    DEVELOPMENT COOPERATION FOR

    A WAY OUT OF THe CRiSiS

    ISCOS implemented 31 projects in 2010,33 in 2011and 25 in 2012 or a total o52 unique projects, considering projectscompleted and initiated during the period,

    as well as those lasting several years.Although the total value o the activitieso ISCOS have decreased over the years,a signicant level o intervention was stillmaintained thanks to the strategic choicesmade ocusing on high impact actions.However, the crisis is indeed aectingsolidarity actions, despite our eortstowards nding diverse sources o undingand modes o working as a collective.We are today in a crisis, which is not just

    economic in nature, but whose roots liein the lack o coherence between goodintent, the announced political and nancialcommitments and the acts seen on theground.In Europe, the level o aid in 2011 (OECDPreliminary Data or 2011) was at 0.45% oGDP, ar below the announced 0.56%, or atotal o 105 million euro, 26 million less thanthe expected gure. Italy, with only 0.15%o GDP in 2010 and 0.19% in 2011 (a rise

    largely due to operations o debt relie andhumanitarian aid provided to asylum seekersrom North Arica) towards cooperation,has contributed greatly towards theslowdown in the achievement o MillenniumDevelopment Goals or all o Europe. Thisdata is staggering when compared to thetrillions o dollars o public money madeavailable to rescue the nancial system in

    2009, a sum equivalent to what has been thetotal development aid since 1960.The limitations, inequalities and distortionsin the current development model are or

    all to see. It is a model that creates injustice,hunger, poverty and social tensions, which inturn threatens peace, democracy, reedomand security.Despite this situation, the role o tradeunions in the twenty-rst century cannotbe separated rom that o its unctioningin a context o solidarity, reciprocity,interdependence, proposing an increasinglycosmopolitan vision which is able to provideanswers to the goals o liberty, democracy,

    social justice and peace across the world.The appointment o Andrea Riccardi asMinister or Economic Cooperation andIntegration, by the Government o Monti, isan extremely positive sign.Ater the activation, in 2012, o the Forumand the relaunch o the Inter-InstitutionalTable, we expect concrete acts capable osigniying a cultural and economic changeo our policy o cooperation.In 2011, 68% o the Italians wanted to see an

    increase in aid towards cooperation throughcuts in military spending which currentlyamount to 28 billion euro per year (FinancialAnalysis 2011, CINI).Cooperation should be considered aninvestment and not merely a cost. It in act,provides a great opportunity to nd a wayout o the current crisis and restart globalgrowth.

    WHY ATRAde UniOn nGO

    and trade union training are not mereslogans but key or poverty reduction anddevelopment and a part o a growingawareness towards respect or humanrights.

    Our development projects have addressedmany o these issues such as - proessionaltraining or access to better jobs; animprovement in living conditions throughan increase in income; promotion o healthand saety at the workplace and protectiono the physical and mental health o people;ght against discrimination to achieveequal opportunities without distinction;and nally, trade union training or theachievement and deense o these rights.

    Over the last three years, ISCOS hasimplemented 52 projects o which 12specically support trade unions and arebased on the belie that it is through workthat one achieves emancipation, nds away out o poverty, promote solidarity,social justice, human dignity and peace.

    Trade unions rom western countries arebeing conronted with the revocation ohard won rights which is too oten beingproposed as an attempt to address theeconomic crisis.

    Rights, whose absence, in poor countriesand in the developing world, is at the rooto suering.Right to strike, saety at the workplace andsocial security are the key emerging issuesin the Global South.

    In Brazil, the support given by CISL to thelocal trade union movement, o which theormer president Lula da Silva has beenand is an emblematic gure, has helped

    to make the country one o the economicpowers o the world.

    CISL promoted ISCOS as a means tosupport the birth and growth o strong andrepresentative trade union movements.

    Decent work, social dialogue, proessional

    The deense o workers rights in Italy is also related to the deense o workers

    rights in the world. The global economic crisis has clearly shown how nationalborders are not an eective deense against anything.What we need is a global response and a global trade union action.

    ISCOS, Trade Union Institute orDevelopment Cooperation, is a non-prot,non-governmental organization, on aEuropean scale. ISCOS was ounded in1983 rom CISLs trade union experienceto promote actions and internationalcooperation programs in line with its

    ounding principles: solidarity, social justice,human dignity, peace.Poverty, social exclusion, lack o human andlabor rights are the result o consequenceso history in which individual and privateinterests prevailed over ethical anddemocratic redistribution o wealth.This has resulted in some transnationalphenomena that are likely to orce thebackward countries in a permanent stateo underdevelopment, thus undermining

    the conditions o peace and global stabilitythat can be sustained only by the universalrespect o the rights and guarantees odecent work.ISCOS aims to develop and strengthensolidarity and bonds among people,promote economic, social, technical andcultural heritage, contributing towards the

    2010, 2011 and 2012 have been three years ointense activity or ISCOS. The year 2010 saw two

    tragedies: the earthquake in Haiti and the foods inPakistan. In both these countries, we coordinatedrst assistance programs with local tradeunions and, later, designed and implementedvarious reconstruction projects along with theinternational trade union movement, some owhich are still continuing.

    In Arica, the ocus or ISCOS developmentprojects has been towards ensuring ood securityin Burundi and Mali (two o the poorest countries

    in the world) and promoting the developmento a labor movement and social dialogue inMozambique and Senegal.

    In Latin America and the Caribbean, a three-yearproject towards socio-economic developmento the rural Argentine province o Misiones wasconcluded. Actions towards supporting localcommunities and Ticunas ethnic people in theBrazilian Amazon are continuing.In El Salvador, a three-year project or thedevelopment o associations among shermeno Cerron Grande was launched. Other actionsin the area were implemented especially or

    local development and the deense o rights ovulnerable groups.

    In Asia, ISCOS has developed numerous activities,such as providing training to trade unions, as wellas supporting vulnerable groups in Pakistan andIndia. The activities in support o the trade unionmembers o the Federation o Trade Unionso Burma (FTUB) were particularly signicant.In China we continue to support civil societyorganizations struggling to assert undamentalrights still being denied.

    In Eastern Europe, a pilot initiative or the creationo ino points to test a model o legal migrationnecessary to protect the undamental rights omigrant workers in Moldova and Ukraine wasconcluded. Three programs to improve theconditions and protection o workers rights inTurkey and Eastern Europe were also launched.

    In Italy, initiatives towards raising public awarenesssuch as the international campaign HealthHeroes have inormed people about the linkbetween decent work, migration, developmentand Millennium Development Goals related tohealth.

    In Italy, ISCOS is present with 11 regional

    oces. ISCOS implements, at the local level,its mission creating projects or developmentcooperation, oten in partnership with the headoce, and creates pathways to raise awarenessabout globalization or young people andworkers.

    The ISCOS oce at the European Unionmaintains relations with the oces o theEuropean Commission EUROPAID, RELEX andother institutions.

    Between 2010 and 2012 ISCOS continued itsactivities towards the strengthening and creationo trade unions by implementing 12 projects in14 countries, reaching 7,034 beneciaries andemploying 969,354 euro.In Pakistan, three projects were carried out, aimed

    at strengthening the trade union movementby supporting the Pakistan Workers Federation(PWF) and the national associations aliated tothe same. The training courses have beneted3,300 union activists, 422 union leaders and 810young workers in the industrial district o Sialkot.In India, during 2012, actions were carried outin support o ship breaking workers, to raiseawareness about the terrible working conditionsto which they are subjected.In Mozambique, actions or the consolidationo the Advisory Commission o Labor wereconcluded.Over 2,545 people were trained over the entireduration o the project, including 1,018 duringthe period 2010-2011.Moreover in Mozambique, actions to strengthenand promote trade union rights o workers in Tetewere carried out through training programs or100 trade union leaders. These programs weresupported and unded by ISCOS Emilia Romagnaand ISCOS Lombardia.In Senegal, 50 trade unionists rom the NationalConederation o Workers o Senegal (CNTS) weretrained or strengthening collective bargainingskills.In Burma, 27 FTUB trade unionists have received,nancial support towards activities ocusing on

    the promotion and deense o workers rightsthrough contributions o more than 30 CISLstructures.Two action projects aimed at strengthening socialdialogue and women trade union networks beganin 7 countries o Eastern Europe. These projects

    which began in late 2011 with support rom theEuropean Commission will directly benet 170delegates. Similarly, action programs or tradeunion training and company level bargainingtook place in Turkey in late 2011 with the supportand unding rom the European Commission.In Latin America and the Caribbean, ISCOS hasbeen encouraging a dialogue among dierenttrade unions, through a collaboration with theTrade Union Conederation o the Americas(TUCA-CSA).ISCOS supported the unitary trade unionmovement in El Salvador, through the supportand unding rom FNP-CISL and CISL Lombardia,and is ostering the development o Haitian tradeunions through the promotion o social dialogue.

    A network for promoting actions fundamental for the development and promotion of human rights

    The strengthening o trade unions and providing training to managers and proessionals arekey elements or the development o an adequate collective bargaining system and one whichacts as a determining orce in civil society, promoting social dialogue. This is a particularlyimportant area o activity or ISCOS, given its trade union nature.

    Pakistan is a country with a troubled history and,in recent years, has especially aced numerouspolitical and natural emergencies.

    ISCOS has been present in the country since2002, when it intervened in the atermath o theWar on Terror assisting Aghan reugees in thenorthwest areas o the country.

    Since 2005, in collaboration with the PakistanWorkers Federation (PWF), ISCOS carried outactions to help the people o Kashmir, which wereseverely hit by a devastating earthquake.Together with the PWF, ISCOS intervened, to meetthe emergency caused by the foods in 2010.

    Since 2004, ISCOS and PWF are jointly carryingout programs to strengthen trade unions todeal with another major emergency - the lack oworkers rights.Together we have embarked on a journey or thestrengthening o trade unions in Pakistan, in orderto enable them to deend the rights o workersand promote participation as a decisive elementin the democratic process.

    THe RiGHTS eMeRGenCY

    In 2010, a project unded by the British HighiiCommission (BHC) enabled the ormationo 3,300 trade union activists to acilitate theimplementation o PWF strategies to developmodels or the involvement o trade unions incivil society and to improve their organizationaland undraising skills.

    The BHC also unded, rom August 2010 to

    April 2011, an eight month training programor 422 trade union leaders and workers othe PWF and aliated ederations ocusing onindustrial relations, leadership, institutional andorganizational development, benets associatedwith arbitration, advocacy, media relations andcollective bargaining.

    In 2011 and 2012, the co-development projectPakistan migrants, a bridge between localdevelopment and integration, unded by the Cityiio Milan and promoted by ISCOS Lombardia,was implemented.Through this program young workers in theindustrial district o Sialkot were trained on issuesrelated to migration and the working conditionso migrants.

    AdOpT A bURMeSe TRAde UniOniST:STAndinG TOGeTHeR WiTH THe bURMeSe peOpLeFOR deMOCRACY And HUMAn RiGHTS

    The Burmese people have or 50 years beenliving under a military dictatorship. The dissidentsshowing great courage have succeeded instimulating the interest o the internationalcommunity.Buddhist monks, students o the 8888 revolt, theleader o the National League or Democracy(NLD), Aung San Suu Kyi, Nobel Peace Prize in1991, are some o these heroes o democracy.

    Other heroes, perhaps less amous, are the tradeunionists o the FTUB that were orced into exilein neighboring Thailand, enter and leave thecountry illegally, risking their reedom and theirlives to promote workers rights.

    The campaign Adopt a Burmese Trade Unionisthas been promoted by CISL and ISCOS tocreate solidarity and partnership between thestructures o CISL and FTUB, to contribute to thestrengthening o internal trade union presenceand to strengthen democratic initiatives o tradeunions on Burmese territory. Through the work ounion activists and supported by the campaign,we intend to promote training and sensitization oworkers, as well as documenting orced labor, landgrab, and heavy working conditions, particularly in

    the construction and inrastructure sector.Since June 2011, 35 CISL structures haveadopted 27 Burmese trade unionists and laboractivists who have received timely and concretenancial support or the dicult and dangerouswork they have been carrying out.

    The campaign has led to the creation andregistration o the ollowing trade unions:

    Myanmar Industrial Trade Union, MyanmarFarmers and Agriculture Union, Myanmar Textileand Garment Union (province o Bago) and theactorys trade union Tay Yi in the industrial zoneo Rangoon. Ronnie Than Lwin, FTUBs vicepresident, expressed his gratitude in a letter toCISL and ISCOS: Thank you or your continuedsupport to the campaign Adopt a Burmese tradeunionist.This campaign is very important or us not only orthe nancial support to our clandestine operatorswho work in extremely dicult situations, but alsoto renew our riendship and relationship with CISLand ISCOS. [...] We hope that this initiative willcontinue since it is crucial to strengthen our hardwork that aims to allow people to organize andpromote workers rights in the country.

    SOCiO-eCOnOMiC deVeLOpMenT

    Between 2010 and 2012 ISCOS continued itsactivities or socio-economic development byimplementing eight projects in 9 countries,reaching almost 36,000 beneciaries andemploying 1,842,664 euro.

    In Uruguay, in 2010, a three-year action program,to support 700 workers and members o theederations representing recovered actories, was

    concluded.In Per, in 2010, activities in support o autonomyand economic independence o 100 womeno the mining districts o San Matteo, Chicla,Morococha and Yauli were concluded.

    In Argentina, in 2011, a three-year action insupport o people belonging to vulnerablecommunities in the city o Santa Fe was concluded.The action, in which ISCOS was a partner withthe Italian NGO CISP reached 28,500 people.

    Moreover, in Argentina, a three-year projecttowards emancipation o 570 tobacco armersagainst exploitation through the implementationo agro-tourism activities was completed in 2011.In Brazil, in 2011 and 2012, work continued

    on a three-year project or the developmento production and improvement o sanitaryconditions among 4500 people in 19communities o ethnic Tucuna, residing in theState o Amazonas.

    In Bolivia, Colombia, Ecuador and Peru, ISCOSparticipated, in 2011, on a pilot project o theItalo-Latin American Institute (IILA) to analyze

    the needs or a ollow up operation intended tooer new development opportunities to ruralcommunities through the creation o a network oarms.

    In El Salvador, an initiative or the developmento associations and the improvement o theconditions o 1,000 shermen in the CerronGrande basin, was launched in 2011 and is stillin progress.

    In Pakistan an action program or the preservation

    o archaeological sites in the valley o Swat,rehabilitation o the Swat Archaeological Museum,as well as training programs or new proessionalsin the tourism sector to boost employment wereinitiated at the end o 2011 and continued in 2012.

    Training programs, Cooperatives and a Solidarity Economy to build a better future

    OF THe bRAziLiAn AMAzOnThanks to the considerable growth recorded inrecent years, Brazil has joined the BRICS group(Brazil, Russia, India, China and South Arica), othe ve major emerging countries in the world.Despite economic growth, Brazil, however, is stillthe scene o an unair redistribution o wealth.

    Inequality aects in particular the minoritycommunities.The project Sustainable development in the

    Brazilian Amazon border, implemented byISCOS in the Municipality o Benjamin Constant(Alto Solimoes Region), aims to increase incomeand employment levels consistent with theprinciples o decent work and air economy inlocal communities principally belonging to Ticunaethnic group, and reduce diseases caused by thelack o sae drinking water.The action, co-nanced by the Italian Ministryiio Foreign Aairs, has been agreed andimplemented with local communities, incollaboration with the local Diocese Do AltoSolimoes, with the Capuchin Friars rom Umbria(Frati Minori Cappuccini dellUmbria), present inthe area or a hundred years with their mission,and the Foundation SIPEC, Italian partner.The project acts at multiple levels against a reality

    that or many years has seen the alternatingand the simultaneity o policies and practicesconficting with each other: on the one hand,abandonment and marginalization and on theother assistentialism and paternalism.

    For improvement in the areas o health andhygiene, water purication systems powered bysolar energy have been installed.

    In the production sector, the ocus is on communityproduction units and on diversication processesoriented towards ood sovereignty and incomerises. Finally, to increase the involvement o localpopulation, ISCOS promotes the expansion ocitizenship rights so that communities and theirorganizations have an impact on public policy.

    All the above actions have enabled thedevelopment o a production center that respectsthe environment as wells as international lawsor the protection o the Amazon rainorestand its natural resources and have enabled animprovement in socio-economic conditions oabout 4,500 people rom 19 communities.

    The economic crisis that hit Argentina in 2001resulted in the closure o many small and medium-sized enterprises and in the consequent loss owork or a large population.The same tragedy repeated in Uruguay within ashort period due to the so called Tango eect. Tocope with the situation, some workers decided torecover their own actory (in Argentina a primeexample about the ceramics actory Zanon, inUruguay the Molino Santa Rosa) setting up sel-managed cooperatives.

    Thus large movements o recovery came to lieallowing, in the coming years, tens o thousandso workers to escape unemployment.

    ISCOS was a partner in the three-year activity(2007-2010) o the NGO COSPE co-nancediiby the European Union, to support 700 workersand members o the ederations representingrecovered actories.In particular, ISCOS was responsible or activitiesrelating to the ormation and implementation ovirtuous systems to ensure an adequate level ohealth and saety in the companies involved.Participation in the project made it possibleto become aware o a living and a promisingprocess constituted by real people, ready to ghtand organize or their rights, as explained in thebook Recovering work. Recovered actories and

    sel-governing co-operative movement in LatinAmerica.The publication, unded by the Province oRome and with the patronage o the Embassyo Uruguay in Italy, eatures the work o expertsand stakeholders o the project and providesa vision o decent work obtained through theparticipation o workers and the implementationo best practices.The aces and the actions o the worker-memberso cooperatives have been immortalized by the

    photographer and reporter Manlio Masucci in aphoto essay o 40 pages that tells the story o thestruggles, hopes and certainties o more than 20recovered actories in Uruguay.

    The book, presented on October 7, 2010 on theoccasion o International Day o Decent Work atthe headquarters o the Province o Rome, hasbeen the inspiration or the creation o a series oevents to discuss the possibility o reproducingthe experience o recovered actories in othercontexts as well.The rights o workers in act ace great risks notonly in Latin America but all over the world,especially at a time marked by a globalizedeconomy and nancial crises the eed inequality.The book is available online at http://scr.bi/RAgNHk.

    An AGRi-TOURiSM neTWORk in MiSiOneS (ARGenTinA)

    TO COMbAT pOVeRTY AndTO GeneRATe deCenT WORkThe political and economic crisis that hitArgentina in 2001 caused an increase in povertyand destitution, and the loss o many jobs acrossthe country.In response to this serious situation, which stillremains only partially resolved, hundreds osocial production systems evolved that led to thesurvival and maintenance o many jobs.

    ISCOS implemented action programs with the

    objective o promoting employment and incomegeneration in the rural areas o the ArgentinianProvince o Misiones which was weakened notonly by the crisis, but also due to the endemicisolation o the countryside.The program was designed and implementedwith the local association UNEFAM, the ItalianNGO COSPE and co-nanced by the ItalianiiMinistry o Foreign Aairs.Specic complementary actions have beenimplemented by ISCOS Lombardia and ISCOSLiguria and unded by the respective regions.Many o the arms involved in the action hadsuered the consequences generated by theall and gradual depletion in the consumption olocal products, such as tobacco, tea, yerba mateand tung.

    The project has promoted an integrated andsustainable model o production and sale oagricultural and livestock products and servicesin 570 small amily arms that have been ableto expand its range o products with crats andspecialties o local cuisine.O great importance was the establishment o anagri-tourism network (www.agroturismomisiones.com.ar), which promotes more than 114companies in the national and international

    market. The participation o a large number owomen in these activities has had a great socialas well as economic impact allowing them toexit rom the isolation and loneliness o theirsituation typical o women in rural areas, wherethe undamental social role o women is stillstruggling to be ully recognized.

    I have learned to solve many o the problemsalone. I deend more my role as a woman, myindependence, although I see that Im still missinga lot.     eCOnOMiCdeVeLOpMenTin pAkiSTAnSwat is a valley in the north o Pakistan. The territoryis located on the border with Aghanistan and has

    experienced extended periods o tension due toclashes between the Pakistani military and Talibanundamentalist groups operating in the area.The war ought between 2007 and 2009devastated Swat and orced 2.3 million people tofee their homes in order to save their lives.In August 2009, ater the end o militaryoperations, about 1.6 million people had thechance to go home nally.

    The Swat Valley has a rich and interesting history.

    The region was infuenced by many civilizationsover the centuries and has a rich cultural heritageo great historical importance.The Archaeological Museum o Swat was one othe major tourist attractions o the valley with alarge collection o Gandhara sculptures comingrom numerous Buddhist sites o the area.Originally the museum was built in 1958 by theWali (Governor) o Swat and by an Italian Mission,and was inaugurated in conjunction with a twinmuseum, the National Museum o Oriental Art inRome.

    The reconstruction o the Museum, undediithrough the Italian - Pakistan program or theiiCancellation o Debt, is thereore an importantrecovery, both in terms o local development and

    in terms o promoting riendship between Italyand Pakistan. In 2011, ISCOS started collaborating

    with the Archaeology-Community-Tourism / FieldSchool Project, which directs the reconstructiono the Swat Archaeological Museum.The action aims at preserving and enhancingthe archaeological sites, rehabilitation andrestoration o the museum and providing trainingto proessionals in the eld to boost employmentand tourism. It is expected that the action, whichwill directly aect 360 tour operators, will have apositive impact on the 30,000 inhabitants o Swatas well.

    The Pakistani historian Muhammad PervaishShaheen said: the reconstruction o the museumwill tell the whole world that peace has returnedto the Swat Valley and that tourists are againwelcome. This will encourage local and oreigntourists to visit Swat.

    TO FiGHT expLOiTATiOn OF COYOTeSEl Salvador is a small country in Central Americawhich came out o a 12 year civil war in 1992.The country has, over the past 20 years, regaineda democratic dimension, even though thesubsequent economic and social developmenthas beneted the population in an asymmetricalway.An example o the problems that still plague thecountry can be seen in the respective pages o the

    2012 Annual Report on violations o trade unionrights prepared by the ITUC-CSI: The labordemonstrations and strikes, used as a means oexerting pressure, continue to be repressed.There have been constant attacks on workerand trade union rights, their physical integrityand reedom o association also demonstratedby the arrest o a representative o the workersunion LIDO and the reusal o private companiesto allow exercising their rights to organize andcollective bargaining. [...] The murder o unionleaders remains unpunished.

    The activities thus being developed are in a socialcontext which is characterized by violence andabuse. ISCOS launched in 2011, together withthe Agency o local economic development

    (ADEL) o Chalatenango and with the ItalianNGO CESVI, an action towards the developmento shermens associations belonging to coastalcommunities and the economy linked to seaoodin the embalse, the Cerron Grandes basin.The action was co-nanced by the Italian Ministryiio Foreign Aairs, the Leccos Committee or theiipeace o the people and the National Federationiio Retired Workers FNP CISL. It is a project that

    continues a similar action carried out by ISCOS inrecent years and will end in 2014.With the support o Fishermens Association othe Embalse o Cerrn Grande (ASPESGRA), theproject aims to encourage new members andimprove the socio-economic conditions o theshermen o the area.Fishermen are also assisted in their ght againstexploitation by coyotes and traders that, organizethemselves in a cartel in order pay very lowprices or the sh.The consolidation o the association o shermen,creation o a system o storage, industrialprocessing and autonomous distribution, are theactions o ISCOS, in agreement with shermen,local and international partners to boostdevelopment in the area and ght injustice.

    Between 2010 and 2012, ISCOS continued itsactivities to ensure ood security by implementingour projects in two countries, reaching over90,000 beneciaries and employing a budget o1,238,349 euro.

    In Burundi, in 2010, a three-year project aimed toreduce the vulnerability o the local populationthrough the cultivation o a type o a diseaseresistant colocasia was concluded.The action, exceeding expectations, improvedood security or about 6,000 vulnerablehouseholds, or a total o over 31,000 people.

    In Mali, in January 2010, two programs whichwere launched in 2009 were concluded.The rst program ocused on increasing the

    rice production and emergency ood aid orthe areas aected by foods in the provinceo Kati and the second program ocused onreducing the vulnerability o rural householdsin the municipalities o Sikasso, Pimperna andDanderesso. The two actions co-nanced by theItalian Cooperation, involved more than 5,000people.

    Also in Mali, in 2011 and 2012, work continuedon the Program or Improvement o Incomeand Food Security o rural households throughthe development o potato production in the

    region o Sikasso. The action, launched in 2010,involved 10,770 amily arms, or a total o almost54,000 residents in 97 villages and hamlets o theprovince.

    In many countries, agriculture remains the mainsector or the national and local economy butood security is a goal yet to be achieved.Agricultural production or sel - sustenance andor marketing, implementation o processing

    systems, training and coaching o ruralhouseholds or the establishment o organizedgroups o production and mutual aid thusbecome strategic elements or the protection ohealth and the socio-economic development othe community.

    bURUndi:2 MiLLiOn And 300,000 COLOCASiA pLAnTS

    FOR FiGHTinG pOVeRTYBurundi is one o the poorest countries in theworld where more than 50% o the populationlives below the poverty line and where the verysurvival o the people is at risk.According to historians, it was during the Germanand Belgian colonization that the rst ethnicconficts between the Hutu and Tutsi (the twolargest ethnic groups) were born, which led , rom

    1994 to 2006, to a bloody civil war, the echoes owhich can still be heard.

    The Rutana province, which borders Tanzania,was, until a ew years ago, the place o productiono colocasia or the entire country.Colocasia (a tuber, essential to the Burundi diet)orms together with manioca, sweet potato andbanana, a source o ood and income or the ruralpopulation. In recent years colocasia had beenwiped out by disease.

    An action planned and implemented togetherwith the local association Biraturaba andico-nanced by the European Commission,itargeted at increase in the level o ood securityo the population o Rutana, in the municipalityo Ghiaro, with particular attention to internally

    displaced amilies. The project involved apopulation that consists largely o people whofed the horrors o war and returned to theircountry o origin ater having spent several yearsin reugee camps in neighboring Tanzania.

    The combined eorts o the working group,composed o expatriates and local sta madeavailable by Biraturaba, has transormed a

    project, with an initial aim to provide assistance,into a development project.The plants used, although not geneticallymodied, are resistant to the disease thanks togreenhouse cultivation and allowed an increasein production.In the 34 months o operation, about 2,3 millionseedlings have been produced o which 1,7million were distributed among the groupsmost vulnerable while 500,000 were used orproduction and marketing.The project involved more than 700 manuacturers,o which 62% were women, grouped into 52associations and have beneted over 6,000vulnerable amilies, including many members othe ethnic minority Batwa, allowing access to oodand creating a sustainable livelihood.

    Mali is a country with a rich history. It was the seato the Empire o Ghana, the Empire o Mali andSonghai Empire.In modern times the ancient splendor is goneand along with colonization and subsequentmilitary dictatorships, the country is now one othe poorest in the world.

    Mali ranks 175th out o 187 countries on theHuman Development Index o the United Nations.Lie expectancy is just over 50 years and morethan 50% o the population lives on less than$ 1.25 a day, according to data rom UNDP 2011.The majority o the population lives and worksin rural areas but the increasing deserticationprocess seriously undermines the productivecapacity o the country.

    Kati is a province o Koulikoro region, in thesouth-west o the country. In 2008, the alreadyprecarious economy suered another crisis:incessant rains resulting in heavy foods caused acollapse in rice production.ISCOS, in collaboration with associations owomen producers, the co-ordination association

    o development projects in the area Ben-ba andthe Italian NGO CESVI, implemented a programor the restoration and enhancement o ricecultivation in the rural towns o Dialakoroba andSanankoroba.

    The program (2009-2010), co-nanced by thei

    iItalian Cooperation, has contributed greatlyin improving the living conditions o the mostvulnerable social groups.Ater a census was conducted to understand theood needs o the population aected by thefood, we carried out distribution o ood as wellas training programs or women armers on theproduction and harvesting o rice, and preventiono diseases transmitted by water.Improved seeds o rice and agricultural tools weredistributed to producers and 14 associations inthe villages.The action, which involved about 4,000 people,has been a real help to the people o theprovince to acilitate an exit rom a disaster thathad aggravated the pre-existing situation owidespread poverty.

    MALi:THe pARAdOx OF SikASSO

    In Mali since 1992, a slow process odemocratization and economic development hastaken place.The rural sector, which accounts or 45% ogross domestic product and 75% o exports,is characterized by subsistence agriculturedeveloped through the expansion o new land atthe expense o an increase in productivity o thatalready planted.The region o Sikasso in South Mali, an area whereISCOS has been actively present or over 10 yearsis one o the most ertile regions o the country.However, malnutrition especially among children,is as high here as in the desert areas o the north.This paradox is due to a lack o awareness aboutnutrition and a concentration o agriculture orexport.

    To cope with this situation and in continuity withprevious interventions, ISCOS launched in 2010,a three-year program to improve the income andood security o rural households by enhancingthe production o potato.The program has been implemented along with

    the National Union o Malian Workers (UNTM), itstwo co-operatives and agricultural services CikelaJigi and Mali Yiriden, the Association o producerso potatoes (APPS) and the Malian Association oTechnical Assistance in the Villages (A.MA.TE.VI).The project, unded by the Italian Ministry otiForeign Aairs, aims to strengthen the capacityo cooperatives o producers and optimizeproduction, storage and preservation.The project involves 97 villages in whichproducers are provided technical as well asnancial assistance rom cultivation to marketingo potatoes in the domestic market as well as inthe neighboring countries.It was thus possible to ensure a real improvementin the living conditions o nearly 11,000 peasantamilies.

    The project presents another key component:creating a consciousness in villages which aimsat raising awareness among rural households onchronic malnutrition issues present in the region.

    Between 2010 and 2012 ISCOS continued itspost-emergency rehabilitation activities, byimplementing eight projects in two countries,

    reaching more than 18,000 beneciaries andemploying 682,565 euro.

    In Pakistan, ollowing the foods that hit the entirecountry in July 2010, our rehabilitation actionswere realized, which were started in 2010 andcontinued in 2011 and 2012.Actions nanced by two autonomous undraisingcampaigns, by ISCOS Piemonte (with undsdonated by the Piemonte Region), by CISL Vareseand by the Italian Cooperation, brought support

    to more than 12,000 people.At the same time, in 2011, we provided medicinesand basic necessities to some 2,000 people inthe mountain areas o Balochistan aected by

    the earthquake o 2008; in 2012 an interventionwas carried out, thanks to unds raised by ISCOSPiemonte, ISCOS Lombardia and CISL Varese, in

    avour o 2,000 evacuees, who fed the war whichbroke out in the Khyber Agency and took reugein Jalozai camp.

    In Haiti, rst assistance was provided to the victimso the earthquake o January 2010. Subsequently,in 2011 and 2012, action was taken in avor o820 migrant workers rom the construction, andinormal sector.A second action was taken, again in 2011 and2012, to promote a process o social dialogue,

    strengthening local trade unions, and inormingHaitian workers o their rights and thus acilitatingan improvement o decent work opportunities orover 1,200 men and women.

    Reconstruction assistance and decent work to resolve the emergency

    In many countries, the devastating eects onatural disasters add to the persistent poverty,social injustice and war.By partnering with the global trade unionmovement, ISCOS provides immediate supportto the population, coordinating activities withlocal workers organizations.

    But in situations characterized by preexistingand ongoing emergency what is needed, alongwith rehabilitation work is to trigger, togetherwith local civil society, a virtuous circle or areconstruction that is also a social and a realimprovement in living conditions.

    HAiTi: A ReCOnSTRUCTiOn iS nOT enOUGH.iT iS neCeSSARY TO ReMOVe pOVeRTY FROM THe COUnTRY

    Even beore the devastating earthquake o 12January 2010, 80% o the Haitian populationlived below the poverty line, 55% was in extremepoverty and 54% o the active population o 1.5million people was unemployed.The earthquake resulted in an even higher level ounemployment. Institutions are oten not present,corruption is high, there is no real social dialogue

    between the parties, and reedom o associationand collective bargaining are virtually non-existent. The promises made by the internationalcommunity, ollowing the earthquake, havemostly not been ullled.Aware o this situation, ISCOS has initiated not

    just a process o reconstruction but also onetowards democracy and rights. A shared pathwas implemented in 2011 and 2012, basedon the guidelines set out in the Trade unionroad map or the reconstruction, drawn up andapproved by the international community o theunions, including Haitians, during the CSI-CSAConerence o Santo Domingo in 2010.

    iToscana Region, was started by ISCOS incollaboration with Progetto Sviluppo-CGIL,Progetto Sud-UIL, ARCS-ARCI and AUSER.A second action, Tra-dwa-om-oga, Re-BuildHaiti, Decent Work or a decent reconstruction,addressed to the same categories o workers,was launched by the IsI (consortium composedby Progetto Sviluppo-CGIL, ISCOS-CISL,

    Progetto Sud-UIL) in collaboration with CSA andthe Rinaldi Foundation, with unding supportiiobtained through a Unitarian undraising oriiHaiti conducted by CISL, CGIL and UIL andiiConndustria.The initiatives seek to improve the workingand living conditions o those who work in theinormal economy o Haiti, strengthening tradeunions, supporting the access o male and emaleworkers to social protection systems, supportingthe generation o decent work through technicaland vocational training or employment and toincrease the income o beneciaries.The aim o these activities is to support a modelo reconstruction that, oers a unique opportunityor Haiti to access a complete democracy even onthe economic and social level.

    OF pAkiSTAnThe worst fooding in the history o Pakistan

    began more than our weeks ago in the mountain

    region o Swat, already aficted by the worst type

    o extremism, and in the Kaghan Valley, which has

    been the big earthquake in 2005. Approximately

    20 million people and 160,000 square kilometers

    o land - about 1/5 o the surace o the country -

    have been hit hard.

    This is the testimony recorded in August 2010, by

    Zahoor Awan, Secretary General o the PWF, thePakistani union working with ISCOS since 2005.

    ISCOS launched in November o 2010, anintervention, which is still ongoing, coordinatedwith the PWF. The project was initially undediithrough the unds raised by ISCOS Piemonte,iialong with unding rom the Piemonte Region,iiollowed by support rom the Italian Cooperation.iRehabilitation o roads, water supply and sewagesystems, and destroyed or damaged houses wascarried out.This was ollowed by reconstruction o irrigationcanals and restoration o ood production andlivelihoods o small armers.The actions, which have aected the lives oabout 12,000 people, were held in the districts oBalakot and Nowshera, particularly in the UnionCouncils o Kabul River, Akhora Khattaq and PirSabaq.

    In the ollowing interview Zahoor Awan describeda dramatic situation: 3,5 million children at risko water related diseases and high chances oa cholera epidemic; harvests, towns, villagesand inrastructures destroyed; lack o electricity;inaccessible bridges and roads that isolatedmany areas.

    In the midst o so much water, there was nodrinking water. And there were no means olivelihood. The food deprived people not only

    o their homes but also work: the cultivated eldswere devastated, entire herds o cattle drownedin the mud, actories destroyed or damaged.In this situation,o great importance was theproject Cash or Work, a model initially adoptedby the ILO in order to provide rapid employmentopportunities in exchange or daily wages topeople aected by the food to help them toget an income quickly and overcome the mentalshock and trauma.

    A way o working that has had important

    implications also or society, as told by GabrieleRestelli that ollowed on site all the phases othe action by ISCOS: A very good thing is thatthe community began to participate. Especiallyin Akora, a more urban area with narrow streetsand closer houses, there occurred an unusualphenomenon or this region o Pakistan: theneighbors and the community helped thelandlord in the reconstruction or ree.One could see three ISCOS workers, helped by 5to 6 passersby, neighbors, riends and relatives allworking together in the process o rebuilding andreconstruction.We have always paid close attention towardsachieving the broadest participation obeneciaries: Cash or work is not just a way toearn money .

    Between 2010 and 2012, ISCOS continued itsactivities in avor o migrants by implementing3 projects in 4 countries, beneting 360 peopleand employing a budget o 368,006 euro.

    In Italy, in 2010, ISCOS concluded its direct actionto contribute to the discourse and researchon practices and laws on hazardous workingconditions o migrants and a social dialogue.

    ISCOS, in collaboration with ISCOS Piemonte, hasconcentrated its action on the eld o care andamily care and involved 100 union delegates

    rom all over Italy in a round table.

    In Ukraine and Moldova, in the period 2010-2011,a direct action to build and test a model o legallabor migration fows to Italy was concluded.A training program or 60 local union operatorswas conducted with an aim to protect theundamental rights o migrant workers as well asghting illegal tracking and exploitation.

    In Burma, in collaboration with the Burmese

    trade union FTUB, ISCOS carried out its worktowards the improvement o education and socioeconomic conditions o 200 young migrants andBurmese reugees in Thailand.

    In the Dominican Republic we worked onimproving the proessional standards o Haitianmigrants working in the construction sector toincrease their chances o achieving decent work.

    Migration is now an issue o great importancein Europe and particularly in Italy which hasover the last 20 years become one o the

    main destinations o migration fows.At the same time, worldwide migration opeople escaping rom wars and dictatorshipsin search o peace and security continues.ISCOS intervenes through preventive action,so that migration becomes an advantage orall concerned - the migrants themselves, thedestination as well as countries o origin andso that people orced to leave their homescan obtain their right to a dignied lie.

    ReSpeCT FOR HUMAn RiGHTS =deCenT WORk FOR MiGRAnTSFor the past several years in Europe, we arewitnessing a rapid increase in the number oimmigrants who are orced to work withoutpapers and a orm o employment which providedlittle or no protection. The migrant aces a lie ouncertainty in country with unamiliar laws, peopleand cultures and is subject to harassment and

    abuse. Illegal migration presents even greaterrisks: the migrants may be victims o exploiterswho, taking advantage o their situation oillegality, orce them into orms o orced or slavelabor and other serious orms o exploitation,including sexual.

    Studying the root causes that lead to such asituation is a starting point rom where to ndsolutions. For this reason, ISCOS realized anannual program with an aim to contribute to thedebate and research on practices and laws atlocal, regional, national and European level, whichrepresent a threat to the working conditions omigrants and or social dialogue to succeed.The program, which concluded in 2010, involvedassociations, trade unions and NGOs rom six EU

    member states (Estonia, Germany, Italy, Lithuania,Romania and Sweden).

    Trade unions and migrant associations are thebeneciaries o the project Decent Work or All: akey or eective industrial relations, co-nancediiby the European Commission.

    In Italy, the activities carried out by ISCOS ocusedon collecting inormation on Italian and Europeanlegislative ramework in the eld o care andtreatment o people and on the development o acase study entitled Migrants and domestic work.The study talked about the living and workingconditions o migrant domestic workers andcaregivers in Piemonte, and on the organizationo a seminar by trade unions and institutionsdedicated to the theme Women migrants andcare work, a challenge or integration.

    The seminar, organized in collaboration withISCOS Piemonte, was attended by over 100delegates rom trade unions, representatives oinstitutions and migrant associations that havegiven rise to a constructive moment o socialdialogue.

    The Burmese people have been living under theburden o almost 50 years o military dictatorship.Trade unionists o FTUB are orced to live in the

    Mae Sots region o Thailand, on the border withBurma, and smuggle into the country to carry outtheir activities.Many workers, acing harassment at home, ollowthe path o exile too, leaving their country andtheir amilies in the hope o a better uture.

    ISCOS, along with Burmese migrant communitiesand unions designed and implemented an actionprogram to build that uture through educationand training.With the help o unding rom the Province olRome, we are promoting education programs oryoung people and training or Burmese migrantworkers in Thailand.

    At the Knowledge Zone Vocational Training

    Center, classes and special workshops areconducted in English, Thai and Burmese whereparticipants can practice grammar, conversation,

    implementation o theoretical learning as well asdiscuss issues related to work.Moreover computer literacy and computerapplication courses including that o Oce,navigation, internet and email skills etc. are alsomade available.

    For students who stand out in their studies, aninternship to acquire skills on administrativeprocedures, preparation and writing o reports,communication elements has been planned.The program which directly involves 200participants has helped raise awareness andimproved the living conditions o 200 amilies,providing new and better prospects or the wholecommunity o Burmese migrant workers in MaeSot.

    THe bOOk:THe COMMiTMenT OF THe TRAde UniOnin THe GOVeRnAnCe OF MiGRATiOnStrengthening legal channels of labor migration between Ukraine and Moldova to Italy

    The our-year project Sae Bridges or Migrant

    Workers: Pilot Initiatives in Moldova and Ukraine,ico-nanced by the European Commission andcompleted in 2011, was carried out in partnershipwith the Ukraine trade union conederations(FPU and KVPU) and the Federations o sectors(construction, education and chemicals) inMoldova.Two strategically important countries in thecontext o migration, migrants rom Ukraine andMoldova have increased, according to ISTAT by86 and 178 percent respectively rom 2005 to

    2010.

    The initiative intended to build and test a model olegal labor migration rom Ukraine and Moldovato Italy, aims at protecting the undamental rightso migrant workers and ght the phenomenon oillegal tracking and exploitation.

    The project has strengthened inormationchannels on potential migrant workers directly inthe country o origin. This preemptive orientationrepresents an essential tool to acilitate a betterintegration in the country o destination.

    20 inormation points in Ukraine and 10 inMoldova have been activated and equipped toprovide specic assistance to potential migrants.

    The inormation points are located mainly in the

    regional oces o trade union organizationsand project partners and are managed by 60operators selected by trade unions on the basiso characteristics and skills dened by the project.

    A book made at the conclusion o the project,The commitment o the union in the governanceo migration, provides extensive documentationon the existing situation and on the resultsachieved by the project and contains importantcontributions by partners and other stakeholders

    Between 2010 and 2012, ISCOS continued itswork or deending the rights o vulnerablegroups implementing 9 projects in 5 countries,beneting 3,328 people and employing 645,787

    euro.

    In Pakistan, in 2010, one project has beenimplemented to support 430 people, includingwomen and children, still struggling due to theearthquake o 2005. Today, these people havebetter access to medical care and basic education.

    In India, in 2011 and 2012, ISCOS was partner oItalian NGO CIAI in a project to provide capacitybuilding programs and strengthen the networko civil society organizations working on childrights.

    In Peru, during the period 2010-2011, workcontinued or two projects, one unded by theLazio Region and another sel-nanced, or theprotection o health and education o childrenand adolescents rom Huaycan and Huancayo.

    In Argentina, or the period 2010-2012, twosimilar actions were carried out to reduce povertyand improve the living conditions o mothersand children. The actions, one in the regions o

    Catamarca and Santiago del Estero and the otherin the region o Corrientes, beneted 900 amilies.

    In the Dominican Republic, a three-year projectaimed at the training and at subsequentemployability o 240 disadvantaged youngpeople o the city o Higuey was concluded.

    Support for disadvantaged groups to combat discrimination and ensure equal opportunities

    Grow, educate and train uture members osociety, to protect those in need; to ensureaccess to medical care; to provide equalopportunities or wellbeing or all: theseaccording to ISCOS, are the key principles osolidarity to put in practice or an authentic

    human development.Unortunately, the rights o women, mothers,children, young people and many othervulnerable groups are oten trampled upon,orcing many people to live in conditions oextreme hardship.

    In October 2005, a strong earthquake, on amagnitude o 7.6 Richter scale, resulted in morethan 70,000 deaths and almost as many woundedin Pakistan alone.

    The epicenter was in the region o Kashmir. Theregion, already suering rom decades o striebetween India and Pakistan, suered seriousdamage.

    In the atermath o the disaster, ISCOS intervenedto express solidarity with its people and oerassistance in the reconstruction process.Years later, the eects o the earthquake, inaddition to the devastation let by the foods o2010, are still open wounds or the population.Many structures o the suburban centers are stillawaiting rehabilitation.

    The Basic Health Unit o the village o Jaglariin the region o Bagh, was one o them. Twoprojects aimed at the improvement o health

    services, already under way and co-nanced byiithe Italian Cooperation were completed leadingto the restoration o the clinic. The rst programresulted in the construction o a new acility with

    a delivery unit. The second action was ocused onthe provision o urniture and medical equipmentand on the training o medical and paramedicalsta. The clinic now runs at ull capacity witha modern ecient and qualied medical andparamedical sta that each year provides supportto about 230 mothers/children.

    The school Shahoter in the village o Balakot, wasalso among the buildings to be rebuilt.Immediately ater the earthquake, some tents hadreplaced the school buildings and teachers heldclasses to children in open spaces.In 2010, a new school was constructed by ISCOSand co-nanced by the British oundation TUCii(Trade Union Congress) AID. The school nowprovides primary education or 200 children.

    OF MOTHeRS And CHiLdRen in ARGenTinAI among the objectives o development there are improved living conditions, abolition o poverty,access to decent work, reducing inequalities, then it would be quite natural to start with women.

    Despite being considered one o the emergingcountries o the world, Argentina still has manypockets o poverty. The lack o opportunities toimprove income, and thus a lack o access toadequate ood, medical care and education,

    eeds a vicious cycle that undermines the sel-esteem o people, worsening their alreadyexisting condition.This situation is particularly detrimental orwomen who divide their time between work anddomestic tasks.

    It is precisely to improve the condition o thosemost marginalized, that ISCOS implemented,within a national extension program andiunded by the United Nations DevelopmentiiProgram (UNDP), two projects, o the duration othree-years, which were completed in 2011.

    These programs provided training, assistanceand know-how to associations dispensingmicro-credit in some o the regions where an

    intervention to improve economic conditionsand create employment opportunities was mosturgent, e.g. Catamarca, Santiago del Estero andCorrientes.

    The programs which involved three localorganizations dispensing micro-credit:Bienaventurados Los Pobres (Catamarca),Coopsol (Santiago del Estero) and the Redde Organizaciones comunitarias y Socialesde Corrientes-Red MERCOSUR have helpedto reduce poverty and to improve the livingconditions o mothers and children.The unds covered 900 micro-enterprises, 75% othem headed by women and 30% by unemployedwomen with children, and training programs andtechnical assistance to develop more ecientproduction processes.In addition to improving income, the programsalso had a signicant positive impact on thesel-esteem o the participants as well as on amilyrelationships and on the community in general.

    A CARibbeAn pARAdiSe LOSTBehind the images promoted by tour operators o a Caribbean paradise, the reality o its

    poverty and inequality in the distribution o wealth is oten hidden.

    The Dominican Republic, the second largestcountry in the Caribbean ater Cuba, is apresidential republic characterized by a highdegree o democracy and stability even thoughit remains one o the countries with the largest

    inequality in the distribution o economicresources in Latin America.

    Agriculture, the primary productive sector o thecountry, is experiencing an increasing exodus oyoung people who move rom the countryside tothe cities in search or work to new tourist centers.

    Among young people, however, there is adramatic lack o education, starting rom primaryto technical as well as proessional education.At the same time, the act that women are otensubjected to violence within their amilies and aremarginalized, makes it nearly impossible or themto get regular jobs.

    ISCOS implemented a three-year project ending

    in 2011, unded by the Italian Ministry o ForeigniiAairs or the creation o a center o training andsupport or vulnerable young people.

    The center, certied by the Dominican

    government or training (INFOTEP) has servedabout 240 boys in their working age, who comerom extreme poverty and exploitation which issometimes even sexual.

    The acility has provided or basic needs suchas access to sae and healthy ood, proessionaleducation in the hospitality industry and properhealth care.At the end o the training and recovery cycle,participants were introduced to the work placethrough the use o placement protocols signedwith major hotels o the region that had previouslysigned an agreement promoted by ISCOS, orcompliance o local laws relating to workersrights and to the ght against child labor andsexual exploitation.

    Between 2010 and 2012, ISCOS continued itsactivities in support o civil society organizationsimplementing three projects in two countries

    in avor o 2,240 beneciaries, with a budget o367,237 euro.

    In 2010, in the province o Santiago del Estero,Argentina, ISCOS developed programs with an

    aim towards promoting and strengthening theability to implement armers rights which beginwith the right to land. This program providesbenets to 1,500 people.

    In 2010, in China, in the Shenzhen region, ISCOScontinued the implementation o a three-yearproject providing assistance to migrant workersor the deense o their rights and to raiseawareness among civil society organizations onthe undamental rights o workers and in particularmigrant workers. The program, which concludedin 2011 and was carried out in collaboration witha local NGO, has directly aected 240 volunteerlawyers and students. The year 2011 saw thelaunch o a new two-year project to promote

    reedom o association in the Yangtze Delta areathrough the strengthening o 40 NGOs and civilsociety organizations working or the deense ohuman rights, with the aim to provide assistanceto at least 500 victims o discrimination.

    Centers for promotion of rights and growth of awareness

    Support or civil society organizations, as wellas or trade unions is essential or equitabledevelopment without discrimination becauseit is in these places one makes new riends,creates solidarity and understands the

    question o rights. It is or these reasons thatthese organizations play an important role orall people and especially or those who areisolated, or cultural, social and / or economicreasons. Through sharing it becomes possibleto nd space or community development aswell as personal development.

    ARGenTinA:THiS LAnd iS OUR LAndArgentina is a country that has been characterizedby many ups and downs: periods o prosperityalternating with those o extreme social andeconomic diculties.In recent history the dictatorship, with its 30,000desaparecidos (the disappeared) and theguerra

    sucia (dirty war), gave way to democracy anddevelopment, but which once again received asetback with the economic crisis o 2001.Today, the country seems to be going towardseconomic growth, although not always a

    structured one.

    The inland areas o Argentina have seen highlyasymmetrical growth, with industrialized regionsbeing the richest, and other predominantly ruralregions characterized by widespread poverty. Inthe province o Santiago del Estero, or example,agricultural work is still an important resource orthe population.The culture o verbal transmission and the lacko written records, has long exposed armers to

    raud and speculation by agents o medium andlarge enterprises who through treachery, havebeen stealing their land on which the worked ordecades.

    The association Mesa de Tierra de Figueroawas created to deend land rights. ISCOS has

    started programs to provide legal aid to armerswho are victims o abuse and dispossession, andstrengthen Mesa de Tierra, as well as programsto raise rights awareness among the localpopulation and ormation o local leaders.These programs have allowed 300 armingamilies in the area to preserve their rights toland, giving them the opportunity to consolidatetheir nancial resources and to redirect orcestowards improving socio-economic conditions othe community.

    The program, co-nanced by the Marche Region,ialso saw the participation o a large number orural women enabling them to come out o theendemic isolation in rural areas, thus increasingtheir awareness and improving their livingconditions and o their amilies.

    dReAM OF RiGHTS And FUTUReThe Peoples Republic o China, the great actoryo the world, is now a major world power muchtalked-about but o which little is known.The exploration o the country leads to thediscovery o surprising reality, both positive andnegative.ISCOS began this path to come closer, byspreading in Italy, the documentary China Blueby Micha Peled (Teddy Bear Films, 2005).

    The lm chronicles the lives o migrant domesticworkers in textile actories in Guangdong andin particular o Jasmine who, at the age o 16,is orced to leave her home in the Province oSichuan, to work in a textile actory in the city.

    ISCOS has been working permanently in Chinasince 2008. In 2011 it concluded a two-year project,ico-unded by the Europeani iCommission, or theprotection o rights o migrant workers with theassistance o other civil society organizations inChina.240 volunteer lawyers and students o the Facultyo Law have been trained to assist 10,000 migrantworkers and their amilies in the area o Shenzhen.It has also organized an awareness campaign,along with the assistance o local partners about

    the rights o migrant workers and about thework done by the local partner in assisting them.It established a toll-ree number, to provideassistance and legal advice to internal migrants,benetting about 1,500 workers. 331 workersparticipated in training courses organized by itslocal partner.

    In 2010, ISCOS participated in the production o

    the documentary Dreamwork China, producedby Ivan Franceschini and Tommaso Facchin.The work presents an inside view o the conditionso young Chinese workers, such as Jasmine oChina Blue, who are orced to leave their homesin order to nd work in the actories in the city.

    Dreamwork China (www.dreamworkchina.tv),dreams and rights o a new generation in theworlds actory, was shot in the metropolitanarea o Shenzhen, in the southern province oGuangdong.In this lm, young workers talk about their lives,expectations, diculties and hopes or theuture, along with activists and independentorganizations committed to rights, dignity andequality.

    WiTH CHineSe CiViL SOCieTYManual work at low cost gave us cheap goods,and the concept o cheap labor. The same way inwhich Globalization shortens economic distanceson a global scale, it also brings together andinterconnects the various struggles or the rightsto decent work and decent lie and thus the thediscovery o rights is brought closer to economicdevelopment.

    We see in China today increasing strikes anddemands by workers or their rights, even i thesemobilizations rarely nd adequate answers.A signicant example o the complexity o thesituation is the awarding o the 2010 Nobel PeacePrize to Liu Xiaobo or his long and non-violentstruggle or human rights in China.Liu, considered a dissident by the Chinesegovernment and thus imprisoned, hasconsistently denounced the lack o respect orundamental rights, and in particular the reedomo association guaranteed by Article 35 o theChinese constitution.

    ISCOS believes that the reedom o associationis essential or human development and thusin 2011, started a two year action to deend the

    right to reedom o association o Chinese NGOsworking in the eld o human rights, and inparticular workers rights, with the aim o raisingawareness among civil society and institutions.

    The project, co-unded by the EuropeaniiCommission, directly concerns 40 ChineseNGOs and associations working in the area o theYangtze River Delta, as well as six working groups

    o the local partner.The action, which also includes a publicawareness campaign will indirectly benet50,000 people working in the delta and 500victims o discrimination, providing legal adviceand assistance.

    The activities ocus on capacity building throughspecic training programs or associations,advocacy or reedom o association andexpression, and providing assistance to victims odiscrimination.Along with this, a publication o a quarterlymagazine dedicated to the issues regardingassociation and the organization o seminarsdedicated to create a platorm or dialogue hasbeen planned.

    deVeLOpMenT edUCATiOnBetween 2010 and 2012, ISCOS continuedits activities o development education byimplementing 5 projects or the benet o 1,800beneciaries and employing 518,595.

    The activities had an internal dimension,addressed to CISL practitioners and activists,through participation in the training o tradeunion structures and specic pathways or youngpeople.

    The external dimension is aimed at universitystudents, secondary schools and to the generalpublic.     In these three years, two major campaigns,were launched in 2010 and are still ongoing.The campaign Decent Work or All! Migrationor Development has stimulated the analysiso the link between decent work, migrationand development in order to identiy goodpractices and policies that make migration anelement o economic and social developmentor the people who migrate, or the countries odestination and or the countries o origin. Withinthe project Health or All, a campaign to raisepublic awareness and policy makers on the three

    objectives o the Millennium Development Goalsrelated to health was carried out: reducing childmortality, improving maternal health, combatingAIDS and other major diseases by 2015.

    To inorm and to spread awareness:development education is a practice essentialor those who, like us, promote cooperationactivities.Education is crucial to the global communityto oster a culture o solidarity aimed atglobalizing rights and to understand howdevelopment and well-being o people are

    interconnected globally.ISCOS organizes seminars and meetings inItaly in to share learning about its activities, thereasons or its establishment, the method bywhich it operates and to spread the values inwhich it believes.

    The lack o decent work and aspirations ora decent lie are important driving orces ointernational migration rom developing countrieso the South o the world.The majority o the 200 million migrants in theworld is made up o workers and their amiliesseeking employment.These migrant workers contribute to poverty

    reduction in countries o origin by sending homeremittances and the transer o skills due to returnmigration.They provide an important contribution to thewealth o the host countries where they respondto the oer o the labor market rejuvenating theworkorce and ueling pension schemes. In short,migration is a actor o development or peopleand communities.The best contribution to economic and socialdevelopment or origin and host countries bymigrant workers is achieved only i they haveaccess to decent work and their rights arerespected globally.

    To raise awareness among European citizens andpolicy makers on the links between development,

    migration and decent work, and the need toensure the basic rights o all workers o theEuropean Union regardless o their origin ando their legal status, ISCOS is implementingthe project Decent Work or All! Migration orDevelopment, co-nanced by the EuropeaniiCommission, an ongoing project launched in2010.

    In 2010, a roundtable was held in Rome withrepresentatives rom CISL, ISCOS, ANOLF and theMinistry o Labour.The Italian version o the Solidar publicationThrough the eyes o migrants: the pursuit odecent work was published and then distributedonline and in a printed version to CISL structures.

    In 2011 and 2012, initiatives were carrie
