Afton Lodge, No. 130 was instituted on August 21, 1860. They met in var- ious buildings around the square before building this 24' x 80' east building in 1883. It set the Lodge back $3,000, which was paid off in six years. In 1897 the lots to the west were bought and an additional building begun. It consisted of a 36' x 60' Lodge room, an anteroom, candi- dates' and paraphernalia room, an 18' x 20' reception room, a 22' x 56' dining room, a large kitchen, and a room with storage lockers. Besides the short history, the book contains the Constitution and By-Laws of the Odd Fellows Lodge, the women's Rebekah Lodge, and the Afton Encampment. It was compiled by F.P. Bolinger, R.C. Holland, and R.B. Kelley. They made this disclaimer: Here is the result of your committee's work, and if you think you could have done a lot better, you had better forever hold your peace, or this committee will, the first time they catch you at lodge and the Noble Grand will permit, proceed to give you a tongue lashing that will make you sorry that you did it. Jere Busenbarrick is the current owner of the buildings. He has secured possibly another hundred and fifty years of existence by tuck- pointing the entire front of the buildings as well as repairing and tuckpointing on the back. We are sorry to report the buildings did not receive the Community Catalyst Grant for which the city and Busenbarrick recently applied. Up to $100,000 of matching funds could have been available for further restoration. Thank you to Bob Myers for the donation of this book to the ASE. Regular Session February 25, 2019 The Union County Board of Supervisors met in Regular Ses- sion on Monday February 25, 2019. The meeting was called to order at 9:00 AM with the follow- ing members present: Ron Riley, Rick Friday and Dennis Brown. AGENDA: Motion by Riley and seconded by Friday to approve the Agenda. All voting aye, mo- tion carried. MINUTES: Motion by Friday and seconded by Riley to ap- prove the minutes February 19, 2019. All voting aye, motion car- ried. OPEN FORUM: No one spoke in open forum. NEW DHS BUILDING: Tony Double requested to continue feeding cats at the new DHS building. The board informed Tony that because of the City Or- dinance and the building is now a government entity, they could not condone feeding the cats at the new DHS building location. Friday asked for Tony’s phone number to give to Tammy Gunios from Winterset who traps, neu- ters and relocates cats. TREASURER: Motion by Friday and seconded by Riley to approve the Union County Investment Policy as presented by Union County Treasurer Kelly Busch. All voting aye, motion carried. IMWCA: Ed Morrison, Loss Control Representative and Andrew Justice, Underwriting Analyst from Iowa Municipalities Workers Compensation Asso- ciation (IMWCA) discussed the County’s workers compensation mod rate. Also discussed was the safety committee that has been organized by the depart- ment heads and elected officials; yearly safety audits that are be- ing done by the committee and implementation of other ideas in keeping the rates down for the County. ENGINEER: Union County Engineer, Zach Gunsolley, pre- sented and discussed the weekly maintenance report and dis- cussed a letter to State Legisla- tors on HF2502. SET PUBLIC HEARING – 19/20 COUNTY BUDGET: Mo- tion by Riley and second by Friday to set the Public Hearing for the 19/20 County Budget on March 11, 2019 @10:00AM in the Union County Board Room. Ordinance #73 at 10:00 o'clock A.M. on March 18, 2019. The public hearing will beheld in the Board of Su- pervisors Boardroom of the Union County Courthouse, Creston, Iowa. The purpose of this hear- ing is to receive public input regarding a proposed ordi- nance which provides general regulation of the development of Wind Energy Conversion Systems (commonly referred to as “windmills”) located in the unincorporated areas of Union County, Iowa. Proposed Ordinance #73 provides for general setback requirements of one thousand five hundred (1500) feet from non-participating landown- ers and one thousand two hundred fifty (1250) feet from participating landowners. The ordinance also provides setback requirements up to one (1) mile from designated public areas. A complete copy of the proposed ordinance is on file with the Union County Auditor and is available on the Union County website. All voting aye, motion carried. WIND FARM ORDINANCE DISUSSION: Linda Buxton; Roger Vicker; Regina Smith, CNA; Mark Zaccone, Invenergy; Matt Ott and Adam Jablonski, MidAmerican Energy Company and Tim Kenyon County Attorney were present for the Wind Farm Ordinance discussion. COUNTY LIABILITY INSUR- ANCE: Tom Hartsock, Carter Agency Insurance, discussed the County Liability Insurance and asked the board to consider go- ing out for bids for the 19-20 fis- cal year. Board decided to open the County Liability Insurance up for bids with a due date of June 10, 2019. Brown will contact Ty- ler Insurance who currently has the County’s Liability Insurance. ENGINEER: Union County Engineer, Zach Gunsolley, pre- sented and discussed the weekly maintenance activity report and comp time benefits. End Loader Purchase: Motion by Friday and seconded by Riley to approve the purchase of a 2015 John Deere 544K Loader #124829 for $121,000.00 with a trade in of a 1990 John Deere 544E for $20,000, total cost $101,000.00 from Murphy Tractor & Equip- ment, Des Moines, IA. Alco- hol use among Iowa 11th graders was down from 26.4% in 2012 to 20.4% in 2018. Binge drinking fell from 19.2% in 2012 to 12.0% in 2018. An ex- ception to the overall de- cline came among eighth graders, who reported a significant increase in drinking from 2016 to 2018, from 5.4% in 2016 to 7.3% in 2018 - a level not seen since 2012. In multiple questions on suicide, Iowa youth reported increasing rates from previous surveys. Overall, the percentage of students who reported having a plan to kill them- selves increased by 53% from 2012 to 2018. One in 10 students reported having a plan and 1 in 20 reported a suicide attempt within the past year. Tobacco use appears similar to other substance use, remaining stable or declining from previous surveys. The exception to this is e-cigarettes. Al- most one-quarter of 11th grade students (23%) re- ported use of e-cigarettes in the past month on the 2018 IYS, along with 8% of eighth graders and 2% of sixth graders. “The Iowa Youth Sur- vey gives us a glimpse into the lives of our young people,” said IDPH IYS coordinator Pat McGov- ern. “While the answers Iowa Youth Survey Results from the Iowa Department of Public Health Youth, Page7 ›››

NEW DHS BUILDING: Tony Double requested to continue feeding cats at the new DHS building. The board informed Tony that because of the City Or-dinance and the building is now a government entity, they could not condone feeding the cats at the new DHS building location. Friday asked for Tony’s phone number to give to Tammy Gunios from Winterset who traps, neu-ters and relocates cats.

TREASURER: Motion by Friday and seconded by Riley to approve the Union County Investment Policy as presented by Union County Treasurer Kelly Busch. All voting aye, motion carried.

IMWCA: Ed Morrison, Loss Control Representative and Andrew Justice, Underwriting Analyst from Iowa Municipalities Workers Compensation Asso-ciation (IMWCA) discussed the

County’s workers compensation mod rate. Also discussed was the safety committee that has been organized by the depart-ment heads and elected officials; yearly safety audits that are be-ing done by the committee and implementation of other ideas in keeping the rates down for the County.

ENGINEER: Union County Engineer, Zach Gunsolley, pre-sented and discussed the weekly maintenance report and dis-cussed a letter to State Legisla-tors on HF2502.

RESOLUTION #23 - COM-PENSATION BOARD RECOM-MENDATION: Motion by Riley and seconded Friday to approve Resolution #23 FYR 18/19 - Com-pensation Board Recommenda-tion as follows: WHEREAS, the Union County Compensation Board meets annually to recom-mend a compensation schedule for elected officials for the fiscal year immediately following, in ac-cordance with Iowa Code Chap-ters 331.905 and 331.907, and

WHEREAS, the Union County Compensation Board met on January 9 2019, and made the following salary recommenda-tions for the following elected offi-cials for the fiscal year beginning July 1, 2019:

NOTICE OF PUBLIC HEARING

The Union County Board of Supervisors will hold a public hearing and first reading of Proposed Ordinance #73 at 10:00 o'clock A.M. on March 18, 2019. The public hearing will beheld in the Board of Su-pervisors Boardroom of the Union County Courthouse, Creston, Iowa.

The purpose of this hear-ing is to receive public input regarding a proposed ordi-nance which provides general regulation of the development of Wind Energy Conversion Systems (commonly referred to as “windmills”) located in the unincorporated areas of Union County, Iowa.

Proposed Ordinance #73 provides for general setback requirements of one thousand five hundred (1500) feet from non-participating landown-ers and one thousand two hundred fifty (1250) feet from participating landowners. The ordinance also provides setback requirements up to one (1) mile from designated public areas. A complete copy of the proposed ordinance is on file with the Union County Auditor and is available on the Union County website.

TREASURER: Motion by Riley and seconded by Friday to ap-prove the tax abatement request of $100,000 of back taxes owed from Wellman Dynamic, (to-tal owed $160,000; bankruptcy trustees agreed to pay a settle-ment of $60,000), as presented and recommend by Union County Treasurer Kelly Busch and Union County Attorney Tim Kenyon. All voting aye, motion carried.

WIND FARM ORDINANCE DISUSSION: Linda Buxton; Roger Vicker; Regina Smith, CNA; Mark Zaccone, Invenergy; Matt Ott and Adam Jablonski, MidAmerican Energy Company and Tim Kenyon County Attorney were present for the Wind Farm Ordinance discussion.

COUNTY LIABILITY INSUR-ANCE: Tom Hartsock, Carter Agency Insurance, discussed the County Liability Insurance and asked the board to consider go-ing out for bids for the 19-20 fis-cal year. Board decided to open the County Liability Insurance up for bids with a due date of June 10, 2019. Brown will contact Ty-ler Insurance who currently has the County’s Liability Insurance.

ENGINEER: Union County Engineer, Zach Gunsolley, pre-sented and discussed the weekly maintenance activity report and comp time benefits. End Loader Purchase: Motion by Friday and seconded by Riley to approve the purchase of a 2015 John Deere 544K Loader #124829 for $121,000.00 with a trade in of a 1990 John Deere 544E for $20,000, total cost $101,000.00 from Murphy Tractor & Equip-ment, Des Moines, IA. All voting aye, motion carried.

SANDCREEK TOWNSHIP TRUSTEE: Motion by Friday and seconded by Riley to ap-point Amy Kiburz as a Sandcreek Township Trustee. All voting aye, motion carried.

The Iowa Department of Public Health’s (IDPH) 2018 Iowa Youth Survey (IYS) shows in general, underage drinking con-tinues to decline. Alco-hol use among Iowa 11th graders was down from 26.4% in 2012 to 20.4% in 2018. Binge drinking fell from 19.2% in 2012 to 12.0% in 2018. An ex-ception to the overall de-cline came among eighth graders, who reported a significant increase in drinking from 2016 to 2018, from 5.4% in 2016 to 7.3% in 2018 - a level not seen since 2012.

In multiple questions on suicide, Iowa youth reported increasing rates from previous surveys. Overall, the percentage of students who reported having a plan to kill them-

selves increased by 53% from 2012 to 2018. One in 10 students reported having a plan and 1 in 20 reported a suicide attempt within the past year.

Tobacco use appears similar to other substance use, remaining stable or declining from previous surveys. The exception to this is e-cigarettes. Al-most one-quarter of 11th grade students (23%) re-ported use of e-cigarettes in the past month on the 2018 IYS, along with 8% of eighth graders and 2% of sixth graders.
