IRAQ SITUATION UNHCR FLASH UPDATE 4 June 2017 POPULATION MOVEMENTS As fighting reportedly closes in on Mosul’s Old City, new displacement from surrounding neighbourhoods increases. Close to 11,000 persons arrived at Hammam Al-Alil screening site between 3 and 4 June, according to authorities on-site, a significant increase compared to the average 2,000 daily arrivals reported in the past week. New arrivals are mainly from neighbourhoods close to the Old City in northwest Mosul, where fighting is ongoing. Although additional screening sites have been set up, most internally displaced persons (IDPs) fleeing west Mosul continue to undergo security clearance in Hammam Al-Alil, 20 kilometres south of Mosul, before moving onwards to camps or urban areas. UNHCR’s protection partner reports that a substantial number of IDPs arrive at mustering points and transit sites in and around Mosul physically exhausted, having been exposed to grave risks and violence along the way. IDPs report that fighting, armed groups’ threats, and the presence of snipers prevented them from leaving their houses any earlier. New arrivals from Al Zanjili in west Mosul, where heavy fighting is reportedly ongoing, faced particularly serious risks as they fled. Several families interviewed by UNHCR’s protection partner mentioned having lost at least one family member. The number of injured IDPs has reportedly increased over the past few days, both in Hammam Al-Alil, and at mustering points and screening sites along the way. On 3 June, 23 IDPs who arrived at Hammam Al-Alil transit centre were urgently referred to health partners for treatment of injuries reportedly received in west Mosul or during their flight. SITUATION UPDATE Iraqi Security Forces (ISF) reportedly retake one of the last four neighbourhoods still under extremist groups control in Mosul. According to a military statement issued on 2 June, ISF is now in control of Sihha neighbourhood, just west of Zanjili in west Mosul. Three districts reportedly remain under armed opposition groups’ control in the city: the densely populated Old City center, Zanjili and the Medical City, along the Tigris River. Heavy fighting, including airstrikes, continue to be reported in those areas. RESPONSE UPDATE As displacement from Tel Afar continues, humanitarian partners advocate for IDPs to be granted access to safety. IDPs are reportedly fleeing Tel Afar towards Southern Zummar, north of Mosul, almost daily. IDPs allowed to enter south Zummar district are sheltered in precarious conditions, and do not receive any humanitarian assistance, as the area remains inaccessible to humanitarian partners for security reasons. Since 27 May, IDPs from Tel Afar were regularly transferred from south Zummar to Hammam Al-Alil for security clearance. About 800 IDPs arrived in Hammam Al-Alil between 3 and 4 June. After undergoing security clearance, most were transferred to the newly opened Al Salamiyah camp, five kilometers away. Camps built by the Government and humanitarian partners around Mosul are ready to immediately receive up to 43,000 IDPs. In addition, UNHCR is completing the construction of close to 5,000 plots for up to 30,000 IDPs in Al Salamiyah 2 camp and essential household items are prepositioned there for 2,000 families in case of a rapid influx of new arrivals. UNHCR stands ready to build an additional 5,000 plots in Al Salamiyah. UNHCR needs USD 212 million in 2017 to continue providing urgent protection, shelter and camp coordination and camp management assistance to IDPs fleeing Mosul and surrounding areas. Of this, UNHCR most urgently needs USD 126 million to meet critical needs of vulnerable children, women and men displaced from, and returning to, Mosul until the end of the year.
