b) User's Certificates of satisfactory working record of themanufacturer's offered model of DWDM loo Gbps or higher per AOptical Transmission Equipment with Layer 0 (LO)-A S ON/GMPL SRestoration/Optical A S ON.

Quantitative and Qualitative aspects of user's certificates will be asfollows:

1. User's Certificates of satisfactory working record ofmanufacturer's offered model of DWDM 100 Gbps or higher per AOptical Transmission Equipment for at least 1 (One) year in at least 2(Two)operators,1(One)ofwhichmustbeoutsidetheCountryoforiginof the equipment.

2. Out of above 2 (Two) user certificate at least 1 (One) must befor manufacturer's offered model ofDWDM loo Gbps or higher per AOptical Transmission Equipment with Layer 0 (LO)-A S ON/GMPL SRestoration/Optical A S ON,

3. Factory test, Provisional Acceptance test, Laboratory testand/or Pilot Project test Certificates are not acceptable.

6. The certificate issuing authority must be a TelecomOperator/Carrier of the respective Country. If a telecomoperator/carrieroperatestelecomnetworksinmorethanoneCountry,thentheymayissuedifferentusercertificatesfromdifferentcountries

where they operate.

7. Such user certificates shall be in English or originally in anyother language accompanied by "legally authorized translation inEnglish".Certificatesinanyotherlanguage,butnotaccompaniedby

such translation, shall be disregarded.

C) If the manufacturer is not the tenderer then the manufacturer'sexperiencewillbetreatedasBidderexperienceifandonlyifthemanufacturerwilltaketheresponsibilityofinstallation,

commissioning and testing by its own supervision. In such casetenderermustsubmitmanufacturer'sassuranceletter/contractual

document between them. The successful Bidder will submit a bilateralcontract agreement signed with the manufacturer before making thecontract with the purchaser."

The Bidder mustsubmit "Factory Premises Acceptance Test (FPAT)" procedure toProject Director for approval. After getting approval of "FactoryPremises Acceptance Test (FPAT)" procedure from Project Director,Bidder will invite purchaser for "Factory Premises Acceptance Test(FPAT)". All test results must be attached with "Factory PremisesAcceptance Test (FPAT)" report. "Factory Premises Acceptance Test(FPAT)" report will be signed by BTCL engineers mentioningcommittee' s recommendation regarding issuance of "Factory PremisesAcceptance Test Certificate". Based on "Factory Premises AcceptanceTest" report and commendation Project Director will take necessaryaction. Following Task/tests should be done at least (not limited to)

mentioned in this document. Factory

a) All equipment under this contract should be manufacturedbefore FPAT so that physical verification is done.

b) At least one-third of all types of DWDM(DWDM/ROADM/OLA) equipment to be supplied under thispurchase, to be connected by optical fiber core as per proposed networktopology shown in Annex-1 (The length of the flber of each hop willbesameasmentionedtoensurenon-linearpropertyofopticalfiberandon top to match with dB loss (Total Loss in dB for design in Annex-3)additional attenuator to be connected with optical fiber) including onepossible longest path including Moghbazar and Cox's Bazar Nodes.

c) Checking of Bill of Quantity aspercontract.

d) The following will be tested

1. Line and clientports may be in separate orin same card but inany case, it will be checked that main and protection channel (Och) isconnected through minimum two distinct optical add-drop facility ateach node i.e. One for Main and one for protection path.

2. 100G line per charmel lamda(A) will be tested with spectrumanalyzer.

3. 1+1+Restoration with optical layer ASON will be thoroughlychecked.

a) It will be checkedthatthe DWDM system does Active path toProtection path switching using Optical Protection switch (OPS) orOIN switch within 50ms excluding the detection time in 1 st Fiber Cutscenario (by breaking Active path).

b) It will be checked that 3rd path (Restoration path) is created byOptical ASON after 1 st Fiber cut scenario.

c) On creation of 3rd path (Restoration path), Protection path toRestoration path switching at 2nd Fiber cut scenario (by breakingActive path at that time) using Optical Protection switch (OPS) or OTNswitch within 50ms excluding the detection time.

d) And same way it will be checked for consecutive creation ofrestoration path and switching thereafter on 3rd/4th/.. flber cut scenarioas long as last path is available between source node and destinationnode. OSNR will be checked at receiver end in each test.

4. OTDR functionality will be checked to ensure measurementwithout impacting traffic while DWDM system is in service.

e) Checking of optical Line Amplifier (OLA) property includinggain, etc.

f) Checking ofNMS system according to Technical specification.

g) Any other property specifies in this Tender Document ifrequired.

If Bidder fails to perform satisfactorily first time "Factory PremisesAcceptance Test", Bidder will be allowed to arrange another "FactoryPremises Acceptance Test" within 45 days following same procedurementioned above. If 2nd FPAT is required, Bidder have to bear all costregarding FPAT including Per diem, Both way air ticket, comfortable,accommodation including breakfast, local transportation,medical facility (if required) for the whole FPAT Team. In this caseBidder will get FPAT payment only for one FPAT when FPATCertificate will be issued by Project Director. If Bidder fails to performsatisfactorily "Factory Premises Acceptance Test", contract betweenPurchaser and Bidder will be cancelled, no payment will made forFPAT. Purchaser will take necessary action against Bidder as perPPR'2008 and Purchaser will also forfeit performance guarantysubmitted by Bidder.

A certificate shall be signed by Project Director upon completion offactory Premises Acceptance test at site of manufacturer's premises,which will be termed as "Factory Premises Acceptance TestCertificate".

A team of BTCL engineer (Not bellow Assistant Manager) will joinfactory premises Test for Rectifier equipment."
