1st Meeting of the National Executive Committee Message from the President

IPA Pakistan Section had the highest membership ever

of 582 Police officers in 2015. The association operates

in four regions; Punjab, Sindh Baluchistan and

Islamabad/KPK. Our vision is to expand its base to

more regions and incorporate initiatives aimed at

increasing membership. In pursuit of that, several events

and meetings were held in 2015 not only to gauge the

performance of every region but also to promote

friendship amongst members. It is encouraging to see

substantial contribution of the National Executive

Council as well as regional office bearers towards

fulfillment of this cause. Our objective is to increase the

visibility of IPA within Police all across the country and

also engage effectively with our global counterparts. By

building this network, we hope to strengthen the rapport

amongst fellow comrades for their collective benefit

from the knowledge and experiences of one another.

For its first meeting of 2015, the National

Executive Committee gathered at Pakistan's

seaside metropolis, Karachi, on 7 February, 2015.

The meeting was chaired by the President, IPA

Pakistan, Dr Muhammad Shoaib Suddle.

The committee expressed its resolve to launch a

vigorous campaign to expand membership by

organizing more social events. Chairmen of all

regions reaffirmed their commitment to hold

quarterly meetings and arrange social events on a

regular basis. Living up to the standards of

hospitality, the regional chapter of Sindh

extended optimum assistance to ensure a

comfortable stay of the visiting members.

The National Council of International Police

Association (IPA) Pakistan Section held its Annual

General Meeting in Islamabad on 11th April, 2015. The

meeting was chaired by Dr. Muhammad Shoaib Suddle,

President IPA Pakistan. Delegates from Punjab, Sindh,

Baluchistan and Islamabad/KP attended the meeting.

The meeting reviewed at length the overall performance

of IPA Pakistan during 2014. The President appreciated

the efforts of all Regional Committees in promoting the

aims and objects of IPA.

The meeting approved audited accounts of IPA Pakistan

for the year 2014. A plan of action presented at the

meeting for 2015 was agreed to for implementation. The

plan includes enhanced professional and social activities

involving IPA members from Pakistan and abroad. In

recognition of their meritorious services, the Regions

were awarded certificates of appreciation by the

President IPA Pakistan. The meeting was followed by

lunch at the Headquarters of Islamabad Police.

The President, IPA Pakistan, hosted a dinner in honor of

the participants of National Council at the Monal

Resort, located on the Margalla Hills, at an elevation of

3000 ft .

The spot gave members from Punjab, Sindh and

Baluchistan a chance to enjoy the mesmerizing scenic

beauty of Islamabad.

The guests were thoroughly entertained through live

music and delicacies from local cuisine.

Seminar - International Best Practices in Countering Terrorism

International Day for Street Children

On 12th April, 2015, IPA Pakistan organized a seminar

on “International Best Practices in Countering

Terrorism” at the Islamabad Club. Mr. Mohib Asad,

former IG Sindh, was the Guest of Honor at the said

event. The seminar was attended by a large number of

serving and retired local as well as foreign Police Officers.

The experts who spoke at the event were Mr. Ellis

Kupferman and Dr. Farhan Zahid.

Mr. Kupferman has served as Special Agent and

Supervisory Special Agent in the Federal Bureau

of Investigation for a period of 30 years.

His areas of specialization include Counterterrorism,

Counterintelligence, Organized Crime, Narcotics,

Gangs, Violent Crime, Public Corruption, Human

Intelligence (HUMINT), Hostage Negotiation and

Police training. Currently serving as Course Commander

at the National Police Academy, Islamabad, Dr Farhan

Zahid earned his doctoral degree in Counter Terrorism

Studies from the University of Brussels, Belgium. He has

also authored two books: Roots of Islamic Violent

Activism in South Asia and From Jihad to al-Qaeda to

Islamic State .

Fulfilling its commitment to the cause of Street Children,

IPA Pakistan hosted an event on 12th April, 2015 to

celebrate the Fifth International Day for Street Children.

The purpose of this event was to create general

awareness on rights of underprivileged children and the

same was accomplished through the participation of

several children and their patrons.

The three main speakers at the occasion were Ms. Sabeen

Almas, Master Ayub, and Mr. Irfan Fareed. Ms. Sabeen

Almas is associated with Society for the Protection of

Rights of the Child (SPARC), a nongovernmental

organization, founded in 1992, that works for rights of

underprivileged children.

A teacher by profession, Master Ayub runs a voluntary

program of free education to the slum dwellers for the

last 28 years. Mr. Irfan Farid works at the Child

Protection and Welfare Bureau (CPWB), Government of

Punjab. In recognition of their meritorious services, the

speakers were presented with mementos whereas

participating children were rewarded with gifts.

The First International Small Arms Shooting

Competition was held on 3rd May, 2015 at the Shaheed

Benazir Bhutto Elite Police Training Centre in Karachi.

The competition invited over a 100 participants who

belonged to various law enforcement agencies including

ASF, ANF, Coast Guards, Rangers and Police. People

outside the circle of law enforcement, including women,

also took part in the event.

President , IPA Pakistan, Dr. Shoaib Suddle,

demonstrated his shooting competence by winning a top

prize.

The 2nd meeting of the National Executive Committee,

for the year 2015, was held on December 25th, at the

Police Headquarters, Security Division, Islamabad. The

meeting was chaired by Dr. Muhammad Shoaib Suddle,

President IPA Pakistan Section.

The chair acknowledged the fact that the membership

drive held by each region had paid off and there was a

marked increase in the numbers. It was decided that IPA

Pakistan shall develop a centralized database for effective

monitoring of activities.

The participants discussed ideas for future engagement

and showed confidence in accomplishment of future

goals.

Award

SP, Kashif Zulfiqar is the first recipient of Arthur Troop Scholarship from Pakistan. Named after the veteran

British Police Officer, Arthur Troop, who founded the International Police Association, the award consists of

a bursary that is to be used for a seminar at the International Conference Centre IBZ Schloss Gimborn or a

comparable institution. Zulfiqar participated in the International Police Association Training Conference

from June 01- 05, 2015 in Green Bay, Winsconsin, USA.
