The Chair welcomed those present to the Irvine Locality Partnership meeting. Apologies for absence were noted.

2. Action Note The action note from the meeting held on 18 December 2017 was approved. The action note was discussed with the following points raised:- Locality Youth Forum Update: Youth Festival Evaluation Evaluation report still to be emailed. Elaine Baxter will send this out to all representatives. Locality Youth Forum Update: Young People moving to Redburn Centre Jim McHarg gave a brief update on the move and advised that the Centre is managed by the current lessees.

Considered Membership of the Irvine Locality Partnership (LP) in terms ofvacancies for a Community Representative and an Interim CommunityRepresentative. As there were 3 applications for 2 positions, it was agreedthat each Member present would cast 2 votes and that the person with thehighest number of votes would be allocated the full-time position. Theoutcome of the vote was as follows:-

Janice Kennedy-Begg - 13John Bell - 10Amanda McFarlane - 8

The Partnership (a) agreed that (i) Janice Kennedy-Begg be appointed asCommunity Representative; and (ii) John Bell be appointed as InterimCommunity Representative; and (b) noted that the Irvine LP now have theirfull complement of community representatives.

4. Locality Plan

The Partnership received verbal updates from the Working Group LeadOfficers.

Improve Opportunities for Employment and the EconomySylvia Mallinson advised that 2 meetings of the Group have taken placefocussing on the following:-

an emphasis on building confidence and feeling of empowerment byconsulting and engaging;

removing barriers and getting people to accept help; possible consideration of micro finance initiatives eg entrepreneur

funding for businesses; looking at long term employability prospects; supporting people within the Locality through the whole process

without boxing them into categories; targeting families requiring high level intervention through Volunteer

Scotland and other Agencies; contacting Skills Development Scotland and Job Centre about

working strategies and invite them along to speak to the Sub Group; providing workshops for people to come along and get feedback; that everyone is an individual - not one size fits all; and the possibility of engaging with people online.

Deliver a range of early and effective interventions that help improveMental Health and Well-beingDonna Fitzpatrick advised that one meeting of the Group had taken placefocussing on the following:-

that the Group is keen not to duplicate any services; that Fiona Thomson has a meeting with HSCP Forum and establish

if the Group can link up with some of their work; that statistics are needed to determine exact numbers and services

which are already available; establishing what can quickly be set up in terms of a support group; that long term mental health sufferers have fears regarding authority;

that young mothers suffer from post-natal depression and youngfathers struggle with fatherhood;

the lack of jobs; that primary school children are showing signs of depression; the possibility of early intervention and any available funding; and tackling social isolation and loneliness within communities.

Increase residents sense of being able to influence and control thedecisions that matter to them and their communityScott Gunion advised that one meeting of the Group had taken placefocussing on the following:-

getting a picture around the current state of play within the locality; utilising the asset map to better co-ordinate volunteering across the

Locality and that Elaine Baxter is developing this to be a workingdocument;

establishment of a database of Community Councils (CCs) andestablished groups within Irvine and on identifying the best way tointeract with these groups;

local engagement and the need to raise awareness of the LocalityPartnership (LP) perhaps through attendance at upcoming eventswithin the community;

the use online resources (Digital Irvine) to interact with communitiesand different Hubs being used for engaging the community;

utilising volunteers to encourage participation; and future areas for consideration including the establishment of a CC for

the KA11 area and engaging the harder to reach individuals in Irvine.

All Sub Groups agreed that they need to cross connect as there is a strongdegree of overlap. Irvine is a big locality and an asset map which identifiessmaller local communities within Irvine would be helpful. There wasdiscussion on confusion within communities around the CommunityPlanning Partnership.

David Bell advised on already having a broken down asset maps and on thepossibility of attending the Mental Health Sub Group if required. David couldalso bring a more detailed presentation to a future meeting on whatknowledge can be shared.

All Members were again invited to join a Sub Group.

5. Locality Co-ordinator Update

Submitted progress report by the Locality Co-ordinator providing an updatefor the period December 2017 to February 2018 under the followingheadings:-

the journey so far; employment and the economy; mental health; and influence and self-control.

There was no update in terms of traffic and parking as there is currently noSub Group in connection with this. There was discussion on parking issuesin general and Jim McMillan advised Members to contact Police Scotland ifthey have any parking issues. Jim would also be happy to be on a SubGroup if one were formed.

6. HSCP Locality Forum Update

Barbara Connor provided a verbal update on the priorities and actionsidentified by the HSCP Locality Planning Forum, which included informationon:-

widening out the membership of the Group; consultation around the strategic plan; priorities within the plan identified an missing element around social

enterprise; Rosemary Fotheringham to attend a meeting to advise on support

provided; and strategic plan consultation now closed and the final Plan will be

submitted to IJB in April.

8. Locality Youth Forum Update

Elaine Baxter, Locality Co-ordinator, provided a verbal update on activityover the last 3 months by the Irvine Neighbourhood Youth Forum includinginformation on:-

activities and events taking place within the locality; development of a toolkit for youth forums; working in partnership with Kilwinning Youth Forum; an update around funding for the youth festival; and attendance at monthly Marymass meetings.

9. Poverty Conference

The Partnership received a verbal update from Jim McHarg on the NorthAyrshire Poverty Conference.

Members were asked to provide examples of best practice in terms of howwe are challenging poverty and inequity within our local communities tothe Locality Co-ordinator. Some examples provided at the meeting were:-

the Canny Cooker described as a slow cooker which doesn’t useelectricity and is also safer and reduces carbon footprint; and

David Bell has identified areas where people can eat free or for acouple of pounds throughout the area as part of the asset map.

The Partnership agreed that Elaine Baxter collate the information providedby Members and feed this back to Audrey Sutton.

Jim McHarg reported on grant applications received in respect of theNurturing Excellence in Communities Fund.

The Partnership agreed the following awards:-

10. Street Naming

Submitted report (a) to consider the naming of a new residentialdevelopment at Crompton Way, North Newmoor, Irvine; and (b) on thecreation of a bank of potential future street names for the Locality area.

The Partnership agreed (a) that it be remitted to the Lead Officer, inconsultation with the Chair, to determine the deadline for naming of the 4streets and circulate the suggestions to Locality Partnership Members; and(b) to agree the proposal for the creation of a bank of potential future streetnames for the Locality area and that (i) the maritime connection be utilisedfor streets in the Harbourside area; and (ii) historical names be utilised forother areas, including a plaque explaining the name choice.

The journey so far

• Community Empowerment Act aims to increase local decision making andestablishes at least 2 Locality Partnerships per locality authority.

• In consultation with communities, North Ayrshire’s Community PlanningPartners used their data to define the 6 locality Partnership areas (Arran,Garnock Valley, Irvine, Kilwinning, Three Towns, North Coast and Cumbraes.

• They used the Scottish Government’s Place Standard Tool to gatherperceptions and experiences of what it was like to live in locality partnershipareas. The Locality Partnerships were launched in 2016.

• After consultations with communities through workshops, charrettes andcommunity events, they each set their local priorities based on data, PlaceStandard and Public feedback.

• Community Empowerment Unit established in September 2017.• The Locality Partnerships have set up working groups (sub groups) to produce

locality action plans.

Employment and the

economy

Sub group have met on 3 occasions and have focused on the following:

• An emphasis on building confidence• Remove barriers• Micro finance initiatives entrepreneur funding for business• Look at long term employability prospects• Supporting people through the process• Targeting families requiring high level of intervention through volunteering• Work in partnership with employment agencies

Community Investment Fund Briefing June 2018

Locality Partnerships (LPs) have previously received information on the Community Investment Fund (CIF), and the guidance has been circulated. As this is both a new source and a new process for funding we have taken time to consider our approach, research what is already happening in our communities and talk to communities about what might be possible.

Each of our LPs is unique, with its own priorities, local relationships and assets to draw upon. This means that CIF proposals will develop over different timescales, using various approaches. It is ultimately for the LP to consider the CIF applications and make recommendations to Cabinet. It is against this backdrop that this briefing note contains best practice recommendations that LPs are encouraged to adopt.

What is the purpose of the CIF? Helps deliver the Locality Partnership and Community Planning priorities

Tackles inequalities

Doesn’t duplicate existing work For capital and/or revenue costs Supports long-term and sustainable impacts

For new areas of work, or developments of existing work, not to support existing services

What process should be used? LPs should continue to engage with their communities, and stimulate interest in the CIF. They can invite expressions of interest to be submitted by a deadline. The LP can then strategically assess the applications, make links and look at the funding ‘in the round’. If the LP supports a bid then the group should be encouraged to submit a full application form, which the LP would decide upon before making a proposal to Cabinet for final approval. Support and information would be available for groups who are not successful. LPs can use a variety of methods to encourage expressions of interest including promotion at local events, posts on their Facebook pages and approaching local groups. They may also want to hold clinics where people can come along for more information, support and advice in submitting an expression of interest (or the application form).

Where do we start? LPs start with their communities and their priorities. What local assets can be developed and supported to tackle the priorities? We can also learn from each other. We will share information about emerging proposals across our LPs. These could be developed for your LP. At our Locality Conference we will talk more about how we take ideas and turn them into viable and sustainable initiatives, and how we balance aspiration and practicalities.

Locality Partnership: Irvine Locality Partnership

Date: 19th June 2018

Subject: Residential Development at Tarryholme Site, Irvine

Purpose: Decide Street Names for the new development.

Background

The developer of the above site has contacted this department requesting new street names for the development.

The Council has a statutory obligation under the Civic Government (Scotland) Act 1982 to give a name to each new street built within the Council area, and this name, along with street numbers, becomes the postal addresses.

An outline plan of the development is available as an appendix.

At this stage, the development requires 2 new street names.

Key Points for Locality Partnership

Proposed examples of numbering layout plans are available as appendices along with a list

of name suggestions previously received.

Action Required by Locality Partnership

The Locality Partnership is asked to decide upon two street names for the development.

Title: Nurturing Excellence in Communities Fund

Purpose: To advise the meeting of applications received in respect of the Nurturing Excellence in Communities Fund and the Irvine Town Charitable Trust.

Recommendation: Agree that the Meeting considers and determines the applications as outlined in Appendix 1 of this report.

Agree to the elderly grants budget breakdown.

1. Summary

1.1 The Nurturing Excellence in Communities Fund for Irvine has a balance of £25,893 available for disbursement.

1.2 Irvine Town Charitable Trust has a balance of £10,824.15 for Trust Purpose A available for disbursement; a balance of £12,244.10 for Trust Purpose C available for disbursement.

1.3 The Elderly Grants budget is attached as Appendix 2 to this report for information.

1.4 Report from Irvine and District Pipe Band as per request from Members at the previous locality meeting is attached at Appendix 3 to this report.

2. Background

2.1 Applications have been received within a number of categories of the Nurturing Excellence in Communities Fund and the Community Benefit Fund. Details of these applications are summarised in Appendix 1 of this report.

3. Proposal

It is proposed that the Committee considers the applications as outlined in Appendix1 of this report.

Invites will be sent out to all schools in North Ayrshire.

September 2018 The approach is to take books and writing to the people of North Ayrshire and where possible to offer them a non-traditional programme. The amount of £996.89 will be used to cover author costs and technical equipment that will be used for a schools educational programme to ensure that school children have the opportunity to participate in the book festival. The technical equipment can also be used in a variety of venues, giving them the opportunity to include more local businesses in the festival. By using the rest of the funding on the design and printing of brochures for the adult festival, public awareness of the festival will also increase.

£1,000 £1,000 The Marymass Folk Festival is a core part of the annual Marymass Celebrations and the expenditure will assist them in staging the 2018 event. Half of the Festival events are free of charge and the aim is to keep it that way to encourage the local community with tight budgets to be able to be part of this magnificent Festival. The Folk Festival if now in its 51st year, which is testament to the continuous voluntary effort plus the support of the local community. Music of whatever variety is an enriching experience for performers and audience alike. Being part of an audience enjoying music is a ‘feel good’ experience and one which can build and strengthen links between people and communities. The voluntary effort is huge with people helping out with hosting artists in their homes, fundraising, lifting stage equipment, managing the lights and the PA system, tickets, buffet and much more.

Legal The application meets the criteria of the second trust purpose. In particular, the proposed works will provide floral decoration of open spaces within the Burgh of Irvine. The application can therefore be granted as it meets one of the Trust Purposes. Note that in addition, the Trustees should also be satisfied that granting the application will be a beneficial use of the trust funds.

Economy & Communities Economy and Communities are satisfied that this application is for the benefit of the local community by planting shrubs and perennial plants within various locations in Irvine will enhance the local area. Plants when in bloom give the local community a sense of pride in their area and is attractive to look at by members of the public and visitors alike. This applications meets the second point of the Trust criteria.
