It is important as a Council that this is recognised and lessons are learnt from the process. As a result of both written and verbal comments from the public, some factors were revised and improved. It is clear not all issues were resolved. Council will be conducting a review of the Summer Carnival at a forthcoming Elected Members Forum. It is my intent to recommend a mail out survey seeking opinions from each and every ratepayer. Ratepayers will be asked a range of questions pertaining to a Summer Carnival, including those listed below: - Should Robe have a Carnival during the summer vacation? - If so, what would be the most appropriate location? - What would be the most appropriate operating hours? Any future Carnival will be based on the outcomes of consultation from the mail out. In that way, every ratepayer has the opportunity to make comment, including every absentee landowner. I trust this process will result in a much more representative view being provided before any decision is reached pertaining to a Summer Carnival Unconventional Gas Exploration In the October Mayor’s Report I suggested Elected Members and the public make some effort to research and inform themselves on unconventional gas and the method of hydraulic fracking (“fracking”). Council’s ordinary meeting of 14 January 2014 has listed in the correspondence 42 letters of concern about these processes. MAYOR’S REPORT & COUNCIL NEWS

INSIDE: Big Annual Book Sale Report CFS General Meeting Telstra Store Road Show

From The Mayor New Year Celebrations New Year celebrations have seen good behavior, only minor damage and generally the town area was relatively free from litter. As with last year, Long Beach was the exception. Council staff removed in excess of 3 tonnes of rubbish. Council will be reviewing procedures to better manage Long Beach before next season. Police reported that overall, the large crowd was well behaved with notices issued for 32 minors drinking, 63 drinking in a dry zone and 3 fireworks offences. It was very disappointing to note the use of marine distress flares again. Some people never learn, thankfully there were no associated fires. Summer Carnival

This has been a very controversial issue and I would suggest Council could have managed this better. Ratepayers will be asked a range of questions pertaining to a Summer Carnival, including those listed below: - Should Robe have a Carnival during the summer

vacation? - If so, what would be the most appropriate location? - What would be the most appropriate operating hours?

Any future Carnival will be based on the outcomes of consultation from the mail out. In that way, every ratepayer has the opportunity to make comment, including every absentee landowner. I trust this process will result in a much more representative view being provided before any decision is reached pertaining to a Summer Carnival

Unconventional Gas Exploration

In the October Mayor’s Report I suggested Elected Members and the public make some effort to research and inform themselves on unconventional gas and the method of hydraulic fracking (“fracking”). Council’s ordinary meeting of 14 January 2014 has listed in the correspondence 42 letters of concern about these processes.

Among the concerns are water supply and quality because of associated risks that could occur to the aquifer. The associated risk to our important agriculture industries, towns and tourism is a real and valid concern. In Queensland, NSW, Victoria and Western Australia, communities are coming together, uniting seeking advice and sureties, why should Robe be different? Our community is almost totally reliant on ground water.

Fifteen CCOWS staff gathered together for a training day which enabled them to share and discuss some of the changes which face children’s services (and CCOWS). We look forward to continually embracing changes which will improve the quality of care and education we offer to children at CCOWS. Our operation will be much calmer and more predictable once school returns, and families return to “normal”. CCOWS congratulates Bron Gadd and Michael Wilkin who will celebrate their marriage on February 1.

Maintenance work on Heritage listed buildings

A reminder to those who own heritage listed buildings that maintenance work on these building is classified as development work and an application must be lodged and a fee paid. Council understand that at times the work being carried out is minor and in most instances upgrades or improves the building, however if applications are not lodged property owners may inadvertently use incorrect materials or methods thus causing damage to the building.

Your co-operation is sought to ensure the heritage of Robe and the State is protected.

Proposed mining Activities within the South East

The point of difference between the South East of South Australia and other regions within the state is the quality and quantity of our underground water, which, coupled with the regions fertile soils and temperate climate result in the region being the premier food producing region of the State.

The drilling for gas wells through the ground water into the artesian water may pose a threat to the region’s water supply and Council believes that there are enough concerns with the drilling and gas producing process for Council to seek a stop mining activity which impacts the underground water supply until the Community’s and Council’s concerns have been allayed.

Council notes that the Victorian Government has introduced a moratorium on such activities for two years and has

asked for further research to be undertaken into the impact of such activity. We are simply asking the South Australian

Government to consider similar action.

Information and Film Night in January 2014 – presentations by Anne Daw and Dr Catherine Pye Chairperson of Limestone Coast Strike Out Alliance Inc, Will Legoe, welcomed over 50 people, who attended the information evening on January 15th at the Robe Institute. Many people in attendance were shocked by the information presented in the film ‘Fractured Country: An Unconventional Invasion.’ They found the films, information and discussion very valuable. Will Legoe introduced the first speaker, Anne Daw, an agricultural advocate on the Round Table for Unconventional Gas Projects in SA. The second speaker was Dr Catherine Pye, a local GP from Mt Gambier. She discussed related health issues. District Council of Robe Mayor, Peter Riseley, also addressed the meeting and explained the motion that was passed unanimously in Council the previous evening. This motion states “ that the District Council of Robe lobbies the South Australian Government to enact a moratorium on all unconventional gas exploration and operations within the South East region of South Australia until there is an investigation into: (a) The potential risks to underground and surface water resources; (b) The associated effects on our agricultural industries and detriment to food security; (c) Any adverse effects on tourism and in particular tourism based on our

natural environment and because such an industry located within the South East appears contrary to the Premier’s Clean Green Food strategy and has been identified within the State Strategic Plan as one of the key economic drivers. ‘ Another motion moved was ‘that the District Council of Robe having considered item 16.1 “Moratorium on Unconventional Gas Exploration and Operations within the South East Region of South Australia” writes to the Local Members of Parliament representing the South East, Minister of Agriculture, Minister of Environment, Primary Producers SA, all South East Councils, South East Local Government Association and editors of all South East papers advising them of Council’s decision. This motion is expected to be a catalyst for change for the whole community within the Limestone Coast region, drawing attention to issues regarding mining/gas activities. Mayor Riseley hopes that it encourages people to educate themselves so they can make an informed decision. His address was followed by questions from the floor. After the meeting many people stayed to discuss their thoughts whilst others took the opportunity to purchase Lock the Gate signs. The evening was organised by the recently formed Limestone Coast Strike Out Alliance Inc, and Lock the Gate. Some people took the opportunity to become members so they can receive updates of information and understand how they can take simple actions and have their voice heard to stop our precious essential resources being put at risk of contamination. Lock the Gate signs are available from Will Legoe (0410635720) or Heather Gibbons (87682537)

BIG Annual Book Sale The mind boggles when you try to work out roughly how many books were donated for the Annual BIG Book Sale to raise $2805. Considering books were $1 and $2 and magazines were 20 cents – that’s a mighty huge pile of books. The Friends of the Robe Library Annual BIG Book Sale was held again on Thursday 9 & Friday 10 January in the Robe Institute with much success. Success in how much money was raised by the small community group, and success in how many volunteers put their hand up to help out during the event. The money raised will be disbursed to the Robe Library to assist in the purchase of books. Library funding is allocated on a per capita basis, so for a small town like Robe, the book sale proceeds help keep a diversity of books on our shelves. Much loved by both locals and tourists alike, the Robe Library & Visitor Information Centre is a wonderful community hub. There are always many to thank at these volunteer events. Thanks to the District Council of Robe for donating the use of the Institute, Dean Fennell for donating floor space all year for the storage and sorting of second hand books, and Library staff & volunteers for their continued support throughout the year. The Friends of the Robe Library and Very Informal Book Club members did a great job, and I must mention that our dear friend Marg Whibley is sorely missed. Thanks to Doug Peel, Stephen Phillips, Ray & Helen Fulbohm, Eleanor & Allan Gould, and Harvey Nolan for carting the books, and all those who helped unpack boxes and trestles on set up day. Thanks to Di Hooper for being our “street book dropper”, Harvey Nolan for the Bali flags, and a big thanks to well over 20 volunteers we had on the roster during the 2 day sale. There must be something about a book sale because I never have anyone turn me down for that roster, and many regulars are disappointed if they have to miss out! Finally thanks to everyone who donated their second hand books, magazines, dvds and puzzles throughout the year. We chose to be a bit more discerning with the quality of books this year and we think it paid off. Have you been to the Robe Library lately?.........
