Through partnerships with various private sector partners and organisations, the Department of Basic Education (DBE) has done tremendous work in the area of teacher development. Mr Haroon Mahomed, Director for Continuous Professional Teacher Development at the Department of Basic Education,said through various partnerships, there is a stronger focus on co-ordinating mandates, activities and resources with the ETDP-SETA, the South African Council for Educators (SACE) and Provincial Education Departments (PEDs).

There is greater attention to ensure that the Workplace Skills Plan System becomes more efficient and aligned across the different players that leads to better planning, analysis of needs, and distribution of resources, monitoring and evaluation.

The National Strategy for Learner Attainment (NSLA) has been made a priority item for PEDs reporting on the range of teacher development activities that are conducted. As a result of this, there is increasing focus on teachers participating in programmes based on the National Senior Certificate (NSC) and the Annual

National Assessment (ANA) diagnostic reports with emphasis on languages, Maths, and Science. There is also an emphasis on participation on the Continuous Professional Teacher Development (CPTD) management system and professional learning communities.

A number of partnerships have been created to support sector priorities such as the increasing access to and integration of Information Communication Technology (ICT), the strengthening and use of teacher development centres, English First Additional Language training and Professional Learning Communities (PLCs), among others. Partnerships have been set up with organisations such as Vodacom Foundation, Microsoft, UNISA, UNICEF, Intel, Mindset, USAID, the British Council, the Flemish Development Agency (VVOB) and others. An intensive programme of strengthening the 147 teacher centres has resulted in 70 centres being upgraded with ICT facilities, with plans to complete the rest and convert them into ICT Academies.

The Ukufunda Virtual School programme that was launched also aims to provide access to learning resources and content; counselling and safety services; a central communication and notification hub; and many other value-adding services and programmes, which bring learning opportunities to learners, teachers and parents on their cellphones.

The programme for establishing dedicated teacher provincial development institutes has led to the

strengthening of centres such as CTLI, MASTEC, Mathew Goniwe Institute and Stirling in the Western Cape, Limpopo, Gauteng and the Eastern Cape respectively; as well as the establishment of institutes in KwaZulu-Natal, the Free State, the Northern Cape, Mpumalanga and the North West.

The 1+4 Programme has been introduced in the education system for Grade 9 teachers in Mathematics. This has generated a great deal of enthusiasm and energy amongst most teachers as it brings teacher development to school level, involves peer professional development and is directly linked to curriculum delivery.

Work is being done to monitor gaps and to continuously strengthen the programme. The DBE has put the Teacher Union Collaboration in place, which stimulates and supports teacher development programmes and activities in the union sector.

This has led to the strengthening of existing Teacher Professional Development (TPD) institutes among the unions and also the establishment of new ones. A range of teacher development programmes are offered to teachers through the structures of each union.

President at the annual national teacher's award ceremony. Deputy President Ramaphosa expressed his gratitude to all hard working and dedicated teachers who always walk the extra mile in improving quality education in South African schools.

Today, we acknowledge with gratitude the very best among our national brigade of educators. These are the teachers who exemplify a particular commitment to advancing the prestige of the teaching profession.

They know more than anyone that education is the best weapon at our nation's disposal to eradicate poverty and its dehumanising effects. They know that a good teacher is truly the most important and precious resource in front of a child,”

This year's NTAs were dedicated to the late ANC President, Oliver Reginald Tambo, who had been a ambassador of education for his entire life. He was a scholar and a teacher. He graduated with a BSc. degree in Mathematics and Physics from the University of Fort Hare, an outstanding institution that is celebrating its centenary this year.

Ramaphosa stated that the South African schooling system has changed fundamentally since the dawn of democracy, because Government has prioritised education and worked to ensure that our schools receive the attention they deserve. “As a result, millions of our children are now

It is for this reason that the Minister of Finance, in his Budget Speech, allocated substantial resources to build education infrastructure and improve the overall performance of basic education. We salute all of you,” concluded Mr Ramaphosa.

The Portfolio Committees on Telecommunications and Postal Services and on Basic Education expressed satisfaction with progress regarding the Information and Communications Technology (ICT) Schools-Connect project.

So far, 11 528 schools have been connected.

The Committees were recenthly briefed by three departments: Telecommunications and Postal Services; Basic Education and the Gauteng provincial Department of Education.

Chairperson of the Portfolio Committee on Basic Education, Ms Nomalungelo Gina, said although welcoming the progress, the Committees still expected departments to ensure that the project improved the quality of education in the country.

The meeting was intended to look at the progress following a meeting last year, in which collaboration on the coordination of the project was emphasised. The Gauteng Department of Education was invited to share best practices and input on the project.

The Independent Communication Authority of South Africa (Icasa) and Universal Services Access Agency of South Africa (USAASA) also attended the meeting.Chairperson of the Portfolio Committee on Telecommunications and Postal Services, Ms Mmamoloko Kubayi, said there was a need for the Department of Telecommunications and Postal Services as well as the Department of Basic Education to finalise issues of funding models.

“This model is needed urgently to close a funding gab for Universal Services and Access Obligation (USAO),” she said.The Director-General at the Department of Basic Education, Mr Hubert Mweli, said that all schools will be connected by 2019.

Parliament welcomes progress in ICT

Minister of Basic Education, Angie Motshekga, warns in an article published on the Department of Education home web page that there shall be no mercy for any teacher who dabbles in violent conduct in the classroom. “The Sowetan front page lead story last year titled “Pupil (8) dies after hose-pipe assault,” has reference. Firstly, as the Ministry of Basic Education, we send our heartfelt condolences to the family of Nthabiseng Mtambo (8) who allegedly died as a result of hose-pipe assault on the head by a teacher at Reatile Primary School in the Free State province.“Secondly, I am saddened by the fact it seems the school principal is complicity in this matter as no action has been taken against the perpetrator.

In this regard, I have instructed the Free State Provincial Education authorities to expedite investigation into the matter and ensure that there is justice for Nthabiseng. I am disappointed that although corporal punishment has been outlawed in our schools, the practice still continues.

There is no single teacher or principal who has not been informed that corporal punishment is expressly forbidden. This sad practice even led to the Congress of South African Students (COSAS) to make a call for all learners to retaliate in the face of corporal punishment. We took the call seriously and held various engagements with various stakeholders, teachers included on

Don’t hurt our childrenalternative forms of discipline. At the risk of repeating myself, I am making a fresh call to all teachers to refrain from any form of corporal punishment at all times. I must state categorically that it is immaterial whether Nthabiseng died as a direct result of the hose-pipe assault. What is material and appalling is that there is evidence that corporal punishment was administered regularly on her and other learners. This is despite numerous warning to teachers to desist from such barbaric practice because it is an affront to the inherent right of learners to dignity.

Section 12 of the South African Constitution states that: “Everyone has the right not to be treated or punished in a cruel, inhuman or degrading way.” In terms of our legislative framework in the basic education, corporal punishment is expressly prohibited. Both the National Education Policy Act (1996) and the South African Schools Act (1996) say, “No person shall administer corporal punishment or subject a student to psychological or physical abuse at any educational institution.”

The South African Schools Act goes further and criminalises the practice. It states, “Any person who (practices corporate punishment) is guilty of an offense, and is liable on conviction to a sentence which could be imposed for assault.”These two pieces of legislation that outlaws corporal punishment have even passed the constitutional muster. In April 2000, the Constitutional Court heard the arguments in a case of CESA versus the State. The court ruled that corporal punishment

is unconstitutional and a violation of the Bill of rights. It stated that, the prohibition of corporal punishment is part and parcel of a national programme to transform the education system and to bring it into line with the letter and spirit of the Constitution. Over the years, we have grappled with alternative forms of discipline within a school environment. In our latest Discipline Summit held in 2014, we came up with several civilised forms of instilling discipline in the classroom. We agreed on the following package to address the challenge: Create a culture of caring, respect, patriotism and non-violence and shift attitudes and negative environments. Children must be taught good judgement and morality. Inculcate ethics of care. This is a basic need of all human beings and education is central to cultivating a caring society. Promote holistic education that includes values, good citizenship morals and social justice for all. Encourage inter-connectedness as a fundamental principle of education. The whole is more than the sum of its parts. Research more on how to teach learners about making positive choices even after they have made wrong choices. It is possible to un-learn negative behaviour and make positive choices. Make expectations of the learners clear.

In conclusion, there shall be no mercy for any teacher who dabbles in violent conduct in the classroom. We call upon the law enforcement agencies to ensure that cases involving corporal punishment meted against learners be prioritised.

Our Responsibilities2. We will, as soon as possible after receiving this Application,

consider it and notify you whether or not it has been accepted.3. If this Application is accepted, we will make sure that you

receive, in good time, the appropriate study material for theCourse.

4. We will ensure that all approvals of the Education andTraining Quality Assurance bodies (“ETQAs”) in relation tothe Course are retained.

5. We will ensure that such appropriately qualified personnelas are necessary for the conduct of the Course, areassigned to you.

6. Once you have been found competent by us in relation to theCourse, and such competence has been verified by an ETQA,we will issue the relevant Certificate of Competence to you.

7. We will grant you two years to complete the course youhave registered for.

Your Responsibilities8. You must, if we require it, make available to us the originals

of all documents relevant to this Application. You must takenote of the requirements for the Course, as well as theminimum requirements in order to pass the Course and bedeclared competent on the relevant unit standards.

9. You must also avail yourself of all contact session timesand venues in relation to the Course.

10. It is your responsibility to ensure that assignments reach usor the institute concerned on time.

11. The student also agrees to register with SACE for CPTD inline with the implementation time frame of SACE. Edutelwill not be able to upload CPTD points earned, should younot have registered yourself with SACE for this purpose,and confirm your registration with Edutel by providingEdutel with the necessary registration details.

12. The responsibility lies with you to make sure if your coursewill earn CPTD points or not. All CPTD bearing courses arelisted on this application form and by signing it, you confirmthat you have taken notices of them.

13. If you enrol for less than 8 unit standards in order to completeyour ACE qualification, it remains your responsibility to provideus with proof that you completed the other unit standards.

14. It is your responsibility to apply with Edutel for the FinalSummative Assessment after you completed all 8 unitstandards of the qualification.

15. It is the responsibility of the student to confirm with his/heremployer whether the course would be recognised asEdutel cannot guarantee such recognition.

16. You agree to inform your employer about the fact that youhave registered for this course and you will ensure that youwill get yourself a mentor in your workplace to mentor youon the performance criteria of the course you haveregistered for. You also agree to inform Edutel in writing asto who this mentor is and provide us with a CV, confirminghis/her competence in this regard.

17. It remains your responsibility to avail yourself of the SAQAlifespan of the qualification or unit standard/s you haveregistered for with regard to its expiry date/last date ofregistration/last date of achievement.

Fees18. You must pay the fees for the course in accordance with

Section D of this Application.19. First-time assessment fees are included in the course

fees. Re-assessment fees need to be paid separately ifyou are not found competent the first time.

20. Should you choose to make use of the Eduloan debit orderfacility and Eduloan doesn't approve of your application, youhereby give Edutel the right to deduct your course fee fromyour bank account in line with option 2 of the course fee

schedule. Edutel charges no interest. 21. Your study period will not be extended but will remain 2

years. If you haven't paid cash or a deposit and wededucted your deposit from your bank account ininstalments, the deposit payment period will be included inyour 2 year study period.

22. If any debit order remains unpaid, your study period will notbe extended.

23. You will not be able to attend contact sessions if youraccount is in arrears.

24. We will not assess your portfolios or questionnaire if youraccount is in arrears.

25. Students are advised to register for the complete course ornumber of unit standards needed to complete their ACEqualification.

Your Declarations26. You declare that:26.1 the information provided in this Application is both true and

correct;26.2 all copies provided are true copies of the originals thereof; and26.3 you are aware of the curriculum and qualification of the course.

Copyright27. Copyright subsists in all study material provided to you in

relation to the course. Any unauthorised reproduction oradaptation thereof will constitute an act of copyrightinfringement, leaving the offender liable for civil law copyrightinfringement and, in certain circumstances, criminal prosecution.

Your Right to Cancel28. You may cancel your enrolment at any time, provided you do

so in writing.29. If you exercise your right to cancel in terms of paragraph 23

above within 14 (fourteen) days of registration, you will becharged a cancellation fee of R972.00 inclusive of VAT, butwill have no other financial obligation towards us.

30. If you exercise your right to cancel in terms of paragraph 23above more than 14 (fourteen) days after registration, youwill remain liable for the full course fees.

Legal Action31. You hereby consent to the jurisdiction of the Magistrates’

Court for purposes of any legal action we may take againstyou as a result of your failure to comply with any of yourobligations in terms of this Application.

32. You accept and agree that, if we take any legal action againstyou, you will be liable for any and all costs incurred by us in doingso, including costs on an attorney and own client scale.

33. A certificate signed by any of our managers (whose designation,appointment or authority shall not be necessary to prove), as tothe existence and amount of your indebtedness to us at any timeand/or any other fact matter or thing relating to your indebtednessto us, shall be prima facie proof of the contents and correctnessthereof and of the amounts of all your indebtedness for thepurposes of provisional sentence or summary judgment, or anyother proceedings against you in any competent court and shallbe valid as a liquid document for such purposes.

General Terms34. You accept and agree that the street address provided by you in

Section A of this Form shall be your chosen address for service oflegal and other process arising from this Application.

35. You cannot transfer or delegate any of your rights or duties underthis Application, or under any part hereof, without our writtenconsent.

36. We can transfer or delegate any of our rights and duties underthis Application, or under any part hereof, upon notice to you.

KwaZulu-Natal MEC for Agriculture and Rural Development, Mr Cyril Xaba, visited Ziphathele High School in Clermont where he matriculated in the late 80's. The MEC was accompanied by Ward 22 Councilor, Sibongiseni Mkhize, who donated full school uniforms to 11 scholars amounting to R10 000.The MEC pledged to donate R20 000 to the school for school uniforms, enough to accommodate 22 needy scholars of Ziphathele High School.MEC Xaba shared words of wisdom

with the scholars during their morning assembly, reminding them of the importance of respect towards their parents, teachers and fellow pupils. He also emphasised how imperative it is to work hard consistently to achieve success in school as well as their lives in general.

visited the Department on 08 February 2016 to explore various mechanisms that can be adopted in dealing with issues on Inclusive Education.

The DBE and the USA have entered into a three year collaboration (2015 - 2017) to share expertise in improving efficiency and equity in inclusion and to address factors that contribute to the high dropout rate in schools, particularly for the vulnerable. Dr Moses Simelane, Director for Inclusive Education, highlighted that the DBE has developed a number of

programmes, interventions and strategies to address issues on inclusion, including the Policy on screening, identification, assessment and support (SIAS) and its implementation plan, which were approved in December 2014. Dr Simelane added that, although there has been significant progress made around Inclusive Education, more needs to be done in ensuring that necessary resources are provided in special needs schools. “Some schools have limited specialist professionals and support staff available in the system, resulting in limited support - both in the classroom and in hostels.

Strengthening special schools include capacity building, infrastructure improvement and curriculum offerings. It also includes teacher development in specialised skills such as Sign Language and Braille, thereby ensuring that teachers have requisite skills to effectively teach in special schools for the deaf and the blind,” said Dr
