Summary
Irolli Trading Corporation KSA (IROLLI) has an international reach through strong
alliances with worldwide professionals and suppliers for the provision of the following
core services:
Railways products and services for infrastructure, operation, and maintenance;
Design, supply and installation of renewable energy systems;.
Supply, operation and maintenance of technology applications.
Consultancy and training in the fields of railway transport, renewable energy,
and technology (design, engineering, economics, project management, quality
control, and inspection).
IROLLI is a fast growing company. Its human resources increased from 10 employees in
2007 to 114 in June of 2013. About 30% of this total represents engineers and Higher
Education Degree holders. In selecting its employees, IROLLI ensures to benefit from
both the experience of senior professionals and the creativity of young talents.
In terms of Activity, IROLLI’s net profit grew, on average, by 67% over a short period
of time; six-years, from 2007 to 2012. The large majority of projects contributing to
this growth belong to the railway sector. Within this, key-projects include:
Lease and maintenance of locomotives.
Repair and Overhaul of locomotives.
Supervision of the operation of railway Signalling & Telecommunications (ETCS
Level 1 / GSMR).
Project management of the manufacturing of high-speed passenger train sets
and diesel electric locomotives.
Project management of the development of a computerised management
system for the maintenance of rolling stock.
Inspection of the manufacturing of components for rolling stock and track.
The total contract-value of up-to-date projects amounts to about USD 36.8 million.

As a branch of Irolli Lebanon, Irolli Trading Corporation KSA (IROLLI) was established
in mid-2009 under the foreign investment regulation in Kingdom of Saudi Arabia with
Commercial Register No. 2051040654.
Together, these two entities have been creating strong worldwide affiliations with
professionals and suppliers.

B. Services
Core services provided by IROLLI fall under the following three main divisions:
1. Railway Division (RD)
a- Operation. This includes passenger and freight services as well as traffic
management through operating the signaling and Telecommunication systems.
b- Maintenance. This comprises rolling stock, track, rail-related infrastructure,
signaling, and telecommunications.
c- Supply. This consists of providing a range of rail products and railway
infrastructure services, including supply of locomotives, wagons, passenger
coaches, infrastructure maintenance machinery, workshop machinery and
equipment, rail signaling equipment, and spare parts. These activities are in
addition to fleet leasing (locomotives, wagons, and passenger coaches).
d- Consultancy & Project Management. This includes design, engineering,
economics, corridor development, project management and inspection.
e- Construction of below and above railway infrastructure.
2. Energy Division (ED)
IROLLI’s Energy Division provides total solutions in the following sectors by
employing a wide range of specialised expertise and market knowledge:
a- Renewable Power (Solar & Wind Energy): Green Power Systems are installed in
various applications (residential, Industrial, & public) to slowly reduce
dependence on Conventional Power Sources, help reduce emissions and help
save the environment.
b- Power Equipment & Accessories: Marketing Power Equipment through our
established customer base. This includes AC/DC power systems (Batteries and
DC Chargers), PV Solar Panel, Wind Turbines, Electrical Panels and Switch
Gears.
c- Testing & Commissioning Power Transmission & Distribution Systems: Executing
projects for the Public and Industrial sectors on LSTK basis covering Medium
Voltage Substation Equipment, underground and overhead distribution and
related services. This also includes a testing and commissioning services for up to
132 KV.
d- Power Generation: Irolli provides reliable Diesel Power Generators for both
temporary as well as permanent installations to cater for client specific
requirements. (E.g. Peak shaving rental power, demand management,
temporary requirement during maintenance and peak , etc.)

3. Technology Division (TD)
One of this division’s specializations is Information Technology (IT) & Telecom by
providing planning, engineering and project management services for telecom
transmission networks, broadband wireless access networks, and network management
system. Furthermore, Irolli TD is involved in the latest technologies related to
Computer Hardware and Software that ranges from installing applications to designing
complex computer networks and information database, management, supervision and
consulting.
This Division also provides services in its Security department that includes; fire
protection, access control, alarm monitoring, medical alert system monitoring, video
surveillance, and intrusion detection; In addition to secure and unified RFID Network
solutions for Asset and Personnel Tracking.

below). The company believes that this type of task-based organization, as opposed to
a location-based structure, enables more flexibility and the ability to adapt rapidly to
changes in the market environment.

IROLLI recognizes that its people are its most valuable assets and its key-enabler to
sustainable growth. The company’s policy in selecting its employees is based on
benefiting from both the expertise of its senior professionals and the creativity of its
younger talents.
As of June 2013, IROLLI has a total of 114 employees. This number represents 1040%
growth from 2007 (Figure D.1). In terms of qualifications, 4% and 26% of the total
employees represent post-graduate and bachelor degree holders, respectively (Figure
D.2).

While employees belonging to the management-support division are located mostly in
Lebanon and Saudi Arabia, employees of the main divisions do not have geographical
affiliation, in that their range of coverage is rather dictated by the needs of projects
within their respective area. Appendix A provides a list of all employees. In addition, a
brief introduction of key management members of IROLLI is provided below. A more
detailed introduction can be obtained from respective CVs which can be provided
upon request.
Top management
- Mr. Paul A. Khoury, Managing Director and Founder of IROLLI (Lebanese
nationality; YoB 1960; Bachelor in Engineering Science, Institute Oriental of Science
University, Beirut, Lebanon, 1981)
Paul has a vast experience in management and business development that extends
over 25 years of dedicated professional work in Lebanon and Saudi Arabia. In 1998
he joined a local Saudi company, Nour Communications Co. Ltd. (NC), where, he
was directly involved in establishing strategic partnerships with reputable
international manufacturers such as Siemens, Harsco USA, CNR China and Sojitz
Japan. Mr Paul Khoury left NC on excellent terms in order to establish his own
company, IROLLI.
- Dr. Nasser Al-Refaei, Executive Director (Saudi nationality; YoB 1962; PhD –
Commerce – Transport Management, University of Tasmania, Hobart, Australia,
2010)
Nasser joined IROLLI in April 2010. He has experience in management and strategic
planning in the fields of railway and intermodal transport modes. Having worked
for 12 years for Saudi Railways Organization (SRO), he is highly knowledgeable in

the local conditions of railway transport and the local socioeconomic and legislative
environments. Nasser possesses deep knowledge in railway engineering and
management as well as intermodal transport in relation to infrastructure,
operations, maintenance, and transport-economics.
- Eng. Joseph Moussa, Deputy Executive Director & Program Management Office
Manager (Canadian/Lebanese nationality; YoB 1975; Bachelor in Electronics /
Communications Engineering Science, Beirut, Lebanon, 1997).
Joseph has over 13 years’ experience in technology and control related projects
particularly in IT&C sector. His working experience covers Saudi Arabia and
Lebanon, where he worked in several companies assuming various roles and
responsibilities. His responsibilities included project management, business
development, tender preparation, and customer care. He was also heavily involved
in the implementation of technical.

- Pierre Khoury, Chief Financial Advisor (Lebanese nationality; YoB 1972; Masters in
Finance, Saint Joseph University, Beirut, Lebanon, 1996)
Pierre has over 17 years of experience in the field of finance. He participated in
establishing IROLLI since its very beginning. He is responsible for the financial
planning of IROLLI as well as for the provision of financing arrangements for new
project. Before joining IROLLI, he held the position of corporate relationship
manager in a leading bank in Lebanon. He was also involved in preparing and
carrying out lectures and workshops on different financial and accounting topics in
Jordan, Syria, Lebanon and other MENA countries.
- Miss Celine Atallah Executive Assistant Admin/Accountant (Lebanese nationality;
YoB 1987; Master of Business (Finance), American University of Sciences and
Technology, Lebanon, 2012)
Within IROLLI, Celine was initially assigned as admin/secretary of the head office in
Lebanon. Following the expansion of the company to different locations, her role
has expanded to include coordinating between IROLLI’s branches and supporting
the top managers in their daily activities. Taking into consideration the
management’s direction and point of view, Celine arranges the company’s different
budgets and projected cash flows.
- Mr. Mohammed El Hajjaj Finance and Accounting Supervisor (Saudi nationality;
YoB 1986; Masters of Business (Finance), Victoria University, Australia 2010)

Within IROLLI, Mohammed was assigned as supervisor of finance and accounting in
the Saudi Arabian branch. His major role is to keep the top management updated
with any cash incomes and outcomes in order to meet near term dues and any
commitment towards our suppliers and partners. On the other hand, his task is also
to coordinate any finance issue related to the company’s account with the
company’s lawyers, banks and auditors.

- The position of Railway Division Manager is currently occupied by the Executive
Director. Dr. Nasser Al-Refaei
- Eng. Peter Donnelly, Project Manager (British nationality; YoB 1958; Bachelor in
HNC Mechanical Engineering, Stow College of Engineering, UK, 1980).
Having spent the majority of the last 20 years managing complex and
multidiscipline high value projects often specifically managing the turnaround of
diverse projects as a Tier One Supplier or more directly for one of the leading
rolling stock manufacturers, Mr. Peter has acquired a strong experience in rail
systems integration and approvals processes and a wide experience in design and
supply of projects including rolling stock refurbishment and new build in the UK,
Asia & the Middle East. He was awarded the United Kingdom Technical Engineering
Contractor of the Year 2006.
- Eng. John Robinson – Project Manager – ‘Additional New Trains’ (UK citizen; d.o.b:
20/04/55; B.Sc.(Mechanical Engineering – Nottingham University (1976), Chartered
Engineer - C.Eng. M.I.Mech.E. & member of UK Engineering Council)
John has over 26yrs mechanical engineering experience in multiple fields involving
planes, trains and automobiles. He worked with Rolls Royce throughout the period
1976 – 1992, originally qualifying as an aero engine designer and then moving into
the field of control systems and accessories. Moving to the rail industry in 1992 he
has held positions in procurement management and project management principally
working with Brush Traction Ltd, Prorail Ltd and then Bombardier Transportation
Ltd, 1992 -2002 and contributing to the LUL metro vehicle ‘73TS refurbishment’
and ‘Virgin Voyager’ programs in the UK, Belgium & France . Migrating towards the
engineering consultancy field in 2003 he has since enjoyed extensive experience
with various rail projects including, ‘Pendelino’ & ‘X40’, plus Tubelines ‘Jubilee
Line 7th Car’/ LUL ‘Northern Line’ metro vehicles, based in Germany, Spain and
working throughout Europe frequently for Alstom Ltd and latterly involved with
ERTMS introduction on Cambrian Railways C158 DMU’s.
John has also had a lifelong association with classic car restoration and historic
motorsport and is an acknowledged expert with German marques, specializing in

Mercedes-Benz Porsche. Having completed successfully in historic motorsport 1976-
1992, he has also been responsible for founding two private companies in the UK,
TheCarConsultancy and now Planes Trains and Automobiles Ltd under whose
auspices he also handles the project management, restoration, sourcing and
inspection of high-value specialist and collector’s vehicles for clients both in the UK
and abroad.
- Eng. Ghulam Qasim. Project Manager/ Inspector (Pakistani National; YoB 1967;
Bachelor in Mechanical Engineering, University of engineering and Technology
(UET) Lahore Pakistan, 1992, Masters in TQM (Total Quality Management)
University of Punjab Lahore Pakistan, 2004)
Ghulam has over 17 years’ experience in various capacities in Maintenance,
Operations, Quality Assurance, De-processing of Locomotives, Rolling stock and
Manufacturing Sector respectively. He has worked in different assignments of
Railways in Pakistan. He is certified LEAD AUDITOR in ISO 9001:2008 and also
worked as consultant for Quality Management. He is currently working with
IROLLI at China for Project Manager for Inspection and Supervision of
Locomotives.
- Eng. Muhammed Youssef Leghari, Rolling Stock Maintenance Manager (Pakistani
nationality; YoB 1976; Bachelor of Mechanical Engineering, University of
Engineering and Technology, Pakistan)
Leghari joined Pakistan Railways in 2001 and has served in senior key posts in
Railways Operation and Maintenance (O&M). His versatile experience covers
maintenance of diesel locomotive and rolling stock. He is now Project Manager for
IROLLI Loco Lease and Maintenance Contract/LLMC.

- The position of Technology Division Manager is currently occupied by the Executive
Director – Dr. Nasser Al-Refaei
- Eng. Muhammad Qaiser, an ERTMS Expert (Pakistani nationality; YoB 1965;
Bachelor in Rail Transportation Technology).
Eng. Qaiser have over 21 years of experience in the rail transport sector, especially
in rail Signaling & Communication solutions and Train Protection & Control
systems. Have knowledge and work experience on Signaling & Interlocking, ETCS,
Level Crossing and GSMR systems. While serving with different multinational
companies under different business situations, took the leading roles in
accomplishing various assigned tasks such as Project Executions, System Engineering,
Sales and Tendering, Design Approvals, Drafting Specifications and Working Rules,
Check and Tests.”

- Eng. Matondi Lino, Project Manager (Belgium nationality; YoB 1965; Bachelor in
Electronic Engineering, GENK University, Belgium, 2000).
Matondi is an expert in GSM applied to railway networks (GSMR). His focus on
railway started in 2000 when he joined Nokia-Siemens Networks (NSN) to work on
the implementation of GSM technology in railway systems, where he acquired a
deep knowledge in European Train Control systems (ETCS) and associated
applications to railway signaling and telecommunications. Within this, he was
involved in the planning, installation, testing, and activation of new features and
services related to such networks.
- Eng. Ralf Boldt, ETCS Senior Expert (German nationality; YoB 1967; Bachelor in
Rail Transportation Technology, German Railway DB, Germany, 2004).
Since his professional beginnings in 1985, Ralf worked in the field of railway
transportation -Germany: starting as a train controller, then driver, then as Rail
Operations & Safety Consultant, Operation Rules and Regulations Specialist, then as
Senior Engineer Automated Train Operation responsible for Operation Rules &
Regulations as well as for training, certification and supervision of operations staff
and finally working as an ETCS Specialist and Control Room Manager. Therefore,
he brings a much added expertise to the transport division of CTC as an ETCS Senior
Expert.

Fadi joined IROLLI Group in September 2009 as a technical supervisor. Previously,
Mr. Haber worked in Napco Group Saudi Arabia as a project superintendent for
the overall operations at the plant, and then as a maintenance manager in charge
of one of the Napco Group subsidiaries in Dammam, KSA. Currently, Fadi handles
several tasks within the Energy division, including and not limited to the
preparation and supervision of projects action plans as well as searching for
emergent procedures.

Financial growth
At IROLLI, we take pride in the growth figures realized so far. This is because, despite
being modest, such figures are certainly significant in terms of assets and annual profit
when considering the relatively short period over which they were achieved (Figure
E.1 and E.2).
In fact, while 2008 recorded an annual net profit of USD 0.27 Million, the same figure
increased to USD 0.84 Million in December 2012. This sustainable growth trend in net
profit is, without any doubt credited to IROLLI management, due to the high
professionalism of the company’s employees and their level of commitment,
dedication, and loyalty. (Figure E.3)

G. Quality Control & Assurance
IROLLI is ISO 9001:2008 certified since August 2010. It
believes in the importance of the development and
implementation of quality management systems for
improving its ability to:
- consistently deliver services/products that meet customer, and
- meet applicable statutory and regulatory, requirements; and
- Address customer satisfaction through the effective application of the quality
system, including continual improvement and the prevention of non-
conformity.
In addition the company has its own safety and loss prevention policy in place as
part of employees’ culture, along with a quality system manual and company
internal rules & regulations. In this regard, IROLLI is committed to help its
employees in maintaining a safe and healthy workplace and promoting safe work
