    CONCLUSIONS

    Vietnam s success has been due tomajor policy changes and institutionalreforms.

    To a significant degree they followed

    the road map of China statecapitalism and land reform.

    Will Myanmar be able to make thenecessary institutional and policychanges that will allow agriculturalproductivity and the economy togrow. MAYBE over 10 to 20 years.
