Why?

• CURL (Consortium of University Research Libraries, UK and Ireland) has a Task Force on Scholarly Communications

• Periodicals inflation was the trigger for CURL libraries to say this is not sustainable

• Two meetings in Washington in 2001, facilitated by ARL, brought agreement on principles

• Co-ordinated Press Release issued on 6 February 2002

•Open Archives Initiative: Much work ongoing in member countries at institutional level, led by libraries. Can this work be joined up?

•ARL and SPARC: Work is ongoing to create a SPARC Europe. Is this a model for globalising the SPARC brand in other continents?

• Advocacy to academics. CURL has just mounted a 3-month national advocacy campaign in the UK with SPARC.

•The UK-based Digital Preservation Coalition is becoming a global forum for activity in this important area. How can ISCA contribute?

R & D

• ISCA is considering commissioning R & D:– To support national developments,

e.g. the hearing for the Copyright Term extension in the US Supreme Court

– To support national work such as a possible review of STM publishing in the UK by the Office of Fair Trading

•Studies to help ISCA make contributions in the global arena where commercial publishers are engaged in aggressive mergers

Conclusions

• ISCA is an attempt by research libraries to find global solutions to global problems

• We believe that in partnership we can make a difference

• Workplan to be finalised by the end of summer 2002
