Official Journal August 2016 Issue From: Edward W. Hoes Executive Director Greetings! I just returned from a work weekend at the Sherwood Youth Camp. At the April Executive Board Meeting I advised the board that
there was going to be a work weekend at the camp on June 11th & 12th, and anyone who would be willing to donate their time to please contact me ASAP. Even though the camp is closed and up for sale it still needs to be maintained. From the members of the Executive Board and the members of the Sherwood Youth Camp Board of Directors, 5 showed up. I want to thank Mr. Sam Burdick, Friends of Gilson Boy Scout Troop 233 for bringing his troop out and helping us out. Also, Leah Painter from the Knox County Sheriff’s Office deserves a big thank you for bringing out members from the jail that are serving Community Service and helped in cleaning up the camp. Thank you to those few members and everyone else who helped. Membership is holding its own. We are in need of new membership along with renewals. In checking our records I’m seeing that some of the Division Officers have not paid their dues for 2016 and are now classified “Delinquent”. These members should correct their status as soon as possible. The 115th Annual Conference of the Illinois Police Association is just around the corner. Everyone should be receiving information about the conference in the mail within the next several weeks. It will be taking place at the Holiday Inn Hotel and Conference Center, 226 17th Street, Rock Island on September 16th & 17th, 2016. Room rates are $89.00 per night plus tax for either single or double rooms. To make your room reservations call (309) 794-1212. Our contact person is Lisa Reynolds at (309) 948-5693. The ladies will be taking a riv-er cruise on Saturday on the Celebration Belle while enjoying lunch during the cruise. If you have any question or complaints, please feel to contact me at any time. During the month of May, I had the honor to attend the Illinois Police Memorial in Springfield. As President of the Illinois Police Association , it is my responsibility to read the Gospel at the Church service. During my drive down to Springfield, I was anxious to see what in fact I had to read. I didn't want to come across some of those big Bible words that are hard to pronounce. At the Police Memorial meeting the day before the Church service, they presented me with the scripture that I was to read at the Church service. The scripture reading was from the book of John Chapter 14; Let not your heart be troubled: ye believe in God. Believe also in me. In my Father's house are many mansions: if it were not so, I would have told you. Jesus saith unto him, I am the way, the truth, and the life: No man cometh unto the Father, but by me. To my delight, there were no big Bible words to miss pronounce, Yes there was a "ye", a "saith" and a "cometh", but no problem, all small words. The day of the Church service, as I sat in the Church pew awaiting my turn to read my gospel, I wanted to read
over my scripture passage one more time. That's when I discovered that the scripture words may be small, but their meaning is huge. When it was my turn to go in front of the Church to read, the first verse hit me hard; Let not your heart be troubled, I was thinking that in today's terminology it would mean something like: "Hey don't worry, I got this"! I was thinking that whoever selected this passage hit a homerun, and I surely hoped it helped ease the pain for the family members of our fallen heroes. Those small words did pack a big punch. After my scripture reading, I sat back down and was thinking about all the family members of our fallen brothers and sisters in blue . I thought to myself about what has happened to Law Enforcement recently. Today's social media, mainstream media and political groups portray us as the bad guys, but we're the "good guys". When did evil take the lead? I then remembered the first passage that I just read; Let not your heart be troubled, I know right now that it doesn't look good, but let's put it in a baseball analogy; evil has the bases loaded with no outs in the top of the ninth. Remember, we still get to bat in the bottom of the ninth. Keep the faith and remember "Hey don't worry, I got this! Very truly yours, Chris

By Michael Jackson Chairman Scholarship Committee In 1994 the IPA Board decided to implement the annual scholarship award program. There were two dominant reasons for this decision: 1. To offer a recruitment incentive to prospective new members of the Illinois Police Association.
2. To reward our current members for their continued commitment and support for the organization.
On January 16, 2004, the Scholarship Committee held a meeting and reviewed the guidelines of the program. These guidelines were approved by the IPA Executive Board on April 6, 2004 to administer the program in a more efficient and effective manner for the benefit of our membership. This information is being published to educate applicants and as a guideline for division officers during their review and processing of all required documentation. All division chairmen will receive a copy of these guidelines and are expected to follow them to that their applicants receive proper consideration for the award. Any and all questions regarding eligibility should be directed to the corresponding division chairman. The scholarship committee of the Illinois Police Association will ultimately review all submitted applications for compliance and has the final decision regarding the awarding of scholarship funds. The scholarship committee has worked hard to ensure the success of this ongoing program and asks that the following rules are strictly followed. Thank you for your consideration. Eligibility: 1. A child (natural or legally adopted), regardless of residency, of an Active or Active Paid Up life member or a
stepchild who resides in the same household of the IPA member. The applicant must be under the age of 24 as of November 1 of the corresponding scholarship year.
2. The member must be in good standing with the IPA for least one year prior to the date of application.
3. The scholarship applicant must be a full time student carrying a minimum of 12 credit hours per semester or an equivalent number of hours per quarter In an undergraduate capacity.
4. Full time nursing students who meet the above criteria are eligible to apply.
Persons who are not eligible: 1. IPA members or spouses.
2. Students in a trade, industrial or graduate school.
3. Part time students carrying less than 12 credit hours per semester or an equivalent number of hours per quarter.

Eligibility will be predicated upon each division's roster of Active or Active Paid Up life members as of May 1 of the current year. No transfer of members to a different division will be made within 12 months prior to the deadline for application submissions (November 1 of each year) for the purpose of benefiting in the scholarship award program. Applicants may apply to only one division. Scholarship Expenditures: 1. The current award will be $500.00 per school year per student. Each eligible student in a family may apply.
2. Award winners may reapply annually.
3. The Illinois Police Association, Inc. will remit one lump sum payment of $500.00 to award winner. The payment will
be made after the division chairman submits the winning application with all necessary supplementary documentation to the IPA office. All winning applications will then be reviewed and ultimately approved by the scholarship committee.
4. Each of the13 divisions of the IPA will receive one scholarship annually (if so submitted) at a cost to the association of $6,500.00
Procedure for Selection: All applications will be collected and screened by each division for eligibility and the submission of all necessary documentation. After proper verification the division board will prepare the names of all candidates for a random drawing. The winner will be drawn by the chairman at a regular meeting of the division no later than the 30th day of November in the corresponding year. The chairman will also draw the name of the one alternate winner who will not be announced. Should the announced winner be ineligible for any reason then the alternate be awarded the scholarship and announced at a later date. Divisions should retain all submitted applications in event that the alternate is also found ineligible and yet another winner may have to be selected. The winning application with all supportive documentation will be forwarded to the IPA office by the division secretary no later than December 15. Pending the receipt of all documentation in a timely manner, announcements of the official winners will be made by the chairman of the scholarship committee at the earliest scheduled board meeting. If any division fails to submit the name an eligible winner no scholarship will be awarded to said division. Winners of the scholarships will be eligible to reapply the following year. Verification of Eligibility: The following must accompany all applications: 1. A copy of the applicant's current class schedule. 2. A copy of an invoice or statement from the bursar's office indicating full or partial tuition payment. 3. A copy or printout of a financial instrument electronic or other document showing full or partial tuition payment.
