd deploy the necessary hardware and software solution i n the

test/lab environment. This also includes i ntegrating Lab equipment interfacing

software via APl/Database interface with Dhanwantri Laboratory Module using latest

technology. Verify that gathered data (reports) reflects in Dhanwantri on near real

time basis once i ntegrated . The security, performance, avai labi l ity and integrity of data wil l remain the prime consideration. The overa l l solution shal l take following aspects

i nto consideration:

i) Medica l Devices (models) I equipments to be integrated

Equipment from the middleware and further process the information in ESIC

servers/ HIS in formatted lab reports.

3.2.10. Other aspects:

i ) Functional Testing-Coordinate and carry out the i ntermediate and final testing of

the configured solution. The verification shal l be done without i nterrupting the

working of medica l services. Bidder shall make provision test environment to

conduct the necessary verification.

i i ) Acceptance Testing -Coordinate and provide necessary support to conduct user

acceptance testing of solution with each location.

i i i ) Documentation - Provide necessary documentation in the form of user manual,

setup detai ls, inventory, security compliance etc.

iv) Operation and Maintenance support - Operating and maintain ing the hardware and software solution across PAN India at l isted locations, as per SLA, contract

terms and warranty. The bidder shal l establ ish appropriate level of support teams

to provide technica l support to ESIC end-users d irectly. The bidder may a lso utilise

the L-1 support team of ESIC for primary management. L2 and higher up level

services sha l l be provided by the bidder d irectly. The indicative l ist of support that

shal l be required are: • To customize the machine interface software for each machine to be

interfaced. • To resolve the technica l issues related to interfaced machines • To train the L-1 Support Team Members • If need arises, L-2 Support Team member would travel to actual location for

resolution of the machine interface on cost basis.

v) Deployment of Upgrades - Patch deployment in case of any upgradation in

middleware software.

vi) Annual Software Update/Support - Annual Software Update I Support of

interface middleware appl ication a nd devices, if any, wi l l start in the 2nd year of

the project. During the support period if any defects/bugs arise, same wil l be

attended and addressed within reasonable period, preferably on the same day.

The team shal l coordinate with support teams for bugs and day-to-day issues

arising during the Operational ization.

vii) Training & Capacity building- Provide tra in ing to specific groups of users, Ll team

of ESIC before going l ive and on need basis. The trai ning would a lso cover

o Troubleshooting of interfaced machines

o How to interface medical equipments

o How to configure and operate the Middleware/software

3.3. SCOPE OF WORK

The selected bidder sha l l provide the Laboratory Equipment Interfacing Middleware/solution,

custom ize it as per the requirements of the ESIC, i ncorporating the features for its integration

with the relevant modules of the H IS Application (Dhanwantri) and the laboratories of ESIC.

It shall provide techn ica l support for the operation of the Laboratory test results automation

as per mutua lly agreed Terms and Conditions.

The selected bidder sha l l be responsible for the complete turnkey operation of the Laboratory

Equipment I nterfacing (software and hardware) . Fol lowings are the indicative solution that

may be applicable:

3.3.1. Laboratory Equipment Interface software (for ESIC HIS application -

Dhanwantri)

Bidder shall carry out requirements study, designing, implementation, testing,

insta l lation and commissioning of the Laboratory Equipment I nterface Software

(Solution) for, ESI medical i nstitutions and a l l laboratory equipment present in various

laboratory depa rtments for the location based on the exact medical equipment present

there. The l ist provided in the a nnexure is on ly indicative. It is the responsibil ity of the

bidder to supply, insta l l, configure, test and commission server, UPS central ly or

otherwise a long with the Laboratory Equipment I nterface Software and integrate a l l the

Laboratory Equipments in the ESI medical institution to the server(s) seamlessly,

efficiently a nd cost effectively.

3.3.2. Communication Protocol/ Data Protocol

The software shal l a ble to support the devices with but not l imited to:

o RS232

o TCP/IP

o 9-pin COM, 25-pin com a nd Ethernet port

o ASTM, HL7, DB, Fi le based, Proprietary

It sha l l be compatible with various data formats that support multiple vendors' machines with customized interfacing according to communication protocols of the machines. It

shal l a lso be com pl iant to various industry standards l ike ASTM, HL-7 and Serial/RS232.

3.3.3. Lab Equipments Interface SW/Middleware and hardware (Host machine) Laboratory Equipment Interface Software should interface with the laboratory Equipment through I ntranet/LAN network, I nternet or WiFi as a ppropriate, wherein a l l Laboratory Equipments a re interconnected to the Host Machine. The software thus sha l l be hosted on host machine to be deployed by the bidder. The machine/computer hardware configuration shal l be as per the size of the med ica l institutions, the transactional requirements, future proofing, etc.

3.3.4. Lab Equipment Interface - Server (Centralized or otherwise)

Bidder shal l instal l , commission, maintain the centra lized server (or otherwise) and

integrate it via SW API or Database with the Lab Equipment interface software running

on host machine or otherwise. at location. The server(s) sha l l be able to handle the load

of a l l locations and to perform in real time manner.

3.3.5. Lab Equipment Interface - Server and local computer Operating System

Bidder shal l arrange the l icenses for OS required for centra lized server (on-premise or

cloud) as well as the loca l server at each location. The cost of insta l l ing, testing etc. shall be included in quote.

3.3.6. Lab Equipment Interface - Modem, Connectors & Cables (USB to LAN, RS232 to

LAN, LAN Patch Chord, etc.)

Bidder sha l l arrange al l required LAN/WiFi/lnternet networking inventory such as but not

l imited to Connectors, cables, modem etc and successful ly interface the Laboratory

Equipments. The replacement of the same in case of wear and tear shall be done at no

additional cost. The movement of Equipment within premise shall not be considered for

additional cost.

3.3.7. Lab Equipment Interface - Interfacing of Laboratory Equipments to the Lab

Interface Server and ESIC HIS Application (Dhanwantri) Laboratory Module

The list of Equipment with brand a nd model are mentioned in annexure. This list is

though indicative and change as a nd when new procurement is done by any ESIC location

or old ones decommissioned. Bid irectional Equipment interfacing which is BarCode

enabled shal l be implemented . The PUSH/PULL mechanism may be implemented to

transfer data from bidder's software to its centralized server. The maintenance of the

same during the warranty period is the responsibi lity of bidder. Bidder shal l customize its

software to integrate it via AP I or DB to transfer medical test results to ESIC Laboratory module. The mechanism such as store and forward in combination with near rea l time

transfer shal l be opted to accommodate fluctuation or connectivity issues.

3.3.8. Lab Equipment Interface Setup -

Bidder shal l ensure that it sha l l have provision to get connected with bar code scanner,

printer, Equipment, UPS. The testing setup shal l a lso be planned.

3.3.9. Lab Equipment Interface - UPS for Central Server and Local Machine

Bidder shal l p lan for managing a nd monitoring power supplies through UPS for the

devices deployed in ESI I nstitutions and in Data Center.

4. CONDITIONS UNDER WHICH THIS EOl IS ISSUED

4.1. GENERAL INFORMATION a) This i nvitation of Eo l is not a n offer. ESIC reserves the right to withdraw the Eo l and

change or vary any part thereof at any stage. ESIC also reserves the right to d isqualify any bidder, should it be so necessary at any stage.

b) Short-listed bidders would be issued formal tender enquiry/Request f or Proposal

inviting their technica l and commercia l bids at a later date.

c) Timing and sequence of events resulting from this Eol shal l be determined by ESIC.

d) No ora l conversations or agreements with any official, agent, or employee of ESIC sha l l

affect or modify any terms of this Eol and any a l leged ora l agreement or arrangement

made by a bidder with any department, agency, officia l or employee of ESIC sha l l be

superseded by the definitive agreement that results from this Eol process. Ora l

communications by ESIC to bidders shal l not be considered binding on ESIC, nor sha l l

a ny written materials have provided by any person other than ESIC.

e) Neither the bidder nor any of the bidder's representatives shall have any claims

whatsoever against ESIC or any of its officials, agents, or employees arising out of, or re lating to this Eo l or these procedures (other than those arising under a definitive service agreement with the bidder in accordance with the terms thereof).

f) Applicants who are fou nd to canvass, influence or attempt to influence i n any manner

the qua lification or selection process, including without l imitation, by offering bribes

or other i l legal gratification, shal l be disqual ified from the process at any stage.

g) Each applicant shal l submit the Pre-Qual ification requirements proposal

envelope. The Eol/Bid envelope is to be dropped in the specified tender box at ESI

Corporation Office, C. l .G. Marg, New Delhi-02, on or before the due date & time.

4.2. INSTRUCTIONS FOR ONLINE SUBMISSION OF Eol a) The bidders are required to submit soft copies of their bids electronica l ly on the CPP

Portal, using va lid Digital Signature Certificates. More information may be obtained at

https:ljeprocure.gov.in/eprocure/app.

b) Bidders are required to enrol l on the e-Procurement module of the Central Public

Procurement Portal (URL: https://eprocure.gov.in/eprocure/app) by cl icking on the l ink "Onl ine bidder Enrol lment" a nd choose username and assign password for their

accounts. Bidders are advised to register their val id email address and mobile numbers

a lso as part of the registration process, which would be used for communication.

c) The bidders wil l a lso be required to register their va lid Digita l Signature Certificate

(Class I l l Certificates with signing key usage) issued by any Certifying Authority

recognized by CCA I ndia (e.g. Sify I TCS I nCode I eMudra etc.), with their profi le.

d) There are various search options bui lt in the CPP Portal, to faci l itate bidders to search

active tenders by several parameters such as Tender I D, Organization Name, Location,

4.3. RIGHTS TO THE CONTENT OF THE PROPOSAL

For a l l the proposa ls received before the last date & time of bid/Eol submission, the bid/Eol proposa ls and accompanying documentation wil l become the property of ESIC

and will not be returned. ESIC is not restricted in its rights to use or disclose any or all of

the information conta ined in the proposal and can do so without compensation to the bidders. ESIC shal l not be bound by any language in the proposal i ndicating the

confidentiality of the proposal or any other restriction on its use or d isclosure.

4.4. ACKNOWLEDGEMENT OF UNDERSTANDING OF TERMS

By submitting a proposal, each bidder shall be deemed to acknowledge that it has

carefully read a l l sections of this Eol , including a l l forms, schedules and annexure hereto,

and has ful ly i nformed itself as to a l l existing conditions and l imitations.

4.5. EVALUATION OF PRE-QUALIFICATION PROPOSAL

The bidders' Pre-Qual ification Proposa l in the bid document wil l be evaluated as per the

requirements specified in the Eol and adopting the pre-qualification criteria spelt out in

this Eol . The Bidders a re required to submit a l l required documentation in support of the

pre- qual ification criteria specified as required for eva luation.

4.6. LANGUAGE OF PROPOSALS

The proposal a nd a l l correspondence and documents shall be written in English.

4.8. RESPONSE REQUIREMENTS

i) The Response to the Pre-Qual ification Requirements shall be prepared in

accordance with the requirements specified in this Eal and in the format

prescribed in this document for each of the above-mentioned qualifying criteria

as proof of having the minimum requirements.

i i) Proposa ls must be direct, concise and complete. All information not directly

relevant to this Eal should be omitted. While submitting the Physical Copy in

addition to the Online application, the Eal Proposal is to be submitted in sea led

envelope superscripted with "Response to Eol - Digital Interfacing Solution of

Medical Laboratory Equipments with Dhanwantri" on the top and addressed to

ESIC at the address specified in this document. The envelope must also ca rry the Ref No, Date of Issue and Last date of Submission of the Bid/Eal Proposa l.

i i i ) The printed copy of pre-qualification proposal should a lso be submitted in another sealed envelope inside the main envelope containing other documents.
