A successful IOP must have:

• A “strong” sponsoring organization that represents particular needs of the industry.

• A vision/objective statement for the IOP.

• A set of vendors/users/experts that are willing to cooperate and have a business interest in the objective.

• Patience, Patience, and more Patience.

2010 IOP Vendor/Tool Participation

Vendors from all over the world participated at both the US (EPRI) and European (Entso-e) IOPs.

Multiple organizational IOPs need to be coordinated so there are similar implementation agreements between IOPs.

• Less risk/cost to vendors to support multiple IOPs.

• Brokering of global solution/agreements.

• More consistent feedback to standards.

IOP Objective must align with Standards Availability

• CIM applies to a wide variety of business domains.

• The number of domains is ever increasing as is the expansion to the standards (e.g. Dynamics and potentially IEC 61850).

• In order to be successful, IOPs must focus on a limited business domain and function.

Past IOPs have focused on:

Transmission Connectivity and power flow (NERC CPSM)

Planning Models

Dynamic Modeling and system response

AMI (Meter Events)

One measure of the success is that the “standards” become more precise, understandable and changes in the following years become minimized.

IOP objective provides the scope for use cases

A sample use case:Need to exchange solved power flow results

Users and Vendors:Can the standard support it?

No, then need to work on proposed extensions to the standard.

Is there ambiguity in the standard? Yes, then standard needs extension or clarification.

With little issues resolved, need to:

Select subset of the standard that allows power flow and state variable exchange.

These subsets are known as Profiles.

The team:

• Reviews the profiles and generated documentation.

• Vendors must be able to import information representing the various profiles.

• Some vendors must be able to export information contained in the profiles

Requires Patience and Participation.

As vendors work on products for the IOP…

• Validation tools need to be created and validated

Used to qualify the contents of the exchanged information files based upon profiles.

• Several tools are typically used:– CIMTOOL (but it is not enough since it generated the

profile)– CIMPHONY

The fun part:

• Trained observers are key to make sure:– execution follows test

procedure– results are properly

recorded.

• Team must be willing to review un-expected results:– May be OK– May require test procedure

changes.– May require changes to standard or models.

The last step:

• Based upon analysis, input to clarify or modify the standard(s) are generated.

• Report for the sponsoring organization and the industry is generated.

And next year, we do it all again!

How you can help

• Be supportive – we need test Witnesses, reviewers, etc.

• Participate – bring your business needs.

• Write bid specifications that specify CIM technologies.

• Convince your vendors to participate.

• Add an IOP to any CIM Implementation Project
